Juberg–Hayward syndrome is a rare autosomal recessive syndrome characterised by the association of growth retardation, microcephaly, cleft lip and palate, and thumb and radial ray abnormalities. To date, no prenatal cases have been reported. Here, we report on the first prenatal case of Juberg–Hayward syndrome. The diagnosis was established following fetopathological study. Besides the cardinal features of the syndrome, this prenatal case was remarkable for the severity of the short arm malformation and by the finding of big toe agenesis and cerebral abnormalities including hydrocephalus, agenesis of corpus callosum, and cerebellar hypoplasia. We conclude that the diagnosis of Juberg–Hayward syndrome can be discussed prenatally following ultrasound diagnosis of the association of intrauterine growth restriction, microcephaly, thumb/radial anomalies, and cleft lip/palate. The prominent place of the chapter on poverty in the Johannesburg Plan of Implementation (JPI) is totally in keeping with the priority given to poverty reduction in the development thinking of the international community of today. The Johannesburg process did not lead to any new insights or new commitments in the fight against poverty. Section one sets out a factual comparison of the poverty chapters in Rio's Agenda 21 (AG21) and in the JPI. Section two reviews the conceptual links between poverty reduction and sustainable development, since poverty is used both as a dependent and as an independent variable. This analysis shows a shift in the function of growth as related to environmental protection. Section three explores the naturalization of development thinking in its economic and social dimensions and shows how this affects the policy options for social protection. I also explain how social and environmental sustainability have become elements of risk management and how are both aimed at conflict prevention and enhanced growth. Finally, in section four three lines of action are suggested to enhance the emergence of a socially meaningful sustainable development agenda that, ideally, would make poverty reduction strategies redundant.  相似文献

The Israeli–Hezbollah conflict in the summer of 2006, although brief, had a lasting impact on the region and prompted an intense humanitarian response. The conflict raised challenging questions for the United Nations (UN) about how to assist a middle‐income yet extremely vulnerable population in a context where global and local relations are highly politicised. This paper focuses on two key questions that emerged from the humanitarian response. First, how can humanitarian agencies, and particularly the UN, improve the protection of civilians, and was what they did in Lebanon enough? Second, how can humanitarian agencies create partnerships with local actors and still remain true to core humanitarian principles when local actors are fiercely divided along confessional lines and influenced by external actors, and when some, such as Hezbollah, are parties to the conflict? This paper argues that despite the importance of protection and partnerships to the humanitarian response, their role in the UN emergency response still falls short.  相似文献

A cover with capillary barrier effects (CCBE) was constructed in 1998 on the abandoned Lorraine mine tailings impoundment to limit the generation of acid mine drainage. The Ministry of Natural Resources and Fauna of Quebec (MRNF) is responsible for the site and for all restoration works on it, including CCBE construction. The CCBE is made up of three layers: a 0.3-m layer of sand used as a support and capillary break layer; a moisture-retaining layer with a thickness of 0.5 m (this layer is constructed of a nonplastic silt); and a 0.3-m sand and gravel layer on top. The main objective of the CCBE is to maintain one (or more) of the layers at a high degree of water saturation to impede oxygen migration and acid generation. Vegetation succession on the Lorraine CCBE results in an improvement in soil conditions, leading to the installation of deep-rooted species, which could represent a risk to CCBE long-term performance. Hence, the characterization of vegetation succession is an important aspect of the monitoring strategy for the Lorraine CCBE. Species occurrence was documented, and depth of tree roots was measured by excavation on a regular basis. Eight functional groups of plants were identified; herbaceous plants were the most abundant ecological plant groups. Tree ring counts confirmed that tree colonization started the year of CCBE construction (1999). Of the 11 tree species identified, the most abundant were poplar (Populus spp.), paper birch (Betula payrifera Marsh.), black spruce (Picea mariana Mill.), and willow (Salix spp.). Significant differences in occurrence related to environmental conditions were observed for most functional groups. Root excavation showed that tree roots exceeded the depth of the protective layer and started to reach the moisture-retaining layer; in 2008, root average depth was 0.4 m and the maximal root depth was 1.7 m.  相似文献

One hundred and ninety women who contracted toxoplasmosis after the seventh week of pregnancy underwent antenatal diagnosis, including ultrasound examination and biological tests. Tests included Toxoplasma isolation in fetal blood and amniotic fluid by mouse inoculation, specific IgM and IgA in fetal blood, and non-specific tests. Twenty fetuses had positive specific as well as non-specific tests for Toxoplasma infection. At birth, four of these presented with clinical congenital toxoplasmosis and 12 with subclinical forms. Antenatal diagnosis enabled the detection of 83 per cent of the infected fetuses. Under specific conditions, cordocentesis permits early diagnosis and considerably reduces the number of terminations of pregnancy.  相似文献

The increase of fresh vegetable and fruit (FVF) intake could contribute to the prevention of obesity and several major pathologies and thus represents a major public health goal in industrial countries. Nutritional recommendations for increased consumption of FVF could lead to ingestion of unwanted amounts of pesticides. This study was undertaken to evaluate theoretical exposure of French adults to pesticide residues under increasing amounts of FVF intake. Balanced menus with 200 – 400 – 600 – 800 and 1200 g FVF/day were established. Amounts of active substances brought by every FVF vector, at the maximum residue level (MRL) were summed up to determine the intake for each active substance. Values were compared to the Acceptable Daily Intake (ADI) to point out any potential over exposure. A maximalistic approach was adopted and no reducing factor due to processing was taken into account. It was found that under minimal recommended consumption of fruit and vegetables (400 g/d), no active substance reached the ADI, but 18 vs 144 were over 10% of the ADI. Raising FVF to 600 g/d increased the number of active substances over 10 % of the ADI to 24, but again in no case was the ADI exceeded. Doubling the intake to 800 g/d gives values over the ADI for 2 active substances only (cyhexatin and thirame). It was concluded that the increase in fruit and vegetables up to 800 g per day should not expose adults over the ADIs for a majority of authorized pesticides. In this regard, residues levels of ten active substances in fruit and vegetables should deserve particular attention.  相似文献

Floodplain forests are flood-dependent ecosystems. They rely on well-timed, periodic floods for the provision of regeneration sites and on tapered flood recession curves for the successful establishment of seedlings. These overbank flood events are described as regeneration flows. Once floodplain forest trees are established, in order to grow they also require adequate, although variable, river stage levels or maintenance flows throughout the year. Regeneration flows are often synonymous with flood flows and only occur periodically. There is a disparity between this need for varied interannual flows over the decadal time frame and the usual annual cycle of flow management currently used by most river management agencies. Maintenance flows are often closer to established minimum flows and much easier to provide by current operational practices.A number of environmental flow methodologies, developed in North America, Australia, and South Africa are described in this review. They include the needs of the floodplain environment in the management and allocation of river flows. In North America, these methodologies have been put into practice in a number of river basins specifically to restore floodplain forest ecosystems. In Australia and South Africa, a series of related holistic approaches have been developed that include the needs of floodplain ecosystems as well as in-channel ecosystems. In most European countries, restoration of floodplain forests takes place at a few localized restoration sites, more often as part of a flood-defense scheme and usually not coordinated with flow allocation decisions throughout the river basin. The potential to apply existing environmental flow methodologies to the management of European floodplain forests is discussed.  相似文献
