In this paper we examine the issues associated with the temporary sheltering and housing of victims after natural disasters in the United States. Specific topics addressed include differential access to shelter and housing aid according to social class, ethnicity and related demographic factors; the relationship between post-disaster shelter and housing and long-term recovery; the role of social support networks in the sheltering of victims; and the implications of the research for the provision of shelter and housing aid after disasters.  相似文献

The UK reviewed its National Sustainable Development Strategy during 2003 and 2004, and produced a new strategy — the third for the UK — in March 2005. Having established that the main weakness of the previous strategy was in its delivery, the review and the resulting new strategy set out to put a much stronger emphasis on delivery mechanisms. In support of this, the process included more participative ways for those involved in delivering to contribute their views and ideas, including web‐based dialogue, participative events and seminars, and community level discussions. The key points for the success of the project were the involvement of stakeholders; project management of the process; a marketing and communications strategy; cross‐departmental governance; and involvement of an external challenge function (fulfilled in the UK by the Sustainable Development Commission).  相似文献

A number of studies on the oxidation of various organic/inorganic contaminants by ferrate(VI) were reported in the 1980s and 1990s. The exploration of the use of ferrate(VI) for water and wastewater treatment has been well addressed recently. However, challenges have existed for the implementation of ferrate(VI) technology in practice due to the instability of a ferrate solution or high production cost of solid ferrate products. The research has been carried out aiming at the generation and application of ferrate(VI) in situ. This paper thus reviews ferrate chemistry and its overall performance as a water treatment chemical, discusses the factors affecting the ferrate yield efficiency using the electrochemical method, and finally, summarises the work on the production and use of ferrate in situ which is currently under study.  相似文献

A comprehensive review of online, official, and scientific literature was carried out in 2012–13 to develop a framework of disaster social media. This framework can be used to facilitate the creation of disaster social media tools, the formulation of disaster social media implementation processes, and the scientific study of disaster social media effects. Disaster social media users in the framework include communities, government, individuals, organisations, and media outlets. Fifteen distinct disaster social media uses were identified, ranging from preparing and receiving disaster preparedness information and warnings and signalling and detecting disasters prior to an event to (re)connecting community members following a disaster. The framework illustrates that a variety of entities may utilise and produce disaster social media content. Consequently, disaster social media use can be conceptualised as occurring at a number of levels, even within the same disaster. Suggestions are provided on how the proposed framework can inform future disaster social media development and research.  相似文献

Composting may be a viable on-farm option for disposal of cattle carcasses. This study investigated greenhouse gas emissions during co-composting of calf mortalities with manure. Windrows were constructed that contained manure + straw (control compost [CK]) or manure + straw + calf mortalities (CM) using two technologies: a tractor-mounted front-end loader or a shredder bucket. Composting lasted 289 d. The windrows were turned twice (on Days 72 and 190), using the same technology used in their creation. Turning technology had no effect on greenhouse gas emissions or the properties of the final compost. The CO2 (75.2 g d(-1) m(-2)), CH4 (2.503 g d(-1) m(-2)), and N2O (0.370 g d(-1) m(-2)) emissions were higher (p < 0.05) in CM than in CK (25.7, 0.094, and 0.076 g d(-1) m(-2) for CO2, CH4, and N2O, respectively), which reflected differences in materials used to construct the compost windrows and therefore their total C and total N contents. The final CM compost had higher (p < 0.05) total N, total C, and mineral N content (NO3*+ NO2* + NH4+) than did CK compost and therefore has greater agronomic value as a fertilizer.  相似文献

The aim of this paper is to assess how policy goals in relation to the promotion of green growth, energy security, pollution control and greenhouse gas (GHG) emissions reductions have been aligned in policies that have been implemented in selected countries during the last decades as a basis for discussing how a multi objective policy paradigm can contribute to future climate change mitigation. The paper includes country case studies from Brazil, Canada, China, the European Union (EU), India, Japan, Mexico, Nigeria, South Africa, South Korea and the United States covering renewable energy options, industry, transportation, the residential sector and cross-sectoral policies. These countries and regions together contribute more than two thirds of global GHG emissions. The paper finds that policies that are nationally driven and that have multiple objectives, including climate-change mitigation, have been widely applied for decades in both developing countries and industrialised countries. Many of these policies have a long history, and adjustments have taken place based on experience and cost effectiveness concerns. Various energy and climate-change policy goals have worked together in these countries, and in practice a mix of policies reflecting specific priorities and contexts have been pursued. In this way, climate-change mitigation has been aligned with other policy objectives and integrated into broader policy packages, though in many cases specific attention has not been given to the achievement of large GHG emission reductions. Based on these experiences with policy implementation, the paper highlights a number of key coordination and design issues that are pertinent to the successful joint implementation of several energy and climate-change policy goals.  相似文献

Summary Data from a 15-month field study of the capped langur monkey, Presbytis pileata, in Bangladesh indicate that allomothering behavior is restricted to particular female-infant dyads. Primary allomothers were all parous adult females; nulliparous females rarely allo-mothered, Newborn infants were transferred from the mother to other females within a short time of birth, as reported for some other colobine species, but over the first 3 months of life each neonate's contact with nonmothers was largely restricted to a single allomother in each of five study groups. Capped langur mothers with newborn infants spent more time feeding when the infant was being allomothered than when it was in the mother's care. The model of allomothering as a selfish behavior by nulliparous or pregnant females used to enhance maternal skills at the expense of mothers is not supported by this study. Rather, allomothering may have adaptive significance as altruistic behavior among group females, in that it enables lactating females to increase feeding time. Previously, the presence of metals in arthropod mandibles has been linked with harder cuticle, and in termites, a 20% increase in hardness has been found for mandibles containing major quantities of zinc. The current study utilises electron microscopy and energy-dispersive X-ray microanalysis to assess incidence and abundance of metals in all extant subfamilies of the Isoptera. The basal clades contain no zinc and little to no manganese in the cutting edge of the mandible cuticle, suggesting that these states are ancestral for termites. However, experimentation with mandibles in vitro indicates the presence of some elements of the cuticular biochemistry necessary to enable uptake of zinc. The Termopsidae, Serritermitidae, Rhinotermitidae and Termitidae all contain minor quantities of manganese, while trace to minor quantities of zinc occur in all except the Serritermitidae. In contrast, all Kalotermitidae or drywood termites contain major levels of zinc in the mandible edge. Diet and life type are explored as links to metal profiles across the termites. The presence of harder mandibles in the drywood termites may be related to lack of access to free water with which to moisten wood. Scratch tests were applied to a set of mandibles. The coefficient of friction for Cryptotermes primus (Kalotermitidae) mandibles, when compared with species from other subfamilies, indicates that zinc-containing mandibles are likely to be more scratch resistant.  相似文献

Marine sediment toxicity tests are widely applied in monitoring programs, yet relatively little is known about the comparability of data from different laboratories. The need for comparability information is increased in cooperative monitoring programs, where multiple laboratories (often with variable skill levels) perform toxicity tests. An interlaboratory comparison exercise was conducted among seven laboratories in order to document the comparability of sediment toxicity measurements during the Bight'98 regional sediment survey in southern California. Sediments from four stations in Los Angeles and Long Beach Harbors were tested using a 10-day survival test of the amphipod Eohaustorius estuarius. All laboratories successfully performed the sediment test and associated reference toxicant test. Statistically significant differences were found in mean amphipod survival rates among some laboratories for the field-collected sediments, but there was little evidence of a consistent bias among laboratories. Although the reference toxicant test indicated a five-fold variation in test sensitivity among laboratories, these results were not accurate predictors of interlaboratory performance for the sediment tests. The laboratories demonstrated excellent concordance (Kendall's W = 0.91) in ranking the field-collected sediments by toxicity. Agreement on classifying the sediments into categories (nontoxic, moderately toxic, and highly toxic) based upon the percent of survival was best for highly toxic sediments. An analysis of test precision based upon the variance among replicates within a test indicated that the measured survival rate for a sample may vary by up to 12 percentage points from the actual response.  相似文献

Abstract: The Crown of the Continent is one of the premiere ecosystems in North America containing Waterton‐Glacier International Peace Park, the Bob Marshall‐Great Bear‐Scapegoat Wilderness Complex in Montana, various Provincial Parks in British Columbia and Alberta, several national and state forest lands in the USA, and Crown Lands in Canada. The region is also the headwater source for three of the continent’s great rivers: Columbia, Missouri and Saskatchewan that flow to the Pacific, Atlantic and Arctic Oceans, respectively. Headwaters originate in high elevation alpine environs characterized by high snow accumulations in winter and rainstorms in summer. Most headwaters of the region contain high quality waters with few ions in solution and extremely low nutrient concentrations. Alpine streams have few species of aquatic organisms; however, they often possess rare species and have hydrogeomorphic features that make them vulnerable to climatic change. Subalpine and valley bottom streams of the Crown of the Continent Ecosystem (CCE) flow through well forested watersheds. Along the elevation gradient, the streams and rivers of the CCE flow through series of confining and nonconfining valleys resulting in distinct canyon and floodplain reaches. The alluvial floodplains are characterized by high species diversity and bioproduction maintained by the hydrologic linkages of habitats. The streams and rivers of the CCE have low nutrient concentrations, but may be significantly affected by wildfire, various resource extraction activities, such as logging or mining and exurban encroachment. Wildfire has been shown to increase nutrient loading in streams, both during a fire and then following the fire for as much as 5 years. Logging practices increase nutrient loading and the algal productivity of stream periphyton. Logging and associated roads are also known to increase sediment transport into Crown of the Continent streams directly affecting spawning success of native trout. The CCE is one of the fastest growing regions in the USA because of the many recreational amenities of the region. And, while the region has many remarkably pristine headwater streams and receiving rivers, there are many pending threats to water quality and quantity. One of the most urgent threats comes from the coal and gas fields in the northern part of the Crown of the Continent, where coal deposits are proposed for mountain‐top removal and open‐pit mining operations. This will have significant effects on the waters of the region, its native plants and animals and quality of life of the people.  相似文献
