This paper examines how political risk taking is necessary for gains in sustainability. It provides a personal perspective covering some of the key turning points in Australia (and some global examples) to demonstrate how policy innovation in sustainability will always require political leaders to go out on a limb and then in hindsight the policy will be seen as obvious and normal. The key components of sustainability (vision, interdisciplinary, geographical and sectoral synergies) are used to illustrate stories of tree climbing. Some deeper levels of sustainability applied to thinking, creativity, belonging and spirituality are then used as the framework for illustrating the significance of political risk taking for sustainability.  相似文献

Growing or shrinking cities can experience increases in vacant land. As urban populations and boundaries fluctuate, holes can open in once tight urban areas. Many cities chase growth-oriented approaches to dealing with vacancies. It is critical to understand land-use alteration to accurately predict transformations of physical change in order to make better informed decisions about this phenomenon. This research utilizes the land transformation model (LTM), an artificial neural networking mechanism in Geographic Information Systems, to forecast vacant land. Variable influence on vacant land prediction and accuracy of the LTM is assessed by comparing input factors and patterns, using time-series data from 1990 to 2010 in Fort Worth, Texas, USA. Results indicate that the LTM can be useful in simulating vacant land-use changes but more precise mechanisms are necessary to increase accuracy. This will allow for more proactive decisions to better regulate the process of urban decline and regeneration.  相似文献

The role of sulfur compounds in our environment has been the subject of much speculation during the past two decades. An evaluation of the effect of man-made contributions to the biogeochemical sulfur cycle requires a comprehensive examination of source magnitudes, atmospheric concentrations and removal processes. Many voids exist in our present knowledge of these parameters despite the contributions of numerous researchers. Adequate information is needed concerning the various forms of sulfur as well as other critical constituents which exist in our biosphere so that their interrelationship and role in the mechanisms of the sulfur cycle may be more fully understood.  相似文献

The South Florida Water Management District (SFWMD) constructed a wetland south of Lake Okeechobee to begin the process of removing nutrients (especially phosphorus) from agricultural stormwater runoff entering the Everglades. The project, called the Everglades Nutrient Removal (ENR) project, is a prototype for larger, similarly constructed wetlands that the SFWMD will build as part of the Everglades restoration program. This innovative project is believed to be one of the largest agricultural stormwater cleanup projects in the United States, if not in the world. This publication describes the ENR project's design, construction, and proposed operation, as well as the proposed research program to be implemented over the next few years.  相似文献

Summary Sustainability is one of the key concepts that is associated with post-modernism. The old world with its modernist assumptions was based on increasing consumption of fossil fuels and other resources, reducing the natural and the diverse to simple, American-style mass production, with a strong state-based, large-scale approach to providing infrastructure. That old way no longer works but no way forward is obviously apparent. This paper looks at how the uncertainties produced by post-modernism can be put to advantage in providing a more sustainable postmodern city. It is suggested that the key principles are recognizing values, maximizing diversity and crossing boundaries. / The success of the Toxics Release Inventory (TRI) stands in stark contrast to most other environmental regulations in the United States. Between its inception in 1988 and 1995, releases of chemicals listed on the TRI have declined by 45%. We argue the TRI has achieved this regulatory success by creating a mechanism of "populist maxi-min regulation." This style of regulation differs from traditional command-and-control in several ways. First, the majorrole of public agencies is not to set and enforce standards, but to establish an information-rich context for private citizens, interest groups, and firms to solve environmental problems. Second, environmental "standards" are not determined by expert analysis of acceptable risk, but are effectively set at the levels informed citizens will accept. Third, firms adopt pollution prevention and abatement measures in response to a dynamic range of public pressures rather than to formalized agency standards or governmental sanction. Finally, public pressure ruthlessly focuses on the worst polluters-maximum attention to minimum performers-to induce them to adopt more effective environmental practices. TRI has inadvertently set in motion this alternative style of regulation that has, in turn, dramatically reduced toxics emissions in the United States. By properly understanding the mechanisms that drive TRI's accomplishments, more intentional public policy designs can expand the system of populist maxi-min regulation and achieve even more rapid toxics reduction.  相似文献

In this paper we question the importance of social capital as a primary indicator of a community's ability to engage in sustainable development as social capital can have both hindering and facilitating effects. We suggest that actor agency allows an individual or group to increase access to other critical forms of capital to overcome barriers and solve problems. We present 'bonding' social capital consisting of strong network ties as a negative in excess quantity as it can lead to the enforcement of social norms that hinder innovative change, and 'bridging' social capital consisting of weak network ties as a benefit that allows actors to bring about critical social changes. Communities achieve agency through a dynamic mix of bonding and bridging ties. We close with suggestions for fostering community agency and flag the need for further research in this area.  相似文献

Monitoring communities of fish is important for the management and sustainability of fisheries and marine ecosystems. Baited remote underwater video systems (BRUVs) are among the most effective nondestructive techniques for sampling bony fishes and elasmobranchs (sharks, rays, and skates). However, BRUVs sample visually conspicuous biota; hence, some taxa are undersampled or not recorded at all. We compared the diversity of fishes characterized using BRUVs with diversity detected via environmental DNA (eDNA) metabarcoding. We sampled seawater and captured BRUVs imagery at 48 locales that included reef and seagrass beds inside and outside a marine reserve (Jurien Bay in Western Australia). Eighty-two fish genera from 13 orders were detected, and the community of fishes described using eDNA and BRUVs combined yielded >30% more generic richness than when either method was used alone. Rather than detecting a homogenous genetic signature, the eDNA assemblages mirrored the BRUVs’ spatial explicitness; differentiation of taxa between seagrass and reef was clear despite the relatively small geographical scale of the study site (∼35 km2). Taxa that were not sampled by one approach, due to limitations and biases intrinsic to the method, were often detected with the other. Therefore, using BRUVs and eDNA in concert provides a more holistic view of vertebrate marine communities across habitats. Both methods are noninvasive, which enhances their potential for widespread implementation in the surveillance of marine ecosystems.  相似文献
