Making Capacity Building Meaningful: A Framework for Strategic Action   总被引:1,自引:0,他引:1  
This paper aims to give practical meaning to ‘capacity building’ through (a) identifying a suite of practical measures, such as mentoring or best practice guidelines, that have been shown to or are considered to build human, social, institutional, and economic capital; (b) placing these measures within a broader systems framework; and (c) exploring stakeholder feedback on specific measures to inform framework implementation. The 29 measures described provide actors, whether government or nongovernment, with a suite of practical investment choices for building capacity. These measures are then clustered into eight groups according to their primary purpose and placed within a systems framework. The framework provides a tool for actors with responsibilities for or an interest in capacity building to inform more holistic and strategic targeting of effort and investment. Stakeholder feedback gathered through surveys and workshops is subsequently reported to further inform implementation of specific measures within the framework’s eight groupings. The framework presented may be built upon through the identification and inclusion of further capacity building measures. The research is conducted within the context of decentralized governance arrangements for natural resource management (NRM), with specific focus on Australia’s recently formalized 56 NRM regions and their community-based governing boards as an informative arena of learning. Application of the framework is explored in the Australian setting through the identification and comparison of measures supported and most preferred by four major stakeholder groups, namely board members, regional NRM organization staff, policy/research interests, and Indigenous interests. The research also examines stakeholder perceptions of capacity issues, and whether these issues are likely to be addressed through implementing their preferred measures.

In this paper we address two important aspects of micro-scale urban airflow model evaluation: (a) the identification of key flow features as dictated by the physics of the problem and as captured by the simulations, and (b) the comparison of important model output parameters (mean flows and fluctuations) with experimental data. A series of mesh-adaptive large eddy simulations (LES) was carried out for the study of air flows within two intersecting street canyons with varying building configurations. The novelty of the approach lies in the combination of LES with mesh adaptivity, which allows a variable-filter length and the implementation of an anisotropic eddy-viscosity model. Both coarse and fine-mesh simulations were carried out, using single and parallel-processor systems respectively. The simulations showed clearly that the expected flow patterns such as the street canyon recirculation and the street-mouth vortices, as well as the exchange of air flow at the street intersections, can readily be captured by the mesh-adaptive LES.In addition, the detailed comparisons of mean flows and fluctuations of the resolved velocity field with the measured data showed that the simulation results agreed well with the patterns and trends of the wind tunnel measurements. In most cases the finer-mesh simulations improved considerably the accuracy of the mean flows, especially for the symmetrical configuration. The improvement in the predicted fluctuations was less obvious, with several detector locations underpredicting the measured values, although the overall comparison was also satisfactory. The typical errors for the mean flows for all three building configurations were less than 30%, whilst for the velocity fluctuations less that 40%. Both the simulated means flows and turbulence levels were generally more accurate in the streets parallel to the wind (streamwise direction) than in the streets normal to the wind.  相似文献

The distributions of nanoparticles (below 300 nm in diameter) change rapidly after emission from the tail pipe of a moving vehicle due to the influence of transformation processes. Information on this time scale is important for modelling of nanoparticle dispersion but is unknown because the sampling frequencies of available instruments are unable to capture these rapid processes. In this study, a fast response differential mobility spectrometer (Cambustion Instruments DMS500), originally designed to measure particle number distributions (PNDs) and concentrations in engine exhaust emissions, was deployed to measure particles in the 5–1000 nm size range at a sampling frequency of 10 Hz. This article presents results of two separate studies; one, measurements along the roadside in a Cambridge (UK) street canyon and, two, measurements at a fixed position (20 cm above road level), centrally, in the wake of a single moving diesel-engined car. The aims of the first measurements were to test the suitability and recommend optimum operating conditions of the DMS500 for ambient measurements. The aim of the second study was to investigate the time scale over which competing influences of dilution and transformation processes (nucleation, condensation and coagulation) affect the PNDs in the wake of a moving car. Results suggested that the effect of transformation processes was nearly complete within about 1 s after emission due to rapid dilution in the vehicle wake. Furthermore, roadside measurements in a street canyon showed that the time for traffic emissions to reach the roadside in calm wind conditions was about 45 ± 6 s. These observations suggest the hypothesis that the effects of transformation processes are generally complete by the time particles are observed at roadside and the total particle numbers can then be assumed as conserved. A corollary of this hypothesis is that complex transformation processes can be ignored when modelling the behaviour of nanoparticles in street canyons once the very near-exhaust processes are complete.  相似文献

As part of the DAPPLE programme two large scale urban tracer experiments using multiple simultaneous releases of cyclic perfluoroalkanes from fixed location point sources was performed. The receptor concentrations along with relevant meteorological parameters measured are compared with a three screening dispersion models in order to best predict the decay of pollution sources with respect to distance. It is shown here that the simple dispersion models tested here can provide a reasonable upper bound estimate of the maximum concentrations measured with an empirical model derived from field observations and wind tunnel studies providing the best estimate. An indoor receptor was also used to assess indoor concentrations and their pertinence to commonly used evacuation procedures.  相似文献

The strong fluctuating component in the measured concentration time series of a dispersing gaseous pollutant in the atmospheric boundary layer, and the hazard level associated to short-term concentration levels, demonstrate the necessity of calculating the magnitude of turbulent fluctuations of concentration using computational simulation models. Moreover the computation of concentration fluctuations in cases of dispersion in realistic situations, such as built-up areas or street canyons, is of special practical interest for hazard assessment purposes. In this paper, the formulation and evaluation of a model for concentration fluctuations, based on a transport equation, are presented. The model is applicable in cases of complex geometry. It is included in the framework of a computational code, developed for simulating the dispersion of buoyant pollutants over complex geometries. The experimental data used for the model evaluation concerned the dispersion of a passive gas in a street canyon between 4 identical rectangular buildings performed in a wind tunnel. The experimental concentration fluctuations data have been derived from measured high frequency concentrations. The concentration fluctuations model is evaluated by comparing the model's predictions with the observations in the form of scatter plots, quantile-quantile plots, contour plots and statistical indices as the fractional bias, the geometrical mean variance and the factor-of-two percentage. From the above comparisons it is concluded that the overall model performance in the present complex geometry case is satisfactory. The discrepancies between model predictions and observations are attributed to inaccuracies in prescribing the actual wind tunnel boundary conditions to the computational code.  相似文献

This paper describes the application of coastal hydro-informatic modelling (using the TELEMAC Modelling System) to address management issues arising from projected hydrodynamical and morphological changes within a shallow, sandy estuarine environment. The model incorporates the complex interaction of ocean, terrestrial and atmospheric processes. The case study of the Dyfi Estuary, on the west coast of Wales, is highlighted here. As sea levels have risen locally and are predicted to rise further, a National Nature Reserve (Borth Bog), which has been reclaimed from tidal waters by embankments, will be at increasing risk from flooding episodes due to overtopping of these embankments at high tide. Present and predicted future tidal-fluvial scenarios have been modelled in the Dyfi Estuary in order to estimate the potential for flooding. In addition, areas of greatest velocity change and potential for sediment erosion/accretion have been identified. A further process that has been investigated is how salt marsh migration is affected by sea-level rise. This case study exemplifies some fundamental and complex physical processes inherent to estuaries, and shows how different management options can be assessed, before their implementation, through a modelling approach.  相似文献

The lengths, wet and dry weights, nitrogen and carbon contents of fresh, frozen and formaldehyde-fixed specimens of Calanus helgolandicus (Claus) were determined. Samples were collected during May 1980 in the Celtic Sea. Individual Copepodite Stages 3, 4, 5, and Adult Male and Female Stage 6 were measured and analysed, and 36 linear regression equations derived for these variables together with mean values, standard deviations and 95% confidence limits. The range of nitrogen values in the fresh material, expressed as a percentage of dry weight, ranged from 8.08%±0.80 (Copepodite Stage 3) to 10.89%±0.27 (adult female); carbon values changed from 41.6%±3.05 (mean ±95% confidence limits) for Copepodite Stage 3 to 50.97%±2.63 in Copepodite Stage 5. The adult females had a high nitrogen and relatively low carbon content, while the converse was true for Stage 5 copepodites. There was a loss of dry weight from the frozen samples (57%) and the fixed samples (38%) compared with the mean of the fresh dry weight of all stages. The material lost from the copepods was rich in nitrogen, thus, artificially high percentage carbon values were determined from the frozen and fixed samples (52.0 to 60.3% and 44.7 to 58.5%, respectively).  相似文献

Understanding the transformation of nanoparticles emitted from vehicles is essential for developing appropriate methods for treating fine scale particle dynamics in dispersion models. This article provides an overview of significant research work relevant to modelling the dispersion of pollutants, especially nanoparticles, in the wake of vehicles. Literature on vehicle wakes and nanoparticle dispersion is reviewed, taking into account field measurements, wind tunnel experiments and mathematical approaches.Field measurements and modelling studies highlighted the very short time scales associated with nanoparticle transformations in the first stages after the emission. These transformations strongly interact with the flow and turbulence fields immediately behind the vehicle, hence the need of characterising in detail the mixing processes in the vehicle wake. Very few studies have analysed this interaction and more research is needed to build a basis for model development. A possible approach is proposed and areas of further investigation identified.  相似文献
