An extensive road system with rapidly increasing traffic produces diverse ecological effects that cover a large land area. Our objective was to evaluate the effect of roads with different traffic volumes on surrounding avian distributions, and its importance relative to other variables. Grassland bird data (5 years) for 84 open patches in an outer suburban/rural landscape near Boston were analyzed relative to: distance from roads with 3000–8000 to >30,000 vehicles/day; open-habitat patch size; area of quality microhabitat within a patch; adjacent land use; and distance to other open patches. Grassland bird presence and regular breeding correlated significantly with both distance from road and habitat patch size. Distance to nearest other open patch, irrespective of size, was not significant. Similarly, except for one species, adjacent land use, in this case built area, was not significant. A light traffic volume of 3000–8000 vehicles/day (local collector street here) had no significant effect on grassland bird distribution. For moderate traffic of 8000–15,000 (through street), there was no effect on bird presence although regular breeding was reduced for 400 m from a road. For heavier traffic of 15,000–30,000 (two-lane highway), both bird presence and breeding were decreased for 700 m. For a heavy traffic volume of ≥30,000 vehicles/day (multilane highway), bird presence and breeding were reduced for 1200 m from a road. The results suggest that avian studies and long-term surveys near busy roads may be strongly affected by traffic volume or changes in volume. We conclude that road ecology, especially the effects extending outward >100 m from roads with traffic, is a sine qua non for effective land-use and transportation policy.  相似文献

Urban growth is a key issue for spatial planning as it influences urban patterns and disrupts open landscapes. To effectively steer urban growth towards compact urban forms, many growth-management policies have been developed over recent decades. However, few studies have assessed how municipal policy mixes have evolved over time. In our representative Swiss-wide survey, we evaluated the prevalence and the time of introduction of 18 policies. Our results indicate that large municipalities use a broad range of reinforcing policies over decades. In contrast, small municipalities mostly rely on conventional land-use regulations. The lack of innovative, incentive-based policies casts doubt on small municipalities' ability to effectively manage urban growth. However, our analyses reveal recent efforts by small municipalities to diversify approaches to growth management and adopt innovative policies. These efforts should be supported by guiding small municipalities in their policy choices, and providing support to those lacking planning capacity.  相似文献

Evaluation in spatial planning aims to raise effectiveness of plans as well as efficiency in planning processes. Given that research regarding evaluation of performance and especially plan implementation is sparse, this study presents a minimal set of indicators for a task-sheet based performance evaluation approach for Swiss cantonal comprehensive plans. Thematic task-sheets are a promising characteristic of cantonal comprehensive plans. They translate the comprehensive planning strategy into concrete evaluable tasks. The presented indicators allow assessing procedural efficiency of coordination and implementation of planning tasks (performance). We argue that if task-sheets comply with certain plan quality characteristics, a task-sheet based performance evaluation approach can support the effectiveness of plans and promote the objectives of the planning strategy. We point out plan content and characteristics necessary for effective execution of our approach. As a result, our findings can serve as a framework for designing evaluation processes for comprehensive planning documents beyond Switzerland.  相似文献

A critical challenge in natural resource management is to bring all stakeholders together to negotiate solutions to critical problems. However, various collaborative approaches to heading off conflicts and resolving natural resource management disputes have been used. What drives these efforts, however, still needs further research. Our study provides a systematic look at the drivers likely to initiate collaborative problem-solving efforts in four cases in Romania. We use Emerson’s et al. (2012) framework for collaborative governance and multi-value qualitative comparative analysis (mvQCA) to analyze cases involving endangered species, restrictions on forest harvest, conflicts associated with infrastructure development projects, and disputes over the management of environmentally sensitive areas. Our findings contribute to the already existing collaborative governance literature indicating which of the four factors: uncertainty, interdependence, consequential incentives, and leadership, in which combination, are necessary and sufficient to spur collaborative resource management efforts. Our results showed that in Romania the initiation of collaboration is best explained by positive consequential incentives (i.e., financial opportunities) which has determined leaders to take initiative. This study provides additional information for the complicated process of natural resource management which is often overriding collaboration by investigating what enables and constrains collaborative efforts in a country where natural resources were managed and used according to the principles of central planning.  相似文献
