Consideration of biological quality has long been an important component of rating areas for conservation. Often these same
areas are highly valued by people for aesthetic reasons, creating demands for housing and recreation that may conflict with
protection plans for these habitats. Most methods of selecting land for conservation purposes use biological factors alone.
For some land areas, analysis of aesthetic qualities is also important in describing the scenic value of undisturbed land.
A method for prioritizing small islands and shoals based on both biological and visual quality factors is presented here.
The study included 169 undeveloped islands and shoals ⩽0.8 ha in the Thousand Islands Region of the St. Lawrence River, New
York. Criteria such as critical habitat for uncommon plant and animal species were considered together with visual quality
and incorporated into a rating system that ranked the islands and shoals according to their priority for conservation management
and protection from development. Biological factors were determined based on previous research and a field survey. Visual
quality was determined by visual diagnostic criteria developed from public responses to photographs of a sample of islands.
Variables such as elevation, soil depth, and type of plant community can be used to classify islands into different categories
of visual quality but are unsuccessful in classifying islands into categories of overall biological quality. 相似文献

The distribution of heavy metal contaminated sediments in Foundry Cove, a freshwater embayment of the Hudson River, was examined twelve years after the discharging of wastes from a battery factory had ceased. Concentrations of Cd, Ni and Co were measured in surficial sediments (top 5 cm) and seven detailed depth profiles. Comparison with earlier surveys showed that metal levels of surficial sediments have been considerably reduced throughout the cove. Evidence suggests that this reduction may be largely due to burial rather than transport of metals out of the cove or a redistribution (via sediment resuspension and redeposition) within the cove. This is suggested by the presence of a peak in metal concentrations at a depth of several centimetres in depositional environments, a calculation showing the loss of waterborne cadmium to be much less than the amount of cadmium lost from the surficial sediment, and the absence of increased pollution in the cleaner parts of the cove. Despite improvement, metal levels remain extremely high, including a persistent 'hot-spot' with levels higher than 10 000 ppm Cd. 相似文献

Adaptive management is an approach to recurrent decision making in which uncertainty about the decision is reduced over time through comparison of outcomes predicted by competing models against observed values of those outcomes. The National Wildlife Refuge System (NWRS) of the U.S. Fish and Wildlife Service is a large land management program charged with making natural resource management decisions, which often are made under considerable uncertainty, severe operational constraints, and conditions that limit ability to precisely carry out actions as intended. The NWRS presents outstanding opportunities for the application of adaptive management, but also difficult challenges. We describe two cooperative programs between the Fish and Wildlife Service and the U.S. Geological Survey to implement adaptive management at scales ranging from small, single refuge applications to large, multi-refuge, multi-region projects. Our experience to date suggests three important attributes common to successful implementation: a vigorous multi-partner collaboration, practical and informative decision framework components, and a sustained commitment to the process. Administrators in both agencies should consider these attributes when developing programs to promote the use and acceptance of adaptive management in the NWRS. 相似文献

Reducing the impact of drought and famine remains a challenge in sub‐Saharan Africa despite ongoing drought relief assistance in recent decades. This is because drought and famine are primarily addressed through a crisis management approach when a disaster occurs, rather than stressing preparedness and risk management. Moreover, drought planning and food security efforts have been hampered by a lack of integrated drought monitoring tools, inadequate early warning systems (EWS), and insufficient information flow within and between levels of government in many sub‐Saharan countries. The integration of existing drought monitoring tools for sub‐Saharan Africa is essential for improving food security systems to reduce the impacts of drought and famine on society in this region. A proactive approach emphasizing integration requires the collective use of multiple tools, which can be used to detect trends in food availability and provide early indicators at local, national, and regional scales on the likely occurrence of food crises. In addition, improving the ability to monitor and disseminate critical drought‐related information using available modern technologies (e.g., satellites, computers, and modern communication techniques) may help trigger timely and appropriate preventive responses and, ultimately, contribute to food security and sustainable development in sub‐Saharan Africa. 相似文献

ABSTRACT: Severe drought is a recurring problem for the United States, as illustrated by widespread economic, social, and environmental impacts. Recent drought episodes and the widespread drought conditions in 1996, 1998, and 1999 emphasized this vulnerability and the need for a more proactive, risk management approach to drought management that would place greater emphasis on preparedness planning and mitigation actions. Drought planning has become a principal tool of states and other levels of government to improve their response to droughts. For example, since 1982, the number of states with drought plans has increased from 3 to 29. Many local governments have also adopted drought or water shortage plans. Unfortunately, most state drought plans were established during the 1980s and early 1990s and emphasize emergency response or crisis management rather than risk management. This paper presents a substantive revision of a 10‐step drought planning process that has been applied widely in the United States and elsewhere. The revised planning process places more weight on risk assessment and the development and implementation of mitigation actions and programs. The goal of this paper is to encourage states to adopt this planning process in the revision of existing drought plans or, for states without plans, in the development of new plans. 相似文献

Abstract: Management of amphibian populations to reverse recent declines will require defining high-quality habitat for individual species or groups of species, followed by efforts to retain or restore these habitats on the landscape. We examined landscape-level habitat relationships for frogs and toads by measuring associations between relative abundance and species richness based on survey data derived from anuran calls and features of land-cover maps for Iowa and Wisconsin. The most consistent result across all anuran guilds was a negative association with the presence of urban land. Upland and wetland forests and emergent wetlands tended to be positively associated with anurans. Landscape metrics that represent edges and patch diversity also had generally positive associations, indicating that anurans benefit from a complex of habitats that include wetlands. In Iowa the most significant associations with relative abundance were the length of the edge between wetland and forest ( positive) and the presence of urban land (negative). In Wisconsin the two most significant associations with relative abundance were forest area and agricultural area ( both positive). Anurans had positive associations with agriculture in Wisconsin but not in Iowa. Remnant forest patches in agricultural landscapes may be providing refuges for some anuran species. Differences in anuran associations with deep water and permanent wetlands between the two states suggest opportunities for management action. Large-scale maps can contribute to predictive models of amphibian habitat use, but water quality and vegetation information collected from individual wetlands will likely be needed to strengthen those predictions. Landscape habitat analyses provide a framework for future experimental and intensive research on specific factors affecting the health of anurans. 相似文献
