Using survey-based data approach for modeling the demand for environmental goods/resources, this study estimates income and
price elasticities of demand for improved environmental quality of two National Parks in Northern Pakistan. The study uses
data from two studies. The estimates indicate that improved environmental quality effects can be described as a luxury and
an ordinary and price elastic service. Confidence intervals show however that the classification as a luxury is not statistically
significant. Income elasticities of willingness to pay are estimated for a broad range of environmental services. The study
finds that income and willingness to pay vary directly and significantly. The elasticity estimates, in general, are greater
than zero, but less than unity. The study concludes that environmental improvements are more beneficial to low-income groups
than for high-income groups.

In Bureaucratizing the Good Samaritan , Waters (2001) argues that bureaucratic rationality distracts humanitarian agencies from the needs of the people they are supposed to assist, in favour of other values that their institutional frameworks dictate. We test his claim by investigating the response to the Pakistan 2005 earthquake. One of us (Dittemore) worked with the United Nations Joint Logistics Centre in the theatre, managing a relief cargo shipment database. The response, known as 'Operation Winter Race', was hampered by extreme logistical challenges, but ultimately succeeded in averting a second disaster resulting from cold and starvation. We use statistical models to probe whether survivor needs significantly guided decisions to deliver relief to affected communities. Needs assessments remained incomplete and incoherent. We measure needs through proxy indicators and integrate them, on a Geographic Information System (GIS) platform, with logistics and relief delivery data. We find that, despite strong logistics effects, needs orientations were significant. However, the strength of decision factors varies between commodity types (food versus clothing and shelter versus reconstruction materials) as well as over the different phases of the response. This study confirms Thomas's observation that logistics databases are rich 'repositories of data that can be analyzed to provide post-event learning' (Thomas, 2003, p. 4). This study explores the interlinkages among population, environment and poverty and presents empirical evidence in a developing
country like Pakistan. It gives alternative views on population environment linkages. It explains poverty trap, market based
harmony, and dual effect of poverty on the basis of a link between population growth and natural resource degradation. In
addition, the paper also highlights social and political instability through population-poverty-environment spiral. It also
presents empirical evidence on population-environment-poverty nexus in Pakistan. It also compares environmental sustainability
index and human development index for selected Asian countries. The paper also gives scores for different components of environmental
sustainability index for Pakistan and compares these with India. The paper concludes that the causal relationship between
poverty and environment works in both directions, often through changes in GDP and population. Population stress does not
have any significant direct effect on all aspects of environmental status in Pakistan.

This paper discusses the findings of the first car MAX-DOAS (multi-axis differential optical absorption spectroscopy) field campaign (300 km long) along the National Highway-05 (N5-Highway) of Pakistan conducted on 13 and 14 November, 2012. The main objective of the field campaign was to assess the spatial distribution of tropospheric nitrogen dioxide (NO2) columns and corresponding concentrations along the N5-Highway from Islamabad to Lahore. Source identification of NO2 revealed that the concentrations were higher within major cities along the highway. The highest NO2 vertical column densities (NO2 VCDs) were found around two major cities of Rawalpindi and Lahore. This study also presents a comparison of NO2 VCDs measured by the ozone monitoring instrument (OMI) and car MAX-DOAS observations. The comparison revealed similar spatial distribution of the NO2 columns with both car MAX-DOAS and satellite observations, but the car MAX-DOAS observations show much more spatial details. Maximum NO2 VCD retrieved from car MAX-DOAS observations was up to an order of magnitude larger than the OMI observations in urban areas. 相似文献

The 7.6 magnitude (Richter scale) earthquake that struck northern Pakistan on 8 October 2005 was devastating. This paper gauges success in targeting vulnerable families during the transition from relief to reconstruction through cash assistance provided by the Livelihood Support Cash Grants (LSCG) programme. Families without a male member, with a disabled male member aged between 18 and 60 years or with more than five children, defined as vulnerable, were provided with USD 50 per month for six months via a bank transfer. The LSCG scheme enrolled around 750,000 families and selected 267,402 vulnerable families to whom it disbursed a total of USD 86.95 million. Using a community‐based survey, this paper assesses leakage and under‐coverage (exclusion). Approximately 30 per cent of families received the cash grant. However, only one in two was eligible for the benefit, and one in two deserving families was excluded. This is a matter of grave concern. 相似文献

The present study examines whether patient-perpetrated violence triggers anger, hatred and other negative emotions that, under certain circumstances, might motivate nurses to behave violently with patients. In doing so, this study considers burnout as a mediator in the patient violence–nurse violence relationship. To test the causal paths, data were collected from 182 nurses working in two government-sector teaching hospitals of Pakistan's Punjab province. Results confirm that patient violence toward nurses leads to nurse violence toward patients through the mediating effect of burnout. The study advises hospitals to provide wellness and stress management programs to nurses who regularly experience events involving patient violence. Hospitals may consider allowing nurses to take short breaks after an encounter with violently behaving patients. In addition, hospitals should conduct empathy-promoting training, emotional intelligence training and ‘lens of the patient’ training programs to sensitize their nursing staff. 相似文献

Boiling of water, for purification, commonly practiced in the world, has many problems associated with it like danger of scalding,scaling in the vessels, removal of useful minerals and blandness of taste etc. Water can be made safe for drinking simply by heating at 65℃ for 6 minutes. A colour indicating strip was developed which changes colour from red to purple at 67℃. Access to affordable and efficient energy is a basic human right and an imperative for human development. The energy policies usually ponder technical, economic, environmental, and social aspects for successful procurement of energy and endowment of energy resources. The objectives of this paper are to analyze energy policies in Pakistan and assess their relationship with environmental security and development. An empirical and multi-criteria decision analysis was used to unfold the strong interactions of energy security with development and environment. The energy policies in Pakistan are more equipped with economic and technical aspects, fairly framed with social aspects and poorly pampered with environmental facets. The ethnically diverse high-altitude region of Gilgit-Baltistan, with its complex political history, remains relatively free from the controlling gaze of the central state apparatus of Pakistan. In these extraordinary terrain, where local communities rule the region as the “State by proxy”, informal gemstone mining provides an important supplement to livelihoods. This paper shows that gemstone mining in Gilgit-Baltistan is characterised by customary rules and regulations that are based on collective responsibility, and members follow customary authorities because they are not external to the community. It argues that the very idea of centralised “governance” of mineral resources, used widely in contexts of resource extraction as the panacea, needs to be reconsidered when dealing with the particularities of the context. It draws on the concept of ungovernability to underline the fact that sometimes it may simply be impossible to administer informal mining in the conventional sense of the term. It suggests in conclusion that informal mining, which has a long history in Pakistan and has played an increasing role as a source of rural employment and revenue, needs to be accommodated within the legal framework of mining. More importantly, to govern informal mining of gemstones, the first task would be to consider how things are currently done, understanding and respecting customary laws, and build upon them to incorporate their elements into systems that acknowledge community rights and a more equitable sharing of benefits. 相似文献
