A study of the water quality of the Potrero de los Funes River (San Luis – Argentina) was carried out in order to evaluate
the possible effect of the anthropogenic activities on the river developed in the homonymous town. Samples were collected
during the period March 2000–November 2005 at three selected sampling sites (RP1, RP2 and RP3). Different physicochemical and bacteriological parameters (turbidity, pH, conductivity, suspended solids, alkalinity, potassium,
sodium, calcium, magnesium, chlorides, nitrates, phosphates, sulphates, chemical oxygen demand (COD), 5-day biological oxygen
demand (BOD5), dissolved oxygen, total coliforms, Escherichia coli and total heterotrophic bacteria) were analysed according to the Standard Method for the Examination of Water and Wastewater.
When comparing the values of total coliforms, E. coli, total heterotrophic bacteria, COD, BOD5 and phosphates from the zone without anthropogenic influence (RP1) and the urban zones (RP2 and RP3) an important variation in the parameters was observed. These results indicate that the urban activity produces a serious
and negative effect on the water quality, thus constituting a sanitary risk and may have a major impact on the trophic status
of the Potrero de los Funes dam. As case study, we report on the use of General Quality Index (GQI) to evaluate spatial and
seasonal changes in the water quality of Potrero de los Funes River. Results revealed a significant degradation of the water
quality at RP2 and RP3.

Cultural heritage is being addressed by a number of charters and conventions and it is clear that its consideration within decision-making processes is progressively becoming a real challenge, both for developers and public authorities. Against this background, this paper reviews the environmental assessment framework developed by the European Community, as this should increasingly influence decision making about cultural heritage in an urban setting. The legislative framework for access to environmental information is also reviewed because of its relevance to the decision-making process. The Directives on Environmental Impact Assessment and Strategic Environmental Assessment both require a consideration of cultural heritage in decision making. This requirement can go some way to addressing the paradox in the European Community's position whereby the community wishes to conserve and enhance its own cultural identity whilst, at the same time, cultural heritage is usually defined at a local level. The present paper suggests that, given their flexibility, the two European Community directives on environmental assessment constitute a promising opportunity to address this seeming paradox, but that there is a significant gap between legal obligations and the methodological tools to meet them.

Evolution of environmental impact assessment as applied to watershed modification projects in Canada
Herman J. Dirschl Nicholas S. Novakowski M. Husain Sadar 《Environmental management》1993,17(4):545-555
This article reviews the application of environmental impact assessment (EIA) procedures and practices to three watershed
modification projects situaled in western Canada. These ventures were justified for accelerating regional economic development,
and cover the period during which public concerns for protecting the environment rapidly made their way into the national
political agenda. An historical account and analysis of the situation, therefore, seems desirable in order to understand the
development of EIA processes, practices, and methodologies since the start of construction of the first project in 1961. This
study concludes that there has been good progress in predicting and evaluating environmental and related social impacts of
watershed modification proposals. However, a number of obstacles need to be overcome before EIA can firmly establish itself
as an effective planning tool. These difficulties include jurisdictional confusions and conflicts, division of authority and
responsibility in designing and implementing appropriate mitigative and monitoring measures, lack of tested EIA methodologies,
and limited availability of qualified human resources. A number of conclusions and suggestions are offered so that future
watershed modification proposals may be planned and implemented in a more environmentally sustainable fashion. These include:
(1) EIA processes must be completed before irrevocable decisions are made. (2) Any major intrusion into a watershed is likely
to impact on some major components of the ecosystem(s). (3) Mitigation costs must form part of the benefit-cost analysis of
any project proposal. (4) Interjurisdictional cooperation is imperative where watersheds cross political boundaries. (5) The
EIA process is a public process, hence public concerns must be dealt with fairly. (6) The role of science in the EIA process
must be at arms length from project proponents and regulators, and allowed to function in the interest of the protection of
the environment and public health and safety.
The views expressed here are the authors’ own and do not necessarily reflect those of FEARO and/or other government agencies
and officials involved in the review of these projects.

The measurement of the bed shear stress along vegetated river beds is essential for accurately predicting the water level, velocity and solute and sediment transport fluxes in computational hydroenvironmental models. Details are given herein of an experimental and theoretical study to determine the bed boundary shear stress along vegetated river beds introducing a novel field measuring method, namely the FliessWasserStammtisch (FST)-hemispheres. Although investigations have been conducted previously for sedimentary channels using the FST-hemispheres, this preliminary study is thought to be the first time that such hemispheres have been used to investigate the bed shear stresses in vegetated channels. FST-hemispheres were first developed by Statzner and Müller [1989. Standard hemispheres as indicators of flow characteristics in lotic benthos research. Freshwater Biology 21, 445-459] to act as an integrated indicator of the gross hydrodynamic stresses present near the bed. Test and validation data were found to be at least of the same order of magnitude for the stresses predicted from literature for sedimentary channels, with this study establishing the commencement of a database of calibrated FST-hemisphere laboratory data for vegetated channel beds. In a series of experiments, depths ranging from 0.1 to 0.28m were considered, equating directly to comparable conditions in small rivers or streams. The results of this study provide a basis for enabling the FST-hemispheres to be used to evaluate the boundary shear stress for a wider range of applications in the future, including vegetated river beds.

Factors affecting river health and its assessment over broad geographic ranges: the Western Australian experience

AusRivAS is an Australia-wide program that measures river condition using predictive models to compare the macroinvertebrate
families occurring at a river site with those expected if the site were in natural condition. Results of assessment of 685
sites across all major rivers in Western Australia are presented. Most rivers were in relatively natural condition in the
northern half of the state where the human population is low and pastoralism is the major land use. In the south, where the
human population is higher and agriculture is more intensive, rivers were mostly more disturbed. AusRivAS assessment produced
some erroneous results in rivers of the south-west cropping zone because of the lack of appropriate reference site groups
and biased distribution of sampling sites. Collecting low numbers of animals from many forested streams, because of low stream
productivity and samples that were difficult to sort, also affected assessments. Overall, however, AusRivAs assessment identified
catchment processes that were inimical to river health. These processes included salinisation, high nutrient and organic loads,
erosion and loss of riparian vegetation. River regulation, channel modification and fire were also associated with river degradation.
As is the case with other assessment methods, one-off sampling at individual sites using AusRivAS may be misleading. Seasonal
drought, in particular, may make it difficult to relate conditions at the time of sampling to longer-term river health. AusRivAS
has shown river condition in Western Australia is not markedly different from other parts of Australia which, as a whole,
lacks the substantial segments of severely degraded river systems reported in England.
