国内环境民间组织合法性初探

环境保护领域的"政府失灵"和"市场失灵"要求社会调整机制的引入.社会调整机制以市民社会理论和实践为基础,市民社会主要由保护公民权利和公民政治参与的民间组织构成.环境民间组织作为一类组织生存下去的首要问题是其合法性.本文从政治和法律两个方面,论述了国内环境民间组织的合法性及其不足,并对克服其合法性危机进行了有益思考,以期国内环境民间组织健康发展,弥补市场调整机制与政府调整机制在环境保护方面的不足.     

Counter-disaster training in developing countries

This paper discusses both the need for training within a wider context of community disaster preparedness and the major alternatives in methods of training. Emphasis is placed on the importance of compatibility between the resources within a given country and appropriate training programmes.     

泛珠三角区域物流的空间组织形式初探

在区域合作的大背景下，基于区域物流发展的背景与研究现状的基础上，对区域物流概念与研究地域的范围进行界定，进而对我国泛珠三角区域物流的空间组织形态做了较为详细的探讨。通过分析认为，目前在泛珠三角区域的物流经济要素处于以集聚为主的阶段，物流经济空间组织采取点、轴、网、面模式，合理的人为调控和组织可以有效促进空间结构的演化，最后提出了相应的调控措施。     

地铁车站突发客流疏运能力的理论计算与分析

针对车站OB应对亚运会期间大规模突发客流疏导问题,利用理论分析的方法计算不同车站设计方案,包括车站一岛一侧站台设计和一岛站台设计及不同通道设计时的最大疏运能力。计算考虑了车站建筑结构、出入口、闸机口和边门、楼扶梯等通道的数量及通过能力、站台面的容纳能力、列车的装载量、售检票方式、行车交路组织等诸多因素。通过对影响客流疏导的主要控制因素进行能力核算,分别得到了两种站台形式设计方案时的最大疏运能力的理论值。研究结论将有利于解决该车站应对亚运会期间大规模突发客流疏导问题,同时理论分析方法可为其他类似的车站能力设计提供参考。     

The response of soil Arthrobacter agilis lush13 to changing conditions: Transition between vegetative and dormant state

This work was aimed at studying the response of soil non-spore-forming actinobacterial strain Arthrobacter agilis Lush 13 to changing natural conditions, such as nutrient availability and the presence of degradable and recalcitrant aliphatic and aromatic substrates. The A. agilis strain Lush13 was able to degrade octane, nonane, hexadecane, benzoate, phenol, and 2,3-, 2,4-, 2,5-, 2,6-dichlorophenols, but not grew on 3,4-dichlorophenol, 2,3,4-, 2,4,5-, 2,4,6-trichlorophenol (TCP), pentachlorophenol (PCP), 2-chlorobenzoate, 3-chlorobenzoate, 3,5-dichlorobenzoate, 2,4-dichlorobenzoate. Under growth-arresting conditions due to nitrogen- or multiple starvation or recalcitrant (non-utilizable) carbon source, the studied strain preserved viability for prolonged periods (4–24 months) due to transition to dormancy in the form of conglomerated small and ultrasmall cyst-like dormant cells (CLC). Dormant cells were shown to germinate rapidly (30 min or later) after removal of starvation stress, and this process was followed by breakdown of conglomerates with the eliberation and further division of small multiple actively growing daughter cells. Results of this study shed some light to adaptive capabilities of soil arthrobacters in pure and polluted environments.

根据作者从事环境评价工作的经验,结合北京市的城市建设项目的案例,说明在公众参与工作中结合中国城市基层组织特点,发挥基层组织作用,能够有效使公众参与环境保护、体现公众环境知情权、制止群体事件的发生,进一步做好公众参与工作。     

基于组织因素的航空安全评价与分析

基于组织因素,从事故类型出发寻找影响航空安全的因素,并采用层次分析法进行评价,得出各个指标因素的权重,确定机组、天气、公司管理是事故链中居于前3位的因素.对机组提出采用"PACE进谏法"和建立人为失误数据库进行训练等建议;针对天气提出改进气象装备,尽早预测并采取措施等建议;对公司管理提出借鉴瑞典航空公司的事前评估、自愿报告免责制度以及安全旁听制度等建议.     

A review of post-modern management techniques as currently applied to Turkish forestry

This paper reviews the effects of six post-modern management concepts as applied to Turkish forestry. Up to now, Turkish forestry has been constrained, both in terms of its operations and internal organization, by a highly bureaucratic system. The application of new thinking in forestry management, however, has recently resulted in new organizational and production concepts that promise to address problems specific to this Turkish industry and bring about positive changes. This paper will elucidate these specific issues and demonstrate how post-modern management thinking is influencing the administration and operational capacity of Turkish forestry within its current structure.
