| 摘 要： | 通过建立有害当量概念，着重研究水污染物的计量基准、单位污染物收费值和总量收费计算办法，并结合现行排污收费标准、污染治理费用等加以综合分析，确定了既科学合理、又简便易行的排放水污染物总量收费标准。

| Abstract: | The noxious equivalent concept is proposed to study the calculation criteria of water pollutants,charge rate per unit of pollutant and calculation method for the charge on total quantity. A sim-ple and feasible levy formula is established through the comprehensive analysis of existing pollutionlevy formula and pollution control costs. |
