| 摘 要： | 由于持久性有机污染物自身的特性以及管理制度的局限性,目前在POPs风险管理的过程中出现了不少困难.本文从对传统的持久性有机污染物风险管理的内容和遇到的困难出发,探讨了在预警原则下持久性有机污染物风险管理的意义与作用,并进一步分析了预警原则下持久性有机污染物风险管理还须解决的问题.

| Abstract: | Persistent organic pollutants(POPs) have become serious environmental problems of global concern,and actions for reducing and controlling those compounds have been proposed or taken in many countries.However,for the characteristic and the limitation of traditional POPs risk management,many countries encounter difficulties when taking the traditional POPs risk management.In order to make POPs risk management more effective,people introduced precautionary principle in POPs risk management.The purpose of this paper is to give a conceptual and theoretical background to practical discussions on how the precautionary principle can be applied in POPs risk management.What is more,we will discuss the challenges in the POPs risk management. |
