| 摘 要： | 联合国环境规划署近期发布了《可持续发展目标12.7.1指标:可持续公共采购指数方法学》,用以指导各国测量可持续公共采购政策和行动计划的进展和水平。本文介绍了该方法学的产生背景、术语、采购指数构成及相关细则,分析了该方法学的主要特点,并从完善制度保障、技术体系、绩效评价方面提出了对我国深化政府绿色采购实施的启示。

| Abstract: | The United Nations Environment Programme recently released "SDG Indicator 12.7.1:Sustainable Public Procurement Index Methodology", which used to guide countries in measuring the implementation progress and level of sustainable public procurement policies and action plans. This paper introduces the background, terminology, procurement index composition and relevant rules of the methodology, analyzes the key features of the methodology. From the aspects of improving institutional guarantee, technical system and performance evaluation, this paper puts forward the implication for deepening the implementation of government green procurement in China. |
