In order to achieve sustainable utilization of natural resources, save energy and protect environment and ecosystem, it is important for a region or a nation to develop and implement a viable waste recycling model from both theoretical and practical point of view. Some packaging recycling models operated in developed countries are introduced in this article. Aluminium can recovery and recycling is emphasized. Cost effective, economic and environmental benefit of different models are compared and analyzed. The result shows that all recycling models have their characteristics due to the initial purpose of recovery and the situation of the implementing country. However, all the models contribute to the reduction of municipal solid waste disposal and resources conservation.  相似文献

In Libya, municipal solid waste management is one of the services provided by the authorities to keep the county clean. This study was conducted in the City of Al-Bayda, located in the eastern part of Libya, as there have been several major problems facing the city in dealing with solid waste management. One of these problems is the generation, collection, handling, transportation, recycling, and disposal of municipal solid waste (MSW). This study has identified that the ongoing disposal of MSW to poorly engineered “dump sites” on the outskirts of the city is unsustainable and will not meet the demands of the growing population and increasing urbanization currently experienced within Al-Bayda. Factors impacting the decision-making and operational processes of MSW include lack of resources and services that significantly affect the disposal of waste, an inadequate number of waste collection containers making the distance to these containers for many households excessive, and thus leading to an increasing likelihood of dumping solid waste in open areas and roadsides. The study recommends that the city government of Al-Bayda should identify synergies and increase partnership-working arrangements with the private sector to ensure efficient management of MSW within the city area.  相似文献

Recycling of post-consumer waste materials is gaining increased interest due to public awareness, legislative promotion and imposition, economic benefits and appropriate technologies being available. The present paper does not deal with municipal solid waste as such, but only with the recyclable constituents. The paper does not aim at presenting recycling process details and/or fundamental research results, but reviews the major recyclables with their reuse potential, recycling technologies used, problems, solutions and potential areas of future research and development. These target recyclables include paper and cardboard, aluminium cans, glass beverage bottles, scrap metal and steel cans, scrap tyres, batteries and household hazardous waste. The present paper sets the overall picture and deals with paper, cardboard and aluminium cans only. A second part of the paper assesses the other target recyclables. The assessment of the waste availability, the existing and currently developed recovery and recycling technologies, and the economically rewarding markets while recycling, stress the technical, economic and environmental importance of this waste management sector. The activities associated with the recovery and recycling of post-consumer wastes require a strong sustainable engineering input at all phases of the treatment, from input quality control, to the selection of the most appropriate technology and the delivery of the recyclables as readily reusable feedstock.  相似文献

Waste management is emerging as a key sector for sustainable development in South Africa with opportunities for enhancing investments in carbon credits that target reduction of methane from landfills and moveable assets in relation to environmentally sound equipment required for effective waste management. In the past, the waste management sector was dominated by private sector with selective operations in what makes business sense through recycling of saleable products. Materials mostly recycled included paper and hard board, plastics, glass, tinplate and aluminum. The rest of the waste materials estimated at 10.2 million tons of both general and hazardous end up in landfills. This trend is now getting reversed as development agencies such as Deutsche Gesellschaft für Technische Zusammenarbeit Gmbh (GTZ), Danish International Development Agency (DANIDA), Danish Co-operation for Environment and Development (DANCED) and Development Bank of Southern Africa (DBSA) are identifying opportunities in the sector for sustainable development purposes. Two key areas for investments include capturing methane emissions from landfills for trading in carbon markets and financing both physical and moveable assets to enhance sustainable development. However, the challenges for cost-effectiveness, efficiency and sustainability in the sector prevail in relation to lack of sound knowledge to design and implement integrated programmes that incorporate environment, development and sustainability. Also, inadequate capacity at municipal levels to administer waste management programmes and inability to collect rates and taxes for effective management of landfills constraint effectiveness and efficiency of the sector. Overall, financial resources are imperative to waste management and sustainable development as the sector requires capital investments for necessary infrastructure.  相似文献

In emerging economies, recycling provides an opportunity for cities to increase the lifespan of sanitary landfills, to reduce the costs of solid waste management, to decrease environmental problems from waste treatment by reincorporating waste into the productive cycle and to protect and develop the livelihoods of citizens who work as informal waste pickers. However, few studies have analysed the possibilities of and strategies for integrating the formal and informal sectors in solid waste management for the benefit of both. This integration is the key, especially in developing countries, to understanding how the recycling population can develop a business despite their social and economic limitations. The aim of this study was to perform a strength, weakness, opportunity and threat (SWOT) analysis of three recycling associations in Bogotá with the aim of examining and understanding the recycling situation from the perspective of members of the informal sector in their transition to becoming authorised waste providers. This issue has rarely been studied in the context of developing countries. The data used in the analysis are derived from multiple sources, including a literature review, Bogota’s recycling database, focus group meetings, governmental reports, national laws and regulations and interviews with key stakeholders. The results of this study show that as the primary stakeholders, the formal and informal waste management sectors can identify the internal and external conditions of recycling in Bogotá. Several strategies were designed based on the SWOT analysis. The participation of recycling associations is important in the design and application of waste policy, the consolidation of recycling through an effective business model, promotional programmes for social inclusion and the development of new transformation processes and technologies to valorise recycling materials. In conclusion, recycling associations can become authorised waste providers through a profitable business that increases recycling rates to create a productive process from waste during the generation of new materials and to decrease environmental problems while improving the welfare and living conditions of recyclers. These findings are important for Bogotá to advance and promote recycling as a key strategy for integrated sustainable waste management in the city.  相似文献

The continuous increase in waste generation warrants global management of waste to reduce the adverse economic, social, and environmental impact of waste while achieving goals for sustainability. The complexity of waste management systems due to different waste management practices renders such systems difficult to analyze. System dynamics (SD) approach aids in conceptualizing and analyzing the structure, interactions, and mode of behavior of the complex systems. The impact of the underlying components can therefore be assessed in an integrated way while the impact of possible policies on the system can be studied to implement appropriate decisions. This review summarizes various applications of SD pertinent to the waste management practices in different countries. Practices may include waste generation, reduction, reuse/recovery, recycling, and disposal. Each study supports regional-demanding targets in environmental, social, and economic scopes such as expanding landfill life span, implementing proper disposal fee, global warming mitigation, energy generation/saving, etc. The interacting variables in the WMS are specifically determined based on the defined problem, ultimate goal, and the type of waste. Generally, population and gross domestic product can increase the waste generation. An increase in waste reduction, source separation, and recycling rate could decrease the environmental impact, but it is not necessarily profitable from an economic perspective. Incentives to separate waste and knowledge about waste management are variables that always have a positive impact on the entire system.

Millions of tons of plastic are consumed annually in the world due to its significant characteristics such as durability, flexibility, and low weight. High consumption has made plastic one of the most important municipal solid waste compounds, the quantity of which has increased in recent decades. Plastic solid wastes are known as a threat to the environment, and its efficient management in various aspects such as cost–benefit requires decision-making tools. This study was assessing the cost–benefit of plastic solid waste management by development of an economic model, and definition of different scenarios to change plastic solid waste management status. The results showed that 8971 tons of plastic solid waste were generated annually in the studied city. The plastic solid wastes were finally transferred to either recycling or landfilling site through 5 identified routes. 83 percent of the total recycled plastic solid waste was due to post-separation routes, and only 7.7 percent of the total plastic solid waste was recycled from the source separation route. The economic comparison of scenarios showed that with the aggregation of post-separation routes, the net revenue of plastic solid waste management increases by 334,000 euro per year while increasing the public participation and the ratio of source separation route raises net revenue by 875,000 euro per year, which was the best economic condition among the scenarios. Using life cycle cost method and it’s respected developed economic model truly satisfied the conditions of both, the current plastic solid waste management and the alternative scenarios, and hence can be adopted as a tool for decision-making.

This paper attempts to analyze the environmental problems of Jodhpur city in terms of air quality, water supply, wastewater disposal, and solid waste management. Maps have been prepared to show the boundaries of municipal circles responsible for the disposal of solid wastes. Areas of comparatively higher degrees of air pollution have also been demarcated on the maps. Solid waste management (SWM) in many low- and middle-income countries is sometimes driven by the informal sector. Unfortunately, contributions of the sector to SWM are not acknowledged in many developing countries. This situation often arises from inadequate awareness and lack of advocacy for these development contributions. This article reports on the impact of a study conducted by final-year geography undergraduates on the informal waste management sector in Nsukka urban area, Nigeria. The purposes of this exercise were to stimulate development intervention on behalf of the sector to improve perceptions, attitudes and performance, to impart a range of development research skills and to expose the students to the business opportunities provided by SWM and recycling. Informal waste sector workers and government officials responsible for SWM were interviewed, and some commercial data on recycling operations were collected. Findings of this study indicate that such advocacy initiatives were effective in increasing students’ awareness of opportunities and interest in working in the informal waste sector to promote better SWM and development in Nigeria. Lessons from this university case study are also drawn for other developing countries struggling to achieve the poverty reduction and job creation Millennium Development Goals (MDGs).  相似文献

The present paper proposes a spatial multicriteria approach for supporting decision makers in the siting process of a waste incinerator plant in the Province of Torino (Italy). Municipal solid waste management is an intrinsically complex problem because it involves different interconnected elements and must achieve objectives that are often in conflict. Given the spatial nature of the problem, a useful support is provided by a family of methods that are rapidly gaining traction for planning and policy-making, named multicriteria spatial decision support systems, which are based on geographical information systems and multicriteria analysis coupling. In the present study, a methodological framework is proposed for the integration of geographical information systems with a specific multicriteria analysis technique, named Analytic Network Process. The method is illustrated with reference to a case study in the Province of Torino. The purpose of the research is to generate a suitability map of the area under analysis in order to locate a municipal solid waste incinerator plant. The application allows the dependence relationships between the criteria to be assessed and the relative importance of all the elements to be evaluated. The results are obtained in the form of maps analyzed through the ILWIS 3.3 GIS software and have been further verified through a “what-if” analysis with reference to the clusters priorities in order to test the robustness of the model. The implementation of the spatial Analytic Network Process technique gives an originality value to the present research since it represents one of the first applications at both the national and international levels.  相似文献

The European waste sector is undergoing a period of unprecedented change driven by business consolidation, new legislation and heightened public and government scrutiny. One feature is the transition of the sector towards a process industry with increased pre-treatment of wastes prior to the disposal of residues and the co-location of technologies at single sites, often also for resource recovery and residuals management. Waste technologies such as in-vessel composting, the thermal treatment of clinical waste, the stabilisation of hazardous wastes, biomass gasification, sludge combustion and the use of wastes as fuel, present operators and regulators with new challenges as to their safe and environmentally responsible operation. A second feature of recent change is an increased regulatory emphasis on public and ecosystem health and the need for assessments of risk to and from waste installations. Public confidence in waste management, secured in part through enforcement of the planning and permitting regimes and sound operational performance, is central to establishing the infrastructure of new waste technologies. Well-informed risk management plays a critical role. We discuss recent developments in risk analysis within the sector and the future needs of risk analysis that are required to respond to the new waste and resource management agenda.  相似文献

Religion in its most ideal form is seen as a powerful force to create ecological transformations to succeeding generations that share similar religious beliefs. This provides an interesting argument for enhancing their role in sustainability transitions. Malaysia is a relevant geographical context in this regard since almost all of its citizens formally embrace some kind of religious belief. However, such ideas are discussed mostly at the theoretical level with little systematic empirical investigation. This paper aims to fill this gap by presenting theoretically informed empirical insights on how a number of religious communities are currently creating successful experiments in recycling within the context of an urban community in Malaysia. The paper argues that such evidence may demonstrate the ‘potential’ role of religious communities to provide localised resources for recycling experiments that can be advantageous for the transition towards a more sustainable municipal solid waste management in Malaysia. The empirical basis of this paper is based on an exploratory multiple case study of successful recycling programmes conducted by selected religious communities from four key religions in Malaysia—Buddhism, Christianity, Hinduism and Islam. The theoretical framework for this research is based on the sustainability transitions literature, particularly the ‘transition experiment’ framework.  相似文献

Modern societies face a dilemma called electronic waste (e-waste). This waste, which may contaminate the soil or cause unwanted impacts on human health when treated improperly, is one of the fastest growing waste streams in developed as well as developing countries and has brought great environmental impacts. Developing countries like Iran also face this modern waste management challenge. In order for more appropriate disposal or, if possible, recycling of this waste, more attention has been paid to reverse logistics as the most appropriate way to manage them. The first and most important action to address e-waste and implementation of reverse logistics is to persuade residents to bring back their obsolete electronic products. This paper attempts to understand significant factors affecting residents’ incentive dependency to participate in e-waste recycling program. Socioeconomic and demographic information of different residents is discussed by means of logistic regression for the first time in Iran. The results show that about 58.7 % of residents will participate even if no incentive is given. Household income, household size, education, e-waste concern level, and marital status are the significant factors affecting the incentive dependency of respondents.  相似文献

This article outlines problems related to the location of facilities designed to treat the organic fraction of municipal solid waste (OFMSW). Anaerobic digestion (AD) facilities are investigated as a treatment option, while taking into account the aspects of renewable energy generation. This research has been spurred on by the relationship between waste management, energy generation issues and spatial planning procedures. The analysis is focused on urban and semi-urban areas of medium and large cities. One of the most difficult issues associated with siting of waste processing plants is its integration with local infrastructures, avoiding conflicts and negative environmental impacts at the same time. This research aims to analyse possible locations for AD plants fuelled by OFMSW in Poland. Based on the experience gained from other countries and lessons learnt from the analysis of existing facilities in Europe, conditions for the location of this type of waste treatment plants have been defined, with the focus on economic, environmental and social issues. Most likely, the results of the multicriteria decision analysis for siting of municipal solid waste AD plants (M-BIST tool) could be transferred to other countries, especially those with a comparable GDP level and a similar framework for a waste management system.  相似文献

A sustainable national policy on waste electronic and electrical equipment reuse has to ensure an integrated environmental economic and social approach. In this paper, a quantitative model is developed that permits a comparative analysis of re-use and non-re-use scenarios from an environmental and economic perspective. The model demonstrates the importance of considering user consumption profiles and the changing national electricity generation portfolio in determining the best end-of-life strategy, whether it should be reuse or recycling. A case study of Ireland is used to demonstrate the model. From a social perspective, qualitative aspects of reuse, such as the job creation potential and the impact on prosperity for low income families, are also considered. Reuse of white goods, if conducted through social enterprises, will create more employment than an equivalent amount of recycling for those most vulnerable to unemployment. Any environmental and social dividends from re-use can be realized only in the context of an economically sustainable system. This would include such factors as a secure supply of suitable equipment, a competitive cost base and sufficient revenues from sales and other sources in order for the business to survive. In an attempt to examine whether a white goods re-use program could possibly operate in a competitive manner with new appliances, this study has examined examples of comparable businesses operating in the EU as well as interpreting data on consumer demand.  相似文献
