Contamination of soil and sediment by pollutants represents a major environmental challenge. Remediation of soil during the original Superfund years consisted primarily of dig and haul, capping, or containment. The 1986 amendments to CERCLA—SARA—provided the incentive for treatment and permanent remedies during site remediation. Thermal treatment, which routinely achieves the low cleanup criteria required by RCRA land-ban regulations, became one of the major technologies used for cleanup under the concept of ARAR. As the remediation industry matured and recognized specific market niches in soil remediation, a number of new technologies emerged. Thermal desorption, bioremediation, soil vapor extraction, soil washing, and soil extraction are being used on sites at which the technology offers advantages over incineration. In addition, a continuing stream of emerging technologies is being presented that requires careful evaluation relative to existing cleanup methods. Each of these technologies offers a range of options for achieving appropriate cleanup criteria, application to different soil matrices, cost, time of remediation, and public acceptability. Balancing cleanup criteria defined by regulation or risk assessment with technology cost and capability affords the opportunity to solve these problems with appropriate balance of cost and protection of human health and the environment. 相似文献

Based on actual project experiences over the past decade, execution strategies for remediation projects have varied significantly. For example, the overlap between the assessment and cleanup phases can range from none (for projects that complete assessment activities before starting the cleanup) to almost half of the assessment duration (for projects that may be under pressure to show progress at the site). This article quantifies the relationship between remediation project execution strategies, project definition components, and remediation project cost and schedule performance. By relating project outcomes to indicators that can be monitored early in the project cycle, project teams may be able to correct problems before they affect the ultimate performance of the remediation project. 相似文献

The primary objective of this study was to assist waste management researchers, decision-makers and waste managers at national, regional and local levels, in their decision-making processes, with most recent valuations on the environmental and social costs of externalities associated with various pollutants and disamenities related to landfilling and incineration of municipal solid waste. The aim was achieved by mapping, gathering, analysing, comparing and synthesizing various valuation estimates, based on a thorough review of existing literature. This study provides the first comprehensive review and analysis focused on primary and secondary valuation studies, conducted since 1990. The second objective was to assess the appropriateness and reliability of the valuation methods and techniques that were performed in the reviewed studies. The results of the review are summarized in tables, organized by topics and units of measure and in addition a classified list that describes the profile of the reviewed studies is provided. The results are then analysed and compared, and recommended ranges of the values are presented. The study reveals inconsistency in part of the estimates across the reviewed studies and provides reasonable explanations for the variations. Given the nature of uncertainty, and the difficulties associated with transferring values among different places and cases, these values should be considered mostly as an indication for the order of magnitude of the externalities. Nevertheless, these essential estimates of the external costs can beneficially be used with proper adjustment for each individual case to address important policy questions regarding landfilling and incineration of waste. 相似文献

It is critical that all participants in the remediation effort develop comprehensive contracting strategies aimed at controlling remediation costs and avoiding performance disputes. Initially, greater emphasis should be placed on negotiated, cost-type contracts that fairly address the allocation of risk between contractor and owner. This article examines the use of this contracting method and discusses industry studies on contract risk allocation, reviewing several typical contract clauses. Moreover, the participants in the remediation process should commit to the use of partnering as a framework for contract performance, as well as alternative dispute resolution techniques to swiftly settle disagreements. Through partnering, the owner and contractor work cooperatively throughout performance, rather than focus solely on their contractual rights and remedies. The article examines the mechanics of the partnering process, identifying the critical stakeholders as well as potential pitfalls, and relates industry applications. Relying on an extension of the partnering concept to the resolution of performance disputes, alternative dispute resolution (ADR) techniques are designed to encourage negotiated settlements of disputes. The article examines various ADR methods, including the use of a dispute escalation network, job-site dispute resolution, and post-performance ADR techniques. 相似文献

After the deadly earthquake on May 12, 2008 in Wenchuan county of China, several different incineration approaches were used for medical waste disposal. This paper investigates the generation properties of polycyclic aromatic hydrocarbons (PAHs) during the incineration. Samples were collected from the bottom ash in an open burning slash site, surface soil at the open burning site, bottom ash from a simple incinerator, bottom ash generated from the municipal solid waste (MSW) incinerator used for medical waste disposal, and bottom ash and fly ash from an incinerator exclusively used for medical waste. The species of PAHs were analyzed, and the toxicity equivalency quantities (TEQs) of samples calculated. Analysis results indicate that the content of total PAHs in fly ash was 1.8 × 103 times higher than that in bottom ash, and that the strongly carcinogenic PAHs with four or more rings accumulated sensitively in fly ash. The test results of samples gathered from open burning site demonstrate that Acenaphthylene (ACY), Acenaphthene (ACE), Fluorene (FLU), Phenanthrene (PHE), Anthracene (ANT) and other PAHs were inclined to migrate into surrounding environment along air and surface watershed corridors, while 4- to 6-ring PAHs accumulated more likely in soil. Being consistent with other studies, it has also been confirmed that increases in both free oxygen molecules and combustion temperatures could promote the decomposition of polycyclic PAHs. In addition, without the influence of combustion conditions, there is a positive correlation between total PCDD/Fs and total PAHs, although no such relationship has been found for TEQ. 相似文献

The Consortium for Risk Evaluation with Stakeholder Participation (CRESP) was asked by the United States Department of Energy (US DOE) to consider the root causes of remediation projects that fail to entirely achieve their goals and then to offer suggestions to assist the Department. To begin this project, CRESP held several meetings at which the group defined problematic outcomes, the early symptoms of problematic outcomes, and the root causes of failing to meet expectations. The five root causes are complex science, engineering, and technology; ambiguous economics; project management shortcomings; political processes and credibility; and history and organizational culture. This article, while focusing on the US DOE, provides a larger context for many remediation projects that have failed to entirely live up to their sponsors' expectations. © 2007 Wiley Periodicals, Inc. 相似文献

In the present paper, the modeling of a dual-purpose plant for the production of electrical and thermal energy from the heat treatment of solid wastes is presented. Particularly, the process has been modeled by using the Aspen Plus Shell, with the aim of performing a study about the applicability of this software in the simulation of a solid waste incineration process, which involves complex gas-solid reactions where the solids are referred to as "non-conventional". The model is developed to analyze and quantify the expected benefits associated with refuse derived fuel (RDF) thermal utilization; thus attention is focused on the performance of the energy recovery section. 相似文献

The distribution of volatile organic compounds (VOCs) in fractured shale overlain by thin (< 10 feet) overburden at the Watervliet Arsenal near Albany, New York, was initially determined by sampling water from the fracture network using packer systems in boreholes and also using conventional monitoring wells. Furthermore, short‐term pumping and injection tests were conducted and the boreholes were logged using a variety of geophysical and hydrophysical tools. Tetrachloroethene is the dominant VOC in the groundwater, with lesser concentrations of trichloroethene and degradation products (cis‐1,2‐dichloroethene, trans‐1,2‐dichloroethene, and vinyl chloride). The vertical VOC distributions in the rock matrix were obtained from continuous‐cored holes from which small rock samples, collected at many depths between 18 and 150 feet below ground surface, were analyzed. The rock core VOC concentrations were determined by methanol extraction of crushed rock followed by direct methanol injection onto a gas chromatograph and subsequent estimation of rock porewater VOC concentrations. The rock core data support the concept that diffusion‐driven mass transfer has caused nearly all the VOC mass initially present in the fractures to now reside in the rock matrix, which has a porosity three or four orders of magnitude larger than the bulk fracture porosity. The results of the site characterization indicate that an effective site investigation strategy in fractured shale must include characterization of both the fracture and matrix contaminant distribution. These results also indicate that the most favorable remediation technologies for this fractured shale are those that will destroy VOCs in the rock matrix, particularly contaminants in the sorbed phase, and also destroy the VOC mass in the fractures including both dissolved and immiscible phases. Continuous in-line gasification/vitrification process for thermal waste treatment: process technology and current status of projects 总被引:1,自引:0,他引:1
The Thermoselect High Temperature Recycling process has been developed in order to make available a thermal waste treatment technology avoiding major problems as known from traditional techniques like landfills or ashes, filter dust and emission producing processes. It combines slow degassing with fixed bed oxygen blown gasification and mineral and metal residue melting in a closed loop system. Municipal, industrial and other kinds of waste are compacted to less than one fifth of their original volume by means of an armored hydraulic press, and then periodically pushed into an indirectly heated degasification channel. As the waste plugs are pushed down the channel in an oxygen-free environment, waste humidity is evaporated and the organic components in the refuse are partially degasified and to a certain extent converted into a carbon-like product as the temperature increases. This flaky product and the enclosed inorganic components such as metals and minerals are continuously fed into a high-temperature reactor (HTR). Pure oxygen is added in controlled quantities and reacts with the material following exothermic oxidisation reactions. Due to overall under-stoichiometric conditions, gasification products form a combustible synthesis gas. The heat of reaction leading to temperatures up to about 2000°C in the core of the lower HTR section acts to also smelt the metal and mineral components of the waste. Chlorinated hydrocarbons such as dioxins and furans are reliably destroyed along with other organic compounds in the gaseous and the liquid phase. Material conversion equilibria are assured due to high temperatures and sufficient residence times. The synthesis gas is purified before use as combustible or primary material. After long term operation of the industrial scale demonstration plant in northern Italy, recent orders of differently sized Thermoselect plants can be announced and are illustrated on the basis of three cases out of five [with Herten 225,000 Mg/a and Berlin 300,000 Mg/a] in Germany: (1) Karlsruhe plant, 3 lines, 225,000 Mg/a, under construction; (2) Ansbach plant, 1 line, 75,000 Mg/a, completely purchased in July 1997; (3) Hanau plant, 2 lines, 90,000 Mg/a, partially purchased in October 1997. Characteristics and formation of leachates from waste gasification and grate firing bottom ash were studied using continuous field measurements from 112 m3 lysimeters embedded into landfill body for three years. In addition, the total element concentrations of the fresh ash were analysed and laboratory batch tests were performed to study leachate composition. The three-year continuous flow measurement showed that about one fifth of the leachates were formed, when the flow rate was >200 l/d, covering <3.5% of the study time. After three years, the liquid/solid-ratio for the quenched grate ash was 1 (l/kg (d.m.)) and for the initially dry gasification ash 0.4 (l/kg (d.m.)). The low initial water and residual carbon content of the gasification ash kept the leachate pH at a high level (>13) major part of the study. In the grate ash leachate pH was lower (<8) due to the presence of organic carbon and biodegradation indicated by biological oxygen demand and redox potential measurements. In the gasification ash the high pH probably delayed leaching of major elements such as Ca, therefore, raising the need for a longer after-care period. The high pH also explains the higher leaching of As from the gasification ash compared to the grate ash both in the batch test and under landfill conditions. 相似文献

The characterization of PCDD/Fs and heavy metals in the flue gas and fly ash of Harbin municipal solid waste (MSW) incineration plant, located in the northeast of China, was investigated in this study. The MSW was treated in a twin internal fluidized (TIF) bed incinerator. The results indicate that the emission of PCDD/Fs into the environment is 0.02 ng I-TEQ/m3 and the level of PCDD/Fs in the fabric filter fly ash is 0.7982 ng I-TEQ/g. The leachability levels of Pb, Cd and Hg in the fly ash are below the limits of environmental protection standard in China. However, the contents of Cu, Zn, and Hg are high in the fly ash. This suggests that the fly ash is a hazardous waste that requires special treatment and disposal. The practice of more than four years of operation shows that the TIF bed incinerator is very suitable and practical for China. 相似文献

This work reviews strategies for the management of municipal solid waste incineration (MSWI) residues, particularly solid particles collected from flue gases. These tiny particles may be retained by different equipment, with or without additives (lime, activated carbon, etc.), and depending on the different possible combinations, their properties may vary. In industrial plants, the most commonly used equipment for heat recovery and the cleaning of gas emissions are: heat recovery devices (boiler, superheater and economiser); dry, semidry or wet scrubbers; electrostatic precipitators; bag filters; fabric filters, and cyclones. In accordance with the stringent regulations in force in developed countries, these residues are considered hazardous, and therefore must be treated before being disposed of in landfills. Nowadays, research is being conducted into specific applications for these residues in order to prevent landfill practices. There are basically two possible ways of handling these residues: landfill after adequate treatment or recycling as a secondary material. The different types of treatment may be grouped into three categories: separation processes, solidification/stabilization, and thermal methods. These residues generally have limited applications, mainly due to the fact that they tend to contain large quantities of soluble salts (NaCl, KCl, calcium compounds), significant amounts of toxic heavy metals (Pb, Zn, Cr, Cu, Ni, Cd) in forms that may easily leach out, and trace quantities of very toxic organic compounds (dioxin, furans). The most promising materials for recycling this residue are ceramics and glass-ceramic materials. The main purpose of the present paper is to review the published literature in this field. A discussion of some of the deficiencies of Superfund and hazardous chemical site investigation and remediation is presented. Of concern is the adequacy of defining the constituents of concern; stormwater‐runoff monitoring; evaluating excessive bioaccumulation of hazardous chemicals in edible organisms; the extent and degree of groundwater pollution; modeling of pollutant transport in the vadose zone; translocation of subsurface pollutants to surface via plant roots, leaves, and flowers; protection of groundwater quality for nonpriority pollutants that impact aesthetic quality; and deficiencies in the quality of site data reports. A compost isolated humic acid-like (cHAL) material was pointed out in previous work for its potential as auxiliary in chemical technology. Its potential is based on its relatively low 0.4gL(-1) critical micellar concentration (cmc) in water, which enables cHAL to enhance the water solubility of hydrophobic substances, like phenanthrene, when used at higher concentrations than 0.4gL(-1). This material could be obtained from a 1:1 v/v mixture of municipal solid and lignocellulosic wastes composted for 15 days. The compost, containing 69.3% volatile solids, 39.6% total organic C and 21C/N ratio, was extracted for 24h at 65 degrees C under N2 with aqueous 0.1molL(-1) NaOH and 0.1molL(-1) Na4P2O7, and the solution was acidified to separate the precipitated cHAL in 12% yield from soluble carbohydrates and other humic and non-humic substances. In this work two typical applications of surfactants, i.e., textile dyeing (TD) and soil remediation by washing (SW), were chosen as grounds for testing the performance of the cHAL biosurfactant against the one of sodium dodecylsulfate (SDS), which is a well established commercial synthetic surfactant. The TD trials were carried out with nylon 6 microfiber and a water insoluble dye, while the SW tests were performed with two soils contaminated by polycyclic aromatic hydrocarbons (PAH) for several decades. Performances were rated in the TD experiments based on the fabric colour intensity (DeltaE) and uniformity (sigmaDeltaE), and in the SW experiments based on the total hydrocarbons concentration (CWPAH) and on the residual surfactant (Cre) concentrations in the washing solution equilibrated with the contaminated soils. The results show that both cHAL and SDS exhibit enhanced performance when applied above their cmc values. However, while in the TD case a significant performance effect was observed at the surfactants cmc value, in the SW case the required surfactants concentration values were equivalent to 25-125xcmc for cHAL and to 4-22xcmc for SDS. The vis-a-vis comparison of the two surfactants gave the following results: in the TD case the cHAL biosurfactant at 0.4gL(-1) yields good colour intensity and equal colour uniformity as SDS at 5gL(-1), in the SW case cHAL was found to enhance CWPAH by a factor of 2-4 relative to SDS with one soil, whereas with the other soil the two surfactants behaved similarly. The Cre data, however, showed that both soils absorbed by far more SDS (68-95%) than cHAL (12-54%). The results point out intriguing technological and environmental perspectives deriving from the use of compost isolated biosurfactants in the place of synthetic surfactants. 相似文献

This work presents the results of a study on accelerated carbonation of incinerator air pollution control residues, with a particular focus on the modifications in the leaching behaviour of the ash. Aqueous carbonation experiments were carried out using 100% CO2 at different temperatures, pressures and liquid-to-solid ratios, in order to assess their influence on process kinetics, CO2 uptake and the leaching behaviour of major and trace elements. The ash showed a particularly high reactivity towards CO2, owing to the abundance of calcium hydroxides phases, with a maximum CO2 uptake of ~250 g/kg. The main effects of carbonation on trace metal leaching involved a significant decrease in mobility for Pb, Zn and Cu at high pH values, a slight change or mobilization for Cr and Sb, and no major effects on the release of As and soluble salts. Geochemical modelling of leachates indicated solubility control by different minerals after carbonation. In particular, in the stability pH range of carbonates, solubility control by a number of metal carbonates was clearly suggested by modelling results. These findings indicate that accelerated carbonation of incinerator ashes has the potential to convert trace contaminants into sparingly soluble carbonate forms, with an overall positive effect on their leaching behaviour. 相似文献

has been paid to the heavy metal leaching toxicity of MSWI residues. In this study, the effects of various parameters, including
extractant, leaching time, liquid-to-solid ratio, leachate pH, and heavy metal content, on the release properties of Cd, Cr,
Cu, Ni, Pb, and Zn from MSWI bottom ash were investigated. Partial least-squares analysis was employed to highlight the interrelationships
between the factors and response variables. Both experimental research and geochemical modeling using Visual MINTEQ software
were conducted to study the pH-dependent leaching behavior of these metals in fresh and weathered bottom ash, considering
precipitation/dissolution and surface complexation reactions (adsorption by hydrous ferric oxide and amorphous aluminum oxide/hydroxide).
The results showed that leachate pH was the predominant factor influencing heavy metal leachability. The leaching of Cu, Pb,
and Zn was mainly controlled by precipitation/dissolution reactions, whereas surface complexation had some effect on the leaching
of Cr, Cd, and Ni for certain pH ranges. The modeling results aggreed well with the experimental results.

Determination of the amount of greenhouse gas (GHG) emitted during municipal solid waste incineration (MSWI) is complex because both contributions and savings of GHGs exist in the process. To identify the critical factors influencing GHG emissions from MSWI in China, a GHG accounting model was established and applied to six Chinese cities located in different regions. The results showed that MSWI in most of the cities was the source of GHGs, with emissions of 25–207 kg CO2-eq t?1 rw. Within all process stages, the emission of fossil CO2 from the combustion of MSW was the main contributor (111–254 kg CO2-eq t?1 rw), while the substitution of electricity reduced the GHG emissions by 150–247 kg CO2-eq t?1 rw. By affecting the fossil carbon content and the lower heating value of the waste, the contents of plastic and food waste in the MSW were the critical factors influencing GHG emissions of MSWI. Decreasing food waste content in MSW by half will significantly reduce the GHG emissions from MSWI, and such a reduction will convert MSWI in Urumqi and Tianjin from GHG sources to GHG sinks. Comparison of the GHG emissions in the six Chinese cities with those in European countries revealed that higher energy recovery efficiency in Europe induced much greater reductions in GHG emissions. Recovering the excess heat after generation of electricity would be a good measure to convert MSWI in all the six cities evaluated herein into sinks of GHGs. 相似文献
