The continuous increase in waste generation warrants global management of waste to reduce the adverse economic, social, and environmental impact of waste while achieving goals for sustainability. The complexity of waste management systems due to different waste management practices renders such systems difficult to analyze. System dynamics (SD) approach aids in conceptualizing and analyzing the structure, interactions, and mode of behavior of the complex systems. The impact of the underlying components can therefore be assessed in an integrated way while the impact of possible policies on the system can be studied to implement appropriate decisions. This review summarizes various applications of SD pertinent to the waste management practices in different countries. Practices may include waste generation, reduction, reuse/recovery, recycling, and disposal. Each study supports regional-demanding targets in environmental, social, and economic scopes such as expanding landfill life span, implementing proper disposal fee, global warming mitigation, energy generation/saving, etc. The interacting variables in the WMS are specifically determined based on the defined problem, ultimate goal, and the type of waste. Generally, population and gross domestic product can increase the waste generation. An increase in waste reduction, source separation, and recycling rate could decrease the environmental impact, but it is not necessarily profitable from an economic perspective. Incentives to separate waste and knowledge about waste management are variables that always have a positive impact on the entire system.

以沼气为纽带的农业综合利用系统对农村和偏远地区可持续发展具有重要意义。本文基于能值流图和指标体系,构建了沼气农业复合生态系统的综合评价框架,并以国家沼气农业示范区广西恭城县为案例,分析养殖-沼气-种植"三位一体"典型沼气农业复合系统的能值投入产出量及其结构,利用能值系统结构功能指标对该系统进行经济生态多元分析,评估其投资率、产出率、环境压力以及可持续性等系统综合表现,并与国内外其他农业系统进行比较分析。系统投入结果表明,恭城县沼气农业复合系统总投入中人类经济反馈在系统中所占比例最大,可更新环境资源次之,其中又以肥料、农药和劳工与管理的投入最大;系统产出表明,目前仍以种植业和养殖业为主导,水产业相对薄弱,而新兴的沼气产业因其低耗高产的特点,发展势头良好;而能值系统结构功能指标表明该农业系统整体具有环境负荷低、产出效率高、可持续性强等优势。依照能值分析各项结果,本文对沼气农业系统优化配置和进一步推广应用提出了参考建议。  相似文献

Abstract

Community-based watershed management is different from the traditional natural resources management. Traditional natural resources management is a way from up to bottom, but the community-based watershed management is from bottom to up. This approach focused on the joining of different stakeholders in integrated watershed management, especially the participation of the community who has been ignored in the past. The purpose of this paper is to outline some of the important basic definitions, concepts and operational framework for initiating community-based watershed management projects and programs as well as some successes and practical challenges associated with the approach.  相似文献

Although conceptually simple and often idealized, disentangling crop–livestock interactions typically proves more complex in practice. Part of the complexity arises from their changing nature along agricultural intensification gradients. Such interactions increase in scope when extensive systems intensify, but decline in importance as already intermediate systems intensify further. This changing nature of crop–livestock interactions in relation to the system’s developmental stage implies that these exchanges can both contribute but also undermine system sustainability. We examine crop–livestock interactions in the Indo-Gangetic Plains as an empirical case, drawing from village surveys to explore and illustrate these relations and implications along the agro-ecological gradient of this vast and important eco-region. Such an understanding is increasingly needed as adapting crop residue management practices is recognized as the key to address sustainability concerns in the prevailing rice–wheat systems and as a stepping stone towards conservation agriculture. The agricultural R&D community needs to incorporate this understanding more proactively into its R&D agenda if it is to succeed in sustaining productivity gains, improving rural livelihoods equitably, and securing environmental sustainability.  相似文献

Some 44% of the world's population lives within 150 km of the coast and mass migration towards the coast will continue in the decades ahead. Degrading and exhaustive uses of land, water and other coastal resources and disruption of environmental processes through degradation of environmental quality and loss of critical terrestrial and aquatic habitats can lead to serious deleterious impacts on the health and productivity of coastal ecosystems. Following the Arusha Resolution (1993), the Seychelles Statement (1996) and the Colombo CZM Workshop (1999), the need for integrated coastal zone management has become critical because of the limited land resources and unproportional domination of coastal areas in the wider Caribbean and Indian Ocean/ Pacific island states. The coastal zone of Mauritius (1,850 km2, 20°S, 58°E, south-western Indian Ocean, 1.12 million inhabitants) was redefined in 1997 in the Environmental Protection Act of 1991 [Part VII (Act 34)] to include all islets within the Exclusive Economic Zone (EEZ; 1.7 million km2). During the 1980s, the Mauritian economy underwent major structural changes successfully, with a rapid phase of industrialization diversifying into two major activities, textiles and tourism. Existing reports and data in a common framework have to be synthesized and organized to fill existing gaps in knowledge with data collection and scientific inquiries, to identify social and economic drivers and to relate socioeconomic change to demands for environmental resources (land use, water resources, marine systems) and environmental impacts as proposed under the MERMAID (Mauritius Environmental Resource Management and Industrial Development) project. Nutrient flux and sediment trace metal contamination studies are currently underway to investigate different watersheds impacted by agricultural, urban and industrial activities in the north-west of the island. There is a pressing need to integrate the natural sciences with socioeconomic disciplines as proposed by the International Human Dimensions Program (IHDP) for an integrated management of coastal zones. Three integrated pilot projects in the Pacific-Indian Ocean and wider Caribbean as identified by Land Ocean Interaction in the Coastal Zone (LOICZ) in the future, including current status and changes in material fluxes from drainage basins, transboundary impacts from the ocean and atmospheric inputs, could elucidate the land–sea interactions and human dimensions of change on small islands. The sustainability of marine resources and the conservation of biological diversity will depend on a critical understanding of linkages between human activities and ecological responses and upon a citizenry that assumes ownership of these regions. Sustainable agricultural development is a necessity for sustainable economic growth and social development in Africa. Sustainable agriculture largely depends on how effective natural and environmental resources are managed and utilized; it also depends on the security of continuous access to such resources. This research was aimed to look into trends in agricultural productivity, examine the persistence of the environmental insecurity, analyze the relationship between the two, and explore their links to the national development policies. The results are discussed in the context of relevance to national development policies and their implications on the sustainability of agriculture and rural livelihoods security. Literature survey, records collection from the stakeholders, village level participatory assessments (PAs), observations and questionnaire survey were tools used for data collection. The study shows significant (P < 0.01) declines in cereal crop yields, cattle milk yield and cattle calving rate, and increasing cattle mortality rate. Elements of environmental insecurity were found to account for decline in agricultural productivity; significant (P < 0.01) proportion (68%), of 266 households interviewed, reported land resources deterioration, declining soil fertility, and increasing drought frequencies as the causes of their low productivity. Declined fertilizer consumption and increasing variability in rainfall amount significantly (P < 0.01) accounted for 59% and 39%, respectively, of the variations observed in total annual production of rice and maize, which are major cereals in the study area. This study recommends measures to improve soil productivity such as improved fertilizer application and use of organic manures along with mineral fertilizers for maintaining soil productivity; education of farmers on sustainable use and management of land resources; and pro-poor rural policies in agricultural development and environmental governance. The over-abstraction of aquifers and the modification of landscape–water systems often result in the degradation of groundwater resources and the loss of related ecosystem services. Many of these problems are associated with failure of governance and management regimes. Thus, groundwater resources require innovative approaches that deal with system complexity moving governments toward adaptive and integrated management. Vertical (hierarchical) and horizontal (cross-sectoral) integration structures are crucial characteristics of adaptive governance and support sustainable management of groundwater ecosystem services. The research objective of this article is to investigate linkages between these integration structures, the governance regime and the state of groundwater ecosystem services across three case studies: Sandveld (South Africa), Upper Guadiana (Spain) and Spree (Germany). First, we developed a set of criteria indicating vertical and horizontal integration and then applied a conceptual and analytical approach, the Management and Transition Framework, specifically developed to support a systematic and consistent investigation of policy and management processes. Results indicate that higher degrees of integration during management activities do not identify a direct improvement of groundwater ecosystem services. But evidence highlights that integration (1) opens up the political arena for environmental perspectives, (2) increases the quality of groundwater and conservation plans, (3) accelerates the implementation of policies, (4) mitigates conflicts between different groundwater users and (5) increases the awareness of different ecosystem services. Finally, we conclude that compared with other natural resources, groundwater management still lacks participation, multi-level interactions and sectoral integration, especially at higher levels of management.  相似文献

The study presents three scenarios of land use and cover change (LUCC), the most important factor for environmental degradation in southern Mexico. We developed story lines and quantitative projections for regional scenarios based on historic LUCC processes, environmental policies, socioeconomic drivers, stakeholder consultations and official planning documents to gain a better understanding of drivers of LUCC, and quantitative scenarios were modeled with DINAMICA-EGO. Regionally specific interactions between social and natural systems are recognized, and detrimental policies and policy options for landscape conservation and management for sustainability are acknowledged in a base line, variant and alternative scenario. Incongruent policies and ineffective ground implementation of conservation actions were identified as the critical underlying drivers of deforestation and forest degradation that could lead to a severe reduction in natural forests, while the local socioeconomic situation stays precarious. The baseline scenario parts from an analysis of historic LUCC processes and shows the consequences of LUCC tendencies: 73% of temperate forests and 50% of tropical forests would get deforested until 2030. In the variant scenario, these tendencies are adjusted to planning goals extracted from official documents and recent changes in public policies. The alternative scenario further addresses policy options for fostering conservation and sustainable development, but because of the time lag of implementation, still 59% of temperate forests and 36% of tropical forest would get lost until 2030. Nevertheless, this represents a reduction of 13% of forest loss and 11% less pastureland due to the proposed measures of conservation, and sustainable management, including strategies for reforming agricultural systems, agricultural and forestry policies and trade, land tenure and livelihood risk management.  相似文献

Climate adaptation is a complex task surrounded by uncertainty. To support climate adaptation policies, a new scenario approach is pursued to explore possible discontinuous future developments of societal perspectives on climate adaptation issues. The scenario approach was tested for a case study on Dutch river management. In a series of scenario development workshops, a select group of stakeholders explored the perspectives on the management of the River Meuse in the past, present, and future. The process was supported by an analytical perspectives mapping tool to illustrate and analyze the development of perspectives over time. The process and analytical tools contributed to insight into the drivers of perspective change for the case study at hand. Moreover, the stakeholders highlighted the potential of the approach for water management policy for creating awareness about the plurality of perspectives and the dynamics of perspective change, monitoring perspectives and perspective change as part of a flexible policy approach, and anticipating on the occurrence of shock events. Further work is required to better represent the social dynamics of perspectives change, to better empirically ground the perspective change model, and to apply integrated water models in the scenario development process to assess water–society interactions.  相似文献

为全面研究生态文明背景下岷沱江流域水环境治理成效,该研究从水生态保护与修复、水污染治理与控制、水资源开发利用和社会经济承载4个维度构建评价指标体系,先采用灰色关联分析法和均方差决策法建立组合权重,再通过加权综合指数法和理想解模型对2011~2017年岷沱江流域10个主要地级市的水环境治理绩效进行动态评价,最后利用ArcGIS10.5软件进行评价结果的时空分异性的可视化。研究表明:在水环境综合管理下,岷沱江流域水环境治理绩效水平呈上升的趋势。空间分布上,虽岷沱江流域上、中、下游的水环境治理绩效整体水平差异性逐渐缩小,但流域中各地级市在水污染治理与水资源开发利用上存在明显的差异性,今后岷沱江流域应重点控制水污染和优化水资源配置,统筹流域可持续发展的水环境管理。  相似文献

The current increase in the number of development projects in Malawi is leading to loss of natural resources and the general degradation of the environment. Both the Malawi Environmental Management Act of 1996 and the Guidelines for Environmental Impact Assessment of 1997, prescribe a list of infrastructural projects that must undergo environmental impact assessment (EIA) before their implementation. This study identifies the key limitations of EIA application to infrastructural projects in Malawi. A desktop study used to gather information in this study involved a review of several documents such as EIA reports, policies and laws, books, journals and internet articles. Primary data was obtained from policymakers, contractors, EIA practitioners and the general public using both structured and unstructured interviews, as well as through questionnaires. Focus group discussions and direct observations were employed wherever necessary in the study. Major limitations to successful EIA in infrastructural projects in Malawi include: (1) limited experience and practice of EIA practitioners; (2) cost of EIA process; (3) limited links between EIA and urban planning procedures; (4) lack of political will; (5) project delays; (6) lack of effective monitoring and auditing, (7) lack of data, especially those to be used in predictive models. This violates the principles of sustainability science and the international best practices for EIA that were developed by the International Association for Impact Assessment. It is recommended that active environmental management should actively involve the interests of all stakeholders, and that follow up of predicted environmental impacts resulting from any project should entail monitoring, auditing and reporting.  相似文献

结合水资源工程的必要性和以三峡工程为代表的水资源工程的环境保护措施,指出水资源开发与生态环境协调发展在理论和实践上的可行性。从防洪、能源安全、可持续发展以及水能资源蕴藏量等方面分析,我国总体水资源有限,而主要江河的中下游地区仍受到洪水威胁,在总体水资源利用程度上与世界平均水平相比还较低。水资源工程可以充分调节和利用水资源,以保障人类社会的可持续发展,但同时也会对河流形态、水文水动力学条件、水生态环境形成多方面的不利影响。为减缓或减免这些不利影响,必须从设计、施工、管理等各方面重视水资源开发与生态环境保护的协调发展。三峡工程是长江干流防洪和水资源利用的骨干工程,该工程从论证、施工及初期运行各个阶段,严格履行环境保护责任和义务,建立相关环境制度和标准,建立环境监测体系,设立科研项目和落实环境保护措施,保证了工程在发挥防洪、航运和发电功能的同时,努力成为环境友好型工程。  相似文献

基于Agent的建模方法(ABSS)通过自下而上的方式,考察系统中主体的不同状态和行为特征、主体与环境的作用、主体之间的作用,来表征系统的宏观特征,是进行复杂社会环境系统分析和政策研究的重要手段,在水资源、水环境管理系统中得到了有效的应用。本文在大量文献调研的基础上,讨论了ABSS建模方法的基本原理、主要特征、系统构成、分类方法和开发工具等特征,总结了其供水系统发展、水资源分配和流域水资源管理、农业土地和水资源利用、居民用水行为、农业污染控制及人类活动的水环境影响等方面的应用,分析了其在研究内容、研究方法、研究结果等方面的发展趋势,讨论了利用该方法研究我国水资源管理和水污染控制政策的必要性和重要性。  相似文献

ABSTRACT

The aim of this work is to provide a systematic approach for sustainability criteria clustering into different useful categories. For this purpose, a methodology has been proposed with the following three steps. (i) A comprehensive set of the sustainability criteria in economic, environmental and social dimension has been extracted from the literature and have been customised for the iron and steel industry. (ii) A fuzzy Kano methodology has been used to classify these sustainability criteria into useful Kano cluster like must-be, one-dimensional, and attractive cluster (iii) further, must-be and attractive criteria derived from the second step were further sub-classified into three categories using Type IV Kano model. All steps have been examined in the iron and steel industry of India and findings indicate that quality and delivery criteria are classified as high must be criteria in the economic realm. Further, environmental and energy management system in the environmental dimension and social responsibility and right of stakeholders criteria in the social dimension are classified as high must be criteria. Prioritising must be and attractive criteria enable decision makers of other industries to select the appropriate criteria to adopt sustainability.  相似文献

农业用水效率低下及水资源在工农业两部门间的结构性短缺将成为我国经济转型中面临的主要资源问题之一。如何优化配置水资源,实现工农业两部门的"双赢"是经济发展面临的一个重要课题。文章基于刘易斯-费-拉尼斯模型对二元经济结构体制下水资源流转过程进行系统性的经济学阐述,进而得出水资源在工农业两部门中的流转是从无限供给状态到体现稀缺性的过程。并结合1949-2009年中国水资源的利用情况,对中国水资源在两部门经济中的流转进行了阶段识别和趋势研究,即"余水"流转、"低效水"流转和"竞争性用水"流转,从而为水资源流转的实际操作提供了学理性解释,并据此提出通过建设引水工程基础设施、完善用水额度和税费标准法律规范,健全水资源流转的农业补偿机制和加强农业生产部门节水意识宣传,以完善我国水资源流转制度的相应对策建议。  相似文献

The purpose of this article is to analyze the challenges to, and opportunities for, increasing sustainable development (SD) co-benefits delivered by clean development mechanism (CDM) wind power projects in northeastern Brazil and the resulting implications for climate and energy policies. Five methodological phases were met: First, a documentary research was conducted in the main CDM database; second was a literature review, creating the analytical framework and a survey questionnaire needed to assess the SD co-benefits from the projects; third, documentary research was used to enable ex-ante analysis of the SD co-benefits proposed in the CDM Project Design Documents (PDDs); fourth, survey allowed for the analysis of SD co-benefits perceived by project entrepreneurs (ex-post analysis); and finally, a comparison between the ex-ante and ex-post analyses was completed. The results show the importance of carrying out SD co-benefit studies after the implementation of CDM projects in order to learn lessons for new mechanisms of climate governance. The lowest SD co-benefits were water management improvement in the project influence area, soil pollution prevention, health and safety improvements and technology transfer. The greatest opportunities for increasing SD co-benefits come from the environmental licensing process and the strengthening of Corporate Social Responsibility. The greatest challenges are new technology development, stakeholders’ engagement and SD co-benefit audits. We conclude that the improvement of multi-level climate and energy governance plays a key role in increasing SD co-benefits.
