Although mismanagement of groundwater resources has resulted in their destruction over centuries, climate change is speeding up this process more than ever. On the one hand, urgent action by government bodies is needed to address the challenge. On the other hand, a vast body of literature proves that bottom-up collective action, although requiring a longer time period, is a better solution to manage such resources. This research aims to address this dilemma. The groundwater resource in Ardabil plain in Iran, which has long been managed solely through government intervention, has been chosen as a case study to explore the opportunities and limitations of managing a critically endangered area from a common pool resource perspective. Our study suggests that managing Ardabil groundwater resources should be conducted on two scales. The bottom-up institutional agreements should take place at village scale while the government should stay in charge of the overall organization at plain scale. 相似文献

Quantification of regulated and emerging disinfection byproducts (DBPs) in swimming pool water, as well as the assessment of their lifetime health risk are limited in China. In this study, the occurrence of regulated DBPs (e.g., trihalomethanes, haloacetic acids) and emerging DBPs (e.g., haloacetonitriles, haloacetaldehydes) in indoor swimming pool water and the corresponding source water at a city in Eastern China were determined. The concentrations of DBPs in swimming pool water were 1-2 orders of magnitude higher than that in source water. Lifetime cancer and non-cancer risks of DBPs stemming from swimming pool water were also estimated. Inhalation and dermal exposure were the most significant exposure routes related to swimming pool DBP cancer and non-cancer risks. For the first time, buccal and aural exposure were considered, and were proven to be important routes of DBP exposure (accounting for 17.9%-38.9% of total risk). The cancer risks of DBPs for all swimmers were higher than 10−6 of lifetime exposure risk recommended by United States Environmental Protection Agency, and the competitive adult swimmers experienced the highest cancer risk (7.82 × 10−5). 贴不贴泡是大庆某石油化工总厂生产废水排放场地,其作用相当于一个水面较大的氧化塘.在纳污泡周边分别采集土壤及地下水样品,以研究其对周边土壤及地下水的污染状况.结果显示:纳污泡附近地下水及表层土壤受到不同程度石油烃污染,但除第1个采样点外,其余各采样点污染程度随距离变化不明显;土壤纵向以40~60cm厚度层污染最为严重.说明大庆地区草甸黑土对石油烃滞留能力很强,使石油烃在其中的迁移速度很低,特别是水平迁移速度更小,才使污染近30年的场地地下水受到的石油烃污染不是十分严重.表层土壤的污染主要是由于雨季纳污泡内污水溢出造成的. 相似文献

对长江口崇明东滩(CM-S)海三棱藤草(Scirpus mariqueter)生长期(4~12月)柱样沉积物有机碳含量及变化分析,发现柱样沉积物有机碳含量与温度、海三棱蔗草地上生物量呈显著负相关(p<0.05).在陆源沉降、温度和海三棱藤草生长、死亡等因素的共同作用下,崇明东滩沉积物有机碳库随时间推移呈明显的"盈""亏"变化.夏季是潮滩沉积物有机碳库的"碳亏"期,秋季9月起,海三棱蔗草死亡分解使得有机碳在沉积物中累积,沉积物碳库进入"碳盈"期.可见死亡倒伏的海三棱藤草是潮滩盐沼带沉积物有机碳库的主要碳源,海三棱蔗草在生长期中通过光合作用所固定的大气碳素在生长末期输送补偿入沉积物有机碳库中. 相似文献

Human welder's experiences and skills are critical for producing quality welds in manual GTAW process. Learning human welder's behavior can help develop next generation intelligent welding machines and train welders faster. In this tutorial paper, various aspects of mechanizing the welder's intelligence are surveyed, including sensing of the weld pool, modeling of the welder's adjustments and this model-based control approach. Specifically, different sensing methods of the weld pool are reviewed and a novel 3D vision-based sensing system developed at University of Kentucky is introduced. Characterization of the weld pool is performed and human intelligent model is constructed, including an extensive survey on modeling human dynamics and neuro-fuzzy techniques. Closed-loop control experiment results are presented to illustrate the robustness of the model-based intelligent controller despite welding speed disturbance. A foundation is thus established to explore the mechanism and transformation of human welder's intelligence into robotic welding system.
