Post‐disaster resettlement narratives encapsulate the complex mobile–spatial processes that are embedded in a post‐disaster context. The existing literature on disaster relocation and resettlement accords primacy to the logistical, practical, structural, and physical dimensions of residential transitioning. Building on this knowledge, this study conducted a spatial narrative inquiry to generate a link to mobile–spatial realities interspersed in diverse temporal trajectories. It did so by tracking the embodied rhythms of people and objects evoked through the retelling of post‐disaster resettlement stories by 12 young Filipino women informal settlers. The key findings are organised in three spatial narratives: ‘house near the sea'; ‘there at the bunkhouse'; and ‘here in Ridgeview'. These narratives are anchored in the overarching dimensions that underpin Filipino informal settlers’ experiences of (not) moving in and out of disaster resettlement areas. Lastly, the findings are explained in the light of the theoretical, empirical, and practical implications of disaster resettlement specific to informal settlers.  相似文献

Post‐disaster development policies, such as resettlement, can have major impacts on communities. This paper examines how and why people's livelihoods change as a result of resettlement, and relocated people's views of such changes, in the context of natural disasters. It presents two historically‐grounded, comparative case studies of post‐flood resettlement in rural Mozambique. The studies demonstrate a movement away from rain‐fed subsistence agriculture towards commercial agriculture and non‐agricultural activities. The ability to secure a viable livelihood was a key determinant of whether resettlers remained in their new locations or returned to the river valleys despite the risks posed by floods. The findings suggest that more research is required to understand i) why resettlers choose to stay in or abandon designated resettlement areas, ii) what is meant by ‘voluntary’ and ‘involuntary’ resettlement in the realm of post‐disaster reconstruction, and iii) the policy drivers of resettlement in developing countries.  相似文献

In this article I examine the problem of the resettlement of populations after disaster. After considering the complexity of the resettlement process in general and the reasons resettlement is often chosen by authorities following disaster, I discuss a theoretical perspective from development project resettlement which may have relevance for disaster research. This is followed by an examination of those factors in post-disaster resettlement projects which have proved important in affecting successful or unsuccessful outcomes. Site, layout, housing and popular input are presented as crucial issues in the determination of success or failure in post-disaster resettlement. Case material from Turkey, Iran and Peru is presented to illustrate how failure to attend to these issues produces unsuccessful resettlement villages. Case material from Turkey is used to illustrate how attention to these factors improves chances of success in resettlement. Material from cases of voluntary, spontaneous post-disaster resettlement in Guatemala is also presented to underscore the importance of popular participation for successful resettlement despite insufficiencies in design and material inputs. The article ends with a brief consideration of resistance to resettlement and alternative policies.  相似文献

A comprehensive review of online, official, and scientific literature was carried out in 2012–13 to develop a framework of disaster social media. This framework can be used to facilitate the creation of disaster social media tools, the formulation of disaster social media implementation processes, and the scientific study of disaster social media effects. Disaster social media users in the framework include communities, government, individuals, organisations, and media outlets. Fifteen distinct disaster social media uses were identified, ranging from preparing and receiving disaster preparedness information and warnings and signalling and detecting disasters prior to an event to (re)connecting community members following a disaster. The framework illustrates that a variety of entities may utilise and produce disaster social media content. Consequently, disaster social media use can be conceptualised as occurring at a number of levels, even within the same disaster. Suggestions are provided on how the proposed framework can inform future disaster social media development and research.  相似文献

Most members of Taiwan's indigenous communities live in areas that are prone to natural disasters. Yet, due to their marginalised cultural, economic and political status, each time such calamities strike, any assistance they receive is usually provided without considering their actual needs. The areas hardest hit by Typhoon Morakot in August 2009 were the indigenous villages in the southern and eastern parts of the island. After the initial emergency relief efforts had been completed, there remained the highly challenging task of reconstruction and the resettlement of those who lost their homes and livelihoods. This paper examines the cultural conflicts that arose during the reconstruction process, with special emphasis on the participation of Taiwan's indigenous communities and their capacity for resilience. It was found that community participation and identification are key issues in effective disaster governance.  相似文献

Efficient and effective disaster management will prevent many hazardous events from becoming disasters. This paper constitutes the most comprehensive document on the natural disaster management framework of Cameroon. It reviews critically disaster management in Cameroon, examining the various legislative, institutional, and administrative frameworks that help to facilitate the process. Furthermore, it illuminates the vital role that disaster managers at the national, regional, and local level play to ease the process. Using empirical data, the study analyses the efficiency and effectiveness of the actions of disaster managers. Its findings reveal inadequate disaster management policies, poor coordination between disaster management institutions at the national level, the lack of trained disaster managers, a skewed disaster management system, and a top‐down hierarchical structure within Cameroon's disaster management framework. By scrutinising the disaster management framework of the country, policy recommendations based on the research findings are made on the institutional and administrative frameworks.  相似文献

This paper spotlights post-disaster relief provision in Johannesburg, South Africa, following the floods of 2016 in a bid to explore how local government and non-governmental actors in the country conceive of compounding vulnerability and conflict within urban disaster governance. It reveals the diverse strategies employed to navigate violent conflict during the cyclical occurrence of disaster and reconstruction that the predominantly migrant population experiences in the Setswetla informal settlement, adjacent to the Alexandra township in northern Johannesburg. Rendered visible in moments of disaster and recovery are the spatial politics and multidimensional nature of conflict. These phenomena unfold across various levels of urban governance and in the affected community and effectively construct a disaster citizenship that makes risk reduction and community cohesion impossible in the eyes of disaster managers. This research, based on a set of expert interviews, integrates conflict and disaster studies to shed light on how the conflict–disaster interface materialises, and is operationalised, in an urban setting.  相似文献

Since its discovery in Nigeria in 1956 crude oil has been a source of mixed blessing to the country. It is believed to have generated enormous wealth, but it has also claimed a great many lives. Scholarly attention on the impact of oil on security in Nigeria has largely focused on internal conflicts rather than on how disasters associated with oil pipeline vandalisation have impacted on human security in terms of causing bodily injuries and death, destroying livelihoods and fracturing families. This paper examines how pipeline vandalisation affects human security in these ways. It identifies women and children as those who are hardest hit and questions why the poor are the most vulnerable in oil pipeline disasters in this country. It recommends the adoption of a comprehensive and integrated framework of disaster management that will ensure prompt response to key early warning signs, risk-reduction and appropriate mitigation and management strategies.  相似文献

This study analyses the influence of gift giving, geographical location, political regime, and trade openness on disaster donation decisions, using five severe earthquakes that occurred between 2008 and 2012 as case studies. The results show that global disaster donation is not dominated by only philanthropy or trade interests, and that the determinants of donation decisions vary with the scale of the natural disaster and the characteristics of the disaster‐affected countries. While gift giving exists in the case of middle‐size earthquakes, political regimes play a very important part in the overall donation process. Countries with higher perceived corruption may donate more frequently, but those that are more democratic may be more generous in their donations. Generosity based on geographical proximity to the calamity is significant in the decision‐making process for most natural disasters, yet it may have a negative effect on donations in Latin America and the Caribbean.  相似文献

简要分析了转移、安置在应急管理与救灾实践中的重要意义。在分析转移、安置要素的基础上,结合灾害脆弱性分析提出了转移、安置规模和程度模型,讨论了人为决策影响因素对模型的影响,较好地体现了自然因素和人为因素的综合作用。根据对转移、安置的发生进程的分析,提出了转移、安置分级的概念并进行了简单的分级,阐述了转移、安置中的资源需求。在这些工作的基础上,进一步分析了我国当前转移、安置财政补助机制的优缺点,提出了基于上述模型和分级标准的改进建议。  相似文献

This paper examines the vulnerability of households to disasters, using an asset vulnerability framework to represent livelihoods. Such frameworks are widely employed to analyse household poverty and focus on living conditions and well-being rather than money-metric measures of consumption and income. The conceptualisation of household vulnerability is a challenge in current studies on coping with disasters. The paper considers whether a capital assets framework is useful in identifying and assessing household vulnerability in the context of the Wenchuan earthquake in China in 2008. The framework has five categories of assets (financial, human, natural, physical, and social capital) and attempts to measure the resilience and vulnerability of households. When applied to a major disaster, asset-based methods face the problem of heterogeneity of the population, such as with regard to livelihood type or residence. Moreover, the effect of external interventions, such as the provision of relief assistance, must be taken into account.  相似文献

This paper provides a framework for assessing empirical patterns of urban disaster recovery through the use of statistical indicators. Such a framework is needed to develop systematic knowledge on how cities recover from disasters. The proposed framework addresses such issues as defining recovery, filtering out exogenous influences unrelated to the disaster, and making comparisons across disparate areas or events. It is applied to document how Kobe City, Japan, recovered from the catastrophic 1995 earthquake. Findings indicate that while aggregate population regained pre‐disaster levels in ten years, population had shifted away from the older urban core. Economic recovery was characterised by a three to four year temporary boost in reconstruction activities, followed by settlement at a level some ten per cent below pre‐disaster levels. Other long‐term effects included substantial losses of port activity and sectoral shifts toward services and large businesses. These patterns of change and disparity generally accelerated pre‐disaster trends.  相似文献

This paper discusses insights from post-tsunami early warning system (EWS) development in Thailand, Sri Lanka and Indonesia by analysing selected elements of resilience, based on the Coastal Community Resilience (CCR) framework, and by distinguishing between the cognitive, normative and procedural dimensions of EWSs. The findings indicate that (1) recent calls to develop participatory and people-centred EWSs as promoted by the Hyogo Framework for Action 2005—2015 have not been sufficiently translated into action in the implementation of national policies and strategies for early warning; (2) policy and guidance places significantly more emphasis on the procedural compared to the normative and cognitive dimensions of EWSs; (3) practitioners engaged in early warning and disaster risk reduction operate in contexts shaped by multiple stakeholder agendas and face considerable challenges in negotiating diverse needs and priorities; and (4) few platforms currently exist that enable stakeholders to coordinate and reconcile agendas, negotiate joint targets, share knowledge and critically reflect on lessons learnt, and to improve the integration of early warning with other priorities such as livelihoods improvement, natural resource management and community development.  相似文献

How livelihoods determine vulnerability to disasters is a recent topic of inquiry. Few quantitative works have been produced to date. The empirical analysis that follows draws on household‐level data available for Nicaragua, preceding and following Hurricane Mitch, a devastating Category 5 storm that made landfall in Central America in October 1998, to examine differentials in disaster recovery outcomes vis‐à‐vis household livelihood profiles. Livelihoods are distinguished according to economic sector along with ownership of productive means, a central mechanism of vulnerability under sociological labour frameworks. The findings indicate uneven recovery outcomes in relation to livelihoods. During the year immediately following the event, agricultural wage earners and agricultural owner‐producers experienced marked losses owing to the disaster, whereas business owners saw an improvement in condition. Analysis of long‐term recovery reveals that households reliant on agricultural wage employment exhibit lagged recovery relative to other livelihood profiles. The findings are discussed with respect to the dynamic pressures posed by contemporary developmental processes.  相似文献

The measurement of vulnerability—defined here as the asymmetric response of disaster occurrences to hazardous events—signifies a key step towards effective disaster risk reduction and the promotion of a culture of disaster resilience. One of the reasons for not being able to do the same in a wider context is related to conceptual, definitional, and operational issues. This paper presents an operationally feasible framework for conducting this task and measures revealed macro vulnerability as a function of disaster risk and hazard probability. The probabilities of hazard and its perceived disaster risk were obtained from past data and from probability distributions. In this paper, the corresponding analytical framework is constructed using the case study of floods in Assam, India. The proposed indicator will help policymakers to draw on available macro‐level data to identify the regions that are vulnerable to disasters, where micro‐level disaster vulnerability assessments could be performed in greater detail.  相似文献

The aim of this paper is to assess the role of people's perception in disaster management. It is based on a study carried out along the slopes of Mount Elgon in Eastern Uganda. People living in the study area have experienced a number of landslides, but the landslide in 2010 had the most far‐reaching effects on community livelihoods and resulted in a major setback to development efforts in the area. Experiences of landslides have enabled the local people to develop a number of interpretations of the causes and effects of the phenomena. The study revealed that community members did not share uniform perceptions. Whereas some members advanced technical or physical explanations for the 2010 disaster, others believed that some form of divine power was behind it. Strengthening social networks and integrating communities' perceptions in intervention mechanisms were identified as possible ways of managing future landslide disasters.  相似文献

This paper interrogates the social and political geographies of resettlement and reconstruction of temporary and permanent shelters, which are fundamental to rebuilding tsunami‐affected communities. War and ethnic cleavages are an endemic feature of Sri Lanka's social polity, and uneven development processes in the country are clearly visible. This paper draws attention to these spaces of inequality by drawing on in‐depth interviews and participant observation carried out in Eastern and Southern Sri Lanka. It argues that communities' concerns and anxieties regarding displacement and resettlement have tended to be articulated against prevailing fault lines of war and inequality. This is the backdrop against which communities negotiated the recovery process. My fieldwork shows that it is critical to understand that disaster and development relief are ingrained within context specificities. Relief efforts therefore need to recognise that the process of ‘putting houses in place’ should be embedded within local social relations.  相似文献

Research on diverse cultural contexts has indicated that aid organisations often fail to leverage local, culturally‐grounded resources and capacities in disaster‐affected communities. Case‐study methodology was employed to explore the relationship between local and external disaster response efforts in American Sāmoa following the earthquake and tsunami on 29 September 2009 in the southern Pacific Ocean, with a specific focus on the role of culture in defining that relationship. Interview and focus group data from 37 participants, along with observational data, suggested that the local response to the event was swift and grounded in Samoan cultural systems and norms. External aid was viewed as helpful in some respects, although, on the whole, it was seen as a disruption to village hierarchies, social networks, and local response efforts. The study discusses the implications for the role of outside aid in diverse cultural contexts, and makes suggestions for improving the ecological fit of post‐disaster interventions.  相似文献
