A superiority–inferiority-based inexact fuzzy stochastic programming (SI-IFSP) model was developed for planning municipal solid waste management systems under uncertainty. The SI-IFSP approach represents a new attempt to tackle multiple uncertainties in objective function coefficients which are beyond the capabilities of existing inexact programming methods. Through introducing the concept of fuzzy random boundary interval, SI-IFSP is capable of reflecting multiple uncertainties (i.e., interval values, fuzzy sets, probability distributions, and their combinations) in both the objective function and constraints, leading to enhanced system robustness. The developed SI-IFSP method was applied to a case study of long-term municipal solid waste management. Useful solutions were generated. A number of decision alternatives could be generated based on projected applicable conditions, reflecting the compromise between system optimality and reliability as well as the tradeoffs between economic and environmental objectives. Moreover, the consequences of system violations could be quantified through introducing a set of economic penalties, reflecting the relationships between system costs and constraint violation risks. The results suggest that the proposed SI-IFSP method can explicitly address complexities in municipal solid waste management systems and is applicable to practical waste management problems.  相似文献

In this study, an integrated solid waste management system based on inexact fuzzy-stochastic mixed integer linear programming (IFSMILP) has been applied to the long-term planning of waste management activities in the City of Regina. The model can effectively reflect dynamic, interactive, and uncertain characteristics of the solid waste management system in the city. The results have provided useful answers for the following questions: “What waste reduction goals are desired if the existing landfill's life is prolonged for 15 years?”, “What should be the waste flow allocation pattern in the city?”, “What should be done if the waste generation rate increases rapidly, while the relevant handling capacity is limited?”, and “What level of reliability will we have given the suggested waste management plan?”  相似文献

In this study, an interval-fuzzy two-stage chance-constrained integer programming (IFTCIP) method is developed for supporting environmental management under uncertainty. The IFTCIP improves upon the existing interval, fuzzy, and two-stage programming approaches by allowing uncertainties expressed as probability distributions, fuzzy sets, and discrete intervals to be directly incorporated within a general mixed integer linear programming framework. It has advantages in uncertainty reflection, policy investigation, risk assessment, and capacity-expansion analysis in comparison to the other optimization methods. Moreover, it can help examine the risk of violating system constraints and the associated consequences. The developed method is applied to the planning for facility expansion and waste-flow allocation within a municipal solid waste management system. Violations of capacity constraints are allowed under a range of significance levels, which reflects tradeoffs between the system cost and the constraint-violation risk. The results indicate that reasonable solutions for both binary and continuous variables have been generated under different risk levels. They are useful for generating desired decision alternatives with minimized system cost and constraint-violation risk under various environmental, economic, and system-reliability conditions. Generally, willingness to take a higher risk of constraint violation will guarantee a lower system cost; a strong desire to acquire a lower risk will run into a higher system cost.  相似文献

An interval-parameter fuzzy-stochastic semi-infinite mixed-integer linear programming (IFSSIP) method is developed for waste management under uncertainties. The IFSSIP method integrates the fuzzy programming, chance-constrained programming, integer programming and interval semi-infinite programming within a general optimization framework. The model is applied to a waste management system with three disposal facilities, three municipalities, and three periods. Compared with the previous methods, IFSSIP have two major advantages. One is that it can help generate solutions for the stable ranges of the decision variables and objective function value under fuzzy satisfaction degree and different levels of probability of violating constraints, which are informative and flexible for solution users to interpret/justify. The other is that IFSSIP can not only handle uncertainties through constructing fuzzy and random parameter, but also reflect dynamic features of the system conditions through interval function of time over the planning horizon. By comparing IFSSIP with interval-parameter mixed-integer linear semi-infinite programming and parametric programming, the IFSSIP method is more reasonable than others.  相似文献

Five profiles of a 15-year-old bank containing over three weeks composted municipal solid waste were characterized by means of different parameters habitually applied in waste management (loss on ignition, total organic carbon, total nitrogen, NH(4)-N, pH), and in addition by humic acid determination, FTIR spectroscopy and thermal analysis. Stabilization processes are revealed by humic acid contents. Over the 15 year period organic matter had developed in various ways. Highest humic acid contents were found at 0.5 m below the surface. Below 1.0-1.5 m anaerobic conditions dominated causing a strong decline of humic acid concentrations. Despite similar contents of organic matter at 0.5 m and at 3.0 m organic matter quality differed. These differences were verified by infrared spectroscopic investigations and thermal analyses (differential scanning calorimetry DSC). The spectral pattern of 15-year-old profile samples (municipal solid waste including the biogenic fraction) was compared to current municipal solid waste and abandoned landfill materials. Current municipal solid waste samples comprised different degradation stages from fresh materials to stabilized waste, suitable for landfilling according to Austrian standards. Municipal solid waste originating from abandoned landfills closed in the seventies represented stable material. Principal component analysis was performed to detect similarities and differences. It is evident that the profile samples constitute a particular group in between municipal solid waste and abandoned landfill material. Some differences can be attributed to the divergent composition of municipal solid waste in the eighties when the organic fraction was not separated. Otherwise, landfill materials from the seventies with the same composition regarding the organic fraction were deposited together with construction waste. Heat flow curves (DSC profiles) of municipal solid waste, representing different decomposition stages, illustrate the development of enthalpies and reveal the status of the profile samples. It is evident that mechanical-biological pretreatment leads to a faster stabilization of waste organic matter.  相似文献

This paper provides an overview of the trend of generation, composition, and management of municipal solid waste, and estimates the carbon emissions arising from municipal solid waste management in Beijing. The correlation analysis conducted shows that the generation of municipal solid waste in Beijing has been growing steadily, showing high correlations (r > 0.9) to the total GDP, per capita income, and the population. Food waste showed an increasing trend since 1990. Compared with the results of an investigation in 1990, ash and woodchips content in 2003 declined from 56% to 17%, while the percentage of paper and plastic increased from 10% to 29% over the same period. The calorific value of the municipal waste also increased, from 2,686 kJ/kg in 1990 to 4,667 kJ/kg in 2003, indicating that the waste is suitable for incineration. Currently, the source separation ratio of municipal waste is approximately 15%. About 94% of all the collected solid waste goes to the landfill while 4% is composted and 2% is incinerated. A moderate garbage collection fee is applied to both permanent and temporary residents in Beijing, but the willingness to pay for solid waste collection and treatment is still low. Under current treatment mode, the total amounts of carbon emission from waste disposal sites and incineration increased with the increase of municipal solid waste, from 29.8 Gg in 1990 to 84.5 Gg in 2003, including 83.3 Gg of CH4 and 22.0 Gg of CO2. The data availability and methodological challenges in monitoring the quantity and characteristics of municipal solid waste are discussed.  相似文献

Value-focused thinking, a decision analysis technique, is used to produce a multiple-objective model that captures a site's municipal solid waste (MSW) management goals, objectives, and concerns in order to facilitate the evaluation of competing strategies. The model ranks competing MSW alternatives based on how well they meet the decision maker's strategic objective, a 20-year compliant MSW system. Sensitivity analysis is incorporated in the model to assess and illustrate the effects of changes in model objective weights and changes in model parameters. Overall, the model provides decision-makers with a decision tool to make a better decision when choosing a new MSW management strategy. The entire process is applied to a case study using Earekson Air Station, a remote U.S. Air Force installation.  相似文献

A municipal solid waste management (MSW) expert group was consulted in order to mirror how government officials might reach an effective solution regarding municipal solid waste management in Metro Manila. A critical issue regarding this is how the expert group can better evaluate and select a favorable MSW management solution using a series of criteria. MSW management solution selection is a multiple criteria decision-making (MCDM) problem, which requires the consideration of a large number of complex criteria. A robust MCDM method should consider the interactions among these criteria. The analytic network process (ANP) is a relatively new MCDM method which can deal with all kinds of interactions systematically. The Decision Making Trial and Evaluation Laboratory (DEMATEL) not only can convert the relations between cause and effect of criteria into a structural model, but also can be used as a way to handle the inner dependences within a set of criteria. Hence, this paper applies an effective solution based on a combined ANP and DEMATEL method to assist the expert group evaluating different MSW management solutions. According to the results, the best solution is for each city to have its own type of thermal process technology and resource recovery facility before landfill rather than entering a joint venture with enterprises or going into build-operate-transfer projects in order to be able to construct thermal process technologies and resource recovery facilities.  相似文献

In Vietnam, most of municipal solid waste (MSW) is disposed of at open dumping and landfill sites, and the methane gas from waste is the un-ignorable source of greenhouse gas (GHG) emission. It is indispensable to explore the possibility for GHG mitigation in MSW management. The objective of this study was to estimate alternative waste treatment practices towards the GHG emission mitigation, energy consumption and generation, reduction of landfill volume, and various benefits for proposing the appropriate selection by scenario analyses for representative Vietnam’s cities. Impacts were calculated by utilizing life cycle assessment (LCA) method. A literature review survey on the current applicability of LCA database for assessing impacts from waste sector in developing countries, especially for Vietnam, was carried out. This study assessed the contribution of alternative solid waste treatment practices. The result showed that, except investment and operation costs, incineration with energy recovery seems the suitable alternative for treating waste from representative cities of Vietnam according to reduction of GHG emission and waste burden to landfill sites and energy recovery and generation. Besides, MSW composition was identified as an important factor directly influencing to impacts as well as other products and benefits of waste treatment alternatives. Reliable data on waste composition are indispensable for assessing to choose, improve, or plan the waste treatment practices towards sustainable development.  相似文献

This article proposes a new economic efficiency indicator for measuring and analyzing the income opportunities for companies operating in the collection, transport and treatment of municipal solid waste, while also taking into account the environmental perspective. Specifically, the followed approach is based on a mixed economic and environmental perspective, with a focus on the income advantage stemming from the exploitation of secondary raw materials obtained from differentiated waste. To pursue this scope, an indicator at the company level is preliminarily identified; then, a systemic indicator is introduced by implementing an aggregation of the individual ones. The adopted methodological tool is of the rank-size type, which is particularly appropriate for inferring insights at the system level from empirical data at single company level. To validate the indicator and apply it to real data in the sector of interest, an empirical analysis is conducted on a group of Italian waste management companies. It is shown that the indicator can be a useful tool for generating valuable information for waste management companies and policy-makers, who are responsible for defining policies and programs that make the overall waste management system more sustainable, thus materializing environmental and social benefits.  相似文献

Current demand analysis methods do not formally cover the case of chronic deficits in quantity or quality of water and sanitation services. These services include drinking water supply (DWS), wastewater and sewage treatment (WST), and municipal solid waste management (MSW). Formal analysis of this case would, at minimum, define the deficit state and evaluate appropriate options for reducing it. This paper proposes for a formal analytical model for municipal sanitation systems (MSS) that operate with deficits in at least one of the constituent services of DWS, WST, or MSW. The model introduces definitions and notation for describing the deficit state for conducting demand analysis on municipal sanitation systems. This model of demand analysis for systems with chronic deficits will hereinafter be referred to as deficit analysis. A case study for Bacoor, Philippines is presented as an example.  相似文献

Air pollution is one of the most pressing environmental problems which affects likewise urban, industrial and rural areas. Environmental planners, regulators and decision makers need reliable, scientifically based tools to find out strategies for controlling air pollution in a cost-effective way, taking into account the whole productive system. In this framework the basic elements of energy-environmental planning have to be extended to include also waste processing technologies amongst the usually considered pollution sources. Bottom-up optimizing models, based on linear programming techniques and customized for specific cases, represent a powerful tool in energy-environmental management. This paper focuses on the integrated modeling of material flows and energy system performed on a local scale case study (Basilicata Region, Southern Italy) using the linear programming model IEA-MARKAL. We have evaluated the feasibility of the model in representing the waste management system to estimate the environmental impact of the waste processing technologies in the context of the whole productive system. A sensitivity analysis has been carried out to emphasize the connections between tariffs, waste disposal technologies assessment and atmospheric emissions. The municipal solid waste management (MSW) evaluation is usually evaluated in subjective and qualitative in nature described in linguistic information; it is very difficult for expert groups to express the preferences using exact numerical values. A MSW expert group is consulted in order to mirror how government officials might reach a cause-effect model regarding MSW management in Metro Manila. A critical issue regarding this is how the expert group can better evaluate the MSW management criteria in uncertainty. A cause and effect model development can help the processing of decision making problem. A reliable estimate of the quantity of solid waste generation in the city is very important for proper solid waste planning and management. However, reported estimates of solid waste generation vary widely and lead to questionability. The reported values have been derived on the assumption of demography, standard rate of waste generation by households, density values, number of trucks engaged for waste transportation and monitoring of truck movement at dump sites, etc. This diverse nature of the available data and the question of accuracy necessitate a rigorous study that has tried to document the waste quantity in the recently formulated master plan of Dhaka City. The socio-economic parameters, behavioral characteristics, generation sources, seasonality, and per capita growth rate are considered in estimating the waste quantity along with its future projections. The findings from the estimation of waste quantities state that seasonal differences in the municipal solid waste stream are not substantial. The most seasonably variable material in the municipal solid waste stream is food waste. Residential waste is relatively homogeneous. Although there are some differences in waste generation depending on demographic and other local factors, most households dispose of essentially similar types of wastes. Variation occurs in waste composition dependent upon income levels and category of sources. Variation also occurs based upon the extent of source reduction and recycling opportunities. As opportunities exist to recycle wastes, the recycling facilities might have to grow at a similar pace to the generation of waste. Physical and chemical characteristics of solid waste are important to implement the waste disposal and management plan for the selection of resource and energy recovery potentials. A number of studies have been conducted to determine the composition of wastes including moisture content and calorific value. The data show that the moisture content in city waste is significantly higher and the calorific value is much lower, which determines the viability of composting or anaerobic digestions rather than waste combustion.  相似文献

Comparative leaching experiments were carried out using leaching medium with different pH to municipal solid waste in the landfill columns in order to investigate the mobility of heavy metals. The leachate pH and oxidation–reduction potential were measured by oxidation–reduction potential analyzer; the contents of heavy metals were measured by inductively coupled plasma mass spectrometry. It is very different in leaching concentrations of heavy metals; the dynamic leaching of heavy metals decreased with the rise of the leaching amount on the whole. Acid leaching medium had definite influence on the leaching of heavy metals in the early landfill, but it had the obvious inhibition effect on the leaching in the middle and late period of landfill; the neutral and alkaline leaching medium are more beneficial to the leaching of heavy metals. Due to the influence of the environment of landfill, the differences of the results in cumulative leaching amount, leaching rate, and leaching intensity of heavy metals are very big. The calculation results of the release rates of heavy metals prove that the orders of the release rates are not identical under different leaching conditions. Acid rain made heavy metals migrate from municipal solid waste to soil and detain in soil more easily; approached neutral and alkaline leaching mediums are more beneficial to leaching of heavy metals in the municipal solid waste and soil with leachate. The field verification of experimental data showed that the law of heavy metal leaching in municipal solid waste revealed by the experiment has a good consistency with the data obtained by municipal solid waste landfill.  相似文献

In developing countries, several old municipal solid waste dumps (unlined landfills) exist adjacent to large cities, releasing contaminants to the underlying aquifer, thus posing the hazard of groundwater contamination. These uncontrolled waste dumps need to be prioritized in terms of the groundwater contamination hazard posed by them, so that necessary control and remedial measures can be undertaken in a phased manner. This paper presents a time-dependent system for evaluating groundwater contamination hazard rating of municipal solid waste dumps. The system is based on source–pathway–receptor relationships and evaluates the relative value of hazard posed by a site over its entire leaching life, on a scale of 0–1,000. The system parameters have been selected based on literature and expert opinions. The Delphi technique is used to derive the relative importance weights of the system parameters. The proposed system is compared with six selected existing hazard rating systems. The comparison, made by way of score range analysis, shows that the proposed system exhibits a much wider range of hazard scores for various scenarios of site conditions, and hence the proposed system is more sensitive to varied site conditions. The application of different systems to six municipal solid waste dumps located in four cities of India shows that, whereas the existing systems individually produce clustered scores and return the same rank to more than one site, the proposed system produces significantly varying scores and return different ranks to different sites. This demonstrates that the proposed system improves decision making and makes a better basis for prioritization of municipal solid waste dumps for adopting control and remedial measures.  相似文献

As one of cities in the developing countries, a rapid population growth and industrial activities pose many environmental challenges for Jimma city, Ethiopia. One aspect of urban growth posing a threat on sustainable development is poor solid waste management, which results in environmental pollution. The purpose of this study is to evaluate the quantity, composition, sources of waste generated, their current disposal practices, and to recommend appropriate management technologies. The total waste generated daily in Jimma city was ca. 88,000 kg, and the average per capita generation rate was 0.55?±?0.17 kg/capita/day. Eighty-seven percent of the waste was produced by households and 13% by institutions, and a negligible fraction (0.1%) was generated by street sweepings. During the rainy season, 40% more waste was generated than in the dry season because of the increased availability of agricultural food product. Further analysis showed that biodegradable organic waste constitutes 54% by weight with an average moisture content of 60% that falls within the required limits for composting. The nonbiodegradable components constitute 46% of which 30% of it was nonrecyclable material. Only 25% of the community uses municipal containers for disposal at the selected landfill site. Fifty-one percent of the households disposed their waste in individually chosen spots, whereas 22% burned their waste. Finally 2% of households use private waste collectors. The socioeconomic analysis showed that higher family income and educational status is associated more with private or municipal waste collection and less with the application of backyard or open dumping. These insights into generated waste and management practice in Jimma city allow making suggestions for improved collection, treatment, and disposal methods. A primary conclusion is that the biodegradable waste is a major fraction having suitable properties for recycling. As such an economic benefit can be obtained from this waste while avoiding the need for disposal.  相似文献

To develop an effective waste management strategy for a given region, it is important to know the amount of waste generated and the composition of the waste stream. Past research has shown that the amount of waste generated is proportional to the population and the average mean living standards or the average income of the people. In addition, other factors may affect the amount and composition of waste. These are climate, living habits, level of education, religious and cultural beliefs, and social and public attitudes. This paper presents the findings of a study carried out in a suburban municipal area in Sri Lanka to determine the solid waste generation rate and waste composition based on field surveys and to determine the related socio-economic factors. A database was developed that included information on the quantity and composition of waste generated in a sample of households in the study area over a time period. The collected data was analysed to relate waste generation and composition data to various socio-economic factors. Over 400 sample households were selected for the study using a stratified random sampling methodology based on municipal wards and property values. A technique that considers both the number of households in a particular income group (property value range) and the standard deviation of property values within a given income group was used to determine the appropriate sample size for each municipal ward. Through category and regression analyses, the quantities of waste and waste composition were related to several socio-economic factors. The paper describes the basis for the sample selection, the methodology adopted for data collection, the socio-economic parameters used for the analysis, and the relationships developed from the analysis.  相似文献

This paper deals with the characteristics and composition of municipal solid waste (MSW) generated in Sangamner city. The composition of solid waste was studied by segregating it into different component, i.e., kitchen waste, paper, earth and fine material, slaughter house waste, leaves, metals, etc. These components were categorised into organic waste and inorganic waste. It was observed that Sangamner city produces around 61% organic waste, and the rest is inorganic waste. The characteristics of organic solid waste, i.e., pH, electrical conductivity, moisture content, organic carbon, nitrogen, phosphorus and potassium were evaluated. The analysis of organic content of MSW indicates that it is good source of nutrients for the agriculture sector whereas inorganic material can be used for landfill.  相似文献
