British Columbia's landmass encompasses a complex diversity of ecosystems as a result of its diverse physiography, geology and climate. Resource planners and managers, depending upon their management objectives, use ecological information at different scales, from the very broad regional level to the local or site-specific level. The Ecoregion Classification and the Biogeoclimatic Ecosystem Classification systems provide the means for resource managers and others in British Columbia concerned with the environment to understand, manage, and communicate about the diverse ecosystems of the province.This paper outlines this multi-level regional ecological classification and describes how it is being applied by resource managers from various resource agencies and organizations responsible for forest, wildlife and habitat management in British Columbia.  相似文献

The Montreal Process was formed in 1994 to develop an internationally agreed upon set of criteria and indicators for the conservation and sustainable management of temperate and boreal forests. In response to this initiative, the Forest Inventory and Analysis (FIA) and Forest Health Monitoring (FHM) programs of the United States Department of Agriculture Forest Service have implemented soil measurements as part of a national monitoring program to address specific questions related to the conservation of soil and water resources. Integration of soil assessments into the national FIA program provides for systematic monitoring of soil properties across all forested regions of the U.S. using standardized collection, laboratory, and statistical procedures that are compatible with existing forest inventory data. The resulting information will provide quantitative benchmarks for regional, national, and international reporting on sustainable forest management and enhance our understanding of management effects on soil quality. This paper presents an overview of the FIA soil monitoring program, outlines the field and laboratory protocols as currently implemented, and provides examples of how these data may be used to assess indicators of sustainable management as defined by the Montreal Process.  相似文献

Effects of Forest Management Practices on Mid-Atlantic Streams   总被引:1,自引:0,他引:1  
Agricultural and urban land use activities have affected stream ecosystems throughout the mid-Atlantic region. However, over 60% of the mid-Atlantic region is forested. A study was conducted to investigate the effects of management practices on forested stream ecosystems throughout the mid-Atlantic region. The study consisted of two phases: Phase 1 was a literature synthesis of information available on the effects of forest management practices on stream hydrology, erosion and sedimentation, riparian habitat alteration, chemical addition, and change in biotic diversity in the mid-Atlantic region. In Phase 2, data from mid-Atlantic streams were analyzed to assess the effects of forest land use on stream quality at the regional scale. Typically, it is the larger order streams in which monitoring and assessment occurs—3rd order or higher streams. The impacts of forest management practices, particularly hydrologic modifications and riparian buffer zone alteration, occur predominantly in first and second order streams with cumulative impacts translating to higher order streams. Based on the literature review and mid-Atlantic Highland streams analysis, there are short-term (e.g., 2 to 5 years) effects of forest management practices on stream quality at local scales. However, signatures of cumulative effects from forest management practices are not apparent at regional scales in the Highlands. In general, forested land use is associated with good stream quality in the region compared with other land use practices.  相似文献

The need for accurate carbon budgeting, climate change modelling, and sustainable resource management has lead to an increase in the number of large area forest monitoring programs. Large area forest monitoring programs often utilize field and remotely sensed data sources. Sampling, via field or photo plots, enables the collection of data with the desired level of categorical detail in a timely and efficient manner. When sampling, the aim is to collect representative detailed data enabling the statistical reporting upon the characteristics of larger areas. As a consequence, approaches for investigating how well sample data represent larger areas (i.e., the sample neighbourhood and the population) are desired. Presented in this communication is a quantitative approach for assessing the nature of sampled areas in relation to surrounding areas and the overall population of interest. Classified Landsat data is converted to forest/non-forest categories to provide a consistent and uniform data set over a 130,000 km2 study region in central British Columbia, Canada. From this larger study area 322 2 × 2 km photo plots on a 20 × 20 km systematic grid are populated with composition and configuration information for comparison to non-sampled areas. Results indicate that typically, within the study area, the spatial pattern of forest within a photo plot is representative of the forest patterns found within primary and secondary neighbourhoods and over the entire population of the study. These methods have implications for understanding the nature of data used in monitoring programs worldwide. The ability to audit photo and field plot information promotes an increased understanding of the results developed from sampling and provides tools identifying locations of possible bias.  相似文献

Monitoring the condition of natural resources in US national parks   总被引:1,自引:0,他引:1  
The National Park Service has developed a long-term ecological monitoring program for 32 ecoregional networks containing more than 270 parks with significant natural resources. The monitoring program assists park managers in developing a broad-based understanding of the status and trends of park resources as a basis for making decisions and working with other agencies and the public for the long-term protection of park ecosystems. We found that the basic steps involved in planning and designing a long-term ecological monitoring program were the same for a range of ecological systems including coral reefs, deserts, arctic tundra, prairie grasslands, caves, and tropical rainforests. These steps involve (1) clearly defining goals and objectives, (2) compiling and summarizing existing information, (3) developing conceptual models, (4) prioritizing and selecting indicators, (5) developing an overall sampling design, (6) developing monitoring protocols, and (7) establishing data management, analysis, and reporting procedures. The broad-based, scientifically sound information obtained through this systems-based monitoring program will have multiple applications for management decision-making, research, education, and promoting public understanding of park resources. When combined with an effective education program, monitoring results can contribute not only to park issues, but also to larger quality-of-life issues that affect surrounding communities and can contribute significantly to the environmental health of the nation.  相似文献

A correct characterization of the status and trend of forest condition is essential to support reporting processes at national and international level. An international forest condition monitoring has been implemented in Europe since 1987 under the auspices of the International Co-operative Programme on Assessment and Monitoring of Air Pollution Effects on Forests (ICP Forests). The monitoring is based on harmonized methodologies, with individual countries being responsible for its implementation. Due to inconsistencies and problems in sampling design, however, the ICP Forests network is not able to produce reliable quantitative estimates of forest condition at European and sometimes at country level. This paper proposes (1) a set of requirements for status and change assessment and (2) a harmonized sampling strategy able to provide unbiased and consistent estimators of forest condition parameters and of their changes at both country and European level. Under the assumption that a common definition of forest holds among European countries, monitoring objectives, parameters of concern and accuracy indexes are stated. On the basis of fixed-area plot sampling performed independently in each country, an unbiased and consistent estimator of forest defoliation indexes is obtained at both country and European level, together with conservative estimators of their sampling variance and power in the detection of changes. The strategy adopts a probabilistic sampling scheme based on fixed-area plots selected by means of systematic or stratified schemes. Operative guidelines for its application are provided.  相似文献

The general principles of scale and coarse and fine filters have been widely accepted, but management agencies and industry are still grappling with the question of what to monitor to detect changes in forest biodiversity following forest management. Part of this problem can be attributed to the lack of focused questions for monitoring including absence of null models and predicted effects, a certain level of disconnect between research and management, and recognition that monitoring can be designed as a research question. Considerable research from the past decade has not been adequately synthesized to answer important questions, such as which species or forest attributes might be the best indicators of change. A disproportionate research emphasis has been placed on community ecology, and mostly on a few groups of organisms including arthropods, amphibians, migratory songbirds, and small mammals, while other species, including soil organisms, lichens, bats, raptors, some carnivores, and larger mammals remain less well-known. In most studies of community ecology, the question of what is the importance, if any, of the regularly observed subtle changes in community structures, and causes of observed changes is usually not answered. Hence, our ability to deal with questions of persistence is limited, and demographic research on regionally--defined key species (such as species linked to processes, species whose persistence may be affected, species with large home ranges, species already selected as indicators, and rare and threatened species) is urgently needed. Monitoring programs need to be designed to enable managers to respond to unexpected changes caused by forest management. To do this, management agencies need to articulate null models for monitoring that predict effects, focus fine--scale monitoring on key species (defined by local and regional research) in key habitats (rare, declining, important) across landscapes, and have a protocol in place to adapt management strategies to changes observed. Finally, agencies must have some way to determine and define when a significant change has occurred and to predict the persistence of species; this too should flow from a well--designed null model.  相似文献

Many countries undertake a national forest inventory to enable statistically valid monitoring in support of national and international reporting of forest conditions and change. Canada’s National Forest Inventory (NFI) program is designed to operate on a 10-year remeasurement cycle, with an interim report produced at the 5-year mid-point. The NFI is a sample-based inventory, with approximately 18,850 2 ×2-km photo plots across the country, distributed on a 20×20-km grid of sample points; these photo plots are the primary data source for the NFI. Capacity to provide annual monitoring information is required to keep policy and decision makers apprised of current forest conditions. In this study, we implemented a multistage monitoring framework and used a Moderate Resolution Imaging Spectroradiometer (MODIS) change product to successfully identify 78% of the changes in forest cover area that were captured with a Landsat change detection approach. Of the NFI photo plots that were identified by both the Landsat and MODIS approaches as having changes in forest cover, the proportion of change area within the plots was similar (R 2?=?0.78). Approximately 70% of the Landsat-derived change events occupied less than 40% of a single MODIS pixel, and more than 90% of the change events of this size were successfully detected with the MODIS product. Finally, MODIS estimates of the proportion of forest cover change at the NFI photo plot level were comparable to change estimates for the ecoregions as a whole (R 2?=?0.95). High-temporal, low-spatial resolution imagery such as MODIS, in combination with other remotely sensed data sources, can provide information on disturbance events within a national forest inventory remeasurement cycle, thereby satisfying the interim information needs of policy and decision makers as well as the requirements of national and international reporting commitments.  相似文献

Many administrative jurisdictions have authority over parts of the Great Lakes, sometimes with competing purposes as well as governance at differing scales of time and space. As demand increases for high quality information that is relevant to environmental managers, environmental and natural resource agencies with limited budgets must look to interdisciplinary, collaborative approaches for the collection, analysis and reporting of data. The State of the Lakes Ecosystem Conferences (SOLEC) were begun in 1994 in response to reporting requirements of the Great Lakes Water Quality Agreement between Canada and the U.S. The biennial conferences provide independent, science-based reporting on the state of health of the Great Lakes ecosystem components. A suite of indicators necessary and sufficient to assess Great Lakes ecosystem status was introduced in 1998, and assessments based on a subset of the indicators were presented in 2000. Because SOLEC is a multi-agency, multi-jurisdictional reporting venue, the SOLEC indicators require acceptance by a broad spectrum of stakeholders in the Great Lakes basin. The SOLEC indicators list is expected to provide the basis for government agencies and other organizations to collaborate more effectively and to allocate resources to data collection, evaluation and reporting on the state of the Great Lakes basin ecosystem.  相似文献

In Korea, there is a pervasive feeling of invincibility to the point that people and organizations do not believe that disasters can strike them. This has impact on the level of preparedness for disasters. This study aims to delve into how Korea has to change its governmental policies/practices with some private partners' efforts to mitigate disaster risks. A case study was utilized as the major methodology by comparing exclusive management with inclusive management. These two approaches have been comparatively analyzed via four variables, namely the central government, the local governments, the incident commander, and other stakeholders. The major finding is that Korea's practices and policies have to evolve from the current exclusive management into future-oriented inclusive management. Moreover, the importance of communication, cooperation, collaboration, and multi-discipline coordination is discussed. Additionally, the problem of reductionism and equal participation among all stakeholders, as well as the resistance from vested interests, are recognized and elaborated for Korea and the international community.  相似文献

Voluntary certifiable environmental management standards such as ISO 14001 and EMAS have been extensively adopted and disseminated worldwide, but the rigorous assessment of the real effectiveness of these tools is challenging. There is a need for more research focused on the concrete operational implications for certified organizations. The analysis of the best in class practices of certified organization has been overlooked. In order to fill this gap, this article assesses the use of environmental best practices and performance benchmarks among EMAS-registered organizations. For that purpose, 178 environmental statements assessed by independent third-party verifiers from the Spanish, Portuguese, and Italian hotel industry are analyzed. The findings show poor use of best practices and performance benchmarks among certified organizations. The idea that EMAS signals environmentally best in class or frontrunner behavior is open to question. Implications for policy makers, managers, and other stakeholders are discussed.  相似文献

There is much to gain in joining monitoring and modelling efforts, especially in the present process of implementing the European Water Framework Directive and in the coming implementation of the Groundwater Directive. Nevertheless, present practises in the water management world suggest that most often models are not considered an option when monitoring obligations in the WFD are solved. The present paper analyses the constraints, such as perceived insufficiency of data for modelling, lack of explicit requirement for modelling in the WFD and its associated technical guidance documents, lack of awareness about what models can do and lack of confidence in models by water managers and policy makers. The findings have mainly emerged from a series of Harmoni-CA workshops aiming at bringing the monitoring and modelling communities together for a discussion of benefits and constraints in the joint use of monitoring and modelling. The workshops were attended by scientists, water managers, policy makers, stakeholders and consultants. The overall conclusion is that modelling can significantly improve the benefits of monitoring data; by quality assurance of data, interpolation and extrapolation in space and time, development of process understanding (conceptual models), and the assessment of impacts of pressures and effects of programmes of measures.  相似文献

Changes in forest landscapes resulting from road construction have increased remarkably in the last few years. On the other hand, the sustainable management of forest resources can only be achieved through a well-organized road network. In order to minimize the environmental impacts of forest roads, forest road managers must design the road network efficiently and environmentally as well. Efficient planning methodologies can assist forest road managers in considering the technical, economic, and environmental factors that affect forest road planning. This paper describes a three-stage methodology using the Delphi method for selecting the important criteria, the Analytic Hierarchy Process for obtaining the relative importance of the criteria, and finally, a spatial multi-criteria evaluation in a geographic information system (GIS) environment for identifying the lowest-impact road network alternative. Results of the Delphi method revealed that ground slope, lithology, distance from stream network, distance from faults, landslide susceptibility, erosion susceptibility, geology, and soil texture are the most important criteria for forest road planning in the study area. The suitability map for road planning was then obtained by combining the fuzzy map layers of these criteria with respect to their weights. Nine road network alternatives were designed using PEGGER, an ArcView GIS extension, and finally, their values were extracted from the suitability map. Results showed that the methodology was useful for identifying road that met environmental and cost considerations. Based on this work, we suggest future work in forest road planning using multi-criteria evaluation and decision making be considered in other regions and that the road planning criteria identified in this study may be useful.  相似文献

For two decades, the US Department of Agriculture, Forest Service, has been charged with implementing a nationwide field-based forest health monitoring effort. Given its extensive nature, the monitoring program has been gradually implemented across forest health indicators and inventoried states. Currently, the Forest Service??s Forest Inventory and Analysis program has initiated forest health inventories in all states, and most forest health indicators are being documented in terms of sampling protocols, data management structures, and estimation procedures. Field data from most sample years and indicators are available on-line with numerous analytical examples published both internally and externally. This investment in national forest health monitoring has begun to yield dividends by allowing evaluation of state/regional forest health issues (e.g., pollution and invasive pests) and contributing substantially to national/international reporting efforts (e.g., National Report on Sustainability and US EPA Annual Greenhouse Gas Estimates). With the emerging threat of climate change, full national implementation and remeasurement of a forest health inventory should allow for more robust assessment of forest communities that are undergoing unprecedented changes, aiding future land management and policy decisions.  相似文献

The objectives for monitoring the growth and yield of forests can range from collecting data to validate current management on an ownership to collecting data at a regional level to develop models, measure treatment response, or observe long-term growth trends. Traditional inventory and research data each have drawbacks for observing growth and yield and treatment response. The actual design of a monitoring system should try to minimize these problems, but will depend on the specific objectives. Monitoring of operations may take an inventory-type approach, while gathering regional information to build models requires a design more like research. Each organization must be responsible for monitoring its own operations, however, cooperatives offer a viable and cost effective alternative to gathering regional growth and response data. Monitoring programs will lead to confidence and credibility in management practices and in the use of tested models.  相似文献

The objective of this study was to develop an integrated geographic information system (GIS) cellular automata (CA) model for simulating insect-induced tree mortality patterns in order to evaluate the influence of different forest management activities to control insect outbreaks. High-resolution multispectral images were used to determine susceptibility of trees to attack, whereas the GIS-based CA model simulated the effectiveness of clear-cuts and thinning practices for reducing insect-induced tree mortality. The results indicate that thinning susceptible forests should be more effective than clear-cutting for reducing tree loss to insect outbreaks. This study demonstrates the benefits of an integrated approach for understanding and evaluating forest management activities and expresses the need for spatial analysis and modeling for improving forest management practices.  相似文献

Monitoring is a crucial component of conservation in marine protected areas (MPAs) as it allows managers to detect changes to biodiversity and to infer cause of change. However, the complexities of sampling designs and associated statistical analyses can impede implementation of monitoring by managers. Two monitoring frameworks commonly used in marine environments are statistical testing and parameter estimation. For many managers these two approaches fail to help them detect change and infer causation for one or more reasons: the complexity of the statistical test, no decision-making structure and a sampling design that is suboptimal. In collaboration with marine park rangers in Egypt, we instigated a monitoring framework to detect impacts by snorkelers in a pragmatic but scientifically rigorous way. First, we used a literature review to define causal criteria to facilitate inference. This was essential because our sampling design was suboptimal due to a lack of baseline data and there was only one impact site. Second, we established a threshold level of coral damage that if exceeded would trigger management to reduce the impact of snorkelers. This provided a clear decision-making structure. Third, we estimated effect sizes with confidence intervals to detect change. For the field managers, this approach to detection was easier to understand than assessing a null hypothesis and provided critical information for decision making. At no stage during the short study period did snorkelers cause damage that exceeded the threshold and thus mitigation was not required. In situations of technical and financial constraints this framework will increase the implementation of effective impact monitoring for many activities in MPAs and enhance management of marine biodiversity.  相似文献
