The objective of this paper is to examine the mitigation of climate change using the Clean Development Mechanism (CDM) from the perspective of developing countries. The effects of the CDM on developing countries’ efforts to reduce greenhouse gases (GHGs) pledged under the Paris Agreement (United Nations Framework Convention on Climate Change [UNFCCC], 21st Conference of the Parties, Paris, France) are investigated. Data analysis reveals that the intensive hosting of CDM projects and the resultant higher marginal abatement costs led to fewer efforts by developing countries to mitigate climate change. A theoretical model from the literature of “low-hanging fruits” is applied to determine if rising prices of the CDM can be expected in the future. The results indicate that the benefits for developing countries must increase so as to keep the CDM attractive for them in an environment where they also have reduction commitments. To further ensure the effectiveness of the CDM under the Paris Agreement, policy should ensure that developing countries actually charge higher prices and, at the same time, contribute adequately to the global goal of GHG reductions. To this end, developing countries should be permitted to demand benefits that lie outside the current scope of the CDM, and non-compliance with their climate targets should also be sanctioned. In addition, fostering sustainable development should become more attractive for developed countries without the CDM, e.g., through sustainability labels, so as to reduce the trade-off for developing countries between the benefits of the CDM and compliance with their commitments to mitigate climate change.

This paper discusses how the 630 million sub-Saharan Africa (SSA) people can be electrified with new government policy, new renewables, and innovative business models. These initiatives are translating the ambitious goals of Sustainable Development Goal 7 (SDG7) on energy and the United Nations Framework Convention on Climate Change Conference of the Parties 2015 Paris Agreement. The Paris Agreement’s central aim is to strengthen the global response to the threat of climate change by keeping a global temperature rise in this century well below 2 °C above pre-industrial levels and to pursue efforts to limit the temperature increase even further to 1.5 °C. The objective of this paper is to evaluate the feasibility and cost-effectiveness to electrify the 630 million people within the Paris Agreement. Economic status and willingness to pay for electricity services by the poor are briefly analyzed for four new business models. Cost-effectiveness analyses on technologies are undertaken. The results show that a private investment-based financial model is the most effective and environmentally friendly in rural electrification for the poorest households in SSA. The new policy, new renewable energy technologies, and financing models are shaping contemporary climate strategies that facilitate investment in clean energy, spur community economy, enhance national energy security, and improve global environment.  相似文献

Due to large scale afforestation programs and forest conservation legislations, India’s total forest area seems to have stabilized or even increased. In spite of such efforts, forest fragmentation and degradation continues, with forests being subject to increased pressure due to anthropogenic factors. Such fragmentation and degradation is leading to the forest cover to change from very dense to moderately dense and open forest and 253 km2 of very dense forest has been converted to moderately dense forest, open forest, scrub and non-forest (during 2005–2007). Similarly, there has been a degradation of 4,120 km2 of moderately dense forest to open forest, scrub and non-forest resulting in a net loss of 936 km2 of moderately dense forest. Additionally, 4,335 km2 of open forest have degraded to scrub and non-forest. Coupled with pressure due to anthropogenic factors, climate change is likely to be an added stress on forests. Forest sector programs and policies are major factors that determine the status of forests and potentially resilience to projected impacts of climate change. An attempt is made to review the forest policies and programs and their implications for the status of forests and for vulnerability of forests to projected climate change. The study concludes that forest conservation and development policies and programs need to be oriented to incorporate climate change impacts, vulnerability and adaptation.  相似文献

Climate change is projected to lead to shift of forest types leading to irreversible damage to forests by rendering several species extinct and potentially affecting the livelihoods of local communities and the economy. Approximately 47% and 42% of tropical dry deciduous grids are projected to undergo shifts under A2 and B2 SRES scenarios respectively, as opposed to less than 16% grids comprising of tropical wet evergreen forests. Similarly, the tropical thorny scrub forest is projected to undergo shifts in majority of forested grids under A2 (more than 80%) as well as B2 scenarios (50% of grids). Thus the forest managers and policymakers need to adapt to the ecological as well as the socio-economic impacts of climate change. This requires formulation of effective forest management policies and practices, incorporating climate concerns into long-term forest policy and management plans. India has formulated a large number of innovative and progressive forest policies but a mechanism to ensure effective implementation of these policies is needed. Additional policies and practices may be needed to address the impacts of climate change. This paper discusses an approach and steps involved in the development of an adaptation framework as well as policies, strategies and practices needed for mainstreaming adaptation to cope with projected climate change. Further, the existing barriers which may affect proactive adaptation planning given the scale, accuracy and uncertainty associated with assessing climate change impacts are presented.  相似文献

Despite the economic and environmental significance of the world’s forests, we have limited data about them. Estimates of deforestation in tropical countries and rates of reforestation or afforestation in boreal and temperate countries are inconsistent. Accordingly, estimates of emissions released in deforestation vary widely and range from 7% to 17% of all sources of greenhouse gas (GHG) emissions. The lack of good data severely hampers efforts to shape climate policy because it is difficult to model the role of forests both in the physical global carbon (C) cycle and in cost-effective regimes to abate GHG. Data limits strain the capacity of even the best models to estimate marginal cost functions for forest carbon (C) sequestration. It is technically possible to obtain better information, but for institutional and economic reasons these technologies have not yet been fully deployed. The emergence of carbon (C) trading or tax policy in which forest carbon (C) storage becomes valued would strengthen incentives to supply better data, as would nonmarket regulation if it elicited a shadow value of forest carbon (C) in substituting for reductions in greenhouse gas emissions. “Geo-wiki” may provide a short-term solution to at least part of the data problem. The ultimate solution is the development of a comprehensive forest monitoring system involving remote sensing and on-the-ground truthing. This paper briefly discusses the role of forests in climate policy and then describes data gaps, the capability of technology to fill them, the limits of institutions and budgets in realizing this capability, and possible near-term solutions.  相似文献

For many decades, protected areas (PAs) have been considered by decision makers and conservation practitioners as one of the most common policies to promote biodiversity conservation. Diverse studies have assessed the impact of conservation policies at global and regional levels by comparing deforestation rates between PAs and unprotected areas. Most of these studies are based on conventional methods and could overestimate the avoided deforestation of PAs by omitting from their analyses the lack of randomness in the allocation of forest protection.We demonstrate that estimates of effectiveness can be substantially improved by controlling for biases along dimensions that are observable and testing the sensitivity of estimates of potential hidden biases. We used matching methods to evaluate the impact on deforestation of Ecuador's tropical Andean forest protected-area system between 1990 and 2008. We found that protection reduced deforestation in approximately 6% of the protected forests. These would have been deforested had they not been protected. Conventional approaches to estimate conservation impact, which fail to control for observable covariates correlated with both protection and deforestation, substantially overestimate avoided deforestation. Our conclusions are robust to potential hidden bias, as well as to changes in modeling assumptions. In addition, it is assumed that this research will help decision-making in the framework of international climate change mitigation policies, such as REDD+.  相似文献

Tropical forests in countries like thePhilippines are important sources and sinks of carbon(C). The paper analyzes the contribution of Philippineforests in climate change mitigation. Since the 1500s,deforestation of 20.9 M ha (106 ha) of Philippineforests contributed 3.7 Pg (1015 g) of C to theatmosphere of which 2.6 Pg were released this century. At present, forest land uses store 1091 Tg(1012 g) of C and sequester 30.5 Tg C/yr whilereleasing 11.4 Tg C/yr through deforestation andharvesting. In the year 2015, it is expected that thetotal C storage will decline by 8% (1005 Tg) andtotal rate of C sequestration will increase by 17%(35.5 Tg/yr). This trend is due to the decline innatural forest area accompanied by an increase intree plantation area. We have shown that uncertaintyin national C estimates still exists because they arereadily affected by the source of biomass and Cdensity data. Philippine forests can act as C sink by:conserving existing C sinks, expanding C stocks, andsubstituting wood products for fossil fuels. Here weanalyze the possible implications of the provisions ofthe Kyoto Protocol to Philippine forests. Finally, wepresent current research and development efforts ontropical forests and climate change in the Philippinesto improve assessments of their role in the nations Cbudgets.  相似文献

Forests are one of the most cost-effective ways to sequester carbon today. Here, I estimate the world’s land share under forests required to prevent dangerous climate change. For this, I combine newest longitudinal data of FLUXNET on forests’ net ecosystem exchange of carbon (NEE) from 78 forest sites (N?=?607) with countries’ mean temperature and forest area. This straightforward approach indicates that the world’s forests sequester 8.3 GtCO2year?1. For the 2 °C climate target, the current forest land share has to be doubled to 60.0% to sequester an additional 7.8 GtCO2year?1, which demands less red meat consumption. This afforestation/reforestation (AR) challenge is achievable, as the estimated global biophysical potential of AR is 8.0 GtCO2year?1 safeguarding food supply for 10 billion people. Climate-responsible countries have the highest AR potential. For effective climate policies, knowledge on the major drivers of forest area is crucial. Enhancing information here, I analyze forest land share data of 98 countries from 1990 to 2015 applying causal inference (N?=?2494). The results highlight that population growth, industrialization, and increasing temperature reduce forest land share, while more protected forest and economic growth generally increase it. In all, this study confirms the potential of AR for climate change mitigation with a straightforward approach based on the direct measurement of NEE. This might provide a more valid picture given the shortcomings of indirect carbon stock-based inventories. The analysis identifies future regional hotspots for the AR potential and informs the need for fast and forceful action to prevent dangerous climate change.

The relationship between tropical forests and global climate change has so far focused on mitigation, while much less emphasis has been placed on how management activities may help forest ecosystems adapt to this change. This paper discusses how tropical forestry practices can contribute to maintaining or enhancing the adaptive capacity of natural and planted forests to global climate change and considers challenges and opportunities for the integration of tropical forest management in broader climate change adaptation. In addition to the use of reduced impact logging to maintain ecosystem integrity, other approaches may be needed, such as fire prevention and management, as well as specific silvicultural options aimed at facilitating genetic adaptation. In the case of planted forests, the normally higher intensity of management (with respect to natural forest) offers additional opportunities for implementing adaptation measures, at both industrial and smallholder levels. Although the integration in forest management of measures aimed at enhancing adaptation to climate change may not involve substantial additional effort with respect to current practice, little action appears to have been taken to date. Tropical foresters and forest-dependent communities appear not to appreciate the risks posed by climate change and, for those who are aware of them, practical guidance on how to respond is largely non-existent. The extent to which forestry research and national policies will promote and adopt management practices in order to assist production forests adapt to climate change is currently uncertain. Mainstreaming adaptation into national development and planning programs may represent an initial step towards the incorporation of climate change considerations into tropical forestry.  相似文献

The Paris Agreement reached during the COP21 in December 2015 represents a timid step towards burden sharing in emission mitigation involving all countries. However, given the heterogeneity of countries and their relative differences in vulnerability to climate change damage and in mitigation costs, compensating schemes are required to reach an effective agreement. This paper investigates the role of the Green Climate Fund (GCF) as a potential compensating measure for both adaptation and mitigation actions under a global climate regime. A dynamic climate-economy computable general equilibrium model (GDynEP) is developed by including both a monetary valuation of climate change damage costs and two alternative methods to determine the allocation of GCF resources among receiving countries and between adaptation and mitigation contributions. Results show that, despite the high costs associated with the implementation of mitigation actions, most developing countries would face even higher costs in case of inaction. Furthermore, the preference of a country for an allocation method is strongly influenced by its characteristics and needs. Consequently, a main policy conclusion is to design country-specific sharing rules for GCF in order to maximize country participation in a global agreement.  相似文献

One of the largest sources of global greenhouse gas emissions can be addressed through conservation of tropical forests by channeling funds to developing countries at a cost-savings for developed countries. However, questions remain to be resolved in negotiating a system for including reduced emissions from deforestation and forest degradation (REDD) in a post-Kyoto climate treaty. The approach to determine national baselines, or reference levels, for quantifying REDD has emerged as central to negotiations over a REDD mechanism in a post-Kyoto policy framework. The baseline approach is critical to the success of a REDD mechanism because it affects the quantity, credibility, and equity of credits generated from efforts to reduce forest carbon emissions. We compared outcomes of seven proposed baseline approaches as a function of country circumstances, using a retrospective analysis of FAO-FRA data on forest carbon emissions from deforestation. Depending upon the baseline approach used, the total credited emissions avoided ranged over two orders of magnitude for the same quantity of actual emissions reductions. There was also a wide range in the relative distribution of credits generated among the five country types we identified. Outcomes were especially variable for countries with high remaining forest and low rates of deforestation (HFLD). We suggest that the most credible approaches measure emissions avoided with respect to a business-as-usual baseline scenario linked to historic emissions data, and allow limited adjustments based on forest carbon stocks.  相似文献

Nowadays, adaptation has become a key focus of the scientific and policy-making communities and is a major area of discussion in the multilateral climate change process. As climate change is projected to hit the poorest the hardest, it is especially important for developing countries to pay particular attention to the management of natural resources and agricultural activities. In most of these countries such as Cameroon, forest can play important role in achieving broader climate change adaptation goals. However, forest generally receives very little attention in national development programme and strategies such as policy dialogues on climate change and poverty reduction strategies. Using a qualitative approach to data collection through content analysis of relevant Cameroon policy documents, the integration of climate change adaptation was explored and the level of attention given to forests for adaptation analysed. Results indicate that, with the exception of the First National Communication to UNFCCC that focused mostly on mitigation and related issues, current policy documents in Cameroon are void of tangible reference to climate change, and hence failing in drawing the relevance of forest in sheltering populations from the many projected impacts of climate change. Policies related to forest rely on a generalized concept of sustainable forest management and do not identify the specific changes that need to be incorporated into management strategies and policies towards achieving adaptation. The strategies and recommendations made in those documents only serve to improve understanding of Cameroon natural resources and add resilience to the natural systems in coping with anthropogenic stresses. The paper draws attention to the need to address the constraints of lack of awareness and poor flow of information on the potentials of forests for climate change adaptation. It highlights the need for integrating forest for adaptation into national development programmes and strategies, and recommends a review of the existing environmental legislations and their implications on poverty reduction strategy and adaptation to climate change.  相似文献

Climate change presents additional challenges to a diverse country like Cameroon that shares the Congo Basin rainforest. Not only is the population vulnerable to the direct effects of climate change, forest-dependent communities are also vulnerable to changing environmental policy that may affect their access to forest resources. Using a qualitative approach to data collection through semi-structured interviews and content analysis of relevant documents, the perception of decision-makers within, and the response of the institutions of the state, the private sector and civil society to the complex challenges of climate change in the Congo Basin forest of Cameroon were analysed. Results indicate that while decision-makers’ awareness of climate change is high, a concrete institutional response is at a very early stage. Cameroon has low adaptive capacity that is further constrained by weak linkages among government institutions nationally and between different levels of government and with communities. Civil society institutions play a role in enhancing government capacity to respond, particularly in relation to new international policies on climate change and forests. Adaptive capacity would be further enhanced by facilitating institutional linkages and coordinating multilevel responses across all boundaries of government, private sector and civil society. A collaborative capacity builder could foster the transfer, receipt and integration of knowledge across the networks, and ultimately build long-term collaborative problem-solving capacity in Cameroon.  相似文献

The paper presents a number of ideas on how climate change policy implementation in developing countries can be supported by alternative international cooperation mechanisms that are based on stakeholder interests and policy priorities including broader economic and social development issues. It includes a brief review of current development policies, technological research and promotion efforts, and climate change that demonstrates that mutual policy initiatives undertaken by governments and the private sector actually have major positive impacts on climate change without being initiated by this global policy concern. Furthermore a number of examples are given on how future development objectives in Brazil, China, and India jointly can support economic and social goals and global climate change concerns if these goals are taken into consideration and supported by international cooperative mechanisms. The paper proposes international cooperative mechanisms that can support the implementation of integrated development and climate change policies. The mechanisms include an international sustainable development (SD) and Climate Finance Mechanism (SDCFM), technology development and transition programmes, technology standards, and other measures.

We make an assessment of the impact of projected climate change on forest ecosystems in India. This assessment is based on climate projections of the Regional Climate Model of the Hadley Centre (HadRM3) and the dynamic global vegetation model IBIS for A2 and B2 scenarios. According to the model projections, 39% of forest grids are likely to undergo vegetation type change under the A2 scenario and 34% under the B2 scenario by the end of this century. However, in many forest dominant states such as Chattisgarh, Karnataka and Andhra Pradesh up to 73%, 67% and 62% of forested grids are projected to undergo change. Net Primary Productivity (NPP) is projected to increase by 68.8% and 51.2% under the A2 and B2 scenarios, respectively, and soil organic carbon (SOC) by 37.5% for A2 and 30.2% for B2 scenario. Based on the dynamic global vegetation modeling, we present a forest vulnerability index for India which is based on the observed datasets of forest density, forest biodiversity as well as model predicted vegetation type shift estimates for forested grids. The vulnerability index suggests that upper Himalayas, northern and central parts of Western Ghats and parts of central India are most vulnerable to projected impacts of climate change, while Northeastern forests are more resilient. Thus our study points to the need for developing and implementing adaptation strategies to reduce vulnerability of forests to projected climate change.  相似文献

Currently envisaged mitigation of greenhouse gases (GHG) emissions will be insufficient to appreciably limit climate change and its impacts. Adaptation holds the promise of ameliorating the impacts on a small subset of systems being affected. There is no question that both will be needed. However, climate change is only part of a broader multi-stress setting of global through to local changes. Privileging climate related policies over other concerns leads to tragic outcomes. Climate policies need to be designed for and integrated into this broader and challenging context. This paper focuses on placing climate change within the broader context of global change and the importance of aligning climate policy objectives with the myriad other policies that still need to be implemented if our primary goal is improving human welfare rather than limiting our focus to climate change and its impacts.  相似文献

Carbon emissions from tropical deforestation account for about 25% of all anthropogenic carbon dioxide emissions but cannot be credited under current climate change agreements. In the discussions around the architecture of the post-2012 climate regime, the possibility of including credits for reduced emissions from deforestation arises. The paper reviews two approaches for this, compensated reductions (CR) as proposed by Santilli et al. and the Joint Research Centre proposal that combine voluntary commitments by non-Annex I countries to reduce emissions from deforestation with carbon market financing. Both approaches have the clear advantages of simplicity and the possibility of fitting to an evolving greenhouse gas emission reduction regime. The authors consider the strengths and limitations of each proposal and build upon them to address several implementation challenges and options for improvement. Given the urgency of avoiding dangerous climate change, the timely development of technically sound, politically acceptable, cost-effective and practicable measures to reduce emissions from deforestation and forest degradation is essential. These two approaches take us a step closer to this goal, but they need to be refined rapidly to enable this goal to be realised.  相似文献
