One of the largest sources of global greenhouse gas emissions can be addressed through conservation of tropical forests by channeling funds to developing countries at a cost-savings for developed countries. However, questions remain to be resolved in negotiating a system for including reduced emissions from deforestation and forest degradation (REDD) in a post-Kyoto climate treaty. The approach to determine national baselines, or reference levels, for quantifying REDD has emerged as central to negotiations over a REDD mechanism in a post-Kyoto policy framework. The baseline approach is critical to the success of a REDD mechanism because it affects the quantity, credibility, and equity of credits generated from efforts to reduce forest carbon emissions. We compared outcomes of seven proposed baseline approaches as a function of country circumstances, using a retrospective analysis of FAO-FRA data on forest carbon emissions from deforestation. Depending upon the baseline approach used, the total credited emissions avoided ranged over two orders of magnitude for the same quantity of actual emissions reductions. There was also a wide range in the relative distribution of credits generated among the five country types we identified. Outcomes were especially variable for countries with high remaining forest and low rates of deforestation (HFLD). We suggest that the most credible approaches measure emissions avoided with respect to a business-as-usual baseline scenario linked to historic emissions data, and allow limited adjustments based on forest carbon stocks.  相似文献

Climate change is one of the most severe global problems in the 21st century. Main drivers are the combustion of fossil fuels, the emissions of industrial gases, emissions from agricultural sites and animal husbandry as well as deforestation. A new cooperative climate regime is necessary to meet the World’s energy and environmental problems against the background of China’s and India’s energy consumption growth. For the second commitment period of the Kyoto Protocol after 2012, a successor regime has to be agreed on. The current approaches, however, have a common weakness. They at the same time (a) do not acknowledge the historical responsibilities of the industrialized countries for the historical greenhouse gas emissions and the responsibility of developing countries for a large fraction of the current future emissions, and (b) do not provide for a fair distribution of emission rights. Against this background, this article aims at forecasting China’s and India's CO2-emissions up to 2050 and developing a new suggestion for a post Kyoto climate regime based on a cumulated per capita CO2-emission rights taking the weaknesses of the currently discussed post Kyoto approaches into account.  相似文献

The possibility of adopting national targets for carbon dioxide (CO2) emissions from tropical deforestation in a future international climate treaty has received increasing attention recently. This attention has been prompted by proposals to this end and more intensified talks on possible commitments for developing countries beyond the United Nations Framework Convention on Climate Change Kyoto Protocol. We analyze four main scientific and political challenges associated with national targets for emissions from tropical deforestation: (1) reducing the uncertainties in emission inventories, (2) preserving the environmental integrity of the treaty, (3) promoting political acceptance and participation in the regime, and (4) providing economic incentives for reduced deforestation. We draw the following conclusions. (1) Although there are large uncertainties in carbon flux from deforestation, these are in the same range as for other emissions included in the current Kyoto protocol (i.e., non-CO2 GHGs), and they can be reduced. However, for forest degradation processes the uncertainties are larger. A large challenge lies in building competence and institutions for monitoring the full spectrum of land use changes in developing countries. (2 and 3) Setting targets for deforestation is difficult, and uncertainties in future emissions imply a risk of creating ‘tropical hot air’. However, there are proposals that may sufficiently deal with this, and these proposals may also have the advantage of making the targets more attractive, politically speaking. Moreover, we conclude that while a full carbon accounting system will likely be politically unacceptable for tropical countries, the current carbon accounting system should be broadened to include forest degradation in order to safeguard environmental integrity. (4) Doubts can be cast over the possible effect a climate regime alone will have on deforestation rates, though little thorough analysis of this issue has been made.

In response to the United Nations Framework Convention on Climate Change (UNFCCC) process investigating the technical issues surrounding the ability to reduce greenhouse gas (GHG) emissions from deforestation in developing countries, this paper reviews technical capabilities for monitoring deforestation and estimating emissions. Implementation of policies to reduce emissions from deforestation require effective deforestation monitoring systems that are reproducible, provide consistent results, meet standards for mapping accuracy, and can be implemented at the national level. Remotely sensed data supported by ground observations are key to effective monitoring. Capacity in developing countries for deforestation monitoring is well-advanced in a few countries and is a feasible goal in most others. Data sources exist to determine base periods in the 1990s as historical reference points. Forest degradation (e.g. from high impact logging and fragmentation) also contribute to greenhouse gas emissions but it is more technically challenging to measure than deforestation. Data on carbon stocks, which are needed to estimate emissions, cannot currently be observed directly over large areas with remote sensing. Guidelines for carbon accounting from deforestation exist and are available in approved Intergovernmental Panel on Climate Change (IPCC) reports and can be applied at national scales in the absence of forest inventory or other data. Key constraints for implementing programs to monitor greenhouse gas emissions from deforestation are international commitment of resources to increase capacity, coordination of observations to ensure pan-tropical coverage, access to free or low-cost data, and standard and consensual protocols for data interpretation and analysis.  相似文献

REDD+ (reducing emissions from deforestation and forest degradation and related forest activities) is a climate change mitigation mechanism currently being negotiated under the United Nations Framework Convention on Climate Change (UNFCCC). It calls for developed countries to financially support developing countries for their actions to reduce forest-sector carbon emissions. In this paper, we undertake a meta-analysis of the links, if any, between multiple and diverse drivers of deforestation operating at different levels and the benefits accruing from and being shared through REDD+ projects. We do so by assessing the nature of this link in (a) scholarly analysis, through an in-depth analysis of the posited relationship between drivers and REDD+ benefit-sharing, as examined in the peer-reviewed literature; and (b) in policy practice, through analysing how this link is being conceptualised and operationalised, if at all, in REDD+ project design documents. Our meta-analysis suggests that while some local, direct drivers and a few regional indirect drivers of deforestation and forest degradation are being targeted by specific REDD+ interventions and associated benefit-sharing mechanisms at the project-level, most national and international indirect drivers are not. We conclude that the growing academic analyses of REDD+ projects do not (as yet) advance viable theories of change, i.e. there is currently little focus on how REDD+ benefits could play a transformative role in catalysing action on drivers.  相似文献

Using a map overlay procedure in a Geographical Information System environment, we quantify and map major land use and land cover (LULC) change patterns in Uganda period 1990–2005 and determine whether the transitions were random or systematic. The analysis reveals that the most dominant systematic land use change processes were deforestation (woodland to subsistence farmland—3.32%); forest degradation (woodland to bushland (4.01%) and grassland (4.08%) and bush/grassland conversion to cropland (5.5%) all resulting in a net reduction in forests (6.1%). Applying an inductive approach based on logistic regression and trend analyses of observed changes we analyzed key drivers of LULC change. Significant predictors of forest land use change included protection status, market access, poverty, slope, soil quality and presence/absence of a stream network. Market access, poverty and population all decreased the log odds of retaining forests. In addition, poverty also increased the likelihood of degradation. An increase in slope decreased the likelihood of deforestation. Using the stock change and gain/loss approaches we estimated the change in forest carbon stocks and emissions from deforestation and forest degradation. Results indicate a negligible increase in forest carbon stocks (3,260 t C yr-1) in the period 1990–2005 when compared to the emissions due to deforestation and forest degradation (2.67 million t C yr-1). In light of the dominant forest land use change patterns, the drivers and change in carbon stocks, we discuss options which could be pursued to implement a future national REDD plus strategy which considers livelihood, biodiversity and climate change mitigation objectives.  相似文献

This study examines the correlation between deforestation, carbon dioxide emissions and potential causal factors of land-use change within an area of 2.7 million ha in Chiapas, southern Mexico between 1975 and 1996. Digitized land-use maps and interpreted satellite images were used to quantify land-use changes. Geo-referenced databases of population and digitized maps of roads and topography were used to determine which factors could be used to explain observed changes in land-use. The study analyzed the relationship between carbon emissions during this period and two types of possible causal factors: “predisposing” factors that determine the susceptibility of a particular area of forest to change (slope, distance to agriculture and roads, land tenure) and “driving” factors representing the pressures for change (population density, poverty). The correlated factors were combined in risk matrices, which show the proportion of vulnerable carbon stocks lost in areas with defined social, economic and environmental characteristics. Such matrices could be used to predict future deforestation rates and provide a verifiable evidence-base for defining baseline carbon emissions for forest conservation projects. Based on the results of the analysis, two matrices were constructed, using population density as the single most important driving factor and distance from roads and distance from agriculture as the two alternatives for the predisposing factors of deforestation.  相似文献

In its Article 2, the U.N. Framework Convention on Climate Change policymakers gave themselves a long-term dynamic mandate under uncertainty. Taking the example of forestry activities in developing countries, the present article discusses whether land-based climate change mitigation measures in the context of compensation mechanisms for human-induced greenhouse gas emissions are covered under the UNFCCC's ultimate objective. Both the problem of climate change and human intervention act over long, yet finite timeframes. The article argues for taking a dynamic 100-year timeframe as reference for present-day activities. It concludes that increasing biotic carbon storage is legitimate for measures that contribute to biodiversity conservation, as long as it does not serve as a pretext for neglecting technological change. Among all forestry options, the list of priorities should be avoiding deforestation and devegetation, sustainable forest management, and afforestation. The problem of saturation can be encountered by the combination of forestry with the increased use of wood products and bioenergy. There are worldwide approximately 4.3 million coffee (Coffea arabica) producing smallholders generating a large share of tropical developing countries’ gross domestic product, notably in Central America. Their livelihoods and coffee production are facing major challenges due to projected climate change, requiring adaptation decisions that may range from changes in management practices to changes in crops or migration. Since management practices such as shade use and reforestation influence both climate vulnerability and carbon stocks in coffee, there may be synergies between climate change adaptation and mitigation that could make it advantageous to jointly pursue both objectives. In some cases, carbon accounting for mitigation actions might even be used to incentivize and subsidize adaptation actions. To assess potential synergies between climate change mitigation and adaptation in smallholder coffee production systems, we quantified (i) the potential of changes in coffee production and processing practices as well as other livelihood activities to reduce net greenhouse gas emissions, (ii) coffee farmers’ climate change vulnerability and need for adaptation, including the possibility of carbon markets subsidizing adaptation. We worked with smallholder organic coffee farmers in Northern Nicaragua, using workshops, interviews, farm visits and the Cool Farm Tool software to calculate greenhouse gas balances of coffee farms. From the 12 activities found to be relevant for adaptation, two showed strong and five showed modest synergies with mitigation. Afforestation of degraded areas with coffee agroforestry systems and boundary tree plantings resulted in the highest synergies between adaptation and mitigation. Financing possibilities for joint adaptation-mitigation activities could arise through carbon offsetting, carbon insetting, and carbon footprint reductions. Non-monetary benefits such as technical assistance and capacity building could be effective in promoting such synergies at low transaction costs.  相似文献

The Kyoto Protocol was agreed on by more than 150 nations in December, 1997 and (if and when ratified) will establish international commitments to reduce emissions of greenhouse gases to the atmosphere. Under the Kyoto Protocol, some of the carbon emissions and removals within the land-use change and forestry sector can be counted toward a country's commitments for greenhouse gas emissions reductions. In addition to the impacts that land-use practices have on CO2 emissions from fossil-fuel combustion, changes in the carbon stocks of forests (possibly including forest soils) caused by the direct human activities afforestation, reforestation and deforestation and taking place in the `first commitment period' (2008–2012), are to be accounted for under the Kyoto Protocol. Credits for carbon sinks in the biosphere are limited to projects initiated since 1990. A modified version of the model GORCAM has been used to assess eligible emission-reduction credits under the Kyoto regime and to illustrate how the optimal forest-based strategy for carbon dioxide mitigation might change under the provisions of the Kyoto Protocol. The Kyoto Protocol offers rewards for only some of the changes in carbon stocks that might occur and hence the forestry project that produces the most emission reduction credits under the Kyoto Protocol is not necessarily the same project that produces the greatest benefit for net emissions of carbon dioxide to the atmosphere. Supplementing the Protocol with appropriate definitions, interpretations and agreements could help to make sure that it does not provide incentive for activities that run counter to the objectives of the Framework Convention on Climate Change.  相似文献

Reducing emissions from deforestation and forest degradation (REDD) can be an effective and efficient means of mitigating climate change. However, the perceived equity in the distribution of financial incentives for REDD could also emerge as a critical issue in international negotiations. The design of reference levels, which provide the benchmark for crediting emissions reductions, affects the economic incentives for national participation in a REDD mechanism and thus the overall willingness to reach an agreement on REDD. This paper compares the equity impacts of five proposed reference level designs using a partial-equilibrium model. Tradeoffs among equity, environmental effectiveness and cost-efficiency indicate the proposals trigger similar aggregate emissions reductions but lead to different outcomes in efficiency and alternative measures of equity. If equity across countries is measured as the financial incentive provided relative to a country's forest carbon stock, then a REDD mechanism compensating a uniform share of at-risk carbon stocks is the most equitable. On the other hand, if equity is evaluated as the financial incentive relative to the opportunity costs of participating in REDD, then the most equitable approach would be compensating emissions reductions but withholding a part of the payments to compensate for carbon stocks, which also encourages broader country participation under our model.  相似文献

The 2006 IPCC Guidelines for National Greenhouse Gas Inventories provide four accounting approaches to harvested wood products (HWP). These differ in the way they define system boundaries. Therefore, reported national carbon emissions differ according to the accounting approach used, and the implications of each accounting approach differ for different countries. This paper investigates four IPCC accounting approaches, as well as the 1996 IPCC default approach, to determine whether they provide incentives to achievement of major policy goals related to climate, forest, trade, and waste, taking into account indirect effects of wood use change (i.e., the effects on forest carbon stocks and on carbon emissions from the use of other fuels and materials). Conclusions are as follows: (1) The analyses produced many different results from those of previous studies. These differences appear to be attributable to whether or not the indirect effects of wood use change are taken into account and the reference scenarios that are assumed; (2) The best approaches for achieving each policy goal differ, and the best approaches for particular policy goals might pose problems for other policy goals; (3) Overall, the IPCC default approach is the best accounting approach from the viewpoint of greater compatibility with, or integration across, the array of policy goals, although it does not address the issue of an increasing global carbon stock in HWP.  相似文献

This paper provides an overview of the rules for accounting emissions of land use, land use change and forestry (LULUCF) for the first commitment period of the Kyoto Protocol. It first describes the rules in detail, it then provides an overview of the history of negotiations that led to these rules and provides resulting conclusions for future international climate negotiations. We conclude that the current rules can be better understood in the light of the negotiation history. For the future, we conclude that first an agreement on the objectives of including LULUCF in the future climate regime should be developed, e.g. to contribute significantly to the ultimate objective of the convention. Further, a solid set of data should be developed that can assess the magnitude of possible options. The rules should be scientifically sound, complete and balanced as well as unambiguous before the quantitative targets are defined. They should further be simple and inclusive to include all carbon pools, i.e. provide incentives to avoid deforestation and unsustainable logging in all countries.  相似文献

Despite the economic and environmental significance of the world’s forests, we have limited data about them. Estimates of deforestation in tropical countries and rates of reforestation or afforestation in boreal and temperate countries are inconsistent. Accordingly, estimates of emissions released in deforestation vary widely and range from 7% to 17% of all sources of greenhouse gas (GHG) emissions. The lack of good data severely hampers efforts to shape climate policy because it is difficult to model the role of forests both in the physical global carbon (C) cycle and in cost-effective regimes to abate GHG. Data limits strain the capacity of even the best models to estimate marginal cost functions for forest carbon (C) sequestration. It is technically possible to obtain better information, but for institutional and economic reasons these technologies have not yet been fully deployed. The emergence of carbon (C) trading or tax policy in which forest carbon (C) storage becomes valued would strengthen incentives to supply better data, as would nonmarket regulation if it elicited a shadow value of forest carbon (C) in substituting for reductions in greenhouse gas emissions. “Geo-wiki” may provide a short-term solution to at least part of the data problem. The ultimate solution is the development of a comprehensive forest monitoring system involving remote sensing and on-the-ground truthing. This paper briefly discusses the role of forests in climate policy and then describes data gaps, the capability of technology to fill them, the limits of institutions and budgets in realizing this capability, and possible near-term solutions.  相似文献

We report results from the application of an integrated assessment model, MiniCAM 1.0. The model is employed to explore the full range of climate change implications of the successful development of cost effective, advanced, energy technologies. These technologies are shown to have a profound effect on the future magnitude and rate of anthropogenic climate change. We find that the introduction of assumptions developed by a group of ‘bottom-up’ modelers for the LEESS scenarios into a ‘top-down’ model, the Edmonds-Reilly-Barns Model, leads to ‘top down’ emissions trajectories similar to those of the LEESS. The cumulative effect of advanced energy technologies is to reduce annual emissions from fossil fuel use to levels which stabilize atmospheric concentrations below 550 ppmv. While all energy technologies play roles, the introduction of advanced biomass energy production technology is particularly important. The consideration of all greenhouse related anthropogenic emissions, and in particular sulfur dioxide, is found to be important. We find that the consideration of sulfur dioxide emissions coupled to rapid reductions in carbon dioxide emissions leads to higher global mean temperatures prior to 2050 than in the reference case. This result is due to the short-term cooling impact of sulfate aerosols, which dominates the long-term warming impact of CO2 and CH4 in the years prior to 2050. We also show that damage calculations which use only mean global temperature and income may be underestimating damages by up to a factor of five. Disaggregating income reduces this to a factor of two, still a major error. Finally, the role of the discount rate is shown to be extraordinarily important to technology preference.  相似文献

We present a methodology for testing and applying a regional baseline for carbon (C) emissions from land-use change, using a spatial modelling approach (hereafter called the Climafor approach). The methodology is based on an analysis of causal factors of previous land-use change (Castillo et al. 2005). Carbon risk matrices constructed from the spatial correlation analysis between observed deforestation and driving factors (Castillo et al. 2005), are used to estimate future carbonemissions within acceptable limits for a forest conservation project. The performance of two risk matrices were tested by estimating carbon emissions between 1975 and 1996 from randomly selected sample plots of sizes varying from 1,600 to 10,000 ha and comparing the results of the observed emissions from these sample plots with the model estimations. Expected emissions from continued land-use change was estimated for the community applying the risk matrices to the current land cover. The methodology provides an objective means of constructing baseline scenarios including confidence intervals, using the sum of variances of the various data sources, such as measured carbon densities, classification errors, errors in the risk matrices, and differences between the model prediction and observed emissions of sample plots due to sample size. The procedures applied in this study also give an indication of the impact of the variance in the various data sources on the size of the confidence intervals, which allows project developers to decide what data sources are essential to improve his baseline. The modelling approach to estimate the deforestation pattern is based on readily available cartographic and census data, whereas data on carbon densities are required to assess the potential for forest conservation projects to offset carbon emissions.  相似文献

The goal of the Climate Convention and its Kyoto Protocol is to stabilize greenhouse gas concentrations in the atmosphere at a safe level. This requires both strict limits on emissions from fossil fuels and effective management of biotic carbon stocks. If fossil fuel emissions from 1990 to 2100 are limited to 600 PgC, biotic carbon stocks must increase by 120 PgC to stabilize CO2 concentrations at 450 ppmv. Establishing an appropriate policy regime to accomplish this goal is complicated by a factor of six discrepancy between estimates of the current biotic sink based on national emissions inventories compared with global carbon cycle model calculations. Appropriate policies must also be designed to create incentives for technological innovation in the energy sector and minimize the risk of granting emission credits for biotic carbon sequestration that proves to be temporary.  相似文献

The U.S. and China are the world's largest and second largest CO2 emitters, respectively, and to what extent the U.S. and China get involved in combating global climate change is extremely important both for lowering compliance costs of climate mitigation and adaptation and for moving international climate negotiations forward. While it is unavoidable that China will take on commitments at some specific point of time in the future, this paper has argued that the proposal for joint accession by the U.S. and China is not a way forward. For various reasons, such a proposal is in the U.S. interest, but is not in the interest of China. Given the U.S. political reality and institutional settings on the one hand and China's over-riding concern about economic growth and poverty reduction on the other, the two countries are unlikely to take on emissions caps under an international regime, at least for the time being. Therefore, we need to explore the area where cooperation between the two countries to address climate change seems best. The research, development and deployment of clean technology is the area that is in the best interests of the two countries. The U.S. has adopted a technology-oriented approach to climate issues, and has launched the four multilateral initiatives on technology cooperation and the Asia Pacific Partnership for Clean Development and Climate (APP). China has participated in all these U.S.-led initiatives, and is a partner to the APP. Strengthened technology cooperation between the two countries through these initiatives and the APP has led some tangible benefits. However, it should be pointed out that while technology is a critical ingredient in a climate policy package, efforts such as the APP can only be part of the solution. They alone cannot ensure that best available technologies are always deployed in the marketplace, and that new technologies will roll out at the pace and on the scale that we need. In order to have such technology-oriented approach to play a full role, we do need a coordinated policy framework agreed via the Kyoto Protocol or a follow-up regime or the parent United Nations Framework Convention.  相似文献

Tripa is the last remaining peat-swamp forest that harbours a potentially viable Sumatran orangutan (Pongo abelii) sub-population in a formally but not effectively protected area. It appears to be a simple showcase where current efforts to financially support reducing emissions from deforestation and forest degradation (REDD+) converge with biodiversity and social co-benefits. In practice, however, situation is more complex. REDD+ efforts interact with global palm oil trade and regulatory approaches (the moratorium) to achieve national goals for emissions reduction under umbrella of nationally appropriate mitigation actions (NAMA). To contextualize this debate, we assessed (i) land-use history and formal basis of palm-oil companies’ rights; (ii) carbon (C) stocks, historical emission levels and potential emissions that can be avoided; (iii) economic benefits of land-use options and opportunity costs of avoiding emissions; (iv) biodiversity and environmental services; and (v) alternative options for “high C stock development” and employment generation. Natural forest cover declined (54 % in 1995, 18 % in 2009) while oil palm increased 4–39 %. Aboveground C stocks decreased from 148 Mg ha?1 in 1990 to 61 Mg ha?1 in 2009, leading to average annual emissions of 14.5 Mg (carbon dioxide) CO2e ha?1 year?1. While 41 % of these emissions yield less than American Dollar (USD) 5 of current economic benefits per Mg CO2e emitted and might be compensated by REDD+, nearly all new emissions derive from a breach of existing laws, regulations and voluntary palm-oil standards. Substantial investment in alternative employment is needed, rather than carbon payments per se, to support livelihoods in a low carbon emissions economy.  相似文献

The use of wood products is often promoted as a climate change mitigation option to reduce atmospheric carbon dioxide concentrations. In previous literature, we identified longevity and recycling rate as two determining factors that influence the carbon stock in wood products, but no studies have predicted the effect of improved wood use on carbon storage over time. In this study, we aimed at evaluating changes in the lifespan and the recycling rate as two options for enhancing carbon stock in wood products for different time horizons. We first explored the behaviour over time of both factors in a theoretical simulation, and then calculated their effect for the European wood sector of the future. The theoretical simulation shows that the carbon stock in wood products increases linearly when increasing the average lifespan of wood products and exponentially when improving the recycling rate. The emissions savings under the current use of wood products in Europe in 2030 were estimated at 57.65 Mt carbon dioxide (CO2) per year. This amount could be increased 5 Mt CO2 if average lifespan increased 19.54 % or if recycling rate increased 20.92 % in 2017. However, the combination of both strategies could increase the emissions saving almost 5 Mt CO2 more by 2030. Incrementing recycling rate of paper and paperboard is the best short-term strategy (2030) to reduce emissions, but elongating average lifespan of wood-based panels is a better strategy for longer term periods (2046).  相似文献
