This paper is a case study of a team of Dutch water managers who saw that to achieve flexibility in planning they needed to engage with organisational control requirements. Rather than approaching flexibility normatively, as much planning literature does, this paper presents a case of flexibility empirically – as something actors negotiate through their strategising within planning practice, within their organisational context. The analysis shows the importance of approaching flexibility in planning as an intra-organisational issue, presents insights on the strategies actors employ in negotiating flexibility and control intra-organisationally, and points to the political nature of dynamics between flexibility and control.  相似文献

The planning of facilities to improve the environment is often carried through in the form of locally based construction projects. These projects can be complex, involving a variety of issues and a number of different actors from both the public and private sectors. By drawing on previous research on project planning, an analytical model for analysing the issues connected with the planning and implementation of environmental projects is developed. The main argument of the paper is the importance of considering how context-specific factors affect project design and project management. The empirical material is taken from the planning of two biogas projects in Sweden and it is showed how differences in factors such as the actors involved, the organisational framework and the political setting lead to two markedly distinct planning approaches. The results of the paper, which also highlight the importance of a flexible planning approach, are relevant not only for biogas but also for other projects with similar characteristics.  相似文献

This paper examines how local communities adapt to climate change and how governance structures can foster or undermine adaptive capacity. Climate change policies, in general, and disaster risk management in mountain regions, in particular, are characterised by their multi-level and multi-sectoral nature during formulation and implementation. The involvement of numerous state and non-state actors at local to national levels produces a variety of networks of interaction and communication. The paper argues that the structure of these relational patterns is critical for understanding adaptive capacity. It thus proposes an expanded concept of adaptive capacity that incorporates (horizontal and vertical) actor integration and communication flow between these actors. The paper further advocates the use of formal social network analysis to assess these relational patterns. Preliminary results from research on adaptation to climate change in a Swiss mountain region vulnerable to floods and other natural hazards illustrate the conceptual and empirical significance of the main arguments.  相似文献

This paper examines the ability of civil society actors to champion environmental justice in an industrial risk society in South Africa by way of mobilisation and protest action. This paper presents viewpoints from key stakeholders at the Durban city level and three local case study sites to examine social capital relations to achieve environmental justice. It explores how civil society engages in social capital for mobilisation with itself and subsequent protest actions to engage with government and industry. The paper highlights that social actor response to engage in social capital for mobilisation and protests is best understood in relation to the socio-economic and political positioning of individuals or organisations.  相似文献

Adaptive strategies to deal with uncertainty in water management are often collaboratively developed. So far, however, little attention has been paid to the influence of collaboration on handling uncertainty through adaptive planning. In this paper, we study how collaboration has influenced the handling of uncertainty through adaptive planning for water management strategies for the IJsselmeer area in the Netherlands. We show how a fixation on certainty, different perspectives among actors and unclear responsibilities between arenas affect the handling of uncertainty, and found that it is adversely affected by collaboration. The use of adaptive planning challenged current water uses and system functions, creating resistance from actors. We conclude that developing a shared problem perception, creating a common understanding of uncertainties and ensuring a clear demarcation between the water system, its societal functions and water usage, are necessary to make adaptive planning successful in handling uncertainty.  相似文献

This article investigates structural and informal institutional design variables to account for civil society actors’ views on the political representation of local environmental interests in the national polity. It does so by linking literature on institutional design and place-based environmental advocacy to a case of large scale infrastructure development in the national interest. The case study concerns the proposal for a national high speed rail network (“HS2”) in the United Kingdom, which is heavily opposed locally based on its expected adverse impacts. Through fieldwork research on protest against HS2 in an area of high landscape value, it has been found that local actors perceived specific institutions to structurally under-represent interests associated with environmental conservation, compounded further by an informal style of doing politics. The paper recommends that the environmental management and planning literature turns to institutional explanations to make insightful the dynamics of defending the local interest in the national sphere.  相似文献

The use of electric-powered vehicles (EV) is experiencing a boom in some countries. Much research has been conducted on the technology per se; however, there is a research gap regarding institutional spatial planning practice concerning EVs. Here, an empirical analysis was made of planners’ interpretations of opportunities and obstacles to integration of EVs in southern Sweden. The results revealed a lack of interplay between local and regional administrations and showed that the agenda is run by individual bureaucrats rather than being based on official strategies. Moreover, there appears to be a lack of horizontal interplay within some organisations, while new arenas are being formed by actors within and outside government. The reason for formation of such external EV networks may be a single actor not being able to push the issue forward alone, due to a fragmented organisation, or a lack of clear external task formulation at central government level.  相似文献

This paper describes three relatively recent innovations in the Dutch agri-environment programme which have helped nature management to be contiguous with natural features allowing the landscape to be managed whole rather than piecemeal—and thus generate higher quality and greater scope in environmental management. The first two, joint submissions by neighbouring farmers and payments related to the level of environmental output delivered, are scheme innovations. The third, Environmental Co-operatives (EC)—clubs of neighbouring farmers that inter alia co-ordinate and help manage the scheme innovations—is an institutional innovation. None has an equivalent in the UK. Evidence from interviews with farmer and non-farmer members, policy makers, academics and other interested parties show the role EC play in overcoming some of the postulated problems of the two scheme innovations. Not all the problems have been overcome, and cost-benefit analyses have not been conducted, nevertheless there is sufficient evidence to suggest that these innovations have benefited all actors involved: farmers, the government, the environment and the rural economy. Analysis of UK agri-environment policy using actor network theory (ANT) suggests the UK government will need to show similar levels of trust in and commitment to the farming community before these innovations could be introduced in the UK.  相似文献

This paper presents the results of an assessment made as a part of the research project, Applied Multi-Risk Mapping of Natural Hazards for Impact Assessment (ARMONIA). The aim was to identify which aspects in the so-called disaster management cycle are covered by spatial planning in planning practice in the European Union's member states of Finland, France, Germany, Greece, Italy, Poland, Spain and the UK. In contrast to the initial hypothesis, the analysis of planning practice has shown that the role of spatial planning in risk assessment and management in many ways has been overestimated. The results have shown that spatial planning is only one of many actors in risk management and that it is, in general, not involved in risk assessment. Further, multi-risk assessment approaches are not used in planning practice, risk indicators are hardly used and vulnerability indicators are not at all used. The paper will interpret these surprising results and will answer the question of the role of spatial planning in natural risk assessment and management.  相似文献

ABSTRACT

During policy change, the role of the actors communicating the change to different audiences is accentuated. The media plays an increasing role, either as an actor or by providing a stage for other actors. In particular, specialised journals represent an influential, albeit understudied, sphere of policy studies. We use the narrative policy framework complemented with frame analysis to trace how specialised media can affect policy implementation through implicit suggestions for action. Using this combined approach, we analyse how specialised forest journals, which are the most important forest information source for Finnish forest owners, have conveyed the renewal of forest legislation in Finland. The core message of the journals is that forest owners should, despite their new freedom granted by the reform, rely on experts rather than experimenting when managing their forests. This suggests that the media contributes to a path-dependent continuation of a forest policy that is based on a rationalistic exploitation ethos. The innovative potential, which the policy change aimed at encouraging, is thereby partially undermined. However, the analysis of the narratives also reveals that forest expertise and professionalism are diversifying. This notion is important as diversity can eventually lead to narratives supporting more fundamental change in forests management.  相似文献

The aim of this paper is to presents a progress report on how a subnational jurisdiction, the Australian state of Victoria, is attempting to implement regional governance for sustainability through its catchment planning framework. The paper examines the lessons learnt from a best practice approach to the implementation of network governance to see whether there are actions that can be taken to improve regional governance for sustainability in Victoria. The authors argue that Victoria is implementing a network governance approach to natural resource management (NRM) as a significant component of sustainability and that this has certain advantages. In particular the emergence of Regional Catchment Strategies developed by the State's ten statutory Catchment Management Authorities as 'regional sustainability blueprints' is bringing a significant level of maturity to the state's governance framework. Furthermore the state is currently working to complete its governance for sustainability through new statewide integrating frameworks—an Environmental Sustainability Framework as well as a statewide Catchment Management and Investment Framework. The paper concludes that taking a network governance approach could have transformative potential but there are significant challenges ahead: the complex task of aligning of national, state, catchment and local government strategies through an outcomes focus; the scarcity of mechanisms and tools to assist in translation of strategies into integrated investment priorities; gaps in knowledge and understanding of natural resource management problems; limitations in the capacity of regional and local bodies, including local government; and getting the policy tools right within the framework. However, as the best practice examples illustrate, taking a gradual approach to the development of the institutions—building on successive wins in capacity—is the best and only way to proceed.  相似文献

The division of responsibilities between public and private actors has become a key governance issue for adaptation to climate change in urban areas. This paper offers a systematic, comparative analysis of three empirical studies which analysed how and why responsibilities were divided between public and private actors for the governance of local urban climate adaptation. For 20 governance arrangements in European and North-American cities, the divisions of responsibilities and the underlying rationales of actors for those divisions were analysed and compared. Data were gathered through content analysis of over 100 policy documents, 97 in-depth interviews and 2 multi-stakeholder workshops. The comparative analysis reveals that local public authorities are the key actors, as they bear the majority of responsibilities for climate proofing their cities. In this stage of policy emergence, local authorities are clearly in the driving seat. It is envisaged that local public authorities need to more actively engage the different private actors such as citizens, civil society and businesses through governance networks along with the maturation of the policy field and the expected acceleration of climate impacts in the coming decades.  相似文献

Social and anthropological studies show a growing number of conflicts surrounding energy projects, as governments and companies insist on their implementation despite the concerns of local actors about their perceived socio-environmental risks. In this context, the purpose of this paper is to analyse the politicisation of expertise and certifications in a conflict over the construction of a combined cycle power plant by linking strategic assumptions from two particular sociological approaches. The first approach is based on the study of frame alignment in social movement organisations and the second on the translating interests in actor–network theory. These linked premises are examined in the conflict arising from the construction of a combined cycle natural gas plant in Boroa, in the Basque Country of Spain. This case study brings to light interesting findings on the strategies of the different agencies, certifications, politicisation of expertise and the increasing hostility in local conflicts.  相似文献

A public mobilization approach known as nikinake drives implementation and technology upscaling in Ethiopia's agricultural extension. This study investigates and describes the processes and effectiveness of nikinake as an extension method used for natural resource management (NRM). The paper draws on empirical field research conducted in Oromia and the southern region of Ethiopia by looking at nikinake in the context of a watershed management campaign in 2015 and 2016. Nikinake is used as an approach to mobilize the public and to promote the skills of farmers and development actors. In principle, the implementation of NRM is voluntary; however, it is largely planned top‐down and enforced through state actors and informal institutions. This study suggests effective integration of social mobilization with reliable extension and a paradigm shift in emphasis from spatial coverage to an effective outcome. Additionally, sustainability and scalability of NRM interventions could be ameliorated by improving experts’ technical skills, raising farmers’ awareness, improving an incentive system, building trust, and better integrating past watershed management and future planning activities. We reflect on the significance of the nikinake experience in Ethiopia for a broader theory of extension‐as‐mobilization for rural development. From the Ethiopian case, a more general recommendation emerges for extension‐as‐mobilization schemes. For long‐term development, it is worthwhile to consider the fit between yearly campaigns as ad hoc project organizations and the existing pattern of actors and institutions responsible for rural development.  相似文献

What may be achieved through taking up the complex exploration of nature, land, and sustainability is a growing field of inquiry in both science and social science, particularly for those who are interested in the local environment. Meanings of nature, land, and sustainability have been either misunderstood or misrepresented within disciplinary boundaries in many Indigenous communities. To explore the meanings of things such as nature, land, and sustainability in Indigenous communities, we as researchers had better first acknowledge the spirituality and local experiences that connect one actor with other actors. A relational ontology is the conceptual framework within which I suggest meanings of traditional land, nature, and sustainability such as traditional experiences, culture, and customs, are important issues for Indigenous lives and environment. This framework may potentially guide the researcher through the critical concerns of identifying the problems of existing land, nature, and sustainability management in relation to the everyday land-based practices and traditional experiences in Indigenous regions.  相似文献

The purpose of this paper is to conceptualize the hitherto separate domains of Cyberspace and International Relations into an integrated socio-technical system that we jointly call the cyber International Relations (Cyber-IR) system and to identify and analyze its emergent properties utilizing the methods common to science and engineering systems adapted here for the social sciences. Our work is an exploration in both theory and methodology. This paper (a) identifies the actors and functions in the core systems, Cyberspace, and IR, (b) disambiguates system boundary, (c) creates a design structure matrix (DSM), a matrix of the interdependencies among functions of actors, (d) analyzes DSM qualitatively to show multiple interdependent and heterogeneous Cyber-IR properties, and (e) analyzes quantitatively the differential importance of core functions as well as the impact of actor attributes on influence in Cyber-IR. This work forms a baseline for further understanding of the nature of the heterogeneous influences of the various actors and the various outcomes that could result from it.  相似文献

Land-use models can be used to assess the importance of different drivers of land-use change. Local actors make land-use decisions on the basis of both biophysical and policy aspects, but they can also be considered as autonomous drivers as their attitudes and beliefs influence land-use substantially. We use a Bayesian network-based Land-use Modeling Approach (BLUMAP) to analyze influences of local actor characteristics on land-use change in a spatially explicit manner. Our analysis shows that local actor characteristics have a greater influence on land-use change than changes in agricultural policy schemes. Furthermore, focusing on the probabilities of land-use occurrence under different scenarios facilitates the quantification of influences of local actor characteristics on land-use changes and aids in the detection of where land-use changes are more likely to occur. We demonstrate that local actor characteristics could override land-use policy trends; thus, greater consideration should be paid to actors in land-use development processes.  相似文献
