This article aims at comparing power resources that opponents to environmental policy apply in shaping and constructing discourses that contest the implementation of marine and terrestrial area protection. Document analyses and qualitative interviews have been undertaken with key actors and documents in two case areas to show how actors, knowledge, and financial and organisational capacities are introduced in the planning processes in order to contest the dominating environmental discourse established by environmental authorities. The results demonstrate how opponents to the terrestrial case were rather fragmented, consisting of a wide range of local and regional actors with various interests and agendas, and without substantial financial and organisational strength. Here, the environmental administration managed to create a partnership with local authorities that eventually proclaimed the national park as a win–win situation for local society. As a contrast, the opponents to the marine case had strong organisational, financial and even scientific capacities that were effectively unified with local authorities in the Skjerstad fjord. Here, the win–win situation was not accepted by the local parties. Together, these resources seemed to explain some of the variance in institutional responses in environmental administration, and finally different outcomes of the two cases.  相似文献

The planning of facilities to improve the environment is often carried through in the form of locally based construction projects. These projects can be complex, involving a variety of issues and a number of different actors from both the public and private sectors. By drawing on previous research on project planning, an analytical model for analysing the issues connected with the planning and implementation of environmental projects is developed. The main argument of the paper is the importance of considering how context-specific factors affect project design and project management. The empirical material is taken from the planning of two biogas projects in Sweden and it is showed how differences in factors such as the actors involved, the organisational framework and the political setting lead to two markedly distinct planning approaches. The results of the paper, which also highlight the importance of a flexible planning approach, are relevant not only for biogas but also for other projects with similar characteristics.  相似文献

The social and institutional context of infrastructure planning has shifted tremendously over recent decades. From top–down implementation, infrastructure planners are now forced to incorporate the demands and wishes of citizens and other external stakeholders. This paper adopts the analytical perspective of institutional work to analyse how a number of Dutch infrastructure planning organisations try to remain in control over these changes in their institutional context. Building on social systems thinking, this paper distinguishes three environments in which this control can play out: the internal environment over which an organisation has complete control, an external environment over which an organisation has little control and a transactional environment where the organisation, through its interactions with other actors, can influence institutional development. The paper concludes that while most forms of institutional work applied by the infrastructure planning organisations under study aim to change the organisations’ interactions with stakeholders, the forms of institutional work are predominantly located within the internal environment of planning organisations.  相似文献

Risks and futures methods have complementary strengths as tools for managing strategic decisions under uncertainty. When combined, these tools increase organisational competency to evaluate and manage long-term risks, improving the flexibility and agility of the organisation to deal with gross uncertainties. Here, we set out a framework to guide the assessment of strategic risks for long-term business planning, based on its application at Portugal’s largest water utility, Empresa Portuguesa das Águas Livres. Our approach extends strategic risk assessment by incorporating scenario planning—a futures approach used to help the utility move beyond single point forecast of risks to focus on critical dimensions of uncertainty that are fundamental to the resilience of corporate objectives and their vulnerability to external pressures. We demonstrate how we combine two complementary approaches—risk and futures—and use them to assess (i) how a set of baseline strategic risks for a water utility evolves under alternative futures, (ii) the aggregate corporate-level risk exposure, and (iii) the process and responses needed to manage multiple, interdependent strategic risks. The framework offers a corporate approach to evolving strategic risks and improves a utility’s (i) knowledge of uncertainties, (ii) ability to assess the impacts of external developments over long time horizons and the consequences of actions and (iii) degree of flexibility to adapt to possible future challenges. The framework supports risk managers in their long-term strategic planning, through the appraisal and management of multiple, interdependent long-term strategic risks and can be replicated in other organisational contexts to bridge operational and corporate perspectives of enterprise risk.

Institutional work focuses on the role of actors in creating, maintaining, or disrupting institutional structures. The concept has its origin in organisational studies. In this paper, we rethink and redefine institutional work to make it fit for use in the multi-actor and multi-level context of environmental governance. We survey key approaches to institutional change in the literature, and argue that institutional work should have a central place within this theorising. Drawing on the insights from this literature, we argue that studying institutional work should involve a look at both the actions taken by actors, as well as the resulting effects. We identify a critical need for attention to the fundamentally political character of institutional work, the cumulative effects of action taken by multiple actors, and communicative and discursive dimensions. Overall, the concept of institutional work opens up new possibilities for unpacking the longstanding challenge of understanding institutional change in environmental governance.  相似文献

This social research aims to identify and examine the implementation presumptions of intergovernmental environmental planning programmes and how to improve their effectiveness in future practice. It contrasts and explains the organisational dynamics and implementation responses of municipalities that succeeded and failed in realising the objective of such a programme. The research involved a qualitative multiple-case comparison between four high- and four low-performing municipalities implementing a stormwater programme within metropolitan Sydney, Australia. These two organisational types substantially differed in corporate expertise, environmental leadership, extended relational activity, and overall disposition to learning and ownership of local environmental issues. The paper identified five presumptions underpinning the programme design which privileged the high-performing organisations, but did little to garner commitment and develop capacity among the low-performing group. These implementation insights not only provide guideposts for intergovernmental programme design, but also reveal how policy design can undermine policy intent if empathy to local organisational dynamics is lacking.  相似文献

Many cities throughout the world are adopting green infrastructure techniques to reduce stormwater and sewer overflows into waterways, which is particularly problematic for places experiencing more frequent and severe rain events. Governance of green stormwater implementation is proving to be as important as the techniques themselves. Building on the climate and sustainability governance literature, we argue that effective governance requires planning across city departments, experimentation and a strategy for organisational learning. We employ a case study of Philadelphia, the first city in the United States to attempt an entirely green approach to meeting federal regulations to examine issues of governance that emerged and how they were addressed. The case study draws on interviews with fourteen public and private sector actors involved in implementation, a site visit to observe the installations and to discuss the approach with a key planner, and grey literature. We find that silos can be broken down and that if open communications and a willingness to change practices are present, obstacles cited in the literature can be overcome. The key implication is that the three elements of governance need to be built into the green infrastructure planning process. While the analysis focuses on a US city, the departments involved and the governance needs of green stormwater infrastructure are similar in cities in much of the world.  相似文献

Environmental impact assessment (EIA) is an intrinsically complex multi-dimensional process, involving multiple criteria and multiple actors. Multi-criteria methods can serve as useful decision aids for carrying out the EIA. This paper proposes the use of a multi-criteria technique, namely the analytic hierarchy process (AHP), for the purpose. AHP has the flexibility to combine quantitative and qualitative factors, to handle different groups of actors, to combine the opinions expressed by many experts, and can help in stakeholder analysis. The main shortcomings of AHP and some modifications to it to overcome the shortcomings are briefly described. Finally, the use of AHP is illustrated for a case study involving socio-economic impact assessment. In this case study, AHP has been used for capturing the perceptions of stakeholders on the relative severity of different socio-economic impacts, which will help the authorities in prioritizing their environmental management plan, and can also help in allocating the budget available for mitigating adverse socio-economic impacts.  相似文献

The vision of sustainable development is a driving force for change. To understand more about processes of local policy making, and their prerequisites for such change, it is relevant to examine how individual actors use briefing material and how they make assessments in complex planning situations. This study is about the processing of knowledge in a case of planning of a future waste management system. In this case, the written briefing material was shown to have less impact on the arguments and assessments of participating actors. Consequently, process facilitation for complex planning situations needs to support and strive for collective, reflective and transparent knowledge management. High-quality process support thus needs to have its emphasis on arguments, rather than on particular assessment tools and the written briefing material.  相似文献

It has been argued that regional collaboration can facilitate adaptation to climate change impacts through integrated planning and management. In an attempt to understand the underlying institutional factors that either support or contest this assumption, this paper explores the institutional factors influencing adaptation to climate change at the regional scale, where multiple public land and natural resource management jurisdictions are involved. Insights from two mid-western US case studies reveal that several challenges to collaboration persist and prevent fully integrative multi-jurisdictional adaptation planning at a regional scale. We propose that some of these challenges, such as lack of adequate time, funding and communication channels, be reframed as opportunities to build interdependence, identify issue-linkages and collaboratively explore the nature and extent of organisational trade-offs with respect to regional climate change adaptation efforts. Such a reframing can better facilitate multi-jurisdictional adaptation planning and management of shared biophysical resources generally while simultaneously enhancing organisational capacity to mitigate negative effects and take advantage of potentially favourable future conditions in an era characterised by rapid climate change.  相似文献

In this paper we examine and compare communication processes aimed at building social networks and increasing citizen engagement in two communities participating in a municipal sustainability planning (MSP) pilot programme in Alberta, Canada, initiated by the Alberta Urban Municipalities Association (AUMA). Data were gathered through qualitative semi-structured interviews and documentary review. In soliciting citizen engagement, each community utilised a variety of communication methods, based on available resources and on-going evaluation of community responses. In both cases, citizens developed a shared vision of a preferred future for their community, aided by a reconfiguration of their internal and external social networks. In addition to drawing upon and strengthening bonding relationships within the community, bridging relationships with external actors and agencies promoted knowledge mobilisation that aided in planning and transitioning towards sustainability. Both communities faced challenges as well, which the authors discuss in relation to the sustainability of MSP planning.  相似文献

Approaches to biodiversity and catchment planning increasingly recognize the importance of the 'wider countryside' rather than the more site-specific focus of traditional environmental management programmes. Biodiversity depends on the viability of ecosystems across the whole countryside, and not only in designated reserves; equally, the quantity and quality of inland waters reflect overall conditions within river catchments, as well as the hydrological conditions of specific river channels. However, planning of these wider areas involves partnerships and agreements between a range of actors, which generally must be negotiated on a consensual basis and are vulnerable to subsequent dissent. This paper examines the actor-networks which have arisen in some innovative examples of 'wider countryside' planning and assesses their durability and contribution to the attainment of environmental objectives.  相似文献

This study analysed the environmental follow-up of a public organisation from a systems thinking approach, including follow-up within different phases of operation and with different environmental management tools. The Swedish Rail Administration (SRA), a public authority responsible for Swedish rail infrastructure, was used as a case organisation. The main aim was to identify different follow-up activities during planning, construction and operation of rail infrastructure. Additional aims were to identify limiting factors for effective environmental follow-up and to provide suggestions on how SRA follow-up can better be used as an organisational learning tool. The follow-up proved to be highly influenced by Environmental Management System and was mainly used for showing compliance with legal regulations or contract requirements. Use of environmental monitoring data was limited to the specific project in which the follow-up was carried out, possibly because of the project-based structure of the organisation following rail deregulation. Theory on organisational learning was applied in the study to discuss how to improve the distribution and use of follow-up data. A more complete ‘organisational memory’ seems to be required for learning from experience and adapting to change.  相似文献

This article presents a research project on mobility management in Danish municipalities aimed at creating more sustainable mobilities. The project, called Formula M (2011–2014), worked within sciences, public and private sectors, and civil society. Often contemporary projects in both planning and designing sustainable mobilities fall short when it comes to changing praxis to limit CO2 emissions, where they just concentrate on technocratic elements. They often neglect the ‘why’ and ‘for what’ which is needed in order to drive such change. In the Formula M project, focus has been on supporting the planners involved in the project on their ‘why’ and ‘for what’. Based on a theoretical understanding of relational and collaborative planning the article contributes to an understanding of which approaches and methods can be used to facilitate the relationships and dialogues between many actors. Methodologically, this has been sought through a specific focus on the role of utopias as a tool for storytelling.  相似文献

Since the early 1990s archaeologists have suggested archaeological and cultural heritage sites (cultural sites) will face major challenges from anthropogenic climate change. While techniques to manage such impacts are emerging, no planning tools exist for bottom-up, community-based management of the issue. This paper forms part of an overarching research project that aims to fill this gap by developing a bottom-up planning guide (the Guide). The paper tests the first of the proposed Guide’s five phases: the scoping phase. It presents the results of workshops conducted with two Australian Indigenous rangers groups. While existing studies document Indigenous peoples’ perceptions of climate change in general, none have focussed on their perceptions of impacts on cultural heritage sites. Here, Indigenous rangers related strong perceptions of particular climate change impacts on specific cultural sites in particular bio-regions. While the rangers were actively engaged with sites, they felt site management should be extended in the face of additional threats from climate change. Rangers were able to nominate a preferred methodological approach, based on a risk analysis of biophysical hazards, as well as local adaptive capacity building in the face of governance challenges. Various barriers to adaptation planning and resource limitations were identified but these were not regarded as insurmountable in terms of the current project. Testing of the scoping phase of the Guide suggested rangers had a strong organisational capacity to achieve practical adaptation results.  相似文献

This paper presents the results of an assessment made as a part of the research project, Applied Multi-Risk Mapping of Natural Hazards for Impact Assessment (ARMONIA). The aim was to identify which aspects in the so-called disaster management cycle are covered by spatial planning in planning practice in the European Union's member states of Finland, France, Germany, Greece, Italy, Poland, Spain and the UK. In contrast to the initial hypothesis, the analysis of planning practice has shown that the role of spatial planning in risk assessment and management in many ways has been overestimated. The results have shown that spatial planning is only one of many actors in risk management and that it is, in general, not involved in risk assessment. Further, multi-risk assessment approaches are not used in planning practice, risk indicators are hardly used and vulnerability indicators are not at all used. The paper will interpret these surprising results and will answer the question of the role of spatial planning in natural risk assessment and management.  相似文献

This paper assesses the way in which an actor network presiding over the management of the River Wye has stabilized through accepting a particular view on the issue of navigation. The paper provides an account of how the network was challenged by a dissonant actor who, through reviving an old company, developed a counter network. It is argued that network stabilization is a form of consensus-building and it is contended that the way in which an issue is defined is crucial in terms of the successful enrolment of actors. The paper illustrates some of the conflicts and complexities encountered in resource planning, suggesting that research of this nature should trace actors back through time as well as through space if dynamics between actors involved in rural planning and management are to be effectively understood.  相似文献

While in many cases the benefits of ecosystem services (ES) can be enjoyed on different scales, the provision of ES requires engagement and commitment at the local scale. Therefore, the local level becomes important when thinking about compensation schemes or payments for ecosystem services (PES) as an approach to managing ES. The difficult task of bringing together different actors and institutions at different scales for specific conservation projects at the local level often remains in the hands of intermediaries. In this paper, we investigate the role of a civil society organisation (CSO) as an intermediary organisation in a PES scheme, the Community Blue Carbon Project (CBCP) in Costa Rica. To assess the role of intermediaries in a PES scheme, we rely on social network analysis and examine the position and role of the intermediary organisation. Based on Net-Map interviews, which is an interview-based mapping tool that helps people understand, visualise, discuss and improve situations in which many different actors influence outcomes, we find that the intermediary organisation in the CBCP is composed of several institutional and individual intermediaries who create both formal networks for connecting the international to the local level and informal networks for creating trusting relationships among the actors. Different spatial levels are reflected within the CSO’s organisational structure, and the CSO mitigates the distributional, procedural, recognition and contextual aspects of environmental justice.  相似文献

The second round of the Local Transport Plan (LTP2) process in England presents unique challenges and opportunities for integrating Local Air Quality Management (LAQM) within current transport planning policy. Using content analysis of LTP2 documents from nine English authorities, and results from a questionnaire survey of local government officers undertaken in late 2007, this paper charts the changes in the integration of air quality management within the transport planning process since 1997. While substantial improvements in policy integration were observed within the selected case studies, the paper demonstrates that such improvements are often constrained by institutional complexities that create implementation gaps between national objectives and local decision-making outcomes.  相似文献
