Agenda 21 requires that countries adopt ‘national sustainable development strategies’ (NSDS), and this has been emphasized in several international commitments. Ghana has contributed to the methodology for peer review of such national strategies, as well as to guidelines designed by OECD and the United Nations for the NSDS process. Ghana has also adopted mechanisms to manage its own development planning in a sustainable manner. This article highlights various types of frameworks for sustainable development currently operating in Ghana, and considers to what extent they conform to NSDS principles. The article concludes that Ghana has made progress in several ways, but faces some of the same challenges as other countries in adhering to sustainability principles. The article offers recommendations as to how Ghana can achieve sustainable development. The article is an independent assessment by the author, who has also formulated most of the recommendations, except where otherwise indicated.  相似文献

During the second half of the 1990s the combination of ecological and economic targets in industrial land‐use planning became an official part of spatial‐economic policy in the Netherlands. A growing number of business locations are now being developed or re‐developed as ‘sustainable business sites’. At the same time, ‘parkmanagement’ came into existence as a new tool for development and control of business sites for industry and services. Parkmanagement is now regarded as one of the obvious instruments to realize sustainable (or ‘careful’) land use on business parks. However, there is now a question about whether it is wrong for local governments (which in the Dutch case are responsible for most land development schemes) to have so much participation in parkmanagement initiatives. There is a threat that local governments are welcoming parkmanagement as a fashionable way to impose new regulations on business establishments, and ignore the evidence from practice. Such evidence shows that parkmanagement is most successful when organized with the involvement of private enterprises. This would also be more in line with the modern interaction‐oriented planning theory (consensus planning). The paper describes the principal dilemmas facing local governments in business site development, the theoretical options for influencing the development process of the sites, and the set of actions that could be part of a parkmanagement strategy. These can be arranged on a ‘ladder’ or range of activities, from rather simple facilities serving individual companies' needs, such as maintenance and security, to more complex co‐operation projects in combined transport or energy supply, and ultimately lead to schemes for connecting material flows of production processes. The successive stages of the ladder of business site facilities can be combined with different forms and stages of process organization.  相似文献

The preparation of strategic environmental assessment (SEA) inclusive sustainability appraisals (SAs) for neighbourhood plans (NPs) in England may be required when significant environmental effects are expected to arise from an NP. In this paper, we report on the result of a Ph.D. project, conducted between 2012 and 2015, in which all 15 NP SEA inclusive SAs that had been completed at the time were evaluated. In this context, the quality of SA practice was found to differ substantially. SAs were prepared either ‘in-house’ (i.e. by neighbourhood planning steering groups) or by consultants. The quality of SAs was found to be associated with their overall perceived degree of influence on the underlying NPs. Whilst the focus of this paper is on practice in England, findings are expected to be of interest to a wider international audience, in particular to those experimenting with voluntary neighbourhood/local level plan SA/SEA.  相似文献

This paper evaluates the planning competences required to enact a managed transition to sustainability at the municipal level for cities facing population, economic and employment decline. Drawing on the ‘shrinking cities’ literature, we argue consolidation of the built environment can become a focal point for sustaining citizen welfare when transitioning cities that are facing decline, especially those previously reliant on resource industries. We evaluate the former coal mining city of Yubari, Japan, which is developing a consolidated urban form with the aim of creating a ‘sustainable’ future city. Findings from interviews and content analysis of Yubari’s planning policy indicate, however, that to translate ‘shrinking’ a city into a managed transition, spatial planning must be accompanied by a wider range of social policy measures and strong cross-sectoral engagement. We also caution that the unique geographical and political context of Yubari mean its model may not be directly replicable in other contexts.  相似文献

The use of public procurement to achieve social outcomes is widespread, but detailed information about how it operates is often sketchy and difficult to find. This article is essentially a mapping exercise, describing the history and current use of government contracting as a tool of social regulation, what the author calls the issue of ‘linkage’. The article considers the popularity of linkage in the 19th century in Europe and North America, particularly in dealing with issues of labour standards and unemployment. The use of linkage expanded during the 20th century, initially to include the provision of employment opportunities to disabled workers. During and after World War II, the use of linkage became particularly important in the United States in addressing racial equality, in the requirements for non‐discrimination in contracts, and in affirmative action and set‐asides for minority businesses. Subsequently, the role of procurement spread both in its geographical coverage and in the subject areas of social policy that it was used to promote. The article considers examples of the use of procurement to promote equality on the basis of ethnicity and gender drawn from Malaysia, South Africa, Canada, and the European Community. More recently, procurement has been used as an instrument to promote human rights transnationally, also by international organizations such as the International Labour Organisation. The article includes some reflections on the relationship between ‘green’ procurement, ‘social’ procurement, and sustainable development, and recent attempts to develop the concept of ‘sustainable procurement.’  相似文献

Sustainability indicator sets are increasingly being discussed on the policy level as fruitful contributions to the improvement of political decision- making and to the implementation of programs oriented towards the achievement of strategic goals of sustainable development. The vast number of different indicator type tools, their varying contexts of use and their differing objectives indicate that there is no simple answer to what sustainable indicator type tools should look like or could be used for. Instead, more than the final products (e.g. a specific indicators set), the analyses of the discourse on this topic reveal a lot of information. Thus, an innovative research approach is recommended focusing on understanding the production of social meaning and processes of social interaction within political-administrative systems. Firstly, there is a need to identify the development, purpose and use of sustainability indicator sets, which depend on the different interests of policy actors, their relationships and existing governance structures. Secondly, one should identify any reasons for the ineffective use of indicator sets where the goals of sustainability are concerned. The approach of ‘interactive research’ understood as a research process, in which ‘researchers’ and ‘practitioners’ develop knowledge for solving problems in a communicative, reflexive and collaborative way, facilitates this challenging research task. This paper critically examines the approach of interactive research and sheds some light on benefits as well as challenges of it via extracting the lessons learnt in an EU-funded project called ‘Promoting Action for Sustainability through Indicators at the Local Level in Europe’ (PASTILLE), which applied an interactive research approach.  相似文献

Abstract

The prospects for global sustainable development are thoroughly tied to the future of cities. Our goal is to better understand how cities actually get built and with what substantive consequences. Beyond designing and implementing public policy tools, this requires a better understanding of the underlying political economy of urban place-building. Beginning with the ideal type of the urban growth machine, we outline frameworks for analysing both the ‘conditions for urban place-building’ and the ‘capacities for sustainable urban place-building’. We apply these in the Chilean context by examining general features of the urban political economy and then specific development exemplars from the urban region of Valparaíso. The aim of our article is to follow how global policy models affect local policy making. Each city has unique local challenges in promoting development, e.g. economic growth, but also needs to find a balance between these targets and demands for sustainable city solutions. In our empirical study, we follow how ideas of waterfront development – to attract new inhabitants and promote economic growth – and global demands of carbon control were used interactively in a strategic spatial planning process in the city of Tampere, Finland. During the six-year planning process, these two policy targets became interdependent, created a new policy-making domain, and led to a combinatorial development of sustainability elements arising from this domain. These findings demonstrate the serial use of global policy models in the creation of a local urban ‘sustainability fix’. To conclude, the intertwinement of diverse global policy models in a city planning process creates easily a recursive cycle that redefines urban sustainability within cities and intercity networks. This perspective makes local policy narratives and strategic planning highly important in urban sustainability research as promoting urban sustainability becomes an inherently ambivalent practice.  相似文献

One of the most significant junctures in natural resource planning and management in recent years has been the emergence of community-based natural resource management (CBNRM). The central focus of CBNRM is the environment, of course. However, it explicitly considers the local economy and community as well. It is a highly participatory approach to local, place-based projects, programs and policies aimed simultaneously at environmental and community health. This paper is an attempt to shed light on what happens in the local economy and community as a result of pursuing a CBNRM strategy. Oregon has been in the vanguard in putting CBNRM into operation. A key example is the state's experience with local watershed councils and the state agency that supports them, the Oregon Watershed Enhancement Board (OWEB). Drawing from a larger study of Oregon's watershed councils, we ask and answer the questions: ‘What direct contribution do watershed councils make to the local economies of Oregon?’; ‘Do watershed councils contribute to ‘civic engagement’ in Oregon?’ and ‘Do they enhance individuals' and communities’ capacity to engage in public issues beyond watershed council activities?’  相似文献

This article presents the evaluation of a pilot project where four decision-making tools were applied in a municipal energy-planning process in a Swedish municipality. The tested tools were citizens' panel, a scenario method, life cycle assessment and qualitative checklists for environmental assessment (EA). The results presented are based on two focus group discussions with the participants from the project: one with the municipal workgroup and one with the researchers that were responsible for the application of the decision-making tools. The results show that energy planning is a process of learning and dialogue, and workshop methodology was found to be favourable for open dialogue. This test also shows that public involvement can contribute to a valuable dialogue in the visionary work and suggestions of actions and strategies. Another conclusion is that energy planning needs to be iterative, even in the scoping. This test also shows that there is a need to develop simplified tools that include EA and a broad systems approach in local energy planning.  相似文献

The maintenance of valued landscapes often requires the active collaboration of local communities in their planning, management and sustainable development. This paper examines a variety of situations in which local stakeholders have actively participated in the protection and maintenance of ‘cultural’ landscapes. It reviews and interprets evidence on the ways in which central and local governments, non‐governmental organizations, interest groups and the wider public can collaborate in planning and managing cultural landscapes. Particular attention is given to: the role of stakeholders, participation by communities‐of‐interest and communities‐of‐place; the management of specific landscape features; and policy and funding frameworks. It is concluded that community‐based initiatives are unlikely to substitute for formal management of extensive protected areas, but that participatory approaches can be effective in more targeted situations.  相似文献

The controversy surrounding planning approval for certain developments associated with a proposal to generate electricity from gas produced at a large coke works is examined. Although the case begins as another conflict in the ‘planning versus pollution control jurisdiction’ tradition, these concerns are eventually superseded by the wider implications for planning of a residents group's attempt to advance its campaign against this long‐standing ‘bad neighbour’ by citing the principle of the ‘direct effect’ of a European Community directive on industrial air pollution.  相似文献

Abstract

In recent years there has been increasing interest in the use of so‐called ‘economic instruments’ in environmental policy. Economic instruments influence the behaviour of economic agents by providing financial incentives for environmentally improved behaviour, or disincentives for damaging behaviour. This paper explores the use of economic instruments in the field of sustainable community planning and development. It does so in the wider context of how environmental economic policy is made. The focus of this paper is to examine the role of policy instruments in community planning, and to review the different types of instruments that are available to policy‐makers. Numerous examples of the various instruments at the community level are described. It is widely believed that policy making should occur at the lowest or most local level possible while maintaining effectiveness. A system of government that does not give adequate legal power to local governments, and does not allow local governments considerable flexibility in the use of funds, cannot be expected to achieve all community objectives. Central governments must give local governments permission to take measures towards sustainable community planning, even though that requires giving them power to address broader issues. At the same time, when issues that should be addressed at national and international levels are not addressed, local governments may be able to take action individually. Given the general reluctance (and perhaps inability) of governments at all levels today to consider non‐economic and, particularly, non‐market policy instruments, it is pragmatic as well as timely to improve our understanding of economic instruments for sustainable community development.  相似文献

This paper presents an agile participatory urban soundscape planning process model, which is proposed as a prerequisite on which to build and reference the efficacy of urban soundscape planning. The model was developed through data synthesis and analysis and mapping engagement with diverse stakeholders across four applied soundscape projects in Brighton and Hove, UK. To the best of the authors’ knowledge, the model is the first of its kind in applied soundscape practice. The data was collected through semi-structured interviews with key stakeholders and document analysis of published resources. The framework used for the analysis of the findings comprised four core urban planning stages: goals and objectives, engagement (e.g. prediction/modelling/design/planning), implications, evaluation. The study found that when integrating soundscape planning with core urban planning stages it was necessary to first identify the appropriate stakeholders in relation to the project context. It was found that these stakeholders could be wide-ranging and unexpected, thereby reinforcing the appropriateness of incorporating an agile approach in the resulting model. The study also found that users’ perceptions are central to soundscape practice and need to be considered at each stage of a planning process to produce an effective and sustainable outcome. A variety of specific events, appropriate to the requirements of the stakeholders, are important for engaging planning authorities, users and other stakeholders at different stages. This study also demonstrated that an evidence-based evaluation method is recommended in an agile participatory urban soundscape planning process to assess stakeholders’ engagement at each stage and to inform and guide subsequent steps in the planning process relevant to the local context(s).  相似文献

ABSTRACT

The transition to more sustainable energy systems has set about redefining the social roles and responsibilities of citizens. Implicit in this are expectations around participation, though the precise contours of what this might mean remain open. Debates around the energy transition have been skewed towards a normative construct of what it means to be a ‘good citizen’, the parameters for which are shaped by predetermined visions of statist and/or market-driven determinations of the energy systems of the future. This article argues that concepts such as ‘energy citizen’ are co-opted to reflect popular neoliberal discourses, and ignore crucial questions of unequal agency and access to resources. Paradoxically, official discourses that push responsibility for the energy transition onto the ‘citizen-as-consumer’ effectively remove agency from citizens, leaving them largely disconnected and disempowered. Consequently, energy citizenship needs to be reconceptualised to incorporate more collective and inclusive contexts for action. Considering how much energy consumption occurs in (traditionally female) domestic spheres, do conventional notions of citizenship (especially with regards to its associated rights and duties) need to be recalibrated in order for the concept to be usefully applied to the energy transition?  相似文献

Wildlife-road conflict has profound negative impacts on both wildlife populations and society. Despite a long-held understanding of this problem, in most regions the wildlife-management strategies (WMS) available to mitigate this conflict are still relatively underutilized. This study examines the implementation of these strategies into road infrastructure, using Southern Ontario as a case study, in order to develop an understanding of what leads to successful WMS implementation. The project management concept of critical success factors was applied and interviews with project decision-makers and key stakeholders were conducted. Nine factors were identified and a comparison between a ‘smooth’ and ‘rough’ project is used to illustrate the cumulative effects that these factors, and their interrelationships, have on project implementation success. Practitioners can use these findings to evaluate WMS projects based on likelihood of success and allocate resources accordingly, ultimately leading to increased chances of implementation and overall benefit to conservation and society.  相似文献

The paper attempts to conceptualise a range of problems arising from project appraisals. The author presents some general considerations concerning the role of social appraisal in territorial planning, the theoretical weaknesses of cost‐benefit analysis in assessing the effects of projects on territorial resources and some questions relating to assessment methodologies and the welfare foundations of social appraisal within planning practices. The author moves away from evaluation as a technical process towards one which also incorporates ‘practical’ knowledge in a process of argumentation.  相似文献

The last decade has seen considerable interest in the concept of social capital and there have been a number of publications focused around the concept. A wide range of claims have been made for the analytic potential of social capital leading some to question the concept's continued value. We think that the concept still has considerable value if used in a careful and rigorous way. We further think that the concept has particular value when considering policy for sustainable development. However, just as sustainable development is a multi‐faceted concept, this application requires a multi‐faceted reading of social capital. Having concluded that a clearer typology of social capital is needed, we propose a threefold typology, adding the new category of ‘bracing’ social capital to the more commonly used distinction between ‘bonding’ and ‘bridging’ social capital. We also address the issues of what social capital can do and how it actually works, specifically in the context of policy for sustainable development.  相似文献

The UK government has identified the land‐use planning system, and development plans in particular, as potentially powerful instruments for integrating national sustainability objectives into strategic decision making at local levels. One method for achieving this is through the use of so‐called ‘sustainability appraisals’, which are an extension of the established system of environmental appraisal used by planners since the early 1990s. A national framework is outlined in Planning Policy Guidance Note 12. Local authorities are now expected to conduct an environmental appraisal of their development plans which covers sustainable development issues. However, little research has been conducted on the effectiveness of current guidance in meeting this aim. By evaluating the implementation of sustainability appraisals nationally, this paper suggests that while government advice to appraise is generally being applied, the actual use of key sustainability principles in practice is rather variable. It then discusses these findings in relation to the changing context of appraisals in the UK and other national planning systems.  相似文献

Abstract

A number of cities around the world are associated with very high levels of private motor car usage, and Auckland provides an example of one of these ‘hyperautomobile’ cities. There are many problems with this system of transportation and dependence on the private car, including environmental, social and city design dimensions. Though there is a clear aspiration to move towards reduced levels of car usage in the city's transport and spatial planning strategies, there are major difficulties in implementation terms. We develop and consider future scenarios to 2041 to reduce these levels of motorization, and subsequent transport CO2 emissions, with a much greater use of public transport, walking and cycling, urban planning, and low emission vehicles. The current implementability of such a ‘sustainable mobility’ future is however questioned in the current political and social context, and critically debated in terms of the available governance mechanisms and the limited attempts to shape the behaviour of the public. We conclude by calling for a reconsideration of the policy measures being considered, including the range and levels of application and investment; with a much wider framing of the transport planning remit, and carried out within a much stronger participatory framework for decision-making.  相似文献
