Strategic environmental assessment (SEA) is gaining widespread recognition as a tool for integrating environmental considerations in policy, plan, and program development and decision-making. Notwithstanding the potential of SEA to improve higher-order decision processes, there has been very little attention given to integrating SEA with industry planning practices. As a result, the benefits of SEA have yet to be fully realized among industrial proponents. That said, SEA practice is ongoing, albeit informally and often under a different label, and is proving to be a valuable tool for industry planning and decision-making. Based on a case study of the Pasquai-Porcupine forest management plan in Saskatchewan, Canada, this paper illustrates how an integrated approach to SEA can contribute to industry environmental decision-making and can enhance the quality and deliverability of industry plans.  相似文献

China's EIA Law came into effect in 2003 and formally requires road transport infrastructure development actions to be subject to Environmental Impact Assessment (EIA). EIAs (including project EIA and plan EIA, or strategic environmental impact assessment, SEA) have been being widely applied in the expressway infrastructure planning field. Among those applications, SEA is applied to provincial level expressway network (PLEI) plans, and project EIA is applied to expressway infrastructure development 'projects' under PLEI plans. Three case studies (one expressway project EIA and two PLEI plan SEAs) were examined to understand currently how EIAs are applied to expressway infrastructure development planning. Through the studies, a number of problems that significantly influence the quality of EIA application in the field were identified. The reasons causing those problems are analyzed and possible solutions are suggested aimed at enhancing EIA practice, helping deliver better decision-making and ultimately improving the environmental performance of expressway infrastructure.  相似文献

This paper explores the potential of sensitivity analysis to improve the Strategic Environmental Assessment (SEA) process and enhance environmental integration. It applies the Sensitivity Model Prof. Vester® to the England SEA process, following two objectives: (1) establishing how different strategic environmental assessment (SEA) elements affect environmental integration; and (2) establishing the sensitivity of the SEA process in terms of response to change. The findings showed that no single element was critical to enhancing environmental integration. Several elements, acting as sources of uncertainty, leverage or stability in the process, were also identified, highlighting their potential as priority targets for process improvement. It is concluded that sensitivity analysis can supplement current expert-led approaches to SEA improvement by (1) identifying elements likely to influence environmental integration and (2) testing the likely performance of recommendations for process improvement.  相似文献

空间规划是国际上战略环境评价应用较为活跃的领域之一,但在我国,无论是空间规划还是空间规划环评,均处于探索和研究阶段。本文从德国空间规划法入手,着重分析空间规划法对战略环境评价的具体要求,旨在为我国今后空间规划开展战略环评提供制度上的参考。文章重点研究了screening、scoping、 层级评价、环境报告、部门咨询、公众参与、决策考虑和跟踪评价等8项有利于提高战略环境评价有效性的主要议题。研究认为,德国的空间规划战略环境评价通过制度保障实施,采用规划部门主导、其他相关部门辅助的模式,使得规划制定与战略环评实施可以有效结合,提倡经济型、节约型和务实性的环境评价,重视战略环评结果,倡导透明决策。  相似文献

Planning for the future is uncertain, and scenario analysis is a method of coping with the uncertainties of future plans. This paper addresses how to deal with future uncertainties by using scenario analysis as a possible approach for conducting a strategic environmental assessment (SEA). Although scenario-based approaches have been linked to strategic planning and SEA, this paper for the first time proposes how a combined approach may be implemented using specific tools and methodologies and, further on, it also implements the first three stages of the six stages proposed for the ‘scenario-based strategic planning’ approach. This work is an attempt to standardize SEA and scenario analysis as a combined approach. The three stages are tested within the Tourism Development Plan of the Iranian province of Gilan, which has been selected as a case study.  相似文献

This paper is based on research conducted in 1997 and 1998 at the EIA Centre, University of Manchester. It examines the extent to which transport infrastructure related policies, plans and programmes (PPPs) in the three EU regions of North West England, the provincie (administrativeregion) of Noord-Hollandand the engerer Verflechtungsraum (EVR, planning region) of Brandenburg-Berlinconsider (environmental) sustainability issues in the form of objectives, targets and related options/measures for action. Furthermore, the role strategic environmental assessment (SEA) appears to play in this context is elaborated. The provision of green and open space in the face of wider development pressure is a key urban challenge. Despite this, few studies have critically investigated the quality of life implications of such provision. This paper focuses on perceptions of built environment factors and their influence on neighbourhood quality of life. Data are drawn from a household survey questionnaire completed by 483 residents living in three neighbourhoods in Dublin, Ireland – an inner city neighbourhood, a suburb and a peri-urban settlement. Positive perceptions of green and open space were identified as important predictors of high levels of neighbourhood satisfaction, surpassed only by dwelling characteristics. This suggests that development strategies which fail to provide for properly planned green and open spaces may be detrimental to neighbourhood quality of life. Furthermore, the results suggest a need for design solutions which consider neighbourhood typology in achieving improved neighbourhood quality of life.  相似文献

By drawing on Mikhail Bakhtin's notion of polyphony, this paper theorises polyphonic environmental planning processes. It argues that Bakhtin's vision of polyphony reveals new insights about the nature of inclusive and transformative environmental planning processes that align and contrast with existing traditions of participatory planning. The polyphonic environmental planning processes are theorised as having two criteria: difference and relationship. The conditions needed to satisfy these criteria are explained through procedural and recognition justice accounts. The paper intervenes in the ongoing scholarly discussion about the ethical base of contemporary planning theories by suggesting that the polyphonic construction of environmental planning processes will have implications on the form and content of these processes. In terms of the form, the polyphonic environmental planning processes imply the creation of an inclusive, dialogical space. In terms of the content, recognising the intrinsic value of otherness will alter the self–other relationship.  相似文献

Scientific debates on environmental impacts in cost-benefit analysis (CBA) focus on methodological questions. The literature, however, contains very little information on the influence of these debates on CBAs made in spatial planning practice. In this paper, this gap is filled by a qualitative analysis of 67 CBAs made in the Netherlands between 2000 and 2011. From the literature on environmental valuation, we derive criteria to evaluate the quality of CBA practice, such as completeness and the inclusion of uncertainties. The analysis shows that in many cases relevant environmental effects are omitted or not monetised. Moreover, non-monetised effects are often not included in CBA conclusions. If impacts are monetised, the methods used are frequently not very sophisticated. The consequences of assumptions are often not communicated, for example, where high discount rates make long-term effects seem unimportant. One of the main problems in using environmental cost-benefit analysis is deciding on the relevant population: whose benefits should we count? This is important since aggregate benefits depend on both per-person benefit and the number of beneficiaries. Yet this latter term is often hard to evaluate. Distance-decay functions are one way of addressing this problem. In this paper, we present estimates of distance-decay functions for a particular environmental improvement, namely a reduction in low flow problems on the River Mimram in Southern England. We do this both for users and non-users, in the context of a contingent valuation study of the benefits of improving low flow conditions. We test whether distance-decay effects for mean Willingness to Pay are stronger for a single environmental good (the River Mimram, in this case) than for a more inclusive set (here, all rivers in Thames region which suffer from low flow problems). Finally, we explore the impact on part-whole bias, in terms of the relationship between WTP for an individual site and WTP for a more inclusive group of sites, of allowing for distance-decay effects.  相似文献

Environmental attitudes are considered to be important factors that influence sustainable consumption. Typically, attitudes fall into two main types: a general environmental attitude (GEA) and a specific environmental attitude (SEA). This study found that the effect of the SEA is stronger than the GEA in regard to sustainable consumption behavior. Also, when analyzing the purchasing behavior of green products, the SEA is a more appropriate and consistent predictor of behavior than the GEA. The study suggests a more operationalized and salient definition of the intended meaning of the term “environmental attitude,” and also advises researchers and marketing professionals to use a framework that contains both types of environmental attitudes in order to better understand what drives the attitude–behavior gap in green consumer behavior.  相似文献

The European Union's Structural Funds are implemented by means of Regional Development Plans (RDP), whose regionally scoped environmental assessment is required. We highlight the deficiencies faced by this approach when subregional areas with high conservation natural values are involved and illustrate it with the case of the RDP of Andalusia region on Doñana National Park area (Spain). Commissioned by the World Wildlife Fund, a Strategic Environmental Assessment (SEA) of the Andalusian RDP was carried out focusing on Doñana and its area of influence. This is a complex space where some of the most environmentally valuable features in the continent coexist with a surrounding intense and multi-sector economic activity, threatening its conservation. In the absence of an established sustainability framework in the Region, a “trickle-down” SEA approach evidenced the need to produce a set of environmental, economic and social guidelines for sustainable management of land, against which the RDP objectives were tested for coherence. An “incremental” SEA approach was also tested, which involved the identification of 79 measures and actions stemming from the RDP provisions and other concurrent planning documents reviewed and the qualitative assessment of their individual and cumulative potential impacts on Doñana environments. In the light of the results, a set of complementary mitigating measures was proposed for inclusion in tiered stages of the planning process. Measures to avoid, reduce, remedy and monitor the major types of impact were proposed, including provisions for public participation. SEA emerges as an instrument for non-governmental organizations (NGOs) to carry out independent assessment of public development initiatives.  相似文献

Some countries, including Taiwan, have adopted strategic environmental assessment (SEA) to assess and modify proposed policies, plans, and programs (PPPs) in the planning phase for pursuing sustainable development. However, there were only some sketchy steps focusing on policy assessment in the system of Taiwan. This study aims to develop a methodology for SEA in Taiwan to enhance the effectiveness associated with PPPs. The proposed methodology comprises an SEA procedure involving PPP management and assessment in various phases, a sustainable assessment framework, and an SEA management system. The SEA procedure is devised based on the theoretical considerations by systems thinking and the regulative requirements in Taiwan. The positive and negative impacts on ecology, society, and economy are simultaneously considered in the planning (including policy generation and evaluation), implementation, and control phases of the procedure. This study used the analytic hierarchy process, Delphi technique, and systems analysis to develop a sustainable assessment framework. An SEA management system was built based on geographic information system software to process spatial, attribute, and satellite image data during the assessment procedure. The proposed methodology was applied in the SEA of golf course installation policy in 2001 as a case study, which was the first SEA in Taiwan. Most of the 82 existing golf courses in 2001 were installed on slope lands and caused a serious ecological impact. Assessment results indicated that 15 future golf courses installed on marginal lands (including buffer zones, remedied lands, and wastelands) were acceptable because the comprehensive environmental (ecological, social, and economic) assessment value was better based on environmental characteristics and management regulations of Taiwan. The SEA procedure in the planning phase for this policy was completed but the implementation phase of this policy was not begun because the related legislation procedure could not be arranged due to a few senators’ resistance. A self-review of the control phase was carried out in 2006 using this methodology. Installation permits for 12 courses on slope lands were terminated after 2001 and then 27 future courses could be installed on marginal lands. The assessment value of this policy using the data on ecological, social, and economic conditions from 2006 was higher than that using the data from 2001. The analytical results illustrate that the proposed methodology can be used to effectively and efficiently assist the related authorities for SEA.  相似文献

Since 21 July 2004, formal strategic environmental assessment (SEA) requirements are in place for certain plans and programmes in European Union member states. Many public plans and programmes have been identified to fall under these requirements, and there has been a range of research activities particularly in land use and transport planning. However, the way in which SEA is to be applied in the private sector has remained largely unclear. Furthermore, to date there has been comparatively little reported private sector experience and the concrete benefits that SEA may deliver to private companies have not yet been discussed to any large extent. In order to address this shortcoming, the paper looks at SEA application in electricity transmission planning, taking the specific case of the privatized company ScottishPower as an example. Based on the evidence obtained, it is suggested that a structured SEA process can strengthen the environmental component and improve private sector decision-making processes. Corporate governance can be improved, if SEA is applied in a tiered system, addressing different issues and tasks at distinct stages in a clearly defined decision making hierarchy.  相似文献

The coverage of strategic environmental assessment (SEA) has been extended to all public sector policies, plans and programmes subject to Scottish jurisdiction. Evaluation of the arguments advanced by the Scottish Executive for using environmental assessment as a tool for environmental governance requires an exploration of some of the contested interpretations of the function of environmental assessment at a strategic level. The paper examines the implications of this extension of the European Union SEA Directive in the context of current arrangements to fit environmental assessment into the UK tradition of integrated policy appraisal. It considers the methodological implications of using SEA explicitly for improving public sector decision making at all levels and across all activities. This enables environmental effects to be taken into account at an early stage in the formulation of government policy, through a transparent system of assessment which encourages public participation.  相似文献

Multi-criteria analysis (MCA) is a family of decision-making tools that can be used in strategic environmental assessment (SEA) procedures to ensure that environmental, social and economic aspects are integrated into the design of human development strategies and planning, in order to increase the contribution of the environment and natural resources to poverty reduction. The aim of this paper is to highlight the contribution of a particular multi-criteria technique, the analytic hierarchy process (AHP), in two stages of the SEA procedure applied to water programmes in developing countries: the comparison of alternatives and monitoring. This proposal was validated through its application to a case study in Brazilian semi-arid region. The objective was to select and subsequently monitor the most appropriate programme for safe water availability. On the basis of the SEA results, a project was identified and implemented with successful results. In terms of comparisons of alternatives, AHP meets the requirements of human development programme assessment, including the importance of simplicity, a multidisciplinary and flexible approach, and a focus on the beneficiaries' concerns. With respect to monitoring, the study shows that AHP contributes to SEA by identifying the most appropriate indicators, in order to control the impacts of a project.  相似文献

A number of factors are critical to the implementation of measures identified through Strategic Environmental Assessment (SEA) processes. This paper addresses the challenge of implementation from a street level perspective and studies the role of planners and their use of discretion in the SEA implementation process: in which way might planners hinder or facilitate the implementation of SEA? Which coping mechanisms and discretions are deliberately or unconsciously developed and used by the planners? The paper reviews the literature on street level bureaucracy (SLB) in order to identify both factors influencing the implementation behaviour of street level bureaucrats and their coping mechanism when confronted with these factors. Based upon the SLB theory, a case study explores the SLB behaviour involved in the implementation of the SEA of the Copenhagen spatial plan. The analysis shows a surprisingly high level of implementation of measures put forward in the SEA report, and underlines the role of planners at the front line of implementation, functioning as ‘innovators’ during the SEA process and the following implementation of measures. The paper documents the importance of examining planners’ role in SEA and their potential as levers for SEA implementation.  相似文献
