This paper first, introduces the concept of mainstreaming ecosystem services by showing its relevance for development planning. Second, it presents the role and importance of strategic environmental assessment in designing and implementation of development policy. Third, the paper sets-out the concept of economic valuation of ecosystem services by discussing what it means and what is at stake if valuation of ecosystem services is ignored in the process of development policy making. The methods of capturing economic contribution of ecosystem services at policy level are discussed with examples in the paper.The main focus of this paper is how ecosystem services can be used in policy scale environmental impact assessment. The paper argues that ecosystem services can be an appropriate indicator to weight developmental policies, programs and plans to ensure the consideration of environmental balancing at the policy level. The paper suggests that the roles of ecosystem services in macroeconomic policies including ecosystem accounting, poverty alleviation and employment generation can be used to link environmental policies and SEA with development policies for a successful impact assessment at policy and program levels. By building upon the various contemporary initiatives within UNEP and outside, the paper in its synthesis section, flags-up necessary knowledge gaps, challenges and lessons learned in integrating values of ecosystem services in strategic environmental assessments.  相似文献

The concept of ecosystem services as developed for the Millennium Ecosystem Assessment (MA) is currently the most extensive, international, scientific concept dealing with the interaction between the world's ecosystems and human well-being. The fundamental asset is seen in the relevancy of the concept at the science–policy interface. Albeit, the mainstreaming of ecosystem services into policy making requires a framework that allows the transition of the scientific concept into the rationale of policy making. We hypothesize that the procedure of policy impact assessment is a suitable venue for this transition. This brings up two questions: 1) where in the process of policy impact assessment can ecosystem services be mainstreamed? 2) How can the impact on ecosystem services properly be accounted for? In this paper we distinguish two groups of policy cases: explicit cases directly addressing ecosystem services, and implicit cases of policies that follow other purposes but may have unintended impacts on ecosystem services as a side effect. The second group covers a wide range of policies for which we set out a framework for mainstreaming of ecosystem services. The framework is exemplary designed for the instrument of ex-ante impact assessment at European policy making level. We reveal that the two concepts of the MA and of the European policy impact assessment are indeed compatible, which makes the integration of the ecosystem service concept possible. We conclude that the linkage of the scientifically validated concept of ecosystem services with the policy concept of impact assessment has the potential of improving the credibility of the latter.  相似文献

Forests provide ecosystem services, including timber production. In some cases, private forest owners perform management actions in order to enhance the provision of such services, or they may be encouraged by public policies and payments. This paper focuses specifically on the decision to set forest land aside for biodiversity conservation, as part of the more general question of the efficiency of multiple-use vs. specialised management of forest lands. We propose an econometric analysis to identify factors in the set-aside choice and measure the impact of this decision on forest management costs. The results show that the set-aside choice depends on the landowners’ income and motivations related to forest amenities. The choice of specialised management, as reflected in the set-aside decision, has a significant and positive impact on the intensity of management in the remainder of the forest and on management costs. From a policy implications point of view, these results suggest that instruments such as forest certification, subsidies and reverse auctions for conservation will be most likely to attract the interest of those forest owners with personal motivations and forest properties that offer both benefit and cost advantages in opting for such specialised management strategies.

Agricultural activities, especially reclamation, are considered major threats to the wetland ecosystems in Sanjiang Plain, the largest concentrated area of the freshwater wetlands in China. In the past decades, the area of the cultivated land and its grain production have been increased at the cost of wetlands shrinkage. The large-scale land reclamation severely affected the ecosystems in this region. However, such effects at the regional scale are seldom evaluated quantitatively. We used three datasets of LANDSAT MSS and/or TM imagery to estimate the area changes and the transition of land use types from 1980 to 2000. We also valued changes in ecosystem services delivered by each land category using value coefficients published by Costanza et al. [Nature 387, 1997, 253–260]. Sensitivity analysis suggested that these estimates were relatively robust. Finally, the contribution of various ecosystem functions was ranked to the overall value of the ecosystem services in this study. According to our estimates, the total annual ecosystem service values in Sanjiang Plain have declined by about 40% between 1980 and 2000 ($156284–182572.18 million in total over 20 years). This substantial decline is largely attributed to the 53.4% loss of wetlands. For individual ecosystem functions, waste treatment, water supply and disturbance regulation account for more than 60% to the total ecological values. During those two decades, the contribution of disturbance regulation, cultural and recreation decreased, while the contribution of water regulation, nutrient cycling, food production, raw materials and climate regulation increased during the same period. We also put forward a few proposals concerning the future land use policy formulation and sustainable ecosystems. They are adjusting the ‘food first’ agricultural policy, establishing more nature reserves for wetlands, creating systems for the rational use of water, harnessing the degraded cultivated land and encouraging eco-tourism.  相似文献

The theoretical basis, the content and the possible applications of the program Monitoring of ecosystems are considered. A functional definition of ecosystem is proposed, and some features of ecosystems are defined on this basis. The program Monitoring of ecosystems is visualized as a large-scale program of simple measurements of the rates of the main ecosystem processes. The expected results can be utilized in two ways: (1) a comparative knowledge of ecosystem functioning provides the fundamentals of geography of ecosystems, and (2) the constant, repeatable evaluation of a given ecosystem function provides a basis for its rational management.  相似文献

Despite hundreds of millions of dollars spent annually in the United States on environmental monitoring, policy and decision makers seldom have ready access to monitoring data to aid in prioritizing reasearch and assessment efforts or to assess the extent to which current policies are meeting the desired objectives. EPA is currently conducting research to evaluate options for establishing an integrated, cooperative monitoring program, with participation by federal, state, and private entities, that could result in annual statistical reports and interpretive summaries on the status and trends in indicators of adverse disturbance and corresponding health of the nation's ecosystem on the regional and national scale.The research described in this article has not been subjected to U.S. Environmental Protection Agency review and therefore does not necessarily reflect the views of the Agency, and no official endorsement should be inferred.  相似文献

This paper quantifies the allocation of ecosystem services value (ESV) associated with land use pattern and qualitatively examined impacts of land use changes and socio-economic factors on spatiotemporal variation of ESV in the Natural Wetland Distribution Area (NWDA), Fuzhou city, China. The results showed that total ESV of the study area decreased from 4,332.16?×?106 RMB Yuan in 1989 to 3,697.42?×?106 RMB Yuan in 2009, mainly due to the remarkable decreases in cropland (decreased by 55.3 %) and wetland (decreased by 74.2 %). Forest, water, and wetland played major roles in providing ecosystem services, accounting for over 90 % of the total ESV. Based on time series Landsat TM/ETM+ imagery, geographic information system, and historical data, analysis of the spatiotemporal variation of ESV from 1989 to 2009 was performed. It indicated that rapid expansion of urban areas along the Minjiang River resulted in significant changes in land use types, leading to a dramatic decline in ecosystem services. Meanwhile, because of land scarcity and unique ecosystem functions, the emergency of wetland and cropland protection in built-up area has become an urgent task of local authorities to the local government. Furthermore, there was still a significant negative correlation between ESV of cropland and wetland and the GDP. The results suggest that future planning of land use pattern should control encroachment of urban areas into cropland and wetland in addition to scientific and rational policies towards minimizing the adverse effects of urbanization.  相似文献

Changing the landscape has serious environmental impacts affecting the ecosystem services, particularly in the tropics. In this paper, we report changes in ecosystem services in relation to land use and land cover over an 18-year period (1988--2006) in the Menglun Township, Xishuangbanna, Southwest China. We used Landsat TM/ETM and Quickbird data sets to estimate changes in ten land use and land cover categories, and generalized value coefficients to estimate changes in the ecosystem services provided by each land category. The results showed that over the 18-year period, the land use and land cover in the study area experienced significant changes. Rubber plantations increased from 12.10% of total land cover to 45.63%, while forested area and swidden field decreased from 48.73 and 13.14 to 27.57 and 0.46%, respectively. During this period, the estimated value of ecosystem services dropped by US $11.427 million (approximately 27.73%). Further analysis showed that there were significant changes in ecological functions such as nutrient cycling, erosion control, climate regulation and water treatment as well as recreation; the obvious increase in the ecological function is provision of raw material (natural rubber). Our findings conclude that an abrupt shift in land use from ecologically important tropical forests and traditionally managed swidden fields to large-scale rubber plantations result in a great loss of ecosystem services in this area. Further, the study suggests that provision of alternative economic opportunities would help in maintaining ecosystem services and for an appropriate compensation mechanisms need to be established based on rigorous valuation.  相似文献

Land use conversions rank among the most significant drivers of change in ecosystem services worldwide, affecting human wellbeing and threatening the survival of other species. Hence, predicting the effects of land use decisions on ecosystem services has emerged as a crucial need in spatial planning, and in the associated Strategic Environmental Assessment (SEA) practice. The paper presents a case-study research aimed at empirically exploring how the implementation of different land-use zoning policies affect the future provision of a set of ecosystem services (water purification, soil conservation, habitat for species, carbon sequestration and timber production). The study area is located in The Araucanía, one of Chile's Administrative Regions. The first part of the methods consisted in the construction of land-use scenarios associated to different policies. Subsequently, the effects of the land-use scenarios on the provision of the selected ecosystem services were assessed in a spatially explicit way, by using modeling tools. Finally, a set of metrics was developed to compare scenarios, and trade-offs in the provision of different ecosystem services were made explicit through trade-off curves. The results indicate that, for this case study, spatial configuration of land uses is as an important factor as their size. This suggests that the analysis of land-use patterns deserves attention, and that this information should be included in scenario exercises aimed to support spatial planning. Since the early 1970s the Bureau of Land Management (BLM) and the Forest Service have emphasized the monitoring approach in managing their rangelands. After a 5-year period of intensive monitoring, stocking rate and other management actions are typically adjusted, depending on whether a definite downward or upward trend in range condition is observed. Examining the Afton Allotment on BLM land in southcentral New Mexico, we demonstrate serious flaws in the monitoring approach and other BLM grazing policies. Monitoring reflects past management but does not consider the future. Perverse incentives for permittees to maximize permit value rather than sustain the forage base still remain in place. The Range Reform '94 proposals by the U.S. Department of the Interior do not address these incentives and other flaws in public land policy. We would reform federal grazing land policy by coupling grazing fees to grazing intensity. Ranchers choosing conservative sustainable grazing intensities would pay low fees, whereas those choosing heavy grazing intensities would be charged higher rates. We would also implement other reforms: making livestock grazing permits transferable to other uses, discontinuing subsidies, eliminating restrictions on nonuse, offering incentives for public land investment, and establishing a biodiversity fund.This paper was supported by the New Mexico Agricultural Experiment Station, Las Cruces and was part of project 1-5-27417.  相似文献

Integrating an ecosystem services (ES) approach into Strategic Environmental Assessment (SEA) of spatial plans potentially enhances the consideration of the value of nature in decision making and policy processes. However, there is increasing concern about the institutional context and a lack of a common understanding of SEA and ecosystem services for adopting them as an integrated framework. This paper addresses this concern by analysing the current understanding and network relations in a multi-actor arrangement as a first step towards a successful integration of ES in SEA and spatial planning. Our analysis focuses on a case study in Chile, where we administered a questionnaire survey to some of the main actors involved in the spatial planning process. The questionnaire focused on issues such as network relations among actors and on conceptual understanding, perceptions and challenges for integrating ES in SEA and spatial planning, knowledge on methodological approaches, and the connections and gaps in the science-policy interface. Our findings suggest that a common understanding of SEA and especially of ES in a context of multiple actors is still at an initial stage in Chile. Additionally, the lack of institutional guidelines and methodological support is considered the main challenge for integration. We conclude that preconditions exist in Chile for integrating ES in SEA for spatial planning, but they strongly depend on appropriate governance schemes that promote a close science-policy interaction, as well as collaborative work and learning.  相似文献

This study outlines and original tool for rural policy planning in southern Europe. This new tool is a process-based, scale-dependent, rural policy-making approach, which is designed to address increasing land degradation problems in southern Europe. Seven important processes are identified (land abandonment, devegetation, intensification in agriculture, global climate change, accelerated soil erosion, increasing water demands, urbanisation) and plotted on a space-time diagram, which clearly shows the spatial and temporal scales for which these processes are significant for landscape change in southern Europe. Conclusions are derived concerning, in particular, sustainable (optimal) rural policy-making for southern Europe's problematic land management. An optimal spatial-temporal scale for land management in southern Europe may range spatially from the farm (0.5 km2) to sub-provincial level (450 km2) and temporally from 7 to 30 years. The study delineates methods and results derivable from such a new policy-planning approach and suggests the usefulness of combining this approach with ecological land classification at the landscape level.  相似文献

The Yanqi Basin, one of the most productive agricultural areas, has a high population density in Xinjiang, Northwest China. Land use changes, mainly driven by oasis expansion, significantly impact ecosystem services and functions, but these effects are difficult to quantify. The valuation of ecosystem services is important to clarify the ecological and environmental changes caused by agriculturalization of oasis. This study aimed to investigate variations in ecosystem services in response to land use changes during oasis agricultural expansion activities in the Yanqi Basin from 1964 to 2009. The methods used were based on formula of ecosystem service value (ESV) and ESV coefficients. Satellite data were combined with the ESV coefficients to quantify land use changes and ecosystem service changes in the study area. Sensitivity analysis determined the effect of manipulating the coefficients on the estimated values. The results show that the total ESVs in the Yanqi Basin were $1,674, $1,692, $1,471, $1,732, and $1,603 million in 1964, 1973, 1989, 1999, and 2009, respectively. The net deline in ESV was $71 million in the past 46 years, but the ESVs of each types of landscape changed significantly. The aggregated ESVs of water areas and wetlands were approximately 80 % of the total ESV. Water supply and waste treatment were the two largest service functions and contributed approximately 65 % of the total ESV. The estimated ESVs in this study were elastic with respect to the value coefficients. Therefore, the estimations were robust in spite of uncertainties on the value coefficients. These significant changes in land use occur within the entire basin over the study period. These changes cause environmental problems, such as land degradation, vegetation degeneracy, and changes in aquatic environment.  相似文献

Land take due to urbanization triggers a series of negative environmental impacts with direct effects on quality of life for people living in cities. Changes in ecosystem services are associated with land take, among which is the immediate C loss due to land use conversion. Land use change monitoring represents the first step in quantifying land take and its drivers and impacts. To this end, we propose an innovative methodology for monitoring land take and its effects on ecosystem services (in particular, C loss) under multi-scale contexts. The devised approach was tested in two areas with similar sizes, but different land take levels during the time-span 1990–2008 in Central Italy (the Province of Rome and the Molise Region). The estimates of total coverage of built up areas were calculated using point sampling. The area of the urban patches including each sampling point classified as built up areas in the year 1990 and/or in the year 2008 is used to estimate total abundance and average area of built up areas. Biophysical and economic values for carbon loss associated with land take were calculated using InVEST.Although land take was 7–8 times higher in the Province of Rome (from 15.1% in 1990 to 20.4% in 2008) than in Molise region, our findings show that its relative impact on C storage is higher in the latter, where the urban growth consistently affects not only croplands but also semi-natural land uses such as grasslands and other wooded lands. The total C loss due to land take has been estimated in 1.6 million Mg C, corresponding to almost 355 million €.Finally, the paper discusses the main characteristics of urban growth and their ecological impact leading to risks and challenges for future urban planning and land use policies.  相似文献

This paper provides a comparison of ecosystem management (EM) to the traditional regulatory management approach and outlines the characteristics of EM from a policy perspective, defining the conditions under which this management tool can be successfully implemented. Ecosystem management is a collaborative and integrative tool focused on balancing societal needs, economic growth, and environmental protection to ensure the long-term ecological integrity of a particular ecosystem. The characteristics of this particular tool include: (1) its holistic approach to environmental problems; (2) its integration of values (economic, social, and environmental) through a collaborative, multi-partner, decision making structure; (3) its reliance on science to guide decisions and set boundaries; and (4) its ability to learn from the implementation of decisions (adaptive management). Ecosystems and their components provide a lot of benefits for the welfare of human beings. Coupled with increasing socioeconomic development, most of the rapidly developing and transitional countries and regions have been experiencing dramatic land use changes. This has resulted in a large amount of forestland, grassland, and wetland being occupied as residential and industrial land or reclaimed for arable land, which in turn results in a sharp deterioration of ecosystem services around the world. Shandong Province, an economically powerful province of China, was chosen as a case study in order to capture the impact of socioeconomic development on ecosystem services. By way of the study, land uses and their changes were categorized between 1980 and 2006, and the ecosystem services capital and changes of 111 counties of Shandong Province in different phases were evaluated, as well as the total ecosystem services capital, followed by the zoning of ecosystem services function region of Shandong Province. We found that the counties in mountainous areas and wetlands, where generally the prefectural-level cities are located with a rapid socioeconomic development, experienced a successive deterioration of ecosystem services especially during the 2000s. Finally, three conservation strategies for managing and improving ecosystem services were proposed and discussed with the aim of achieving coordinate and sustainable development of the socioeconomy, environment, and ecosystems not only in Shandong Province but also in other provinces of China, as well as in other developing and transitional countries and regions.  相似文献

Soil erosion has both on-farm and off-farm impacts. Reductionof soil depth can impair the lands productivity, and thetransport of sediments can degrade streams, lakes, and estuaries. Since 1933, soil conservation policies have existedin the United States. Originally they focused on the on-farmbenefits of keeping soil on the land and increasing net farmincome. Beginning in the 1980s, however, policy goalsincreasingly included reductions in off-site impacts of erosion.As a consequence of conservation efforts associated withexplicit U.S. government policies, total soil erosion between1982 and 1992 was reduced by 32% and the sheet and rillerosion rate fell from an average of 4.1 tons per acre per yearin 1982 to 3.1 tons per acre in 1992 while the wind erosion ratefell from an average of 3.3 tons per acre per year to 2.4 tonsper acre per year over the same period. Still, soil erosion isimposing substantial social costs. These costs are estimated tobe about $37.6 billion annually. To further reduce soil erosionand thereby mitigate its social costs, there are a number ofpolicy options available to induce farmers to adopt conservationpractices including education and technical assistance, financial assistance, research and development, land retirement, andregulation and taxes.  相似文献

Land take is emerging as a global environmental concern, and is particularly critical in intensively developed and land-scarce regions. This paper seeks to understand the effectiveness of the screening stage of Environmental Impact Assessment (EIA) in addressing land take. Screening is the stage where a decision is made as to whether an EIA is required for a project. In many jurisdictions, screening results in three pathways: full EIA directly, preliminary EIA only, or preliminary EIA followed by full EIA. We compared the land take of 217 projects triggering the different pathways in a study region in Italy over a 15-year time interval. Land take was quantified by overlaying the footprint of the projects with a land cover map.The results show that while more attention was given to projects with larger land take impacts overall, the cumulative land take from smaller projects not triggering full EIA was considerable (40% of overall land take). The case-by-case examination conducted through the preliminary EIA was found to work better for some project types (ski areas and small urban development), than for others (quarries). Our findings lead us to advocate improvements in current screening procedures to ensure that the land take impacts are quantified and made explicit in preliminary EIA reports. Our evidence-based approach to determining land take in EIA provides a compelling basis for understanding ways to improve EIA policies, guidance and practice.  相似文献

Measuring the welfare cost of climate change policies is a real challenge, raising difficult issues of micro- and macro-economics: cost-benefit analysis on the one hand, foreign trade and international specialization on the second hand. At the domestic level the possible existence of distortions, in particular in the fiscal system, may either increase or alleviate the welfare cost of a climate change policy, as illustrated by the debate on double dividend. Effects on the prices in international markets and distorted competition between countries committed to abate (Annex B) and uncommitted countries affect both the sharing of the burden, in particular through the change in the terms of trade, and the allocation of activities with the frequently waved threat of delocalization. Based on a companion theoretical analysis, the present paper aims at putting order in the welfare analysis of climate change policy and to present and compare various estimations, issuing from macro- or computable general equilibrium models. Beside the global welfare cost, the paper focuses on the marginal abatement cost and its relation to the carbon price.Most present conceptual and applied analysis is based on the case of a single domestic household-consumer. Taking into account several consumers raises new challenges, concerning equity but even more fundamentally the mere definition of fiscal distortion, which have not yet been really addressed.  相似文献
