Abstract

In siting a monitor to measure compliance with U.S. National Ambient Air Quality Standards (NAAQS) for par-ticulate matter (PM), there is a need to characterize variations in PM concentration within a neighborhood-scale region to achieve monitor siting objectives. A simple methodology is provided here for the selection of a neighborhood-scale site for meeting either of the two objectives identified for PM monitoring. This methodology is based on analyzing middle-scale (from 100 to 500 m) data from within the area of interest. The required data can be obtained from widely available dispersion models and emissions databases.

The performance of the siting methodology was evaluated in a neighborhood-scale field study conducted in Hudson County, NJ, to characterize the area’s inhalable particulate (PM10) concentrations. Air monitors were located within a 2- by 2-km area in the vicinity of the Lincoln Tunnel entrance in Hudson County. Results indicate the siting methodology performed well, providing a positive relationship between the predicted concentration rank at each site and the actual rank experienced during the field study. Also discussed are factors that adversely affected the predictive capabilities of the model.  相似文献

The procedure of a multi-criteria decision analysis supported by the geographic information systems was applied to the site selection process of a planning municipal solid waste management practice based on twelve different scenarios. The scenarios included two different decision tree modes and two different weighting models for three different area requirements. The suitability rankings of the suitable sites obtained from the application of the decision procedure for the scenarios were assessed by a factorial experimental design concerning the effect of some external criteria on the final decision of the site selection process. The external criteria used in the factorial experimental design were defined as “Risk perception and approval of stakeholders” and “Visibility”. The effects of the presence of these criteria in the decision trees were evaluated in detail. For a quantitative expression of the differentiations observed in the suitability rankings, the ranking data were subjected to ANOVA test after a normalization process. Then the results of these tests were evaluated by Tukey test to measure the effects of external criteria on the final decision. The results of Tukey tests indicated that the involvement of the external criteria into the decision trees produced statistically meaningful differentiations in the suitability rankings. Since the external criteria could cause considerable external costs during the operation of the disposal facilities, the presence of these criteria in the decision tree in addition to the other criteria related to environmental and legislative requisites could prevent subsequent external costs in the first place.

Implications:

An experimental design was applied to a siting process based on different scenarios. The suitability rankings of suitable sites were obtained for each scenario. The external criteria used in the design were defined as perception and visibility. The presence of the external criteria produced meaningful differentiations. Two widespread persuasions about site selection were disproved using the results.  相似文献

Spills, leaks, and accidental discharges of petroleum products have contaminated soil at thousands of sites in the United States. One remedial action technique for treating petroleum contaminated soil is the use of thermal desorption technologies.

This paper describes key elements of the U.S. Environmental Protection Agency report titled “Thermal Desorption Applications Manual for Treating Nonhazardous Petroleum Contaminated Soils.”1 The applications manual describes the types, mechanical and operating characteristics of thermal desorption technologies that are commercially available to treat petroleum-contaminated soils. It also provides step-by-step procedures to rate the critical success factors influencing the general applicability of thermal desorption at a particular site. These factors include site, waste and soil characteristics, regulatory requirements, and process equipment design and operating characteristics. Procedures are provided to determine the types of thermal desorption systems that are most technically suitable for a given application and to determine whether on-site or off-site treatment is likely to be the most cost-effective alternative. Key factors that determine process economics are identified, and estimated cost ranges for treating petroleum-contaminated soils are presented. Spreadsheets are provided that can be used for performing cost analyses for specific applications.

The aforementioned report is applicable only to the treatment of petroleum-contaminated soils that are exempt from being classified as hazardous wastes under the Resource Conservation and Recovery Act (RCRA) or as toxic materials under the Toxic Substances Control Act (TSCA). Although much of the technical discussion in this paper is applicable to the treatment of both nonhazardous and hazardous ortoxic materials, permitting requirements and treatment costs are significantly different forthe individual categories of waste materials.  相似文献

The National Ambient Air Quality Monitoring Program is carried out by state and local air pollution control agencies in support of their State Implementation Plans (SIP’s). The current EPA regulations which specify the characteristics of these state monitoring programs are undergoing change as a result of a comprehensive review by an independent work group. These revised regulations, which are described in the paper, are intended to improve the quality, timeliness, and usability of the data generated by the states for all data users. In addition, the revised regulations seek to bring about; (a) national consistency in monitoring site locations through standardized siting procedures; (b) improved network operations by means of a minimum quality assurance program; (c) reduced network inflexibility through an annual network review process; and (d) reduced data reporting through changed data reporting procedures.  相似文献

Initial failure to site a small hazardous waste transfer station focussed attention on the need for a siting approach to overcome community resistance to negotiating siting agreements. A community study program was structured utilizing key principles of community decision making to justify need, to allow for community value judgments of gains, losses and fairness, and to encourage community adaptation to change by providing community control and choice. By translating these principles into specific actions, community awareness and responsibility were fostered and resulted in a consensus to negotiate with transfer station proponents in over 70 percent of the fourteen participating communities. The successful communities represented the entire range of size, income, education levels, type and ownership of homes. Participants stated that the key factors that contributed to their success in reaching consensus were the recognition of need, choice of options and of management measures to minimize impacts, economic cost reduction, and the growth of community pride as a result of taking part in the decision process. These factors reflect the positive effect and the significance of applying the derived decision-making principles.  相似文献

The development of a special (hazardous) waste management system is well under way in Alberta, Canada, and completion of an integrated treatment and disposal facility near Swan Hills is expected in 1988. The facility will handle both inorganic and organic waste streams in a physical/chemical treatment plant and high temperature incinerator. Treated liquid residues will be disposed of in a deep well, and treated solid residues in a secure landfill. The chosen treatment technology and the established hydrogeological conditions of the site ensure the maintenance of environmental quality. An intensive site selection and public participation program provided that only locations which were environmentally and socially suitable for this development were considered. Through awareness of the problems of waste and the solutions for its management, and full citizen involvement in the site selection process, the siting and public participation programs accomplished the difficult task of selecting a location for North America’s first fully integrated special waste treatment and disposal facility.  相似文献

Recent catastrophic industrial accidents have left the public wary of most industrial facilities. Fearing illness and death from toxic releases, the public has opposed siting hazardous waste facilities in their locale. Associated with these concerns are fears of declining property values and a perceived reduction in the quality of life for a community. Recent political actions stemming from these fears have made siting these facilities an extremely unpopular and expensive process.

This paper presents a systematic, phased approach for performing a reliability and hazards analysis of a hazardous waste facility design. It also demonstrates how the results of a risk analysis can present an accurate "risk picture" of the facility for use in alleviating public fears. A typical analysis is outlined and methods that can be used to convey to the public the results of this type of risk analysis are explored.  相似文献

ABSTRACT

Pesticide contamination results from manufacturing, improper storage, handling, or disposal of pesticides, and from agricultural processes. Since most pesticides are mixtures of different compounds, selecting a remedy for pesticide-contaminated soils can be a complicated process. The various available treatment options for remediation fall into three broad categories: containment-immobilization, separation-concentration, and destruction. This paper categorizes pesticides into waste groups based on available treatment options and provides a review of separation treatment options that have been demonstrated to—or show potential to— treat pesticide-contaminated soil. Technologies include radio frequency heating, soil washing, thermal desorp-tion, and solvent extraction.  相似文献

Abstract

The estimation of odor production and dispersion from landfill sites is a very complicated task because of the different chemical species that exist in biogas. To site a new landfill, it is necessary to know the distance that odors can travel around the landfill under atmospheric conditions that increase the concentration of pollutants. Although CH4 is an odorless gas, it can be used as an index to determine the dispersion of low-reactivity odorous species around a landfill site. Methane production rates, estimated by biogas production models, were used by an air dispersion model to determine the spatial distribution of CH4 around landfill sites. By utilizing dispersion models under extreme atmospheric conditions, a maximum CH4 concentration around the landfills was determined. Based on the ratio between CH4 and odorous chemical species, the spatial distribution of the concentration of an odorous species was determined for those species with low reactivity in the atmosphere. For odorous species with high reactivity in the atmosphere, a dispersion-reaction model must be used. In this way, the acceptable distance between new landfills and residential areas can be determined. The proposed methodology could be used as a design tool for those who are interested in landfill siting.  相似文献

Abstract

Air pollution directional risk (APDR) is an essential factor to be assessed when selecting an appropriate landfill site. Because air pollutants generated from a landfill are diffused and transported by wind in different directions and speeds, areas surrounding the landfill will be subject to different associated risks, depending on their relative position from the landfill. This study assesses potential APDRs imposed from a candidate landfill site on its adjacent areas on the basis of the pollutant distribution simulated by a dispersion model, wind directions and speeds from meteorological monitoring data, and population density. A pollutant distribution map layer was created using a geographic information system and layered onto a population density map to obtain an APDR map layer. The risk map layer was then used in this study to evaluate the suitability of a candidate site for placing a landfill. The efficacy of the proposed procedure was demonstrated for a siting problem in central Taiwan, Republic of China.  相似文献

ABSTRACT

Geologic sequestration appears to be a technically feasible method of storing carbon dioxide in underground aquifers in order to lower greenhouse gas emissions into the atmosphere. The overall feasibility of geologic sequestration is still in question and as such, has been the focus of intense research over the past decade. Researchers have looked to the oil/gas industry and water well industry for lessons learned and technical knowledge, however, a better industry to emulate may well be the waste industry. Viewing geologic sequestration repositories as underground landfills has a great many benefits. First, there is a plethora of existing research and investigations that are directly analogous to geologic sequestration projects. Second, the regulatory framework is rather mature and can be easily adapted to serve geologic sequestration. This paper conducts an extensive literature search of the environmental, waste, and geologic sequestration literature to ascertain planning, design, and operational methodologies, lessons learned, and concepts that are directly useful for geologic sequestration to improve the technical and regulatory framework. Lastly, the paper uses a hypothetical underground landfill geologic sequestration site (ULGSS) in Florida, USA to discuss some of the findings and implications from the literature. It is concluded that there are a number of literature findings from the waste and environmental arena that should be adapted for geologic sequestration.

IMPLICATIONS Geologic sequestration is a promising solution for greenhouse gas control. This work supports that notion but suggests further improvements to the technical and regulatory framework based upon an extensive review of the waste management and environmental literature. The improvements include suggestions in the areas of permitting, site selection, operations, cost accounting, and special waste handling. Some of these improvements are discussed using a hypothetical project site in Florida, USA.  相似文献

The gooseneck barnacle fishery in Asturias (N. Spain) has undergone three important changes: (1) the early implementation of a co-management system based on Territorial User Rights for Fishing, (2) a change in management measures (due to a decrease in landings), and (3) an economic crisis. This has allowed us to analyze the systems’ sustainability in time through examining five critical variables: landings, effort, catch per unit effort (CPUE), mean market prices, and annual revenue. Additionally, we used focus groups and questionnaires to determine the response of the system to these three changes. Co-management has succeeded in maintaining or increasing CPUE throughout all management areas and produced stable mean market prices. This was achieved through flexible management policies and adaptive strategies adopted by the fishers, such as increased selectivity and diversification. The analysis of this fishery provides important lessons regarding the need to understand the evolutionary dynamics of co-management and the importance of embracing adaptive capacity.

This paper presents an EPA evaluation of the first field demonstration of an in situ stabilization/solidification process for contaminated soil under the EPA Superfund Innovative Technology Evaluation (SITE) program. Demonstration of this process was a joint effort of two vendors: ? International Waste Technologies (IWT) of Wichita, Kansas, who provided the treatment process, specifically the proprietary additive called HWT-20, and

? Geo-Con, Inc., of Pittsburgh, Pennsylvania, who provided both engineering and hardware for the in situ soil treatment.

The field demonstration took place in April, 1988 at a site in Hialeah, Florida, contaminated mainly with polychlorinated biphenyls (PCBs). EPA tested the soil before and after treatment and the EPA evaluation of this process is based on results from this testing. A year later, in April 1989, EPA tested again the treated soil and results of that testing were compared to those of the demonstration. Results of the EPA evaluation of the IWT process, the Geo-Con performance, and treatment costs are discussed separately.  相似文献

Recent investigations have indicated that ambient air CO measurements may not reflect population exposure to CO. The lack of correlation may be due to improper siting of CO instruments, improper interpretation of air quality data, or both. Studies of population carboxy-hemoglobin levels are evaluated and compared with ambient air data.,

No significant correlation was found between median population COHb levels and reductions in CO concentrations required to meet ambient air standards when calculations used to estimate reductions were based on the second highest 8 hour average. However, calculated reductions based on annual average concentrations and a trend analysis technique correlated significantly with COHb levels in five cities from which both CAMP and COHb data were available.

Studies to determine the nature of the relationship between ambient air CO concentrations and population COHb levels are needed. The differences between the Occupational Safety and Health Act Regulations and the National Ambient Air Standards for carbon monoxide should be scrutinized to determine if a redefinition of the standards or their applicability is warranted. A reevaluation of the controls necessary to make reductions in population COHb burden may be necessary.  相似文献

ABSTRACT

According to the literature, it is estimated that outdoor air pollution is responsible for the premature death in a range from 3.7 to 8.9 million persons on an annual basis across the world. Although there is uncertainty on this figure, outdoor air pollution represents one of the greatest global risks to human health. In North America, the rapid evolution of technologies (e.g., nanotechnology, unconventional oil and gas rapid development, higher demand for fertilizers in agriculture) and growing demand for ground, marine and air transportation may result in significant increases of emissions of pollutants that have not been carefully studied so far. As a result, these atmospheric pollutants insufficiently addressed by science in Canada and elsewhere are becoming a growing issue with likely human and environmental impacts in the near future. Here, an emerging pollutant is defined as one that meets the following criteria: 1) potential or demonstrated risk for humans or the environment, 2) absence of Canada-wide national standard, 3) insufficient routine monitoring, 4) yearly emissions greater than one ton in Canada, 5) insufficient data concerning significant sources, fate, and detection limit, and 6) insufficiently addressed by epidemiological studies. A new methodology to rank emerging pollutants is proposed here based on weighting multiple criteria. Some selected emerging issues are also discussed here and include the growing concern of ultrafine or nanoparticles, growing ammonia emissions (due to rapid expansion of the agriculture), increased methane/ethane/propane emissions (due to the expanding hydraulic fracturing in the oil and gas sector) and the growing transportation sector. Finally, the interaction between biological and anthropogenic pollution has been found to be a double threat for public health. Here, a multidisciplinary and critical overview of selected emerging pollutants and related critical issues is presented with a focus in Canada.

Implications: This overview paper provides a selection methodology for emerging pollutants in the atmospheric environment. It also provides a critical discussion of some related issues. The ultimate objective is to inform about the need to 1) address emerging issues through adequate surface monitoring and modeling in order to inform the development of regulations, 2) reduce uncertainties by geographically mapping emerging pollutants (e.g., through data fusion, data assimilation of observations into air quality models) which can improve the scientific support of epidemiological studies and policies. This review also highlights some of the difficulties with the management of these emerging pollutants, and the need for an integrated approach.  相似文献

A pilot-scale soil washing process, patented by BioTrol, Inc., was demonstrated on soil contaminated by wood treating waste, primarily pentachlorophenol (PCP) and creosote-derived polynuclear aromatic hydrocarbons (PAHs). Although soil washing was the main object of this demonstration, the treatment train that was evaluated included two other BioTrol technologies for treatment of waste streams from the soil washer. The three technologies were: ? The BioTrol Soil Washer (BSW)—a volume reduction process, which uses water to separate contaminated soil fractions from the bulk of the soil.

? The BioTrol Aqueous Treatment System (BATS)—a biological water treatment process.

? The Slurry Bioreactor (SBR)—a BioTrol biological slurry treatment process conducted in an EIMCO BIOLIFTtm reactor.

The sandy soil at the site, consisting of less than 10 percent of fines, was well suited for treatment by soil washing. The soil washer was evaluated in two tests on soil samples containing 130 ppm and 680 ppm of PCP, respectively.

The BSW successfully separated the feed soil (dry weight basis) into 83 percent of washed soil, 10 percent of woody residues, and 7 percent of fines. The washed soil retained about 10 percent of the feed soil contamination while 90 percent of the feed soil contamination was contained within the woody residues, fines, and process water.

The soil washer achieved up to 89 percent removal of PCP and 88 percent of total PAHs, based on the difference between their levels in the as-is (wet) feed soil and the washed soil. PCP concentrations of 14 ppm and 87ppm in the washed soil were achieved from PCP concentrations of 130 ppm and 680ppm in the feed soil. Concentrations of total PAHs were reduced from 247 ppm to 42 ppm and 404 ppm to 48 ppm, respectively, in the two tests.

The BATS degraded up to 94 percent of PCP in the process water from soil washing. PAH removal could not be determined due to low influent concentrations.

The SBR achieved over 90 percent removals of PCP and 70 to 90 percent removals of PAHs from the slurry of contaminated fines from soil washing. However, steady state operation was not achieved during the single test and the results were variable.

Cost of a commercial-scale soil washing, assuming use of all three technologies, was estimated to be $168 per ton of soil treated. Incineration of woody material accounts for 76 percent of the cost.  相似文献

This paper describes incorporation of a human visual system model in the widely used plume visibility model PLUVUE. The results will be of interest to all involved with siting new sources for which visibility of the plume is a concern and to visibility researchers. The human visual system model allows inclusion of size and shape effects on the perceptibility of a plume. Example calculations are given for 2250- and 1600-MW power plants which show that size and shape effects can reduce the predicted perceptibility by up to a factor of three.  相似文献

ABSTRACT

Modeling transit bus emissions and fuel economy requires a large amount of experimental data over wide ranges of operational conditions. Chassis dynamometer tests are typically performed using representative driving cycles defined based on vehicle instantaneous speed as sequences of “microtrips”, which are intervals between consecutive vehicle stops. Overall significant parameters of the driving cycle, such as average speed, stops per mile, kinetic intensity, and others, are used as independent variables in the modeling process. Performing tests at all the necessary combinations of parameters is expensive and time consuming. In this paper, a methodology is proposed for building driving cycles at prescribed independent variable values using experimental data through the concatenation of “microtrips” isolated from a limited number of standard chassis dynamometer test cycles. The selection of the adequate “microtrips” is achieved through a customized evolutionary algorithm. The genetic representation uses microtrip definitions as genes. Specific mutation, crossover, and karyotype alteration operators have been defined. The Roulette-Wheel selection technique with elitist strategy drives the optimization process, which consists of minimizing the errors to desired overall cycle parameters. This utility is part of the Integrated Bus Information System developed at West Virginia University.

IMPLICATIONS It is expected that the paper will provide a useful tool for modeling and analysis of vehicle fuel economy and emissions and for the design, optimization, and analysis of driving cycles for testing and vehicle fleet management.  相似文献

In November 1990, the Silicate Technology Corporation's (STC) proprietary process for treating soil contaminated with toxic semivolatile organic and inorganic contaminants was evaluated in a Superfund Innovative Technology Evaluation (SITE) field demonstration at the Selma Pressure Treating (SPT) wood preserving site in Selma, California. The SPT site was contaminated principally with pentachlorophenol (PCP) and arsenic, as well as lesser amounts of chromium and copper. Because of their importance when selecting a remedy for the site, PCP and arsenic were identified as critical analytes to evaluate the effectiveness of treatment.

Evaluation of STC's treatment process was based on contaminant mobility, measured by numerous leaching tests, and structural integrity of the solidified material, measured by physical, engineering, and morphological tests. An economic analysis was also performed, using cost information supplied by STC and supplemented by information generated during the demonstration.

Conclusions drawn from this SITE demonstration evaluation are: (1) the STC process can chemically stabilize contaminated soils similar to those at the Selma site that contain both semivolatile organic and inorganic contaminants; (2) PCP was successfully treated as demonstrated by total waste analysis; (3) heavy metals such as arsenic can be immobilized successfully based on various leach-test criteria; (4) the short-term physical stability of the treated waste was good, with unconfined compressive strengths (UCS) well above landfill solidification standards; (5) treatment resulted in a volume increase of 59 to 75 percent (68 percent average) and a slight increase in bulk density; and (6) the process is expected to cost approximately $190 to $360 per cubic yard when it is used to treat 15,000 cubic yards of waste similar to that found at the STC demonstration site, assuming that on-site, in-place disposal is performed.  相似文献
