Background: The Occupational Safety and Health Council(OSHC) is committed to improve the safety performance of the high risk construction industry.In the past three years,about 40% of the fatal accidents in the construction industry were related to Renovation,Maintenance,Alteration and Addition(RMAA).Due to the poor safety record,some of the RMAA contractors have difficulty in obtaining the Employees’ Compensation Insurance(ECI) cover in the market,or if they could obtain the ECI,the premium rate would be exceedingly high.In view of this,the OSHC,the Labour Department jointly launched"OSH Star Enterprise-Pilot Scheme on Safety Accreditation for the RMAA Industry",which prompts the industry to take practicable safety measures to improve the safety of working environment and reduce occupational injuries.The program also helps the stakeholders and insurers to identify safety-conscious contractors and thereby provide them with a favourable premium rate under the Employees’ Compensation Insurance Residual Scheme(ECIRS).Objectives: The OSHC launches the Pilot Scheme to improve the safety performance of the RMAA industry through providing safety training,subsidizing enterprise to purchase safety equipment and providing safety audit.We also use financial incentive to encourage RMAA enterprises to join the Pilot Scheme-for those who are accredited as "OSH Star Enterprise"could receive a premium discount from the ERIRS when obtaining the ECI.The scheme also differentiates those safety-conscious and law-abiding enterprises from the poor performers,which helps the industry and public identifying the RMAA contractors who pay attention to work safety.Methods: The Pilot Scheme targets RMAA enterprises that employ less than 50 employees in Hong Kong.A three-pronged approach is used to improve the safety performance of the RMAA industry: the Pilot Scheme provides(1) financial support for the RMAA contractors to buy a transportable temporary anchor device and full body safety harness and its anchor system;(2) safety training  相似文献

Introduction: The phenomenon that construction workers do not use personal protective equipment (PPE) is a major reason for the high occurrence frequency of accidents in the construction industry. However, little efforts have been made to quantitatively examine the factors influencing construction workers’ acceptance of PPE. Method: In the current study, a PPE acceptance model for construction workers (PAMCW) was proposed to address the noted need. The PAMCW incorporates the technology acceptance model, theory of planned behavior, risk perception, and safety climate for explaining construction worker acceptance of PPE. 413 construction workers participated in this study to fill out a structured questionnaire. The PAMCW was analyzed using structural equation modeling. Results: Results provide evidence of the applicability of the technology acceptance model and theory of planned behavior to the PPE acceptance among construction workers. The positive influence of safety climate and risk perception-severity on attitude toward using PPE was significant. Safety climate positively influences perceived usefulness. Risk perception-worry and unsafe was found to positively affect intention to use PPE. Practical Applications: Practical suggestions for increasing construction workers’ use of PPE are also discussed.  相似文献

Construction is one of the most hazardous industries due to its unique nature. Measured by international standards, construction site safety records in China are poor. This paper aims to examine the status of safety management in the Chinese construction industry, explore the risk-prone activities on construction sites, and identify factors affecting construction site safety. The findings reveal that the behavior of contractors on safety management are of grave concern, including the lack of provision of personal protection equipment, regular safety meetings, and safety training. The main factors affecting safety performance include ‘poor safety awareness of top management’, ‘lack of training’, ‘poor safety awareness of project managers’, ‘reluctance to input resources to safety’ and ‘reckless operations’. The study also proposes that the government should play a more critical role in stricter legal enforcement and organizing safety training programs.  相似文献

Introduction: The construction industry is regarded as one of the most unsafe occupational fields worldwide. Despite general agreement that safety training is an important factor in preventing accidents in the construction sector, more studies are needed to identify effective training methods. To address the current research gap, this study evaluated the impact of novel, participatory safety training methods on construction workers’ safety competencies. Specifically, we assessed the efficacy of an immersive virtual reality (VR)-based safety training program and a participatory human factors safety training program (HFST) in construction industry workplaces. Method: In 2019, 119 construction sector workers from eight workplaces participated in a randomized controlled trial conducted in Finland. All the study participants were assessed using questionnaires at baseline, immediately after the intervention and at one-month follow-up. We applied generalized linear mixed modeling for statistical analysis. Results: Compared to lecture-based safety training, VR-based safety training showed a stronger impact on safety motivation, self-efficacy and safety-related outcome expectancies. In addition, the construction sector workers who participated in the VR-based safety training showed a greater increase in self-reported safety performance at one-month follow-up. Contrary to our study hypotheses, we found no significant differences between the study outcomes in terms of study participants in the HFST training condition and the comparison condition without HFST training. Conclusion: Our study indicates that VR technology as a safety training tool has potential to increase safety competencies and foster motivational change in terms of the safety performance of construction sector workers. In the future, the efficacy of participatory human factors safety training should be studied further using a version that targets both managerial and employee levels and is implemented in a longer format. Practical implications: Safety training in virtual reality provides a promising alternative to passive learning methods. Its motivating effect complements other safety training activities.  相似文献

This study was conducted to see whether fatalism is an important factor in explaining occupational accidents among medical waste operatives in Dhaka, Bangladesh. Data were collected using a variety of qualitative techniques and included observation, formal and informal dialogue. Sampling strategies included formal representative sampling, purposive and authoritative sampling. Employers did not supply PPE or offer training to their staff. Most workers (73%) did not wear PPE regularly, and a further 18% wore only insufficient PPE. Consequently, most waste workers (95%) reported that they had experienced occupational accidents, mostly (75%) from used needles and other sharps. These observations were associated with fatalistic beliefs among the participants, both managers and employees, who attributed these events to “fate” reflecting their perceived lack of control over such accidents. This study reveals many examples of a lack of organisational awareness that can occur within a culture of fatalism.  相似文献

Background

Immigrant Latino day laborers working in residential construction are at particularly high risk of fatal and non-fatal traumatic injury and benefit from targeted training.

Objective

To understand the impact of a participatory, peer-facilitated health and safety awareness training customized to the needs of Latino day laborers.

Methods

Baseline surveys exploring exposures, PPE use, attitudes, work practices and work-related injuries were collected from more than 300 New Jersey Latino day laborers in construction prior to their participation in a one day (minimum of six hour) Spanish language health and safety training class. The classes, led by trained worker trainers, engaged participants in a series of tasks requiring teamwork and active problem solving focused on applying safe practices to situations they encounter at their worksites. Follow-up surveys were difficult to obtain among mobile day laborers, and were collected from 70 men (22% response rate) 2-6 months following training. Chi-square analysis was used to compare pre- and post-intervention PPE use, self protective actions, and self-reported injury rates. Focus groups and in-depth interviews addressing similar issues provided a context for discussing the survey findings.

Results

At baseline, the majority of day laborers who participated in this study reported great concern about the hazards of their work and were receptive to learning about health and safety despite limited influence over employers. Changes from baseline to follow-up revealed statistically significant differences in the use of certain types of PPE (hard hats, work boots with steel toes, safety harnesses, and visible safety vests), and in the frequency of self-protective work practices (e.g., trying to find out more about job hazards on your own). There was also a suggestive decrease in self-reported injuries (receiving an injury at work serious enough that you had to stop working for the rest of the day) post-training based on small numbers. Sixty-six percent of workers surveyed post-training reported sharing information from their safety workbook with friends and co-workers. Focus groups and interview results generally confirmed the quantitative findings.

Conclusions

Participatory, peer led training tailored to the needs of construction day laborers may have a positive effect on Latino immigrant workers’ attitudes, work practices, and self reported injury rates, but major changes would require employer engagement.

Impact on Industry

Health and safety researchers have identified reducing the number of traumatic injuries among the immigrant construction workforce as an increasingly important priority. This project provides one model for collaboration between university-based researchers, a union, and a community-based organization. The specific elements of this project—participatory curriculum customized to the needs of day laborers in residential construction, training day laborers to facilitate training classes, and involving peer leaders in outreach and research—could be adapted by other organizations. The findings of this study suggest that the Latino day laborers have a strong interest in and some ability to act on health and safety information. Widespread implementation of this type of training, especially if supported with cooperation from residential contractors, could lead to reduced rates of traumatic injury in the residential construction industry.  相似文献

METHOD: A 24-week experiment was conducted to assess how first aid training affects the motivation of small business construction industry employees in avoiding occupational injuries and illnesses and its effect on their occupational health and safety behavior. A simplified multiple baseline design across workplace settings was used to evaluate the effects of first aid training. Participants' motivation to control occupational safety and health risks was explored during in-depth interviews before and after receipt of first aid training. Objective measurement of occupational safety and health behavior was conducted by a researcher directly observing the workplace before and after participants received first aid training. RESULTS: The observations at participants' worksites suggested that, for the most part, the first aid training had a positive effect on the occupational safety and health behavior of participants. First aid training appeared to reduce participants' "self--other" bias, making them more aware that their own experience of occupational safety and health risks is not beyond their control but that their own behavior is an important factor in the avoidance of occupational injury and illness. First aid training also appeared to reduce participants' willingness to accept prevailing levels of occupational safety and health risk and increase the perceived probability that they would suffer a work-related injury or illness. Participants expressed greater concern about taking risks at work after receiving first aid training. IMPACT ON INDUSTRY: It appears that first aid training enhances participants' motivation to avoid occupational injuries and illnesses and improves their risk control behavior. The implications of this are that first aid training can have a positive preventive effect and could complement traditional occupational health and safety training programs. As such, there may be benefit in providing first aid training to all employees rather than limiting this training to a small number of designated "first aiders."  相似文献

当前,安全损失外部化倾向未能从根本上有效调动建筑企业致力于改善安全生产业绩。笔者认为,要从本质上改善我国建筑安全生产状况,必须促使安全损失内部化,该理念不仅有利于落实“企业安全生产责任主体”制度、保护建筑工人及其家庭的权益以及减轻政府负担,而且还能促使整个社会共同致力于改善职业安全与健康状况,从而促进建筑市场的持续健康发展和确保社会的和谐稳定。市场经济条件下,安全损失内部化须借助经济杠杆的调节作用,通过提高赔偿额度、提取安全生产抵押金、制裁或罚款、浮动保险费率、带薪工伤病假以及市场进退机制等手段,加大安全损失内部化力度。安全损失内部化力度的加大,对预防未来的安全事故将起到积极的经济刺激作用,从本质上提高我国建筑业整体安全管理水平。  相似文献

This research covers the current status of occupational health and safety (OHS)-related practices in the informal construction segment of Pakistan. Data were collected, through interviews, from 316 construction sites employing 3577 workers. The results of the study reveal that both employers and workers lack knowledge of OHS laws/standards and no practices of this nature are enacted at these construction sites. Alarmingly, work-related accidents, whenever they happen, are not given due attention and there is no formal injury-report system. The informal construction industry employs a huge portion of the informal workforce, and lack of OHS happens at tremendous human cost. These research findings may thus play their role in strengthening the case for reforms in the sector. This study, if properly utilized, may also enable employers of the sector by increasing their knowledge about OHS practices and, as a result, trying to offer safer environments for their workers.  相似文献

个体防护装备,以往称劳动防护用品,是以保护劳动者安全和健康为目的,并且直接与人体接触的装备或者用品。从某种意义上讲,它是保障劳动者安全和健康的最后一道防线,在保护劳动者和确保安全生产方面有着重要意义。经过多年努力,我国在个体防护装备的技术标准方面制定并颁布了一系列国家标准和行业标准,并形成了初步的标准体系,本文研究了ISO、CEN、JIS的个体防护标准体系,并着重对其体系和有代表性的标准进行比对分析,从而归纳出我国个体防护及检测技术标准存在的问题,对制定和提高我国个体防护装备的体系建设具有一定的参考意义,并为个体防护及检测领域的相关国际标准的研制工作提出一些建议。  相似文献

IntroductionWith more diversity in the workforce, companies are producing PPE such as hard hats, safety glasses, coveralls, foot protection, and safety harnesses for a larger range of body shapes and sizes. However, gray literature reports suggest that barriers exist to getting alternate sized PPE from the manufacturer to the workers who need it. The purpose of this study is to determine the extent to which alternative-sized PPE is marketed.MethodA web-based review of seven major manufacturers of PPE was conducted to determine: (a) whether or not they offer alternative-sized products, (b) if these products are clearly labeled, and (c) if images used to display PPE are representative of a diverse workforce.ResultsOf the seven PPE manufacturers investigated, six had at least one product that was marketed as gender and/or size alternatives however, alternative sizes were more common for larger body types. Alternative-sized products rarely included size charts, and the models used to display PPE were overwhelmingly white males of average size.ConclusionsDespite the growing availability of alternative-sized PPE, it can be difficult to find these products, which suggests that they are rarely promoted or labeled as alternative-sized. Our study indicates that companies should expand their product lines and more aggressively market and promote these items. Guidance on how to properly fit their products would also be extremely helpful to the end-user.Practical applicationsManufacturers could improve the availability of alternative-sized PPE and increase their promotion of these products on their websites and in their catalogs. Individual companies and safety professionals may assist in this process by demonstrating demand for alternative-sized PPE.  相似文献

为了调查农民工职业危害防护的具体需求意愿及他们对企业职业危害管理现状的认知,分析农民工职业危害防护需求意愿与农民工职业危害防护行为之间的关系。采用问卷调查的定量调查方法进行调查。调查对象中男性农民工409人,女性农民工157人。参与问卷调查的农民工,均接触一种及以上的职业性有害因素。调查内容包括了解公司预防和控制职业病的政策,参与公司的职业危害管理决策,实施的职业性健康安全培训、健康监护、个人防护用品的使用等预防和控制职业病的管理措施等方面,本次调查显示,农民工对于预防职业危害表现出强烈的需求愿望,且对企业的职业危害防护现况表示了不满,倾向于采取极端的行为维护自身的健康权益。但另一方面,农民工实际参与企业职业危害防护的行为率较低,与他们的需求意愿相比有明显的差距。  相似文献

为了对施工安全事故网络舆论实施有效监督,推进国家治理体系和治理能力现代化,基于前景理论,构建政府、承包商和社会公众关于施工安全事故网络舆论监督演化博弈模型,利用系统动力学方法进行数值仿真。结果表明:心理作用对政府、承包商和社会公众在施工生产安全事故发生后的策略选择有较大影响;提高政府发现承包商隐瞒信息的概率及政府对承包商的处罚,能使承包商趋向于选择如实公布信息;减小公众造谣概率和增大公众舆论监督收益,能使公众趋向于选择舆论监督;公众选择网络舆论监督,能促使政府积极主动回应社会关切,促使承包商如实公布信息。  相似文献

Accidents involving contractors continue to occur with regular frequency. By using the standard set within the PSM 29 CFR 1910.119(h) regulations, it has been identified that certain aspects of the way contractors do work are not up to the stipulated regulatory requirements especially regarding matters like not providing mandatory personal protective equipment (PPE) to the workers, not discussing hazards related to handling procedures with the workforce and improper control of non-routine activities during changes in shifts. The PSM 29 CFR 1910.119(h) regulations promulgated in 1992 provides standards that covered processes to obtain and evaluate data regarding contractors' health and safety programs as well as the contractors' performance evaluation. Many of the accidents involving contractors are direct result of poor training of contractors and/or poor control of the contracted work. Even though most organizations have their own contractor management systems, there are issues in meeting the requirements of PSM. The PSM standard only state “what to do” not “how to do it”. This is known as self-regulatory policy which depends on the industries understanding to interpret the standard that also contribute to this problem. This paper presents a structured and easy technique to plan and implement a practical and comprehensive contractors' management system in process industries that will comply with OSHA CFR 1910.119. A model has been developed based on this technique and its application has been tested in a pilot plant for compliance to PSM regulation. The model is beneficial to the process industries as any deficiencies in the PSM contractors' management program will be highlighted by the model which will then easily correct the identified deficiency so as to minimize and prevent catastrophic accidents.  相似文献
