Interest in the concept—and implementation—of environmental excellence is at an all-time high. A wealth of examples from individual companies, trade associations, states, industry coalitions, and the federal government illustrate the growing acceptance by a wide range of stakeholders of a management systems approach to environmental issues. Perhaps nowhere is this more clear than in the collection of public comments submitted to EPA in response to its January 15, 1993, Federal Register notice, which proposed the creation of an Environmental Leadership Program (ELP). The authors, both of whom worked on the ELP, review these public comments and offer a set of “do's and don'ts” for organizations interested in establishing an environmental excellence program. In addition, the authors outline the Green Track proposal, a plan to structure an alternate regulatory pathway based on environmental excellence.  相似文献

The Environmental Technology Verification Program (ETV) was started by the U.S. Environmental Protection Agency in October 1995 to generate independent and credible data on the performance of innovative technologies that have the potential to improve protection of public health and the environment. The purpose of this program is to help organizations, industries, businesses, states, communities, and individuals make better‐informed decisions when selecting new environmental technologies. This article details new research showing that the majority of U.S. consumers have strong inclinations to buy earth-sustainable food products. Contrary to prevailing beliefs in the industry, the market potential for these products is enormous—52 percent of consumers are willing to buy “green,” and nearly one-third (30 percent) can actually be considered as the core market for earth-sustainable food products. Yet these products currently represent only 2 percent of all food sales. This immense gap can be eliminated by turning our focus from supply (an endless stream of new product introductions) to demand (the needs of the consumer). Doing so requires a clear understanding of the consumer and the dispelling of several myths that pervade the marketplace today. Information in this article was taken from Phase 1 of The Hartman Report—Food and the Environment: A Consumer's Perspective, which examines the consumer segments in much more detail with regard to attitudinal, demographic, and psychographic profiles. The report was commissioned, in part, by The Kellogg Foundation, The Food Alliance, and Cascadian Farm. Phase II of the research more closely examines those segments that represent the key target markets for these products, including information on the effects of advertising, public relations, and labels in communicating environmentally sustainable product messages. Phase III will develop specific retail tactics that can be effective in delivering products and services to the most important segments. Chemical mishaps, in some cases leading to fires and explosions, may pose a threat to workers in the manufacturing industry, the general public, and to the environment in general. In response to this concern, the New Jersey Technical Assistance Program (NJTAP) for Industrial Pollution Prevention, in conjunction with the Chemical Industry Council and the Responsible Care® Initiative, has launched a new program called ECO¯·PA, an Ecological Opportunity Assessment for Process Safety and Risk Management. Environmental and safety regulations have become more complex, and since small businesses typically have fewer resources available to interpret these regulations, they may have trouble complying despite their good faith efforts. ECO¯·PA addresses this need for compliance. Now that the program is available, how does one contact and provide this assistance to appropriate clients? NJTAP has created an algorithm for targeting clients which may be useful for other nonprofit organizations.  相似文献

From 1996 to 1997, the US Environmental Protection Agency (EPA) and the Texas Natural Resource Conservation Commission (TNRCC) conducted an air quality study known as the Lower Rio Grande Valley Transboundary Air Pollution Project (TAPP). The study was a US–Mexico Border XXI program project and was developed in response to local community requests on a need for more air quality measurements and concerns about the health impact of local air pollutants; this included concerns about emissions from border-dependent industries in Mexico, known as maquiladoras. The TAPP was a follow-up study to environmental monitoring done by EPA in this area in 1993 and incorporated scientific and community participation in development, review of results, and public presentation of findings. In spite of this, critical remarks were leveled by community activists against the study's preliminary “good news” findings regarding local air quality and the influence of transboundary air pollution. To resolve these criticisms and to refine the findings to address these concerns, analyses included comparisons of daily and near real-time measurements to TNRCC effects screening levels and data from other studies along with wind sector analyses. Reassessment of the data suggested that although regional source emissions occurred and outliers of elevated pollutant levels were found, movement of air pollution across the border did not appear to cause noticeable deterioration of air quality. In spite of limitations stated to the community, the TAPP was presented as establishing a benchmark to assess current and future transboundary air quality in the Valley. The study has application in Border XXI Program or other air quality studies where transboundary transport is a concern since it involved interagency coordination, public involvement, and communication of scientifically sound results for local environmental protection efforts.  相似文献

Summary Black Americans face increased health risks from environmental and occupational exposures when compared with white Americans, but they also face increased risks for more immediate health problems such as HIV infection/AIDS, alcohol and drug abuse, violence, and infant mortality. A survey of more than 1,000 black public health and black political leaders solicited opinions on the relative importance of 1) environmental health and 2) occupational health and safety compared with other public health problems faced by the black community. The survey also determined opinions about the degree to which specific health problems are amenable to change for black Americans and who (or what agency) should spearhead efforts aimed at specific public health objectives.Responding black leaders felt environmental health and occupational health and safety goals were somewhat important for black Americans, but among the most difficult of all public health objectives to meet. Those who felt that the above objectives were very important identified the federal govemment as the primarily responsible party for seeing that the objectives are met.Dr Dona Schneider is Assistant Professor of Public Health at Rutgers University. She teaches epidemiology and biostatistics for the New Jersey Graduate Program in Public Health at the University of Medicine and Dentistry of New Jersey, and holds memberships in both the Environmental and Occupational Health Sciences Institute and the National Institute for Environmental and Health Sciences. In a case study that examines the outcomes of a flexible information-based policy, we observe how organizations obtain Leadership in Energy and Environmental Design certification. We use a regression discontinuity analysis to identify practices used to upgrade certification tiers. This analysis reveals preferences for green certification strategies and, we argue, intimates the perceived motivations for green certification. We distinguish practices that potentially confer private gains through returns to efficiency and productivity investments, from practices that only provide public benefits. Data show that organizations strategically certify to avoid high-cost resource use, appeal to key stakeholders, and communicate building and organization quality. Builders upgrading to the highest tiers are more likely to deploy practices with private gains. Results suggest a willingness to extend short time horizons associated with energy-efficiency investments in exchange for marketing benefits. Our discussion notes the capacity for certifications to mitigate market barriers associated with the energy-efficiency gap.  相似文献

Environmental education was a principal topic on the agenda of the Stockholm 1972 Conference. In response to its recommendation UNESCO and UNEP developed and launched the International Environmental Education Program (IEEP) in 1977. Environmental education was perceived to encompass in-school and out-of-school activities and public awareness. Later developments added training to its objectives and the concept of sustainable development to its dimensions. The international Convention on Biological Diversity (CBD) represented a phase in the world commitment to conservation of nature. It underpinned biodiversity in the fields of environmental education. Biodiversity education is based on five pivots: scale of boundaries (from local to worldwide), perspectives, goals, themes (vary according to actors), and assimilation (evaluation of programs of action). Directions relate to learners and teachers, and processes address: awareness, school education, education (and professional training) at tertiary level, roles of communication and media institutions.  相似文献

ABSTRACT: This report summarizes the findings of a ten week study made by the eight member Urban and Environmental Studies Program student staff of the Rock Creek Area Community Projects Board to assist the Village in its search for funds to improve its inadequate water and sewage systems. The ten year history of the Village of Rock Creek in its previous attempts to secure funding from outside sources is summarized. An analysis of federal funding programs’criteria is developed. Recommendations and a step by step analysis of how to precure these funds by the Village Council is presented. This report highlights the ten week activity which successfully produced earmarked federal funds for the Village's water project.  相似文献

In the United States public involvement in the Environmental Impact Statement (EIS) process is required by Council on Environmental Quality (CEQ) Guidelines, Executive mandates, and agency guidelines. Public participation after the initial Environmental Impact Assessment (EIA) and throughout the preparation of the Draft Environmental Impact Statement (DEIS) is desirable for it permits contributions from:
  1. those who are directly affected by a proposed project.
  2. individuals with expertise in environmental fields that may be affected by government action.
Early public participation can be useful in identifying environmental problems and potential sources of controversy. A systematic approach should be applied by government agencies to solicit public opinion throughout the preparation of the DEIS. Early, active, and meaningful participation particularly by those government and public segments most affected by the proposed project is a positive step towards effectively using the EIS as a management tool for mitigating impacts to the human environment. Here we discuss the role of public participation in the EIS process and develop an approach for initiating early and expressive public participation.  相似文献

Summary The purpose of this paper is to examine subjects to show the nature and limit of interdisciplinary communication in existing environmental programmes in US graduate schools. Ultimately, this analysis may provide more effective communication with the general public. Following comparative historical reviews of both the sciences and the human activity for environmental protection, and a content analysis of empirical documents used by the public, a mushroom computer model has been produced. This model is based on organizational behaviour theory and contains the following 15 subjects which were originally introduced before the lack of communication resulting from curriculum failure in the 19th century: philosophy, politics, economics, architecture, sociology, biology, medicine, agriculture, ecology, public health, mathematics, physics, chemistry, geology, statistics. The subjects should foster effective communication with the general public, leading to more effective environmental protection.Dr Hong S. Kim is at the Environmental Studies Program, California State University, Fullerton, USA. He received a PhD from the Administration and Management Program at Walden University, Minneapolis, Minnesota, USA. His numerous papers are focused on environmental pollution analysis, environmental impact assessment, environmental management, and environmental law. The note by Kampas and Adamidis (2004; KA) argues for a series of limitations in the paper by [Gren, I.-M., Destouni, G., Tempone R., 2002. Cost effective policies for alternative distributions of stochastic water pollution. Journal of Environmental Management, 66, 145–157.]. We systematically go through and reply to the arguments made by KA, showing that they are all based on misunderstanding of the pollutant load quantities involved in the GDT study and of the scope and purpose of the study. Specifically, the KA arguments are critically based on the invalid assumption of log-normality in individual, basin-scale annual pollutant loads, which are the basic pollutant transport quantities involved in the GDT study. We show that GDT never made, or had physical reason to make any such assumption, whereby the following KA arguments become irrelevant.  相似文献

Sagoff [Journal of Agricultural and Environmental Ethics 18 (2005), 215–236] argues, against growing empirical evidence, that major environmental impacts of non-native species are unproven. However, many such impacts, including extinctions of both island and continental species, have both been demonstrated and judged by the public to be harmful. Although more public attention has been focused on non-native animals than non-native plants, the latter more often cause ecosystem-wide impacts. Increased regulation of introduction of non-native species is, therefore, warranted, and, contra Sagoff’s assertions, invasion biologists have recently developed methods that greatly aid prediction of which introduced species will harm the environment and thus enable more efficient regulation. The fact that introduced species may increase local biodiversity in certain instances has not been shown to result in desired changes in ecosystem function. In other locales, they decrease biodiversity, as they do globally.  相似文献

/ The extent and use of industry-reported environmental data are increasing, warranting an in-depth analysis of this information. This paper reviews the environmental reporting guidelines issued by several business and nonprofit organizations and evaluates the environmental reports published by the Fortune 50 companies, half of which publish reports. After describing the history of environmental reporting and the content of the guidelines, a comparative evaluation is made to indicate the types of companies producing reports, the topics reported, the intended audiences, the scope and depth of the material reported, and the effectiveness of the reports as communication devices. These reports are mechanisms to enhance a firm's image, public relations, and marketing and are aimed largely at concerned individuals, affected communities, and investors. Significant differences in the content and the depth of reports are seen as firms report on topics that are perceived by the public as high risks. The most complete reports are published by industries with poor or controversial public images, e.g., the chemical and timber industries. Still, no report provided information that was sufficient for comprehensive or comparative analyses of environmental performance. Elevated nitrate concentrations in streamwater are a major environmental management problem. While land use exerts a large control on stream nitrate, hydrology often plays an equally important role. To date, predictions of low-flow nitrate in ungauged watersheds have been poor because of the difficulty in describing the uniqueness of watershed hydrology over large areas. Clearly, hydrologic response varies depending on the states and stocks of water, flow pathways, and residence times. How to capture the dominant hydrological controls that combine with land use to define streamwater nitrate concentration is a major research challenge. This paper tests the new Hydrologic Landscape Regions (HLRs) watershed classification scheme of Wolock and others (Environmental Management 34:S71-S88, 2004) to address the question: Can HLRs be used as a way to predict low-flow nitrate? We also test a number of other indexes including inverse-distance weighting of land use and the well-known topographic index (TI) to address the question: How do other terrain and land use measures compare to HLR in terms of their ability to predict low-flow nitrate concentration? We test this for 76 watersheds in western Oregon using the U.S. Environmental Protection Agency’s Environmental Monitoring and Assessment Program and Regional Environmental Monitoring and Assessment Program data. We found that HLRs did not significantly improve nitrate predictions beyond the standard TI and land-use metrics. Using TI and inverse-distance weighting did not improve nitrate predictions; the best models were the percentage land use—elevation models. We did, however, see an improvement of chloride predictions using HLRs, TI, and inverse-distance weighting; adding HLRs and TI significantly improved model predictions and the best models used inverse-distance weighting and elevation. One interesting result of this study is elevation consistently predicted nitrate better than TI or the hydrologic classification scheme.  相似文献

In recent years there has been a startling rise in the issuance of fish consumption advisories. Unfortunately, compliance by the public is often low. Low compliance can be due to a number of factors, including confusion over the meaning of advisories, conflicting advisories issued by different agencies, controversies involving health benefits versus the risks from consuming fish, and an unwillingness to act on the advisories because of personal beliefs. In some places, such as along the Savannah River, one state (South Carolina) had issued a consumption advisory while the other (Georgia) had not, although at present, both states now issue consumption advisories for the Savannah River. Herein we report on the development of a fish fact sheet to address the confusing and conflicting information available to the public about consuming fish from the Savannah River. The process involved interviewing fishers to ascertain fishing and consumption patterns, evaluating contaminant levels and exposure pathways, discussing common grounds for the provision of information, and consensus-building among different regulatory agencies (US Environmental Protection Agency, South Carolina Department of Health and Environmental Control, Georgia Department of Natural Resources) and the Department of Energy. Consensus, a key ingredient in solving many different types of “commons” problems, was aided by an outside organization, the Consortium for Risk Evaluation with Stakeholder Participation (CRESP). The initial role for CRESP was to offer scientific data as a basis for groups with different assumptions about risks to reach agreement on a regulatory response action. The process was an example of how credible science can be used to implement management and policies and provide a basis for consensus-building on difficult risk communication issues. The paper provides several lessons for improving the risk process from stakeholder conflicts, through risk assessment, to risk management. It also suggests that consensus-building and risk communication are continuing processes that involve assimilation of new information on contaminants and food-chain processes, state and federal law, public policy, and public response.  相似文献

The Northern Michigan Environmental Research Program was conducted by the University of Michigan's Biological Station and Institute for Social Research to obtain information about the aquatic and human resources of water-rich, resort-oriented northern lower Michigan. Results of the study were directed toward long-term environmental management. Multiple methods were used to communicate study results, including self-contained information briefs, regular contacts and seminars with community leaders and public officials, and mass media. Selected illustrations of project data applied to environmental management problems are cited, e.g., curtailment of nutrient loadings, wetlands protection, improved effectiveness of riparian organizations, and highway planning. A series of shortLakeland Reports, designed to present factual information, general environmental principles, and action implications to a lay audience, proved to be effective. However, it became apparent that environmental decisions were not strongly affected by reports alone. Instead, several mutually reinforcing channels of communication must be employed to develop a climate of receptiveness and understanding to insure environmentally sound decisions.  相似文献
