In England, the development of urban brownfield sites is a significant planning policy aimed at supporting urban regeneration and protecting the countryside. Brownfield sites are required, in policy, to be developed in a sustainable way. However, determining what this means in practice is unclear. This paper presents a framework for assessing the sustainability of brownfield developments, devised to clarify the stakeholders in land reuse and establish how sustainability can be achieved on reused sites. The framework has been used in research investigating the sustainability of five brownfield developments in England. The performance of the framework in this research is assessed and its potential practical use outlined.  相似文献

Intensification of existing urban areas is currently a major item on the policy agenda of the Ontario and Canadian governments. As part of the urban intensification drive, brownfield sites have become major candidates for redevelopment. Governments at all levels have initiated policies and programmes to encourage their remediation and redevelopment. This paper reports the findings of a qualitative exploration of brownfield redevelopment in London, Canada. Through in-depth interviews (n?=?17) with key stakeholders involved in brownfield redevelopment, the study explores the level of participation in brownfield redevelopment, barriers to brownfield redevelopment in the city, and perceptions about financial incentives in the city's Brownfield Community Improvement Plan. The study found that despite the availability of financial incentives, the overall private sector participation in brownfield redevelopment is low due to barriers such as competition from greenfield, risk, cost, negative public perception of brownfields, and complex remediation processes. The paper provides policy suggestions that may contribute to a more active participation in brownfield redevelopment in the city.  相似文献

This paper examines the nature of the economic costs and risks involved in brownfield versus greenfield redevelopment in the Greater Toronto Area (Ontario, Canada) from a private sector perspective, and assesses the potential effectiveness of different policies and programmes designed to attenuate associated costs and risks. Through interviews, case-studies and an analysis of hypothetical development scenarios, it has been found that the perception that brownfield redevelopment is less cost-effective and entails greater risks than greenfield development, on the part of the private sector, is true for industrial projects in the province, but not for residential ones, which were found to be feasible, given the assumptions of the present study. Furthermore, the study has found that the attractiveness of residential brownfield projects can increase considerably with minor policy changes, but that promoting industrial redevelopment will require a more vigorous approach that employs a variety of environmental policy and economic development measures.  相似文献

This paper is concerned with the link between urban quality improvements and economic activity. A key question is whether improvements in the urban environment which might be achieved, for instance, through pedestrianisation, will affect business location choices - for example, are office or retail businesses particularly keen to locate in more pleasant urban places? The paper outlines the current state of development of the literature with respect to the influence of urban quality on economic activity, and proposes a framework for forecasting economic impacts based on three communities of reference: customers, employees, and the businesses themselves. The results from original modelling of a case study area in Manchester, England are reported and suggest that the positive uplifts that may be expected from environmental improvement programmes may well be on a scale which is significant. The research is obviously important for the urban regeneration and renaissance agendas which posit attractive and well-designed environments as a way to create the right conditions for promoting economic growth.  相似文献

This paper discusses the need for a more robust definition of the term 'brownfield' from a multidisciplinary perspective. It examines the issues involved in constructing an agreed and accepted definition and its importance with regard to UK government policy. Current usage of the term 'brownfield' and related terminology is reviewed. The paper proposes that: a brownfield site is any land or premises which has previously been used or developed and is not currently fully in use, although it may be partially occupied or utilized. It may also be vacant, derelict or contaminated. Therefore a brownfield site is not necessarily available for immediate use without intervention. Interpretation of the terminology incorporated with the definition is presented herein. The definition is subsequently evaluated with respect to the views of different stakeholder groups involved in the redevelopment of brownfield sites.  相似文献

ABSTRACT

Addressing urban sustainability challenges requires changes in the way systems of provision and services are designed, organised and delivered. In this context, two promising phenomena have gained interest from the academia, the public sector and the media: “smart cities” and “urban sharing”. Smart cities rely on the extensive use of information and communications technology (ICT) to increase efficiencies in urban areas, while urban sharing builds on the collaborative use of idling resources enabled by ICT in densely populated cities. The concepts have many similar features and share common goals, yet cities with smart city agendas often fail to take a stance on urban sharing. Thus, its potentials are going largely unnoticed by local governments. This article addresses this issue by exploring cases of London and Berlin – two ICT-dense cities with clearly articulated smart city agendas and an abundance of sharing platforms. Drawing on urban governance literature, we develop a conceptual framework that specifies the roles that cities assume when governing urban sharing: city as regulator, city as provider, city as enabler and city as consumer. We find that both cities indirectly support urban sharing through smart agenda programmes, which aim to facilitate ICT-enabled technical innovation and emergence of start-ups. However, programmes, strategies, support schemes and regulations aimed directly at urban sharing initiatives are few. We also find that Berlin is sceptical towards urban sharing organisations, while London took more of a collaborative approach. Implications for policy-makers are discussed in the end.  相似文献

There is evidence that contact with the natural environment and green space promotes good health. It is also well known that participation in regular physical activity generates physical and psychological health benefits. The authors have hypothesised that ‘green exercise’ will improve health and psychological well-being, yet few studies have quantified these effects. This study measured the effects of 10 green exercise case studies (including walking, cycling, horse-riding, fishing, canal-boating and conservation activities) in four regions of the UK on 263 participants. Even though these participants were generally an active and healthy group, it was found that green exercise led to a significant improvement in self-esteem and total mood disturbance (with anger-hostility, confusion-bewilderment, depression-dejection and tension-anxiety all improving post-activity). Self-esteem and mood were found not to be affected by the type, intensity or duration of the green exercise, as the results were similar for all 10 case studies. Thus all these activities generated mental health benefits, indicating the potential for a wider health and well-being dividend from green exercise. Green exercise thus has important implications for public and environmental health, and for a wide range of policy sectors.  相似文献

The redevelopment of brownfields and the creation of green space in cities are two initiatives that are gaining support in the US, for they are perceived to be important elements for fostering urban revitalization and more sustainable development. Although these initiatives have evolved separately, the two have started to converge as governments, local communities and other stakeholders begin to consider brownfields as potential locations for green space. A barrier to this convergence, however, has been the focus of brownfield efforts on redevelopment that garners direct economic benefits, as well as the lack of information regarding the benefits that brownfield to green space projects can bring about.

This paper examines the utilization and quality of life impacts of three brownfield to green space projects from the perspective of those using them and the affected communities. The perceptions of respondents (combined N = 479) were assessed via three separate surveys, sharing common questions, which obtained written responses at the point of distribution or elicited mailed responses. The results indicate that these projects quickly achieve regular use and that users partake in a vast array of active and passive recreational activities. The projects also contribute in many ways to personal and community quality of life, particularly in terms of enhancing scenic beauty and neighbourhood appeal, improving access to trails, recreation space, and nature, boosting community pride, removing blight, improving physical fitness and raising property values. In all, 90% of those surveyed felt that green space was a good use for brownfields.  相似文献

An understanding of groundwater vulnerability in urban watersheds is important for the prevention of both surface water and groundwater contamination and can therefore be a useful tool in brownfield redevelopment and land use planning. Although industrial activity in southeastern Michigan has historically been restricted to the urbanized sections of metropolitan Detroit, new industrial development is rapidly taking place in rural and undeveloped areas. Although environmentalists and urban planners agree that industrial site recycling in urban centres (a.k.a. brownfield redevelopment) is preferable to developing green areas, many older sites remain undeveloped due to real and perceived risks. Using a PC-based geographic information system, a conceptual model of solute transport in soil was developed to evaluate potential impacts to both groundwater and surface water quality resulting from industrial development. The model was used to create a map of groundwater vulnerability within the Rouge River watershed of southeastern Michigan. The map has been used to pin-point several rural and undeveloped areas where groundwater quality is threatened by proposed development. It has also clearly demonstrated that many older brownfield sites, within the City of Detroit, are located on materials that have a much lower vulnerability to groundwater contamination and may therefore be far less costly to redevelop than greenfield sites in undeveloped areas of the watershed.  相似文献

The exploitation of shale gas resources is a significant issue of environmental justice. Uneven distributions of risks and social impacts to local site communities must be balanced against the economic benefits to gas users and developers; and unequal decision-making powers must be negotiated between local and central governments, communities and fracking site developers. These distributive and procedural elements are addressed in relation to UK policy, planning, regulatory and industry development. I adopt an explicitly normative framework of policy evaluation, addressing a research gap on the ethics of shale gas by operationalising Shrader-Frechette’s Principle of Prima Facie Political Equality. I conclude that UK fracking policy reveals inherent contradictions of environmental justice in relation to the Conservative Government’s localist and planning reform agendas. Early fracking policy protected communities from harm in the wake of seismic risk events, but these were quickly replaced with pro-industry economic stimulation and planning legislation that curtailed community empowerment in fracking decision-making, increased environmental risks to communities, transferred powers from local to central government and created the conditions of distributive injustices in the management of community benefit provisions. I argue that only by “re-localising” the scale of fracking governance can political equality be ensured and the distributive and procedural environmental injustices be ameliorated.  相似文献

This paper shows how prevailing economic development paradigms over the last five decades have favoured an urban-based model of economic development at the expense of environmental considerations in developing countries. How the disjuncture between these competing agendas has been experienced in Egypt forms the focus of the paper. Tension between environmental and development/urbanization policies reflects their political encoding aimed at maintaining regime stability. The state has attempted to mediate between the domestic interests of an urban-based elite and the urban poor, international donor dominance of Egypt's economic and urban development strategies, and the country's limited institutional capacity to manage its developmental aspirations. In a policy configuration that buttresses macro-economic policy with urban development priorities, the unfettered role of market processes has produced vast but unregulated urban expansion with, now, increasingly severe environmental consequences. Despite attempts to reconcile the two agendas in the last decade, the paper concludes that the main issues endemic to the public policy domain in Egypt, and in many developing countries, remain: poor line ministry coordination, weak enforcement of environment law, resistance to participation, limited implementation capacity, conflicts between sectoral and cross-sectoral policy formulation, and dependency on external donors. Rapid changes are occurring in the rhetoric and practice of transport planning in the UK. Driven by ever increasing road congestion and growing awareness of the impact of road transport on the environment, a consensus is said to be emerging over the implementation of a new approach to UK transport planning centred on managing the demand for road travel rather than catering for it. This paper explores the depth and breadth of the penetration of this new consensus in relation to policy making in central government and in three local case-study areas. The paper charts the factors that have shifted transport policy direction and are contributing to and inhibiting the adoption of a new demand management approach. It concludes by stating that whilst definitive shifts in transport-planning rhetoric and practice have occurred in recent times, shifts toward demand management have been slow due in particular to local cultural and political difficulties. These persist in many localities and in similar policy areas and an awareness of these is useful in highlighting difficulties in the adoption of environmental sustainability agendas in other policy fields.  相似文献

While the redevelopment of brownfield sites has been the mainstay of public agencies and private developers, this paper argues that in order to promote just redevelopment that encourages participation and targets weak market sites, a community-based approach to brownfield redevelopment should be encouraged. Furthermore, this paper maintains that community development corporations (CDCs) could be the ideal agents to spur community development and address environmental justice concerns through their increased involvement in brownfield redevelopment projects. In order to promote these positions, we first describe this new approach, which focuses on building the capacity of CDCs to meaningfully participate in brownfield redevelopment. We then offer four proposals designed to increase this capacity. We conclude with a discussion of how community-based brownfield redevelopment connects to larger issues of democratic decision-making, environmental justice, and urban revitalisation.  相似文献

Policies designed to conserve sites of nature conservation importance are an important aspect of city planning in the UK. London has led the way in putting in place a spatial hierarchy of sites of nature conservation importance designed to protect wildlife habitats from development. Some wasteland habitats associated with derelict and vacant land receive protection in this way but development pressure on these so-called 'brownfield sites' is high and is likely to continue. This paper examines how conservation professionals in the private, public and voluntary sectors are responding to the threats of biodiversity loss and opportunities for habitat creation posed by re-development of brownfield sites. The study draws on in-depth interviews conducted with conservation professionals and the practices employed by ecological advisers employed by developers seeking to re-develop wasteland sites. It finds that practitioners are negotiating their role in the re-development process in different ways. Key issues relate to the role of ecological science in codifying wasteland habitats, uncertainties about how best to evaluate the conservation importance of such sites and the strategies and tactics employed by different practitioners as they seek to mobilise a range of knowledges and practices to secure ecologically sensitive proposals. Scientific knowledge about wasteland habitats has not stabilised in ways that can consistently inform conservation policy and practice. As a result biodiversity issues of wasteland sites are often discounted in the re-development process. Investment in studies of the basic ecology of urban wastelands could provide a firmer scientific foundation on which conservation policies could build. At the same time, many conservation professionals involved in urban re-development are struggling to promote a pro-active approach to secure environmentally sensitive development. The knowledge and co-operation networks being mobilised to support this approach are fluid and unstable, and favourable development outcomes as yet are few. Formalising these networks to achieve more effective engagements with developers and the construction industry could consolidate ecological practices designed to conserve and re-create the biodiversity of wasteland habitats.  相似文献

This paper considers moves to integrate environmental and economic development policies at local level. It provides a brief review of the EU policy frameworks and funding programmes which give a lead to, and support, local authorities in these efforts. Ecologically based approaches to local economic management are particularly highlighted. Municipalities typically employ a mix of regulatory, financial and voluntary measures to improve the environmental performance of businesses, create jobs and work towards greater local self-reliance. With the help of recent examples, the paper explores the variable scope for action—very much dependent on the national context—and identifies some mechanisms which are being used to good effect elsewhere in Europe but which are currently not easily transferable to the UK. Through programmes encouraging networking and the exchange of experience, UK practitioners can gain access to a range of European practice which demonstrates that greener local economic development is a real possibility.  相似文献

This paper examines the use of economic instruments in the implementation of environmental policy, based upon a recent study into the European Union Packaging and Packaging Waste Directive (94/62/EC). It explores the introduction of competitionbased models in the UK implementation of the Directive, and assesses their ability to achieve positive environmentaloutcomes in a cost-efficient manner. Several problems for the competition model are discussed, particularly the fear of profiteering within marketbased systems by some economic operators; the behaviour of economic operators towards non-profitable market segments; the ability of free-market models to engender public participation in recycling programmes; and the failure of private sector solutions to consider the full environmental costs of packaging. Neo-liberalist competitive models do not address such problems convincingly, and therefore continued government intervention is required if the UK is to meet its targets under the EU Directive. Whilst economic instruments and competition provide avenues for a more effective environmental policy, there is a continuing need for government regulation rather than unquestioning faith in the benefits of the free market.  相似文献

We describe the development of an integrated assessment model which evaluates redevelopment options of large contaminated brownfields and we present the application of the model in a case study. Aiming to support efficient and sustainable revitalization and communication between stakeholders, the presented assessment model integrates three pinnacles of brownfield revitalization: (i) subsurface remediation and site preparation costs, (ii) market-oriented economic appraisal, and (iii) the expected contribution of planned future land use to sustainable community and regional development. For the assessment, focus is set on the early stage of the brownfield redevelopment process, which is characterized by limited data availability and by flexibility in land use planning and development scope. At this stage, revealing the consequences of adjustments and alterations in planning options can foster efficiency in communication between the involved parties and thereby facilitates the brownfield revitalization process. Results from the case-study application indicate that the integrated assessment provides help in the identification of land use options beneficial in both a sustainable and an economical sense. For the study site it is shown on one hand that brownfield redevelopment is not automatically in line with sustainable regional development, and on the other hand it is demonstrated that additional contributions to sustainability are not intrinsically tied to increased costs.  相似文献
