Evaluating environmental impacts has become an increasingly vital part of environmental management. In the present study, a methodological procedure based on multiattribute utility theory (MAUT) has been applied to obtain a decision-maker's value index on assessment of the environmental impacts. The paper begins with an overview of MAUT. Next, we elicited strategic objectives and several important attributes, and then structured them into a hierarchy, with the aim of structuring and quantifying the basic values for the assessment. An environmental multiattribute index is constructed as a multiattribute utility function, based on value judgements provided by a decision-maker at the Korean Ministry of Environment (MOE). The implications of the results are useful for many aspects of MOE's environmental policies; identifying the strategic objectives and basic values; facilitating communication about the organization's priorities; and recognizing decision opportunities that face decision-makers of Korea.  相似文献

DOI: 10.1111/j.1752-1688.2009.00410.x Abstract: In this study, end user (farmer) and decision maker (water allocator) opinions were surveyed and a conjoint analysis (CA) based method was applied to the quantitative and qualitative data to assess the utility associated with each attribute that plays a role in forming the final thinking of the water users. The application of CA for estimating the utility for each attribute level is a novel approach, which helps provide a formal, objective basis for assigning relative scales for each attribute interval within a multiattribute decision-making model. The utilities (part-worths) obtained from the CA have a cardinal scale and were found to be comparable within and across the attributes. A farmers’ survey on five water allocation attributes was completed from 62 farmers and their opinions on the relative importance of attributes were elicited for a subarea of the Indus River Basin. The CA method was then applied to the survey data and the utilities for each attribute level were determined. This allowed, for instance, decisions to be made, which take account of the perceived value of the water and of the availability of local labor to work on the farm. Finally, these interval scales were used within the specification of the ELECTRE multiattribute decision-making method to provide a complete and objective ranking of nine irrigation districts so that the best decisions on water allocation could be made.  相似文献

Abstract: The two main rivers of southeast Texas: Guadalupe and San Antonio have shown high temporal increase in bacteria concentration during the last decade. The SPAtially Referenced Regression On Watershed (SPARROW) attributes model, developed by the U.S. Geological Survey (USGS), has been applied to predict the fluxes and concentrations of contaminants in unmonitored streams and to identify the sources of these contaminants. This model identifies every reach as a basic network unit to distribute the sources, delivery, and attenuation factors. The model is data intensive and implements nonlinear regression to solve the parsimonious relations for describing various watershed processes. This study explored watershed and hydrological characteristics (land uses, precipitation, human and animal population, point sources, areal hydraulic load and drainage density, etc.) as the probable sources and delivery mechanisms of waterborne pathogens and their indicator (Escherichia coli [E. coli]) in the Guadalupe and San Antonio River basins. The effect of using various statistical indices for model selection on the final model’s ability to explain the various E. coli sources and transport processes was also analyzed.  相似文献

This paper describes a public participation exercise in which stakeholders used an approach based on multiattribute utility analysis to select a site for a hazardous waste management facility. The key to success was the ability to separate and address two types of judgments inherent in environmental decisions—technical judgments regarding the likely consequences of alternative choices and value judgments regarding the importance or seriousness of those consequences. The approach enabled technical specialists to communicate the essential technical considerations and allowed stakeholders to establish the value judgments for the decision. Although rarely used in public participation, the multiattribute utility approach appears to provide a useful framework for the collaborative resolution of complex environmental decision problems.  相似文献

This article presents a framework for integrating a regional geographic information system (GIS)‐based nitrogen dataset (Texas Anthropogenic Nitrogen Dataset, TX‐ANB) and a GIS‐based river routing model (Routing Application for Parallel computation of Discharge) to simulate steady‐state riverine total nitrogen (TN) transport in river networks containing thousands of reaches. A two‐year case study was conducted in the San Antonio and Guadalupe basins during dry and wet years (2008 and 2009, respectively). This article investigates TN export in urbanized (San Antonio) vs. rural (Guadalupe) drainage basins and considers the effect of reservoirs on TN transport. Simulated TN export values are within 10 percent of measured export values for selected stations in 2008 and 2009. Results show that in both years the San Antonio basin contributed a larger quantity than the Guadalupe basin of delivered TN to the coastal ocean. The San Antonio basin is affected by urban activities including point sources, associated with the city of San Antonio, in addition to greater agricultural activities. The Guadalupe basin lacks major metropolitan areas and is dominated by rangeland, rather than fertilized agricultural fields. Both basins delivered more TN to coastal waters in 2009 than in 2008. Furthermore, TN removal in the San Antonio and Guadalupe basins is inversely related to stream orders: the higher the order the more TN delivery (or the less TN removal).  相似文献

This paper develops a framework for regional scale flood modeling that integrates NEXRAD Level III rainfall, GIS, and a hydrological model (HEC-HMS/RAS). The San Antonio River Basin (about 4000 square miles, 10,000 km2) in Central Texas, USA, is the domain of the study because it is a region subject to frequent occurrences of severe flash flooding. A major flood in the summer of 2002 is chosen as a case to examine the modeling framework. The model consists of a rainfall-runoff model (HEC-HMS) that converts precipitation excess to overland flow and channel runoff, as well as a hydraulic model (HEC-RAS) that models unsteady state flow through the river channel network based on the HEC-HMS-derived hydrographs. HEC-HMS is run on a 4 x 4 km grid in the domain, a resolution consistent with the resolution of NEXRAD rainfall taken from the local river authority. Watershed parameters are calibrated manually to produce a good simulation of discharge at 12 subbasins. With the calibrated discharge, HEC-RAS is capable of producing floodplain polygons that are comparable to the satellite imagery. The modeling framework presented in this study incorporates a portion of the recently developed GIS tool named Map to Map that has been created on a local scale and extends it to a regional scale. The results of this research will benefit future modeling efforts by providing a tool for hydrological forecasts of flooding on a regional scale. While designed for the San Antonio River Basin, this regional scale model may be used as a prototype for model applications in other areas of the country.  相似文献

Abstract: Analysis of results from an electrical resistivity survey, a magnetic survey, and an aquifer test performed on the Leona River floodplain in south‐central Texas indicates that ground‐water discharge from the Edwards Aquifer through the Leona River floodplain may be as great as 91.7 Mm3/year. When combined with an estimate of 8.8 Mm3/year for surface flow in the Leona River, as much as 100.5 Mm3/year could be discharged from the Edwards Aquifer through the Leona River floodplain. A value of 11,200 acre‐ft/year (13.82 Mm3/year) has been used as the calibration target in existing ground‐water models for total discharge from Leona Springs and the Leona River. Including ground water or underflow discharge would significantly increase the calibration target in future models. This refinement would improve the conceptualization of ground‐water flow in the western portion of the San Antonio segment of the Edwards Aquifer and would thereby allow for more accurate assessment and management of the ground‐water resources provided by the Edwards Aquifer.  相似文献

ABSTRACT The reduction of the liability of pollution to urban water resources is considered as one of the common goals of all elements of our society. To approach the challenge with a sense of realism the probabilistic nature of the performance of pollution control facilities as well as environmental responses must not be ignored and cannot be eliminated. Reliability is defined herein as the measure of effectiveness for the attainment of water quality managerial goals. The objective of this paper is to develop an optimization model for the determination of the best pollution control policies for each treatment facility in terms of the minimization of total regional cost requirements, the quality control requirements, and the reliability desired. A chance-constrained quadratic programming technique coupled with parametric analysis is utilized as the basic solution approach. A practical problem based on the situation existing in the San Antonio River Basin Region of Texas was used for the illustration of this application. The implications resulting from the sensitivity analysis of this model will be discussed.  相似文献

This study borrows concepts from healthcare economics and uses cost utility analysis (CUA) to select an optimum portfolio of water quality enhancement projects in Perth, Western Australia. In CUA, costs are handled via standard discounted cash flow analysis, but the benefits, being intangible, are measured with a utility score. Our novel methodology combines CUA with a binary combinatorial optimisation solver, known as a 'knapsack algorithm', to identify the optimum portfolio of projects. We show how water quality projects can be selected to maximise an aggregate utility score while not exceeding a budget constraint. Our CUA model applies compromise programming (CP) to measure utility over multiple attributes in different units. CUA is shown to provide a transparent and analytically robust method to maximise benefits from water quality remediation investments under a constrained budget.  相似文献

This paper presents an empirical approach to select and prioritize sewerage projects within set budgetary limitations. The methodology includes a model which quantifies benefits of a sewerage project as an index or dimensionless number. The index considers need and urgency of sewerage and other project goals. Benefit is defined as the difference in anticipated impact between the current condition (without the project) and the expected condition with the project. Anticipated benefits primarily include reduction in environmental pollution, reduction of human diseases and morbidity, and other tangible and intangible improvement. This approach is a powerful decision tool for sewerage prioritization and an effective alternative to conventional cost-benefit analysis. Unlike conventional analysis, this approach makes no attempt to convert project benefits and other impacts into a monetary measure. This work recognizes that the decision to provide sewerage based solely on net benefits is not practical. Instead, benefit-cost ratios (B/C) are calculated utilizing cost-effectiveness approach. Using these ratios, 16 unserviced areas of Ensenada, Mexico are ranked. The prioritization rankings produced by this method must be further scrutinized and carefully reviewed for logic, accuracy of input data, and practicality of implementation. A similar framework may also be useful for prioritizing other public works projects.  相似文献

ABSTRACT: The construction of three Missouri River main stem dams, Garrison, Oahe and Fort Randall, and the related reservoir taking caused social and economic changes on five Indian reservations, Fort Berthold, Cheyenne River, Standing Rock, Crow Creek and Lower Brute. The inundation of Missouri River riparian lands caused the loss of important cultural, social and economic environments. Ninety percent of the reservations timber, seventy-five percent of its wildlife and most of the fertile cropland were in the reservoir taking area. Urban and more fertile environments downstream and to the east received most of the projects benefits. The Indian minority on the five reservations received few economic and social benefits after bearing a disporportionate share of the social and economic costs of the developments. Relocation was forced upon those who had the longest historic and cultural claim to the land. The social costs to the American Indian occasioned by the Missouri River water developments illustrates two broad areas seldom considered during the decision process. First, the unique historic, cultural or religious values of minorities affected by developments. Second, the disproportionate spacial allocation of both benefits and costs. The second item includes social, economic and cultural considerations in not just a geographic framework but a cultural framework as well.  相似文献

ABSTRACT: The Edwards Aquifer is one of the most studied and most prolific aquifers in the United States. The aquifer is a heavily fractured and faulted carbonate aquifer with transmissivities in excess of 100 ft2/s. The City of San Antonio relies upon the Edwards Aquifer as its sole source for water. Much work has been done on quantifying recharge to the aquifer and discharge from wells and acquiring aquifer characteristics from pumping tests, specific capacity tests, and geophysical logs. Although the aquifer has been well studied in Bexar County, much less is known about the Edwards Aquifer in Kinney County. This is partly due to the lower population within the county (approximately 3,500 people) relative to the eastern counties (Uvalde, Medina, Bexar, Comal, and Hays) and the great distance of Kinney County from high profile discharge areas such as the City of San Antonio and Comal and San Marcos Springs. Three key products resulted from this study: (1) exploratory well drilling and the largest aquifer test in the county that were conducted to evaluate the well yields within a 10,000 acre study area in which a drawdown of 2.5 ft approximately 1.2 miles away was observed while pumping at approximately 4,600 gpm; (2) a recharge estimate for the Edwards Aquifer within Kinney County of approximately 71,382 ac‐ft/yr; and (3) locating the Brackettville Groundwater Divide from an evaluation of ground water flow direction and hydrograph analysis. These results help evaluate the complex hydraulics occurring within Kinney County and aid in development of ground water modeling that will be used in managing the Edwards Aquifer.  相似文献

This paper applies the multi-attribute utility theory (MAUT) to obtaining value judgments concerning the significance of environmental impacts to achieve integration of environmental concerns at an early stage of planning, using the electric utility of Korea as a specific case study. An environmental multi-attribute index is constructed as a multi-attribute utility function, based on value judgments provided by a group of experts related to electric utility and a decision maker from Korea Electric Power Corporation (KEPCO). The societal values are derived from examining trade-offs between environmentalindex and money. The implications of the results for KEPCO are also discussed. We found that the work and results can provide valuable insights and decision opportunities for major decision making in environmental planning facing KEPCO.  相似文献

Objective judgments, external to the judge, are compared with subjective, internal judgments. This analysis is made in the context of reaching regulatory decisions affecting the human environment. Examples given include evaluating the potential risk of industrial chemicals and comparing the potential effects of short- and long-term changes in land use. The analysis deals not with the decisions themselves, but rather with the kinds of questions that must be posed in orderto reach such decisions. Decision makers may spuriously distinguish objective from subjective types of judgment, though these are rarely wholly separate. Judges can hardly dispute about objective statements, if truly identical definitions are used. But subjective statements can reasonably be voted upon. Scientists, engineers, and economists represent logical or objective decision makers, tending to work in groups. Subjective thinkers include artists and performers, and others who often work alone. Moral and aesthetic aspects of questions, usually seen as intangible, are treated as if subjective. Financial decisions, usually viewed as tangible, are handled as objective problems. This mechanism for making decisions is well-established in environmental assessment. Though objective questions can be treated well in the monetary terms of cost-benefit analysis, subjective ones cannot. Mathematical and other variants are discussed in relation to the comparison of alternative types of tests.  相似文献

ABSTRACT: Most of the application of the organophosphate insecticide diazinon in the San Joaquin River Basin occurs in winter to control wood-boring insects in dormant almond orchards. A federalstate collaborative study found that diazinon accounted for most of the observed toxicity of San Joaquin River water in February 1993. Previous studies focused mainly on west-side inputs to the San Joaquin River. In this 1994 study, the three major east-side tributaries to the San Joaquin River - the Merced, Tuolumne, and Stanislaus rivers - and a downstream site on the San Joaquin River were sampled throughout the hydrographs of a late January and an early February storm. In both storms, the Tuolumne River had the highest concentrations of diazinon and transported the largest load of the three tributaries. The Stanislaus River was a small source in both storms. On the basis of previous storm sampling and estimated travel times, ephemeral west-side creeks probably were the main diazinon source early in the storms, whereas the Tuolumne and Merced rivers and east-side drainages directly to the San Joaquin River were the main sources later. Although 74 percent of diazinon transport in the San Joaquin River during 1991–1993 occurred in January and February, transport during each of the two 1994 storms was only 0.05 percent of the amount applied during preceding dry periods. Nevertheless, some of the diazinon concentrations in the San Joaquin River during the January storm exceeded 0.35 μ/L, a concentration shown to be acutely toxic to water fleas. On the basis of this study and previous studies, diazinon concentrations and streamflow are highly variable during January and February storms, and frequent sampling is required to evaluate transport in the San Joaquin River Basin.  相似文献

Texas water resources, already taxed by drought and population growth, could be further stressed by possible listings of endangered aquatic species. This study estimated potential economic impacts of environmental flows (EFs) for five freshwater unionid mussels in three Central Texas basins (Brazos, Colorado, and Guadalupe‐San Antonio Rivers) that encompass 36% of Texas (~246,000 km2). A water availability model projected reductions in water supply to power, commercial and industrial, municipal, and agriculture sectors in response to possible EFs for mussels. Single‐year economic impacts were calculated using publicly available data with and without water transfers. Benefits of EFs should also be assessed, should critical habitat be proposed. Potential economic losses were highest during droughts, but were nominal (<$1 M) in wetter years — even with high EFs. Reduced supplies to San Antonio area power plants caused worst‐case impacts of a single‐year shutdown up to $107 million (M) during drought with high EFs. For other sectors in the study area, water transfers reduced worst‐case losses from $80 to $11 M per year. Implementing innovative water management strategies such as water markets, conjunctive use of surface water and groundwater, aquifer storage and recovery could mitigate economic impacts if mussels — or other widely distributed aquatic species — were listed. However, approaches for defining EFs and strategies for mitigating economic impacts of EFs are needed.  相似文献

ABSTRACT. Society has long sought to maximize the welfare of its members by allocating its limited resources so as to provide maximum satisfaction. As long as all of the values that society gains or loses are measured in the market place in terms of price, the process of maximizing through economic models is relatively straightforward. In fact, however, the total value that society receives from the use of its resources is not completely measured through the private market transactions. There are some values created which are external to the market system. The resulting underinvestment in natural resources by the private sector necessitates the entry of the public sector. The presence of intangible benefits and intangible costs has long been recognized, but completely satisfactory methods for including these in the quantitative analysis of benefit-cost have not been developed. Some progress has been made in including recreational values in project analysis via the expenditures method, the Gross National Product method, consumer surplus method, cost method, market value method, and monopoly and discriminating monopoly methods, but little has been done in the area of aesthetic values. Techniques for including such values in project evaluation need to be further researched. Tradeoff models developed by market researchers, the advertising industry, social psychologists and sociologists may have some applicability. Methodology for including proposed multiple objective functions in project analysis is also a critical need.  相似文献
