在环境保护中开展环境审计的重要作用

工业革命把人类推向工业文明,工业文明刺激人类对资源的无限需求,创造出大量消耗资源、严重污染环境的生产方式,产生了大量的环境污染和生态危机。于是,提高环境质量、开展环境保护、保证经济发展的可持续性的呼声越来越高。环境审计作为环境保护的一种有力工具,在当代经济活动中会越来越发挥其重要作用。本文就环境审计的有关问题作一阐述,以其推动环境审计在我国的发展。     

环境审计体系多纬度架构与职业化——《领导干部自然资源资产离任审计试点方案》对环境审计的启动

中央两办于2015年11月印发《开展领导干部自然资源资产离任审计试点方案》,标志着环境责任追究试点工作正式展开,并且启动了环境审计帷幕。环境保护和环境管理问题在我国当前经济社会发展中日益凸显,推动着环境审计主题被提出并列入重要议事日程。鉴于环境审计并不是一个历史长久的成熟概念,在世界上尚且没有统一的内涵外延界定,本文基于中国的审计体系现状,提出环境审计多纬度架构模型,并针对政府环境审计机关、企业内部环境审计机构、社会独立环境审计机构这三类环境审计主体,阐释环境审计功效、环境审计职业化,以及职业化中的知识基础、胜任能力、后续教育培训问题,提出加快推进环境审计职业化的实现策略。

安庆市对外服务能力发展分析——基于城市经济活动基本部分扩展的视角

城市的全部经济活动可分为基本活动部分和非基本活动部分.城市的基本活动部分是城市对外服务部分,也是城市发展的主要内部驱动力.以安庆市为例,以2001-2007年城市经济活动基本部分的扩展为切入点,用城市经济活动基本部门从业人数的扩展描述城市外向功能量的发展,再用城市流强度量化城市对外服务功能.结果表明,安庆市近几年对外服务能力呈明显增长态势,城市经济活动基本部分的扩展决定了城市对外服务能力的增长,并且城市第二产业的对外服务能力较强.

Over the past thirty years Bordeaux's politicians and planners have played critical roles in both changing and conserving the inner environments of one of France's most attractive provincial cities. A succession of urban policies has been implemented to attempt to halt depopulation, economic decline and environmental degradation in the inner city. These policies reflect changing emphasis in national planning for urban areas and have ranged from slum clearance and total renovation in the Mériadeck district, to a recent more socially aware set of approaches that attempt to rehabilitate inner‐city housing and promote neighbourhood well‐being in the district of Saint Michel. Investment in architectural conservation continues apace and both private and public capital is being directed to improving housing stock in the inner city. Attempts to revitalise economic activities have achieved modest success but more socially orientated policies prove difficult to implement.

Conscientious use of such audits has undoubtedly protected human health and the environment. Ironically, those who make the most consistent efforts to audit compliance and management systems, according to advocates of audit protection, may be the most vulnerable to enforcement actions and lawsuits. This article places the escalating calls for audit protection in a proper context.

In this, the second part of a two-part article, we turn our attention to the likely solutions for audit protection in the current context.     

The environmental audit. II. Application to stream network design

The planning and execution of water quality management programs requires careful collection and analysis of data coupled with a systematic review and analysis of programmatic success. The environmental audit is a tool which facilitates improved water quality planning and management. This article demonstrates the utility of the environmental audit by reviewing portions of a comprehensive review of the water quality management program for the state of Idaho. The audit is a tool which forces careful design of a sampling program before data are collected. In the audit approach, program objectives are clearly stated prior to initiation of sampling. Stated objectives are also evaluated regularly to identify tension points, that is, conflicts between expectations and reality. In the example taken from Idaho, a management review team followed a directive to redesign the water quality monitoring program. We present a summary of the redesign as proposed by that team, to illustrate the results of a typical review of monitoring programs. That summary is followed by an example of how the proposed program would differ if the audit approach had been used. The two approaches offered both coincident and conflicting recommendations. Management review team and audit recommendations for lake sampling programs were similar even though a different process was used to develop the recommendations. The most striking contrast between the two results lies in the review team's approach to the problem. The directives followed, and the team's responses, concentrate on tools, such as increasing biological monitoring or reliance on monthly BWMP stations. In contrast, the audit results stress addressing management questions for which clear objectives have been stated, depending on specific tools only as needed to meet stated objectives. Although the audit does integrate externalities in its structure, it is little affected by economic or political influences. A major strength of the audit approach is its ability to provide defensible data for management decision making.

Environmental auditing at the crossroads: The environmental auditing roundtable's response to ISO 14000

The Environmental Auditing Roundtable (EAR) is the single largest professional organization in the world, representing over 900 members. Built on a tradition of promoting environmental auditing through openly sharing experiences in the field of safety, health, and environmental auditing, the organization in recent years has significantly expanded its influence on auditing practices both nationally and internationally by monitoring audit activities and participating in the development of audit policy, regulation, standardization, and the certification of environmental auditors. This article describes the origin and evolution of the organization from meeting the needs of the membership to addressing the needs of external national and international stakeholders.
