To mitigate the adverse environmental impact of forest roads, especially degradation of endangered salmonid habitat, many public and private land managers in the western United States are actively decommissioning roads where practical and affordable. Road decommissioning is associated with reduced long-term environmental impact. When decommissioning a road, it may be possible to recover some aggregate (crushed rock) from the road surface. Aggregate is used on many low volume forest roads to reduce wheel stresses transferred to the subgrade, reduce erosion, reduce maintenance costs, and improve driver comfort. Previous studies have demonstrated the potential for aggregate to be recovered and used elsewhere on the road network, at a reduced cost compared to purchasing aggregate from a quarry. This article investigates the potential for aggregate recycling to provide an economic incentive to decommission additional roads by reducing transport distance and aggregate procurement costs for other actively used roads. Decommissioning additional roads may, in turn, result in improved aquatic habitat. We present real-world examples of aggregate recycling and discuss the advantages of doing so. Further, we present mixed integer formulations to determine optimal levels of aggregate recycling under economic and environmental objectives. Tested on an example road network, incorporation of aggregate recycling demonstrates substantial cost-savings relative to a baseline scenario without recycling, increasing the likelihood of road decommissioning and reduced habitat degradation. We find that aggregate recycling can result in up to 24% in cost savings (economic objective) and up to 890% in additional length of roads decommissioned (environmental objective).  相似文献

Recycling End of Life (EOL) concrete into high-grade aggregate for new concrete is a challenging prospect for the building sector because of the competing constraints of low recycling process cost and high aggregate product quality. A further complicating factor is that, from the perspective of the environment, there is a strong societal drive to reduce bulk transport of building materials in urban environments, and to apply more in situ recycling technologies for Construction & Demolition Waste. The European C2CA project investigates a combination of smart demolition, grinding of the crushed concrete in an autogenous mill to increase the liberation of cement mortar from the surface of aggregates and a novel dry classification technology called ADR to remove the fines. The feasibility of this recycling process was examined in a demonstration project involving 20,000 tons of EOL concrete from two office towers in Groningen, the Netherlands. Results show that the +4 mm recycled aggregate compares favorably with natural aggregate in terms of workability and the compressive strength of the new concrete, showing 30% higher strength after 7 days.  相似文献

In developing countries without the availability of reliable pavement management systems, recycling techniques may offer the best alternative for pavement structural rehabilitation. However, for many government officials and contractors there is a clear understanding of the technical advantages of recycling but not a clear perspective of cost saving. Since cost is a relative value among different regions of any country the following work makes an energy analysis of the construction process of the three different rehabilitation techniques available in Chile. Three different structural pavement rehabilitation alternatives were studied and compared using an energy consumption methodology:
  • •Asphalt overlay;
  • •Reconstruction;
  • •Cold in place recycling with foamed asphalt.
The methodology considers different project scenarios by combining expected traffic and soil support values. For each rehabilitation technique and scenario, the construction processes were analyzed and the design layers were transformed to equivalent energy units (MJ/m2).Results show that cold in place recycling utilizes the lowest amount of energy compared with reconstruction or an asphalt overlay in all the scenarios studied, producing more differences when rehabilitating roads for less trafficked roads. The study also concludes that aggregate haulage distance is the most sensitive factor on total energy consumption when comparing the three alternatives.  相似文献

The use of recycled concrete aggregates (RCA) in applications other than road sub-layers is limited by two factors: the high porosity of RCA in comparison with natural aggregates, and the restrictions set forth in standards and building codes. Research efforts aimed at alleviating these restrictions are focused on improving the quality of coarse RCAs by reducing the amount of adhered cement pastes, which is the weakest element in this system and influences the rheological behaviour.This paper presents an analysis of the environmental impacts of the recent mechanical and thermo-mechanical processing techniques which produce high performance RCA by reducing the volume of adhered cement paste. Based on published data, processing scenarios were established. These scenarios permit making rough estimates of energy consumption, CO2 emissions, fines generation and product quality. Using these data and the available emission factors from several countries, an objective comparison was made between these innovating processes and conventional recycling.The production of fines increases from 40% up to as much as 70% as the volume of adhered cement paste on the RCA is reduced. Fuel fed thermo-mechanical process energy consumption, per tonne of recycled aggregate, varies between 36 and 62 times higher than conventional recycling processes. Mechanical processing, combined with microwave heating, increases energy consumption from 3 to a little more than 4 times conventional recycling. Consequently, CO2 emissions released by conventional coarse aggregate production go from 1.5 to 4.5 kgCO2/t, to around 200 kgCO2/t, for that of fossil fuel fed thermo-mechanical treatments.Mechanical and mechanical/microwave treatments appear to have the greatest environmental potential. Aggregates represent one of the largest material flows in the UK economy; however, the importance of these minerals in underpinning economic activity is frequently not recognised. Features such as the spatial imbalance between resources and demand centres, exacerbated by changes in demographics and public perception, are placing increased pressure on the planning system to maintain supply. This paper sets out the direct and indirect economic contributions made by the indigenous aggregates industry to the English economy through Gross Value Added and employment sustained. It describes the key role of aggregates in construction activities, assesses the links between infrastructure development and economic growth. In 2005, aggregates extraction directly contributed £810 million of Gross Value Added to the English economy. Primary aggregates are, however, extracted at a cost to the environment and this cost, based on amenity value reduction, is estimated by updating previously published contingent valuation data. Estimates for the costs associated with carbon dioxide emissions are derived from values published by the European Union and, separately, by the UK Government. These two elements combined result in an environmental cost of indigenous extraction of £445 million in 2005. Additionally, an examination of the potential for a significant increase in the level of aggregate imports into England is made and the consequences assessed. This includes an evaluation of shipping costs and port capacity, and concludes that there are significant barriers to any substantial increase in the level of aggregate imports into England. As a consequence, indigenous supply is likely to predominate into the foreseeable future.  相似文献

Aggregate is used in road and building construction to provide bulk, strength, support, and wear resistance. Reclaimed asphalt pavement (RAP) and reclaimed Portland cement concrete (RPCC) are abundant and available sources of recycled aggregate. In this paper, current aggregate production operations in Virginia, Maryland, and the District of Columbia are used to develop spatial association models for the recycled aggregate industry with regional transportation network and population density features.The cost of construction aggregate to the end user is strongly influenced by the cost of transporting processed aggregate from the production site to the construction site. More than 60% of operations recycling aggregate in the mid-Atlantic study area are located within 4.8 km (3 miles) of an interstate highway. Transportation corridors provide both sites of likely road construction where aggregate is used and an efficient means to move both materials and on-site processing equipment back and forth from various work sites to the recycling operations.Urban and developing areas provide a high market demand for aggregate and a ready source of construction debris that may be processed into recycled aggregate. Most aggregate recycling operators in the study area are sited in counties with population densities exceeding 77 people/km2 (200 people/mile2). No aggregate recycling operations are sited in counties with less than 19 people/km2 (50 people/mile2), reflecting the lack of sufficient long-term sources of construction debris to be used as an aggregate source, as well as the lack of a sufficient market demand for aggregate in most rural areas to locate a recycling operation there or justify the required investment in the equipment to process and produce recycled aggregate.Weights of evidence analyses (WofE), measuring correlation on an area-normalized basis, and weighted logistic regression (WLR), are used to model the distribution of RAP and RPCC operations relative to transportation network and population distribution data. The models can be used on a regional scale to quickly map the relative site suitability for a RAP or RPCC aggregate recycling operation in a particular area based on transportation network and population parameters. The results can be used to identify general areas to be further evaluated on a site-specific basis using more detailed marketplace information. As transportation or population features change due to planning or actual development, the models can be easily revised to reflect these changes.  相似文献

The use of post-consumer materials is directly related to reducing the cost of production and extraction of natural resources. Non-recyclable materials are randomly disposed in the environment. Brazil is one of the largest consumers of PET (polyethylene terephthalate) bottles. The purpose of this paper is to describe the opportunities and challenges of the logistics model for post-consumer PET bottle recycling in Brazil, while providing knowledge of its practices along the recycling chain. The results describe the need to educate those directly and indirectly involved in the process; to reduce consumption in order to reduce the amount of waste generated; to structure the post-consumer reverse chain and engage industrial sectors and government, through public policies, to support cleaner technologies along the PET bottle production chain.  相似文献

This paper presents a system dynamics computer model to evaluate alternative type of recycling center under different policy and economy environments through comparison on the economic feasibility of recycling centers and ratio of savings to costs in C&D waste management. A case study for the City of Chongqing, China is selected. Simulated results show three key factors can contribute to the economic feasibility of recycling and the ratio of savings to costs in C&D waste management: (a) profit; (b) unit recycling cost; (c) extra revenue from location advantage (It was assumed that the mobile centers can attain extra revenue from the location advantage compared with fixed recycling centers). The sensitive analysis and comparison on ratios between public and private sector indicate that to achieve the optimum ratio of savings to costs, design of recycling centers and selection of governmental instruments are determined by the priority list: (1) low extra revenue from location advantage; (2) low profit; (3) low unit recycling cost. Meanwhile, the fluctuation of the three factors must be prior to achieve economic feasibility of corresponding recycling centers.  相似文献

Construction and demolition wastes (CDW) have increasingly serious problems in environmental, social, and economic realms. There is no coherent framework for utilization of these wastes which are disposed both legally and illegally. This harms the environment, contributes to the increase of energy consumption, and depletes finite landfills resources. The aim of this paper is to evaluate the impacts of two alternatives for the management of CDW, recycling and disposing. The evaluation is carried out through developing a dynamic model with aid STELLA software by conducting the following steps: (1) quantifying the total cost incurred to mitigate the impacts of CDW landfills and uncollected waste on the environment and human health; (2) quantifying the total avoided emissions and saved energy by recycling waste; (3) estimating total external cost saved by recycling waste and; (4) providing a decision support tool that helps in re-thinking about waste disposal. The proposed evaluation methodology allows activating the stringent regulations that restrict waste disposal and developing incentives to encourage constructors to recycle their wastes. The research findings show that recycling CDW leads to significant reductions in emissions, energy use, global warming potential (GWP), and conserves landfills space when compared to disposal of wastes in landfills. Furthermore, the cost of mitigating the impact of disposal is extremely high. Therefore, it is necessary to recycle construction and demolition wastes.  相似文献

As with other European countries, the French automotive industry needs to improve the end-of-life vehicle (ELV) recycling rate in order to reach the minimum reuse and recovery rate required by EU directives. This paper proposes a model to investigate the potential cost and benefit of ELV glazing recycling for all value-chain stakeholders, and for the network as a whole. Key parameters of future changes, namely glass cullet price, landfill cost, network coverage and transportation costs are identified at the level of field research. A system dynamics approach is then used to simulate the net economic balance of the recycling network under different future scenarios. The simulation reveals an increase in the income and considerable cost savings as a result of the recycling network in some of future scenarios.  相似文献

The objective of this review paper is to analyze the efficiency of environmentally motivated taxes on virgin raw materials. We analyze both the economic-theoretical foundations of virgin natural resource taxation, and the empirical experiences of aggregates taxes i.e., taxes on, for instance, gravel, rock, stone, etc. in three European countries. These include Sweden, Denmark and the United Kingdom. The theoretical analysis indicates that taxing natural resource output or use typically represents a ‘second-best’ policy alternative, which can be used when, for instance, the monitoring of non-point source emissions is difficult or efficient property rights regimes cannot be established. The empirical analysis shows that the European aggregate taxes have assisted in reducing virgin resource use in spite of the relatively low own-price responses. However, generators of recycled materials typically have few incentives to enhance their waste sorting activities in the presence of a tax on virgin materials. Unless additional policies to increase the supply of recycled materials are implemented, supply will not increase much even in the presence of high demand. Finally, although second-best taxes are sometimes motivated by the desire to keep administration costs low, they could come at the cost of improper incentives and of limited policy legitimacy.  相似文献

The technical progress causes that increasing number of used devices presents a threat for environment, particularly in the rural areas. It can be prevented by organizing a proper system of waste disposal. Currently, the most important problem to solve is recycling of vehicles. The key element for the improvement of the functioning of the recycling network in Poland is to redesign the system so that it will allow for a reduction of the total cost related to the vehicle recycling. This paper presents a modelling approach that could be used to establish one important part of the reverse logistics (RL) network for end-of-life vehicles (ELVs) by defining the optimum locations for dismantling facilities. The proposed modelling approach is illustrated using Mazovia province in Poland as an example. The optimization criteria for the location of the elements of the recycling network are the components of the total cost of the ELV's recycling. Due to high complexity of the model a genetic algorithm has been adapted for solving the model and getting a good solution in a reasonable run time. The criteria of optimization was cost of the following processes: transportation, storage, and dismantling of ELVs. The results of simulation proved that the transportation costs of parts and materials may amount to about 70%, and that the cost of dismantling may exceed 25% of the total cost of recycling. The obtained results confirmed that genetic algorithm method can be used effectively to location the ELV's dismantling facilities. The effect of changing the location of processing facilities on the location of dismantling stations was also studied. The developed model is universal and may be used to determine the locations of different kinds of facilities organized in a reverse recycling network.  相似文献

Inclusive recycling is the inspiring slogan of a project relying on a cross-sector (public–private–civil society) partnership implemented in Latin America with the objective to improve the socioeconomic conditions of recyclers. Through a qualitative study in Santiago de Chile, this paper seeks to understand how inclusive inclusive recycling is, by assessing how organised recyclers perceive the goals, the process, and the outcomes of this project. The main findings converge in observing a general low inclusion of recyclers, but they also enable to decompose the notion of inclusion into three dimensions: “inclusive goals” refers to the extent to which the goals of the recyclers are taken into account when designing the collaboration project; “inclusive process” refers to the extent to which recyclers are involved in the process of implementing the project; and “inclusive outcomes” refers to the capacity of the partnership to acknowledge the achievements of recyclers organisations before (and during) the project and to take into account the ongoing local dynamics when evaluating the project. These findings contribute to better understand the position and challenges of recyclers in this type of partnership and more generally to shed light on the potential power imbalance in waste management cross-sector partnerships.  相似文献

Economic instrument is indubitably perceived as effective for encouraging or forcing contractors to conduct environmentally friendly construction practices. Previous studies in relation to this topic mainly put emphasis on economic analysis of construction and demolition (C&D) waste management from a static point of view, which failed to consider its dynamics nature by integrating all essential activities throughout the waste chain. This paper is thus intended to highlight the dynamics and interrelationships of C&D waste management practices and analyze the cost-benefit of this process using a system dynamics approach. Data related to concrete and aggregate of a construction project in Shenzhen was collected for the application of the proposed model. The findings reveal that net benefits from conducting C&D waste management will occur, but a higher landfill charge will lead to a higher net benefit, as well as an earlier realization of the net benefit. In addition, the general public under a higher landfill charge will suffer from a higher environmental cost caused by illegal dumping. The simulation results also suggest that current regulation in Shenzhen should be promoted to facilitate a dramatic increase in net benefit from the implementation of C&D waste management. This research is of value in facilitating better understanding on the dynamics of C&D waste management activities throughout the waste chain, as well as providing a tool for simulating the cost-benefit of C&D waste management practices over the project duration.  相似文献

The lack of landfill capacity, forthcoming EU waste disposal and landfill management legislation and the use of non-renewable and energy intensive natural resources for the end-treatment of old landfills increase pressures to develop new landfill management methods. This paper considers a method for the end-management of old landfills in Finland, which is based on the utilization of forest and paper industry waste flows, wastes from paper recycling (de-inking) and wastes from forest industry energy production. Fibre clay wastes from paper mills, de-inking sludges from de-inking of recovered waste paper and incineration ash from forest industry power plants serve to substitute the use of natural clay for the building of landfill structures for closed landfills. Arguably, this method is preferable to existing practices of natural clay use for landfill building, because it (1) substitutes non-renewable natural clay, (2) consumes less energy and generates less CO2 emissions than the use of natural clay, and (3) eliminates considerable amounts of wastes from paper production, paper consumption and from forest industry energy production. Some difficulties in the application of the method are considered and the waste flow utilization is incorporated into a local forest industry recycling network.  相似文献

This paper presents the development and application of process modeling and simulation tools to aid in the monitoring and measuring of pollution from industry, and investigate a plant's overall performance. A case study of a generic reduction plant is investigated, taking into account the underlying principles that determine the amount of fluoride emissions released from the plant's processes. The simulation study includes the investigation of the gas cleaning system within the plant, such as the system's operating relationships between the scrubbing efficiency, wear of the scrubber filter bags, maintenance costs and its response to the change of scrubbing circulation. Two sets of simulation runs are performed to seek a balance for the plant's overall system performance, taking into account environmental issues (fluoride emissions) and cost. The final simulation result demonstrates that cost savings can be achieved when the plant operates in a cleaner manner.  相似文献

Recycling of construction material helps save the limited landfill space. Among various types of materials, concrete waste accounts of about 50% of the total waste generation. Current off-site practices for ready mixed concrete batching plant generate a significant quantity of fresh concrete waste through over-order from construction sites. The use of concrete reclaimer is one of the methods to reclaim these concrete wastes, which separates coarse aggregate, sand and cement from fresh concrete. Although there are some concrete producers in Hong Kong providing concrete reclaimers in their plants, they are only used to flush and dilute the cement slurry from the concrete, which will still be ultimately send all to dumping areas. The reluctance of most concrete producers in reclaiming aggregate from the concrete waste is due to its high cost of treatment and lack of space around the plant. Therefore, this paper puts forth a scheme of economical considerations in recycling over-ordered concrete by concrete reclaimer. A comparative study on costs and benefits between the current practices and the proposed recycling plan is examined. The study shows that the costs of the current practices in dumping over-ordered fresh concrete waste to landfill areas are double that of the proposed aggregate recycling plan. Therefore, the adoption of concrete reclaimer in recycling the over-ordered fresh concrete can provide a cost-effective method for the construction industry and help saving the environment.  相似文献

The number of manufactured aircraft has been continuously increasing worldwide because of the high demand for airline transportation. During manufacturing, many advanced materials and devices are used to build various sizes and shapes of aircraft. However, most of these materials and devices require considerable energy and labor to produce, so reusing these at any life stage of the aircraft offers many economic and environmental benefits, and is considered lucrative and environmentally responsible. Several recyclable materials—composites, metals and alloys, wires, wood, paper, plastics, electronics, and avionics—emerge as waste streams during the manufacturing of aircraft. Many aircraft companies have been recycling these materials to remanufacture aircraft parts or other products for more sustainable production. In the present study, we evaluated the recycling efforts of local aircraft companies in Wichita, KS. These efforts were considered in terms of recycling efficiency/rate and environmental benefits. These included cradle-to-gate (CTG) life-cycle inventory analysis of the materials, carbon dioxide emissions, virgin material replacement with recycled materials, and natural resources usage. Our findings show that there exists a significant potential for contributions to sustainability as well as environmental and health benefits in the region from recycling by aircraft manufacturing plants.  相似文献

This study presents the results of a comparative life cycle assessment (LCA) on the energy requirements and greenhouse gas (GHG) emission implications of recycling construction and demolition (C&D) rubble and container glass in Cape Town, South Africa. Cape Town is a medium sized city in a developing country with a growing population and a rising middle class, two factors that are resulting in increased generation of solid waste. The City is constrained in terms of landfill space and competing demands for municipal resources.The LCA assessment was based on locally gathered data, supplemented with ecoinvent life cycle inventory data modified to the local context. The results indicated that recycling container glass instead of landfilling can achieve an energy savings of 27% and a GHG emissions savings of 37%, with a net savings still being achieved even if collection practices are varied. The C&D waste results, however, showed net savings only for certain recycling strategies. Recycling C&D waste can avoid up to 90% of the energy and GHG emissions of landfilling when processed and reused onsite but, due to great dependence on haulage distances, a net reduction of energy use and GHG emissions could not be confidently discerned for offsite recycling. It was also found that recycling glass achieves significantly greater savings of energy and emissions than recycling an equivalent mass of C&D waste.The study demonstrated that LCA provides an important tool to inform decisions on supporting recycling activities where resources are limited. It also confirmed other researchers’ observations that strict adherence to the waste management hierarchy will not always result in the best environmental outcome, and that more nuanced analysis is required. The study found that the desirability of recycling from an energy and climate perspective cannot be predicted on the basis of whether such recycling conserves a non-renewable material. However, recycling that replaces a virgin product from an energy-intensive production process appears to be more robustly beneficial than recycling that replaces a product with little embodied energy. Particular caution is needed when applying the waste management hierarchy to the latter situations.  相似文献

This paper explores solutions for characterising naturalness in relation to visual landscapes using Geographical Information System (GIS). It is argued that planners need to identify natural landscapes and monitor changes in their extent. Just like the indices that have been developed to describe the state of the economy, indices need to be developed that monitor the state of natural landscapes. The complications in characterising natural landscapes are outlined but it is argued that there is a need to develop definitions of natural landscapes that can be operationalised with a GIS. This will have the advantages of the efficiency of the technology and that the definition will be explicit and the implementation will be independent of the operator. Several GIS solutions are provided and these are an analysis of landcover, a density analysis of roads and utilities, and an analysis of property sizes. The analysis of property sizes is sensitive to many human modifications of the landscape because many developments begin with the subdivision of properties. However, it is argued in this paper that no one definition will suffice and that all three methods provide different, yet important, insights into natural landscape character. An aggregate classification of naturalness based on the majority value of the indices is demonstrated as well as a range of techniques for expressing the uncertainty of the aggregate classification.  相似文献
