Stakeholder engagement is a crucial conceptof extension education. Engagement expressesdemocratic values of the land-grant mission byproviding opportunities for stakeholders to influenceprogram planning, including setting the agenda andnegotiating resource allocations. In practice, theconcept of engagement guides the formation ofpartnerships among extension, communities, industry,and government. In the area of sustainableagriculture, however, stakeholders may conflict,presenting challenges to the engagement process.Results from a study of a Canadian sustainableagriculture program, produced using culturalanthropology and participatory action research, detailchallenges of the engagement process that led toreconstruction of a farmer-extension partnership.Notable in the early phase of the reconstructionprocess were critical reflection, stakeholder forums,exclusion through caucusing, and coalition building.An argument for a neo-pragmatist view provides atheoretical basis for understanding counterintuitivedimensions of engagement revealed by the study.  相似文献

The small-scale fishing sector in sub-Saharan Africa is experiencing multiple challenges, mainly related to various governance issues. This study assessed the governance approach at a small-scale Lake Itezhi-Tezhi fishery, Zambia and how it relates to sustainable fishing. Data were collected through a mixed-methods approach. The governance approach was assessed by legitimacy criterion. The study revealed that there was no co-management in place but a dual governance approach—fishing community-based approach and central government-controlled approach. Both were ineffective, mainly due to lack of adherence to the legislation for local community participation in fisheries governance and an inadequate policy framework to guide the governance process. Also, the governance approaches lacked legitimacy with stakeholders. As such, unsustainable fishing practices had continued. To move towards sustainable fishing at the fishery, the study suggested the following measures: active stakeholders' collaboration and engagement with the government for prompt implementation of legislation that promotes active local fishers' participation; establishment of an appropriate fisheries policy; and ultimately, a transformation of the current governance approach into a legitimate co-management governance approach. These suggested recommendations might be useful to other African small-scale inland fisheries with similar governance challenges, and also towards meeting Sustainable Development Goal 14 on sustainable fishing.  相似文献

ABSTRACT: The objective of this article is to open a dialogue on integrating service‐learning into community based watershed management programs and to discuss opportunities and challenges that a service‐learning program presents to universities and communities. The article presents the concept and definition of service‐learning, and arguments concerning why institutions of higher education and university faculty and students should be involved with community based watershed management programs. The article describes a case study for developing a service‐learning program for watershed management at Virginia Tech and discusses lessons learned from the case study. The paper concluded that to make a service‐learning program sustainable, there should be a long term plan, regular and effective communication with the stakeholders, and some incentives for faculty and students for long term commitment to the community based watershed management programs.  相似文献

ABSTRACT

The concept of an agro-production park combines industrial with environmental and animal friendly agriculture. In The Netherlands, academics and government introduced this idea—what we consider a boundary concept—to align economic and environmental ambitions. In this contribution, we argue that boundary concepts are important in deliberations as they create a sphere of engagement that enables participants to scrutinize their routines and to explore new interpretations and practices that replace their normal ways. In this way we ground the notion of ‘reflexive governance’ in deliberative practices for sustainable agriculture. We explored if and how the concept of an agropark induced frame-reflective conversations about conflicting and overlapping interpretations. We conducted a frame analysis of four Dutch national newspapers from which we derived four possible interpretations of an agropark: Pigs in the City, Surviving Farmers, Pigs in the Mud and Surviving Citizens. Next, we analysed 10 deliberative sessions about agroparks to study if reflectivity occurred. Our findings suggest that to move to more sustainable agriculture, the introduction of innovative boundary crossing concepts invites participants to reflect on conflicting frames and engage in reflective governance. However, facilitators and governmental actors need to support this boundary crossing for it to become tangible.  相似文献

This paper presents an agile participatory urban soundscape planning process model, which is proposed as a prerequisite on which to build and reference the efficacy of urban soundscape planning. The model was developed through data synthesis and analysis and mapping engagement with diverse stakeholders across four applied soundscape projects in Brighton and Hove, UK. To the best of the authors’ knowledge, the model is the first of its kind in applied soundscape practice. The data was collected through semi-structured interviews with key stakeholders and document analysis of published resources. The framework used for the analysis of the findings comprised four core urban planning stages: goals and objectives, engagement (e.g. prediction/modelling/design/planning), implications, evaluation. The study found that when integrating soundscape planning with core urban planning stages it was necessary to first identify the appropriate stakeholders in relation to the project context. It was found that these stakeholders could be wide-ranging and unexpected, thereby reinforcing the appropriateness of incorporating an agile approach in the resulting model. The study also found that users’ perceptions are central to soundscape practice and need to be considered at each stage of a planning process to produce an effective and sustainable outcome. A variety of specific events, appropriate to the requirements of the stakeholders, are important for engaging planning authorities, users and other stakeholders at different stages. This study also demonstrated that an evidence-based evaluation method is recommended in an agile participatory urban soundscape planning process to assess stakeholders’ engagement at each stage and to inform and guide subsequent steps in the planning process relevant to the local context(s).  相似文献

This paper explains briefly the conceptual framework of an ecosystem-based multiple-use forest management planning focusing on biodiversity conservation and participation. Some results from a case study were documented to realize the implementation of the concept. A strong liaison between the related institutions and major stakeholders and the effective use of Geographic Information System (GIS) and Remote Sensing (RS) are necessary. Effective participation is evident only with the involvement of enthusiastic and skillful stakeholders. A case study of ??neada, Turkey, supported the idea that participation as communication has better possibilities to promote multiple-use forest management than participation as information gathering. Primary challenges relate to the effectiveness of conservation program, availability of coherent biodiversity data, capacity building; awareness, training, and common understanding of biodiversity and protected area concept; coordination among the related institutions and stakeholders; and willingness and enthusiasm of authorities to accept and implement the concept.  相似文献

We present a new approach for characterizing the potential of scientific studies to reduce conflict among stakeholders in an analytic-deliberative environmental decision-making process. The approach computes a normalized metric, the Expected Consensus Index of New Research (ECINR), for identifying where additional scientific research will best support improved decisions and resolve possible conflicts over preferred management actions. The ECINR reflects the expected change in agreement among parties over preferred management actions with the implementation and consideration of new scientific studies. We demonstrate the ECINR method based on a preliminary application to coral reef protection and restoration in the Guánica Bay Watershed, Puerto Rico, focusing on assessing and managing anthropogenic stressors, including sedimentation and pollution from land-based sources such as sewage, agriculture, and development. Structured elicitations of values and beliefs conducted at a coral reef decision support workshop held at La Parguera, Puerto Rico, are used to develop information for illustrating the methodology. The ECINR analysis was focused on a final study group of seven stakeholders, consisting of resource managers and scientists, who were not in agreement on the efficacy and respective benefits of reducing loadings from three sources: sewage, agriculture, and development. The scenario assumed that loadings would be reduced incrementally from each source through a series of management steps, which would be ranked in order of maximizing anticipated benefits. An examination of whether beliefs exhibited greater confidence and coherence between stakeholders when informed by plausible study results followed. The results suggest that new scientific research would be generally likely to bring people who initially disagreed to agree. Seventy-five percent of the hypothetical research results were projected to result in more agreement among the stakeholders. However, there can be situations where prior beliefs may be too different from the study results to shift perspectives enough to result in more agreement. Furthermore, in a few cases, hypothetical research results were projected to lead to more conflict among stakeholders. Priority research, according to the seven stakeholders, would be to quantify loadings from agriculture and sewage, and not loadings from development, since it is predicted to make little difference in the outcome. Assuming the stakeholders are conflict-averse, they would likely opt for research on sewage loadings as the highest priority. Though preliminary, these results suggest that ECINR can provide useful insights into the social implications of a research program.  相似文献

In this paper we explore the challenges involved in engaging the full range of stakeholders needed for effective marine resource management in the transboundary Grenadine Islands shared by the small island developing States (SIDS) of Saint Vincent and the Grenadines and Grenada. The study describes the ways stakeholders were engaged in the development of participatory geographic information systems (PGIS), both in terms of the research approach (process) and the final geodatabase (product); it illustrates how the approach provides a practical means to strengthen aspects of marine governance, particularly in a SIDS context. We found that PGIS can provide a foundation for ecosystem‐based transboundary marine governance. The advantages of this approach are two‐fold: it provides the fullest possible range of information as input for the management of marine resources and it engages the stakeholders. This engagement takes several forms: capacity to participate in research; ownership of information produced; increased stakeholder understanding; empowerment through access to information; capacity to interact with other stakeholders for information and problem‐solving; and competence to participate in actual governance processes. Lastly, we discuss considerations for other practitioners contemplating using PGIS, particularly those working in similar resource‐limited SIDS environments.  相似文献

Agricultural development is currently facing unprecedented challenges. With 800 million people already having insufficient access to food, population growth estimates project an even bleaker situation in the future. The article summarizes the major schools of thought regarding how to face the dilemma, and advocates sustainable intensification of agriculture, relying on integrated use of a wide range of technologies to manage pests, nutrients, soil and water. Local knowledge and adaptive methods are stressed rather than comprehensive packages of externally-supplied technologies. The article shows how regenerative, low-input agriculture, founded on full farmer participation in all stages of development and extension, can be highly productive. It is stressed that policy must not prescribe specific, concretely defined technologies or practices, as this would restrict future farmer options. Farmers and communities should be allowed and encouraged to adapt to changing conditions; what needs to be sustainable are local processes of innovation and adaptation.
The article highlights environmental and economic benefits resulting from sustainable intensification practices, for farmers as well as communities and nations with examples are taken from Africa, Asia and Latin America.
Despite the increasing success of sustainable agriculture, it is clear that the challenge remains to 'scale up' the process from small 'islands of success' to fundamental reform of both policies and policy formulation processes.  相似文献

/ Implementing the concept of sustainability through integrated approaches to natural resource management poses enormous challenges for both the rural communities and government agencies concerned. This paper reviews the underlying rhetoric of sustainable agricultural systems and the integrated resource management paradigm and identifies some of the challenges being experienced in translating this rhetoric into practice. A relatively recently implemented community-based integrated catchment management (ICM) process in a rural community in northeast Australia is examined in terms of some of the lessons learned that may be relevant to other similar integrated resource management (IRM) processes. It reveals a pragmatic, opportunistic, and evolving implementation process based on adaptive learning rather than a more traditional "rational" planning approach. Some essential characteristics of a community-based IRM process are identified, including fostering communication; providing a structure that fosters cooperation and facilities coordination among community, industry, and government agencies; the integration of IRM principles into local government planning schemes; and an emergent strategic approach to IRM program implementation. We conclude by identifying some essential characteristics of an IRM process that can assist a community to adapt to, and manage change for, sustainable resource use.  相似文献

In developing countries, planning in the forestry sector has been seen as an appropriate instrument to prepare and implement government policies and programs. Despite its potential and recent advancements in, for example, remote sensing and infrastructure, tropical forest land-use planning is often formal and non-integrated with agriculture. It rarely involves all legitimate stakeholders and neglects taking into account actual land-use. The socio-economic and environmental consequences of these shortcomings emphasise the need for alternative ways of approaching planning. This article summarises the idea, structure and current status of the Area Production Model (APM), originally developed in the 1980s, which is now gaining interest as a land-use planning tool in Africa and Asia. It describes the development over time of production and consumption in agriculture and forestry within a defined geographical area operating under different assumptions on management, land use and socio-economic and macro-economic changes. From a narrow perspective, the APM is a fairly simple computerised tool for generating scenarios. In a broad sense, it is a concept comprising the whole planning process including organisation, inventory, data analysis, consensus building and strategy. A case-study in Laos, based on verified data for a historical period of 45 years, and a review of different APM applications in the world over the last 15 years are presented as a base for conclusions about its potential and shortcomings. In some cases where the APM concept was used in training courses and planning exercises involving stakeholders, it generated a strong interest in collecting and analysing relevant information. It provides the means of addressing a number of shortcomings in current planning.  相似文献

Private, voluntary eco-labelling and certification programmes are being developed for a number of industries to promote and verify higher environmental, economic and social standards. In some cases, these initiatives have developed regardless of whether there is initial, broad support within industry. This article seeks to identify some of the challenges inherent in the implementation of a sustainable development certification programme for the minerals and metals industry. The article looks for guidance from initiatives that are drawn for the most part from other resource industries, most notably forestry. While the article takes a Canadian perspective, many of the challenges raised in the article are also applicable internationally. The article concludes that stakeholders can learn from other resource industries if a decision is made to develop a certification programme for the minerals and metals industry. Secondary lead smelters (SLS) represent an environmentally-challenging industry as they deal with toxic substances posing potential threats to both human and environmental health, consequently, they operate under strict government regulations. Such challenges have resulted in the significant reduction of SLS plants in the last three decades. In addition, the domestic recycling of lead has been on a steep decline in the past 10 years as the amount of lead recovered has remained virtually unchanged while consumption has increased. Therefore, one may wonder whether sustainable development can be achieved among SLS. The primary objective of this study was to determine whether a roadmap for sustainable development can be established for SLS. The following aims were established in support of the study objective: (1) to conduct a systematic review and an analysis of models of sustainable systems with a particular emphasis on SLS; (2) to document the challenges for the U.S. secondary lead smelting industry; and (3) to explore practices and concepts which act as vehicles for SLS on the road to sustainable development.An evidence-based methodology was adopted to achieve the study objective. A comprehensive electronic search was conducted to implement the aforementioned specific aims. Inclusion criteria were established to filter out irrelevant scientific papers and reports. The relevant articles were closely scrutinized and appraised to extract the required information and data for the possible development of a sustainable roadmap. The search process yielded a number of research articles which were utilized in the systematic review. Two types of models emerged: management/business and science/mathematical models. Although the management/business models explored actions to achieve sustainable growth in the industrial enterprise, science/mathematical models attempted to explain the sustainable behaviors and properties aiming at predominantly ecosystem management. As such, there are major disconnects between the science/mathematical and management/business models in terms of aims and goals. Therefore, there is an urgent need to integrate science and business models of sustainability for the industrial enterprises at large and environmentally-challenging industrial sectors in particular. In this paper, we offered examples of practices and concepts which can be used in charting a path towards sustainable development for secondary lead smelters particularly that the waste generated is much greater outside the industrial enterprise than inside.An environmentally-challenging industry such as secondary lead smelters requires a fresh look to chart a path towards sustainable development (i.e., survivability and purposive needs) for all stakeholders (i.e., industrial enterprise, individual stakeholders, and social/ecological systems). Such a path should deal with issues beyond pollution prevention, product stewardship and clean technologies.  相似文献

Sustainability appraisals produce evidence for how well water governance regimes operate and where problems exist. This evidence is particularly relevant for regions that face water scarcity and conflicts. In this study, we present a criteria-based and participatory sustainability appraisal of water governance in a region with such characteristics—the dry tropics of NW Costa Rica. Data collection included 47 interviews and three stakeholder workshops. The appraisal was conducted through a collaborative and iterative process between researchers and stakeholders. Out of the 25 sustainability criteria used, seven posed a significant challenge for the governance regime. We found challenges faced by the governance regime primarily clustered around and were re-enforced by failing coordination related to the use, management, and protection of groundwater resources; and inadequate leadership to identify collective goals and to constructively deliberate alternative ways of governing water with diverse groups. The appraisal yielded some positive impact in the study area, yet we found its application provided only limited strategic information to support broader problem-solving efforts. Insights from this study suggest key starting points for sustainable water governance in the Central American dry tropics, including investing in increasingly influential collective organizations that are already active in water governance; and leveraging policy windows that can be used to build confidence and disperse more governing authority to regional and local governing actors that are in-tune with the challenges faced in the dry tropics. We conclude the article with reflections on how to produce research results that are actionable for sustainable water governance.  相似文献

Rangelands represent one of the most important natural resources in mountainous regions of northern Nepal. However, a poor understanding of the social dimensions of rangeland use has limited their proper management and sustainable development, which represent major challenges for Nepal's resource managers. Institutional development is thought to be a viable solution to this problem and may ultimately lead to improved rangeland management in Nepal. Based on this hypothesis, a study was conduced in the Rasuwa district of northern Nepal to examine the effectiveness of institutional development at the local and national levels in mitigating the problems facing sustainable rangeland management by using an institutional analysis and development (IAD) framework. The information and data were mainly collected from different stakeholders, farmers, professionals and practitioners using a toolkit of participatory rural appraisal (PRA), workshops and literature review. It can be concluded from this case study that a number of institutional development efforts are needed to promote sustainable rangeland management in this region. First, local herders represent a repository of rich indigenous knowledge essential to sustaining sound rangeland management practices; hence, indigenous practices need to be integrated into modern technologies. Second, public services and technical support are currently unavailable or inaccessible to local herders; hence, research, development and extension interventions need to be initiated for marginalized pastoral communities. Third, rangeland institutions are incomplete and ill-organized, so institutional development of various organizations is necessary for promoting sustainable rangeland management. Fourth, the policies and governance necessary for promoting rangeland management are not well-designed; hence, governance reform and policy development need to be formulated through internal and external agencies and organizations.  相似文献

Stakeholder engagement processes have sought to ensure that state government meets public trust and good governance obligations to citizens. As the expectations of stakeholders and state agencies change, and management focuses on landscape-level interventions, a change in the level at which agencies engage the public is needed. This involves tradeoffs, as different levels call for different engagement design and implementation considerations. To understand how these differences affect decision making, we examine a regional engagement model for deer management in New York that was piloted to replace a sub-regional model. We identify concerns with the old model, objectives for the redesigned model, and explain the logistical and good governance considerations that informed its design. We share our evaluation of the model's process and outcomes, including implications for program design and scale. Overall, despite the pilot model's attention to design components aimed at addressing potential barriers to regional engagement as well as limitations of the previous engagement model, the pilot did not meet many of its objectives, especially those related to representation, resulting in some of the same concerns associated with the model it was intended to enhance and replace. Implications of this for regional-level engagement efforts are discussed.  相似文献

The success of research in integrated environmental and natural resource management relies on the participation and involvement of different disciplines and stakeholders. This can be difficult to achieve in practice because many initiatives fail to address the underlying social processes required for successful engagement and social learning. We used an action research approach to support a research-based group with a range of disciplinary and stakeholder expertise to critically reflect on their engagement practice and identify lessons around how to collaborate more effectively. This approach is provided here as a guide that can be used to support reflective research practice for engagement in other integration-based initiatives. This paper is set in the context of an integrated wildlife management research case study in New Zealand. We illustrate how multi-, inter- and trans-disciplinary approaches can provide a framework for considering the different conversations that need to occur in an integrated research program. We then outline rubrics that list the criteria required in inter- and trans-disciplinary collaborations, along with examples of effective engagement processes that directly support integration through such efforts. Finally, we discuss the implications of these experiences for other researchers and managers seeking to improve engagement and collaboration in integrated science, management and policy initiatives. Our experiences reaffirm the need for those involved in integrative initiatives to attend to the processes of engagement in both formal and informal settings, to provide opportunities for critical reflective practice, and to look for measures of success that acknowledge the importance of effective social process.  相似文献

The fact that the artisanal and small-scale mining (ASM) sector in Ghana is driven largely by poverty means that the sector is a major source of livelihood for people in mining communities across the country. However, given the various social and environmental problems associated with the ASM sector, there is now an emerging consensus that the formalization of the sector would not only allow for these associated problems to be addressed but also ensures that the sector contributes to sustainable development and safeguard the livelihood of local communities. While a large body of extant literature has examined the challenges and opportunities facing the process of formalization, the question of the criminalization of the sector and its consequences for local livelihood has received only limited attention. Drawing from primary data collected during fieldwork in Ghana, this study examined the livelihood implications of the ban on galamsey in the Tarkwa-Nsuaem Municipality in South-Western Ghana from the perspectives of local communities and other key stakeholders. The study reveals that the ban on galamsey has imposed significant socio-economic hardships on the people and appears to be entrenching poverty rather than sustainable development. The study considers the theoretical and practical implications of the findings for sustainable livelihood enhancement in developing countries.  相似文献

The Burruyacú district (Tucumán province, Northwest Argentina) has been traditionally an area with rural activities based on the exploitation of the Chaco forest for timber and livestock browsing. Since the 1960s, local institutions started promoting soybean due to favorable land conditions and good market prices. Soybean extension, as from the 1970s, has resulted in important reduction of the Chaco forest and also caused physical soil degradation, especially soil compaction and erosion. A land-use-planning exercise was carried out using the Land-Use Planning and Information System (LUPIS) as a spatial decision support system. LUPIS facilitates the generation of alternative land-use plans by adjusting the relative importance attributed by multiple stakeholders to preference and avoidance policies. The system leads to the allocation of competing land uses to land map units in accordance with their preferred resource requirements, conditional upon the resource base of the area and the stakeholders' demands. After generating a land use plan for each stakeholder category identified in the study area, including commercial farmers, conservative/conventional farmers, and conservationists, a consensus plan was established to address the land-use conflicts between mechanized agriculture, traditional agriculture and forest conservation, and to mitigate soil degradation caused by extensive dry-farming. Although the planning exercise did not directly involve the stakeholders, the results are sufficiently practical and realistic to suggest that the approach could be extended to the entire Chaco plain region.  相似文献
