This paper outlines selected approaches to measuring risk and vulnerability to hazards of natural origin using indicators and indices. It discusses their applicability, usefulness and policy implications. Indicators and indices have been developed on different scales and for different purposes. The paper will briefly introduce three global approaches to disaster-risk identification and will juxtapose them with one local approach in order to examine the differences concerning the functions and the purpose of the assessment as well as their impact for policy development. In contrast to an earlier comparative analysis of the three global disaster-risk indicator programmes by Mark Pelling in 2004, which focused primarily on the methodologies used, this paper places more emphasis on aspects of applicability and policy implications and outlines challenges and limitations of the different approaches. Since the assessment and mapping of human vulnerability is less developed than hazard assessment work [Pelling M., 2004. Visions of Risk: A Review of International Indicators of Disaster Risk and its Management. UNDP—Bureau for Crisis Prevention and Recovery (BRCP), Geneva], this paper focuses in greater depth on how the approaches capture vulnerability. Conclusions will be formulated on how to further enhance vulnerability identification, particularly at the sub-national level.  相似文献

This paper develops a framework based on procedural, methodological and ideological elements of participatory vulnerability and risk assessment tools for placing individual approaches within the wide range of work that claims a participatory, local or community orientation. In so doing it draws on relevant experience from other areas of development practice from which the disasters field can learn. Participatory disaster risk assessments are examined for their potential to be empowering, to generate knowledge, to be scaled up, to be a vehicle for negotiating local change and as part of multiple-methods approaches to disaster risk identification and reduction. The paper is a response to an international workshop on Community Risk Assessment organised by ProVention Consortium and the Disaster Mitigation for Sustainable Livelihoods Programme, University of Cape Town. The workshop brought together practitioners and academics to review the challenges and opportunities for participatory methodologies in the field of disaster risk reduction. In conclusion the contribution made by participatory methodologies to global disaster risk reduction assessment and policy is discussed.  相似文献

Coastal hazard management involves the assessment of vulnerability in natural and human environments. Indices incorporating a diversity of indicators have therefore been used extensively to provide spatial analyses of the degree of vulnerability. Such indices are typically applied at global and national scales, and they involve varying degrees of simplification and aggregation of information. The degree of simplification that is desirable depends on the management scale, and higher resolution is required at the local compared to the global scale. To investigate the implications of spatial scale in depicting coastal hazard risk, coastal vulnerability indices were developed at national (Northern Ireland), local authority and site levels. Variables were separated into three sub-indices: a coastal characteristics sub-index concerned with the resilience and susceptibility of the coast to erosion, a coastal forcing sub-index to characterize the forcing variables contributing to wave-induced erosion and a socio-economic sub-index to assess the infrastructure potentially at risk. The three sub-indices were merged to calculate the overall index, which is portrayed in the form of colour-coded vulnerability maps. While a common tripartite index could be employed at national, regional and local scales, the nature of the data used to quantify many of the variables varies according to the scale of management. Some important local variations in vulnerability are masked by simplifications at the national scale. For some variables more detailed information is available as the spatial resolution of the study increases, while others become obsolete as data are of insufficient resolution to differentiate real variability at more detailed scales. The results highlight the importance of spatial scale in developing indices of vulnerability: while a common index architecture can be applied, the selection of variables must take account of the scale at which the hazard is to be assessed. It is likely that limits on index development will also be imposed by data availability at various scales.  相似文献

中国是洪水灾害发生频繁的国家之一,研究水灾脆弱性对中国的灾害风险管理有着极为重要的意义。但是,合理评估脆弱性尤其是社会脆弱性却面临着极大的挑战。利用Hoovering改进模式,选择湘江流域的长沙地区为研究区,对研究区内的家户进行了社会脆弱性评价。结果表明,长沙市区的5个区内,高脆弱性家户最多的是天心区,最少的是雨花区。而就社区而言,高脆弱性家户最多的足裕南街街道和桔子洲街道。该结果反映了长沙不同行政区、社区社会脆弱性的差别,可供确定受援地区和受援人群及开展援助活动,乃至灾后日常风险管理参考。  相似文献

Vulnerability assessments are a cornerstone of contemporary disaster research. This paper shows how research procedures and the presentation of results of vulnerability assessments are politically filtered. Using data from a study of tsunami risk assessment in Portugal, the paper demonstrates that approaches, measurement instruments, and research procedures for evaluating vulnerability are influenced by institutional preferences, lines of communication, or lack thereof, between stakeholder groups, and available technical expertise. The institutional setting and the pattern of stakeholder interactions form a filter, resulting in a particular conceptualisation of vulnerability, affecting its operationalisation via existing methods and technologies and its institutional embedding. The Portuguese case reveals a conceptualisation that is aligned with perceptions prevalent in national government bureaucracies and the exclusion of local stakeholders owing to selected methodologies and assessment procedures. The decisions taken by actors involved in these areas affect how vulnerability is assessed, and ultimately which vulnerability reduction policies will be recommended in the appraisal.  相似文献

The paper outlines a concept and proposal for the formation of ‘community based adaptation committees’ (CBACs) at the micro-level, and it explains how such local committees would act with respect to the existing organisation of disaster management in Bangladesh. It examines how the CBACs would be sustained locally without colliding with the present system of government. The main objective of this is to identify how the CBACs could act independently as per local demands, without any conflict with the existing system, in order to ensure sustainable adaptation in future. To achieve these objectives the author conducted interviews with key informants at both local and national levels, and also conducted eight participatory rapid appraisal sessions at eight coastal communities. The author finds that severe corruption is impeding the existing system of relief and rehabilitation at community levels. The paper emphasises that the government of Bangladesh urgently needs to formulate a national adaptation policy, and that within that policy the concept of CBACs at community level should be prioritised. This would provide the government with guidelines for the use, at community level, of adaptation funds from developed countries in order to reduce future vulnerability in Bangladesh.  相似文献

Where floods are prevalent, decisions on how to mitigate vulnerability are made within a social-cultural context that includes values (and related customs, norms, beliefs, technology) of local people, which have evolved through interactions with the physical environment. Consequently, the success of floodplain management and flood mitigation activities is determined, at least in part, by the nature of values that impact the decision-making process. This paper explores this contention by considering the community values context surrounding flood risk management in two small Canadian communities in the Red River Basin.

Using a qualitative methodology that includes semi-structured interviews with residents, community values are identified and accounted for in the context of flood vulnerability. Values discussions are organized around seven broad categories: community identity and community attributes; community economic development; technical and nonstructural approaches; civic engagement; flood legacy; personal rights and liberties; and shared values. Challenges posed by key identified values and their policy implications are considered. Some values are found to act as constraints if sustainable floodplain management practices are to be realized.  相似文献

基于青海东部农业区22个县区的20个气象、农业、社会经济统计指标,利用层次分析法和等级化等数学分析方法,分别进行了暴露性、敏感性和适应性的评价,再通过分析承险体的内在脆弱性,将气候变化和内在脆弱性进行综合分析,得到了青海东部干旱脆弱性等级。结果表明:在目前全球变暖背景下,干旱脆弱性最高的是民和、化隆,较高的是城中、城北区、湟中、大通等四县区,门源、互助、同仁、同德的干旱脆弱性中等。在此基础上,提出了强化旱灾的风险管理模式、倡导节约型水资源开发利用模式等干旱防范措施。  相似文献

Hurricanes and flooding have affected millions of people and generated massive economic losses over the past several decades. Geographic information system (GIS) methods are employed in this paper to analyse coastal communities' vulnerability to these two hazards along the Gulf Coast of the United States. Specifically, two types of quantitative indicators are developed: (i) exposure to hurricanes and flooding, based on information from multiple sources; and a social vulnerability index, constructed using census data. These indices are combined to depict the spatial patterns of overall community vulnerability to hurricanes and flooding along the US Gulf Coast. The results of this study can potentially inform disaster management agencies, county governments, and municipalities in areas at heightened risk. Furthermore, the demonstration of the geographic distribution of community vulnerability can assist decision-makers in prioritising to-do items and designing policies and plans for the more effective allocation of resources. The paper ends by discussing the study's limitations and its practical implications.  相似文献

This paper explores the nature of the violence that characterises complex humanitarian emergencies and the related implications for modelling livelihoods systems. While noting the importance of livelihoods approaches in complex humanitarian emergencies, it deliberates the limitations of sustainable livelihoods frameworks when applied in environments marked by protracted instability. Adaptations to the model are discussed, with a particular focus on the relationships among violence, assets and liabilities within livelihoods systems. Political economy of violence theories intimate that the assets on which livelihoods systems are constructed in peaceful times may instead become life-and livelihood-threatening liabilities in periods of conflict. Adaptations to livelihood systems in violent settings require that analysts consider violence from policy, institutional and process perspectives. It is suggested that vulnerability should be re-conceptualised as endogenous to livelihoods systems in violent settings. Building on the work of others, a livelihoods model adapted for complex humanitarian emergencies is presented.  相似文献

Flooding is not a recent hazard in the Philippines but one that has occurred throughout the recorded history of the archipelago. On the one hand, it is related to a wider global ecological crisis to do with climatic change and rising sea levels but on the other hand, it is also the effect of more localised human activities. A whole range of socio-economic factors such as land use practices, living standards and policy responses are increasingly influencing the frequency of natural hazards such as floods and the corresponding occurrence of disasters. In particular, the reason why flooding has come to pose such a pervasive risk to the residents of metropolitan Manila has its basis in a complex mix of inter-relating factors that emphasise how the nature of vulnerability is constructed through the lack of mutuality between environment and human activity over time. This paper examines three aspects of this flooding: first, the importance of an historical approach in understanding how hazards are generated; second, the degree of interplay between environment and society in creating risk; and third, the manner in which vulnerability is a complex construction.  相似文献

The use of alternatives to evacuation during wildfire events continues to be an intensely debated strategy in the professional and policy circles of numerous fire-prone countries. The most recent chapter comes in response to the Black Saturday Fires in Australia, which has led to policy changes concerning alternatives to evacuation in both Australia and USA. This study explores the local context that influenced the development of alternatives to evacuation in one Idaho community through in-depth interviews with local residents and officials. It acknowledges alternatives as one ‘fire-adaptive behaviour’ of the local community, a key characteristic that US fire professionals identify as a means to better manage wildfire. We apply and extend a recently created adaptive capacity framework for wildfire to uncover specific community characteristics that both led to and reinforce the development of alternatives to evacuation that are tailored to the local population. Identification of these characteristics serves as one important step towards better local assessment of adaptive capacity for a broad classification of ‘fire-adaptive’ behaviours. We conclude that no one combination of local resources can guarantee the development of alternatives to evacuation. Rather, diverse local context will result in different approaches and applicability of the practice.  相似文献

Climate change, although a natural phenomenon, is accelerated by human activities. Disaster policy response to climate change is dependent on a number of factors, such as readiness to accept the reality of climate change, institutions and capacity, as well as willingness to embed climate change risk assessment and management in development strategies. These conditions do not yet exist universally. A focus that neglects to enhance capacity-building and resilience as a prerequisite for managing climate change risks will, in all likelihood, do little to reduce vulnerability to those risks. Reducing vulnerability is a key aspect of reducing climate change risk. To do so requires a new approach to climate change risk and a change in institutional structures and relationships. Community-based disaster preparedness (CBDP) approaches are increasingly important elements of vulnerability reduction and disaster management strategies. They are associated with a policy trend that values the knowledge and capacities of local people and builds on local resources, including social capital. CBDP may be instrumental not only in formulating local coping and adaptation strategies, but also in situating them within wider development planning and debates. In theory, local people can be mobilised to resist unsustainable (vulnerability increasing) forms of development or livelihood practices and to raise local concerns more effectively with political representatives. This paper focuses on the potential of CBDP initiatives to alleviate vulnerability in the context of climate change, and their limitations. It presents evidence from the Philippines that, in the limited forms in which they are currently employed, CBDP initiatives have the potential both to empower and disempower, and warns against treating CBDP as a panacea to disaster management problems.  相似文献

为了准确评价小城镇灾害易损性所处的状态,进而为制定小城镇防灾减灾规划提供科学依据,提出了基于贝叶斯公式的小城镇灾害易损性随机评价方法。该方法通过计算小城镇灾害易损性单个指标属于某个评价级别的概率,由最大似然分类原则确定单个易损性指标的评价级别,进而采用最大加权概率原则推求其综合评价级别。通过实例计算分析,并与模糊评估方法、可拓物元评价方法进行比较验证,说明了该方法的可行性及其简单、实用的特点。  相似文献

Urban displacement is frequently portrayed as a new and unfamiliar dilemma for the humanitarian sector, yet broad awareness of its characteristics and challenges has been developing since the 1970s. In the past decade, however, there has been greater attention to, and recognition of, the implications of rapid urbanisation in the developing world. This has led to some policy development and a mounting body of NGO (non-governmental organisation) and think-tank literature on the topic. Assuming displacement to be a key lens on urban vulnerability more broadly, this paper presents an overview of the historical development of debates on urban displacement since the 1970s. Drawing examples from the contributions in this special issue of Disasters, as well as from other sources of information on recent humanitarian responses in various contexts, it assesses the ramifications of urban vulnerability for humanitarian practitioners. The paper contends that the humanitarian sector has failed to galvanise on the issue, and has struggled therefore to employ existing knowledge and to adapt practice.  相似文献

This review paper takes a case study approach to critically discuss how regeneration in the coastal resort of Porthcawl, South Wales has integrated flood defences as part of a strategic spatial planning and integrated policy coupling approach to the redesign of the town's seaside, promenade and harbour quarter. This planned initiative is part of a concerted effort to upgrade the town's waterfront and enable regeneration of a small seaside resort. From a resort cycle perspective, Porthcawl's perceived vulnerability to changing economic fortunes has prompted a master planning approach which is intended to bring together a mixed-use development programme with particular attention to urban design, strategic environmental assessment and public consultation. In different ways, this process has sought to raise public awareness of the issues and risks associated with the town's coastal location and to integrate flood defence aspects within the strategic regeneration plan as part of a greater sensitivity to climatic risks and potential flooding. This paper examines the adaptive capacity of coastal communities and the complex of socio-economic and spatio-temporal perspectives that shape policy developments in the planning, development and proactive management of coastal environments. The paper identifies the need to accommodate a new civic awareness of potential environmental hazards in articulating the public interest and balancing the trade-offs involved.  相似文献
