Green infrastructure is a general term referring to the management of landscapes in ways that generate human and ecosystem benefits. Many municipalities have begun to utilize green infrastructure in efforts to meet stormwater management goals. This study examines challenges to integrating gray and green infrastructure for stormwater management, informed by interviews with practitioners in Cleveland, OH and Milwaukee WI. Green infrastructure in these cities is utilized under conditions of extreme fiscal austerity and its use presents opportunities to connect stormwater management with urban revitalization and economic recovery while planning for the effects of negative- or zero-population growth. In this context, specific challenges in capturing the multiple benefits of green infrastructure exist because the projects required to meet federally mandated stormwater management targets and the needs of urban redevelopment frequently differ in scale and location.  相似文献

The hydrologic and water quality benefits of an existing engineered stormwater control measures (SCMs) network, along with the alternative stormwater control simulations, were assessed in the rapidly urbanizing Beaverdam Creek watershed located in SE U.S. Piedmont region through the use of distributed Model of Urban Stormwater Improvement Conceptualization stormwater model. When compared with predevelopment conditions, the postdevelopment watershed simulation without SCMs indicated a 2 times increase in total runoff volume, 3 times average increase in peak flow for 1.5‐3.2 cm 6‐h storm events, and 30 times, 12 times, and 3 times higher total suspended solids (TSS), total phosphorous (TP), and total nitrogen (TN) loadings, respectively. The existing SCMs network, in comparison with the postdeveloped watershed without SCMs, reduced the average peak flow rates for 1.5‐3.2 cm 6‐h storm events by 70%, lowered the annual runoff volume by 3%, and lowered TSS, TP, TN annual loads by 57, 51, and 10%, respectively. A backyard rain garden simulation resulted in minimal additional reduction in TSS (1.6%), TP (0.4%), and TN (4%). Model simulations indicate that mandatory 85% TSS and 70% TP annual load reductions in comparison with the predevelopment levels would require the diversion of runoff from at least 70% of the contributing drainage areas runoff into additional offline bioretention basins.  相似文献

In urban and suburban areas, stormwater runoff is a primary stressor on surface waters. Conventional urban stormwater drainage systems often route runoff directly to streams and rivers, thus exacerbating pollutant inputs and hydrologic disturbance, and resulting in the degradation of ecosystem structure and function. Decentralized stormwater management tools, such as low impact development (LID) or water sensitive urban design (WSUD), may offer a more sustainable solution to stormwater management if implemented at a watershed scale. These tools are designed to pond, infiltrate, and harvest water at the source, encouraging evaporation, evapotranspiration, groundwater recharge, and re-use of stormwater. While there are numerous demonstrations of WSUD practices, there are few examples of widespread implementation at a watershed scale with the explicit objective of protecting or restoring a receiving stream. This article identifies seven major impediments to sustainable urban stormwater management: (1) uncertainties in performance and cost, (2) insufficient engineering standards and guidelines, (3) fragmented responsibilities, (4) lack of institutional capacity, (5) lack of legislative mandate, (6) lack of funding and effective market incentives, and (7) resistance to change. By comparing experiences from Australia and the United States, two developed countries with existing conventional stormwater infrastructure and escalating stream ecosystem degradation, we highlight challenges facing sustainable urban stormwater management and offer several examples of successful, regional WSUD implementation. We conclude by identifying solutions to each of the seven impediments that, when employed separately or in combination, should encourage widespread implementation of WSUD with watershed-based goals to protect human health and safety, and stream ecosystems.  相似文献

Uncertainty plays an important role in water quality management problems. The major sources of uncertainty in a water quality management problem are the random nature of hydrologic variables and imprecision (fuzziness) associated with goals of the dischargers and pollution control agencies (PCA). Many Waste Load Allocation (WLA) problems are solved by considering these two sources of uncertainty. Apart from randomness and fuzziness, missing data in the time series of a hydrologic variable may result in additional uncertainty due to partial ignorance. These uncertainties render the input parameters as imprecise parameters in water quality decision making. In this paper an Imprecise Fuzzy Waste Load Allocation Model (IFWLAM) is developed for water quality management of a river system subject to uncertainty arising from partial ignorance. In a WLA problem, both randomness and imprecision can be addressed simultaneously by fuzzy risk of low water quality. A methodology is developed for the computation of imprecise fuzzy risk of low water quality, when the parameters are characterized by uncertainty due to partial ignorance. A Monte-Carlo simulation is performed to evaluate the imprecise fuzzy risk of low water quality by considering the input variables as imprecise. Fuzzy multiobjective optimization is used to formulate the multiobjective model. The model developed is based on a fuzzy multiobjective optimization problem with max–min as the operator. This usually does not result in a unique solution but gives multiple solutions. Two optimization models are developed to capture all the decision alternatives or multiple solutions. The objective of the two optimization models is to obtain a range of fractional removal levels for the dischargers, such that the resultant fuzzy risk will be within acceptable limits. Specification of a range for fractional removal levels enhances flexibility in decision making. The methodology is demonstrated with a case study of the Tunga–Bhadra river system in India.  相似文献

Urban stormwater systems traditionally used “grey” infrastructure to manage runoff. Contemporary designs now incorporate “green” infrastructure, which offers additional potential benefits such as urban amenities and health. Understanding how green and grey infrastructure investments are distributed across urban areas is important for new goals of promoting environmental justice in planning. In California, for instance, public investments increasingly require a percentage of funds to be spent in disadvantaged communities. Recent advancements in the availability of high-detail geographic data in cities can support prioritising investments to fulfil these multiple benefits. This paper analyses the distribution of stormwater infrastructure in Los Angeles (LA) County in relation to design criteria, urban structure and sociodemographic information. It demonstrates an approach for identifying projects that simultaneously address engineering needs and promote equity. Statistical analysis of high-detail sewer locations reveals geographic correlations with key local design parameters, urban characteristics and sociodemographic indicators. Watershed areas in LA County were identified that support multi-benefit projects, meeting dual criteria for infrastructure improvements and disadvantaged community status. As stormwater systems are increasingly designed for multi-benefit outcomes, new design frameworks can emphasise both performance and social equity.  相似文献

With the use of water approaching, and in some cases exceeding, the limits of sustainability in many locations, there is an increasing recognition of the need to utilise stormwater for non-potable requirements, thus reducing the demand on potable sources. This paper presents a review of Australian stormwater treatment and recycling practices as well as a discussion of key lessons and identified knowledge gaps. Where possible, recommendations for overcoming these knowledge gaps are given. The review of existing stormwater recycling systems focussed primarily on the recycling of general urban runoff (runoff generated from all urban surfaces) for non-potable purposes. Regulations and guidelines specific to stormwater recycling need to be developed to facilitate effective design of such systems, and to minimise risks of failure. There is a clear need for the development of innovative techniques for the collection, treatment and storage of stormwater. Existing stormwater recycling practice is far ahead of research, in that there are no technologies designed specifically for stormwater recycling. Instead, technologies designed for general stormwater pollution control are frequently utilised, which do not guarantee the necessary reliability of treatment. Performance modelling for evaluation purposes also needs further research, so that industry can objectively assess alternative approaches. Just as many aspects of these issues may have impeded adoption of stormwater, another impediment to adoption has been the lack of a practical and widely accepted method for assessing the many financial, social and ecological costs and benefits of stormwater recycling projects against traditional alternatives. Such triple-bottom-line assessment methodologies need to be trialled on stormwater recycling projects. If the costs and benefits of recycling systems can be shown to compare favourably with the costs and benefits of conventional practices this will provide an incentive to overcome other obstacles to widespread adoption of stormwater recycling.  相似文献

Abstract: Bioretention as sustainable urban stormwater management has gathered much recent attention, and implementation is expanding in mesic locations that receive more than 1,000 mm of annual precipitation. The arid southwestern United States is the fastest growing and most urbanized region in the country. Consequently, there is a need to establish design recommendations for bioretention to control stormwater from expanding urban development in this ecologically sensitive region. Therefore, we review the ecological limits and opportunities for designing bioretention in arid and semiarid regions. We incorporated USEPA Stormwater Management Model (SWMM) simulations to synthesize ecologically based design recommendations for bioretention in arid climates. From our review, an ideal bioretention garden area should be 6 to 8% of the contributing impervious drainage area (depending on region) with two layers of media, a 0.5‐m low‐nutrient topsoil layer above a 0.6‐m porous media layer that acts as temporary storage during a storm event. When planted with the suggested vegetation, this design maximizes stormwater treatment by promoting ecological treatment in the topsoil while promoting infiltration and evapotranspiration of stormwater by deep‐rooted shrubs that require no irrigation after establishment. This synthesis improves water resources management in arid and semiarid regions by introducing a sustainable bioretention design that protects local surface waters while reducing regional water demands for irrigation.  相似文献

It is now well established that the traditional practice of urban stormwater management contributes to the degradation of receiving waterways, and this practice was more recently critiqued for facilitating the wastage of a valuable water resource. However, despite significant advances in alternative “integrated urban stormwater management” techniques and processes over the last 20 years, wide-scale implementation has been limited. This problem is indicative of broader institutional impediments that are beyond current concerns of strengthening technological and planning process expertise. Presented here is an analysis of the institutionalization of urban stormwater management across Sydney with the objective of scoping institutional impediments to more sustainable management approaches. The analysis reveals that the inertia with the public administration of urban stormwater inherently privileges and perpetuates traditional stormwater management practices at implementation. This inertia is characterized by historically entrained forms of technocratic institutional power and expertise, values and leadership, and structure and jurisdiction posing significant impediments to change and the realization of integrated urban stormwater management. These insights strongly point to the need for institutional change specifically directed at fostering horizontal integration of the various functions of the existing administrative regime. This would need to be underpinned with capacity-building interventions targeted at enabling a learning culture that values integration and participatory decision making. These insights also provide guideposts for assessing the institutional and capacity development needs for improving urban water management practices in other contexts.  相似文献

Urban stormwater run-off is a threat to stream ecosystems. New approaches to stormwater management aim to protect urban streams from such impacts, by retaining, treating and using stormwater at its source. As up to ~50% of runoff from urban surfaces comes from private property, fostering stormwater retention requires effective householder engagement. We evaluated householder participation in the Little Stringybark Creek project, a stormwater retrofit programme aimed at waterway protection, using qualitative enquiry through formal and informal interviews to identify factors that influenced participation. Participation was governed by multiple factors, with financial incentives and personal co-benefits of tanks primary motivators, while process complexity and distrust were primary barriers. Results suggest an approach combining education to encourage review of subjective norms and attitudes, with incentives to mitigate behavioural controls can transform public behaviour towards sustainable stormwater management.  相似文献

This contribution discusses a site selection process for establishing a local park. It was supported by a value-focused approach and spatial multi-criteria evaluation techniques. A first set of spatial criteria was used to design a number of potential sites. Next, a new set of spatial and non-spatial criteria was employed, including the social functions and the financial costs, together with the degree of suitability for the park to evaluate the potential sites and to recommend the most acceptable one. The whole process was facilitated by a new software tool that supports spatial multiple criteria evaluation, or SMCE. The application of this tool, combined with a continual feedback by the public administration, has provided an effective methodology to solve complex decisional problem in land-use and urban planning.  相似文献

A triple-objective optimal sizing method based on a dynamic strategy is presented for an islanded hybrid energy microgrid, consisting of wind turbine, solar photovoltaic, battery energy storage system and diesel generator. The dynamic strategy is given based on a dynamic complementary coordination between two different master-slave control modes for maximum renewable energy utilization. Combined with the proposed strategy, NSGA-II-based optimization program is applied to the sizing optimization problem with triple different objectives including the minimization of annualized system cost, the minimization of loss of power supply probability and the maximization of utilization ratio of renewable energy generation. The sizing results and the proposed strategy are both compared and analyzed to validate the proposed method in a real case of an islanded hybrid energy microgrid on Dong’ao Island, China.  相似文献

China has been trying to improve the safety and environmental performances of small coal mines (SCMs) in 2000s through measures of trusteeship and consolidation. The question whether such policy and practice can sustain small scale mining is interesting academically and important practically for China and the world. This paper finds that the Chinese SCM policy has been switched from encouragement to restriction for legal SCMs and from privatization to nationalization in some provinces in the past 10 years. Legal SCMs face pressure to be expanded continuously and to be absorbed or consolidated by large coal mines, which often are state owned. Unexpectedly, financial resources may not be a big constraint nowadays due to availability of private equity investment resources. The paper argues that both the trusteeship and consolidation approaches may only be able to sustain SCMs in the short run. A more sustainable measure is to establish a stable, transparent and inclusive legal and fiscal framework. This paper concludes that those trusteeship approaches may be applicable to restructuring small scale mines in other countries; however, the consolidation practice in China's is unique and thus may not be applicable to others.  相似文献

ABSTRACT: A combinatorial optimization procedure for best management practice (BMP) placement at the watershed level facilitates selection of cost effective BMP scenarios to control non point source (NFS) pollution. A genetic algorithm (GA) was selected from among several optimization heuristics. The GA combines an optimization component written in the C++ language with spatially variable NFS pollution prediction and economic analysis components written within the Arc View geographic information system. The procedure is modular in design, allowing for component modifications while maintaining the basic conceptual framework. An objective function was developed to lexicographically optimize pollution reduction followed by cost increase. Scenario cost effectiveness is then calculated for scenario comparisons. The NPS pollutant fitness score allows for evaluation of multiple pollutants, based on prioritization of each pollutant. The economic component considers farm level public and private costs, cost distribution, and land area requirements. Development of a sediment transport function, used with the Universal Soil Loss Equation, allows the optimization procedure to run within a reasonable timeframe. The procedure identifies multiple near optimal solutions, providing an indication of which fields have a more critical impact on overall cost effectiveness and flexibility in the final solution selected for implementation. The procedure was demonstrated for a 1,014‐ha watershed in the Ridge and Valley physiographic region of Virginia.  相似文献

A new optimization algorithm by coupling the mutation process to the particle swarm optimization (PSO) is developed in this paper. This algorithm, entitled particle swarm optimization with mutation similarity (PSOMS), is successfully applied to an urban water resources management problem for the large city of Tabriz, Iran. The objective functions of the optimization problem are to minimize the cost, maximize water supply and minimize the environmental hazards. The constraints are physical limits such as pipelines capacity, ground water, the demand and the impact of conservation tools. Due to the parameters uncertainty, the water supply objective is modeled with fuzzy set theory and the objectives are then combined with compromise programming. The resulted single objective is solved using PSOMS, and its efficiency is then compared with the basic PSO and two kinds of genetic algorithms. Among them, PSOMS shows rapid convergence and suitable results compared to other methods. PSOMS is also improved to provide the Pareto frontier, which is needed to proper selecting of the optimal solutions in the uncertain conditions. Finally, the diversity of solutions is checked based on an indicator of the distances between different solutions, which show the efficiency of the PSOMS algorithm with respect to the genetic algorithm. Then by using the non-symmetric Kalai–Smorodinsky method a guideline is provided for comfort selection of the most preferred solution in the Pareto frontier. Based on these outcomes, the multi-objective PSOMS provides more appropriate results needed for urban systems management.  相似文献

Abstract:  This research evaluated the effectiveness of regulations for stormwater pollutants originating from industrial facilities. Industrial facilities discharging stormwater are subject to General Permits implemented by state and federal agencies, which require facility operators to identify themselves and to implement pollution prevention measures. An overlying system of permits require Municipal Separate Storm Sewer System operators to identify and inspect facilities in their jurisdictions capable of discharging substantial pollutant loads into stormwater conveyances, introducing more active regulation and strategic prioritization, but with unequal implementation in different urban regions. This research evaluated the interaction between the regulations and ways in which the regulations succeed, or fail, at protecting water quality. The research evaluated potential for pollutant discharges at 136 industrial facilities in Pinellas County, Florida, using telephone interviews; off-site facility visits; and on-site facility inspections, targeting four industrial categories: wood products; stone, clay, glass, and concrete products; fabricated metal products; and electronic products. Results documented that a large proportion of facilities subject to General Permits conduct few or no activities likely to produce stormwater pollutants, indicating that the regulations’ equal treatment of all facilities may constitute overregulation. The research developed a methodology to assess facilities using intensity of industrial activities exposed to stormwater, a rational measurement that could regularize municipal agencies’ requirements and prioritize implementation toward facilities with the potential to impact receiving water quality.  相似文献

ABSTRACT: An optimal control methodology and computational model are developed to evaluate multi‐reservoir release schedules that minimize sediment scour and deposition in rivers and reservoirs. The sedimentation problem is formulated within a discrete‐time optimal control framework in which reservoir releases represent control variables and reservoir bed elevations, storage levels, and river bed elevations represent state variables. Constraints imposed on reservoir storage levels and releases are accommodated using a penalty function method. The optimal control model consists of two interfaced components: a one‐dimensional finite‐difference simulation module used to evaluate flow hydraulics and sediment transport dynamics, and a successive approximation linear quadratic regulator (SALQR) optimization algorithm used to update reservoir release policies and solve the augmented control problem. Hypothetical two‐reservoir and five‐reservoir networks are used to demonstrate the methodology and its capabilities, which is a vital phase towards the development of a more robust optimal control model and application to an existing multiple‐reservoir river network.  相似文献

ABSTRACT: To manage the first flush of storm runoff in urbanized areas, a diversion box and detention basin system has been proposed for a new storm sewer system or for retrofitting an existing system. A software package for a personal computer has been developed to facilitate the analysis and design of the system. Hydrographs and pollutographs are generated at the inlet and outlet of the diversion box and the detention basin. The peak outflow and peak pollutant concentrations are compared with the allowable outflow and pollutant concentration for urban stormwater quantity and quality management. Integrated approaches to urban stormwater drainage management are being increasingly advocated as necessary for advancing more sustainable and holistic management of urban water environments. In this paper, the status of integrated approaches in the management of urban stormwater discharges to receiving waterways is summarized. The starting point of the paper is with the recent scientific contributions, revealing that integration is being pursued and implemented predominantly at two conceptual levels. These include 1) integrating the technical system with the receiving waterway environment, and 2) considering the interaction and influence of the human system with the technical system through processes such as stakeholder and public participation. Additionally, it is argued that the evolving shift towards the implementation of water-quality-based strategies advances the need for further development and application of integrated models and approaches. The cases of online physically based models for predictive control and integrated source control and public participation are presented as examples of such ongoing developments in pursuit of integrated urban stormwater management.  相似文献

Abstract: The growing impact of urban stormwater on surface‐water quality has illuminated the need for more accurate modeling of stormwater pollution. Water quality based regulation and the movement towards integrated urban water management place a similar demand for improved stormwater quality model predictions. The physical, chemical, and biological processes that affect stormwater quality need to be better understood and simulated, while acknowledging the costs and benefits that such complex modeling entails. This paper reviews three approaches to stormwater quality modeling: deterministic, stochastic, and hybrid. Six deterministic, three stochastic, and three hybrid models are reviewed in detail. Hybrid approaches show strong potential for reducing stormwater quality model prediction error and uncertainty. Improved stormwater quality models will have wide ranging benefits for combined sewer overflow management, total maximum daily load development, best management practice design, land use change impact assessment, water quality trading, and integrated modeling.  相似文献

A goal in urban water management is to reduce the volume of stormwater runoff in urban systems and the effect of combined sewer overflows into receiving waters. Effective management of stormwater runoff in urban systems requires an accounting of various components of the urban water balance. To that end, precipitation, evapotranspiration (ET), sewer flow, and groundwater in a 3.40‐hectare sewershed in Detroit, Michigan were monitored to capture the response of the sewershed to stormwater flow prior to implementation of stormwater control measures. Monitoring results indicate that stormflow in sewers was not initiated unless rain depth was 3.6 mm or greater. ET removed more than 40% of the precipitation in the sewershed, whereas pipe flow accounted for 19%–85% of the losses. Flows within the sewer that could not be associated with direct precipitation indicate an unexpected exchange of water between the leaky sewer and the groundwater system, pathways through abandoned or failing residential infrastructure, or a combination of both. Groundwater data indicate that groundwater flows into the leaky combined sewer rather than out. This research demonstrates that urban hydrologic fluxes can modulate the local water cycle in complex ways which affect the efficiency of the wastewater system, effectiveness of stormwater management, and, ultimately, public health.  相似文献
