The City of Cape May, New Jersey, draws its primary water supply from the Cohansey Aquifer, a unit serving residential, community, and industrial users throughout the Coastal Plain. By the year 2000, projected population growth will impose a peak water demand beyond available supplies. In addition, regional over-pumping threatens the Cohansey with saltwater intrusion, placing the city wells at risk by 1998. In the early-to mid 1990s, three broad categories of water-supply alternatives were evaluated by regional, state, and federal agencies — additional pumping from the Cohansey, conjunctive use of the Cohansey with other aquifers, and desalination of brackish groundwater. An approach was adopted in 1996 which derives up to 2 MGD from desalination of brackish groundwater, with the remaining peak demand satisfied by short-term pumpage from existing wells in the Cohansey. The first of two wells has been completed, yielding 1.4 MGD of brackish groundwater. Similar performance from the second well will exceed the design goal. When the initial system comes on line during the summer of 1998, New Jersey will have its first public water supply derived from desalinated groundwater. The use of desalinated groundwater balances competing demands for water resources in the southern Cape Region of New Jersey, allowing continued economic growth while reducing human impacts on a threatened aquifer.  相似文献

ABSTRACT: Pond‐cypress, a deciduous conifer, is a dominant canopy species in depressional wetlands of the southeastern Coastal Plain (SCP). Extensive premature decline and death of pond‐cypress trees in central Florida have been attributed to hydroperiod alterations due to excessive withdrawals of ground water from the Floridan aquifer. One factor identified in the decline process is basal decay, which may be related to the presence of Botryosphaeria rhodina and Fusarium species (nonaggressive, facultative fungal pathogens). These fungi have been cultured from sapwood tissue of declining pond‐cypress associated with ground water mining, but not from pond‐cypress away from ground water mimng areas. In this experiment, differences in soluble (nonstructural) carbohydrate composition of branch tips were evaluated for one‐and two‐year old, nursery‐grown (unsheltered) pond‐cypress, following a year of growth under treatment conditions (control, fungal inoculation, water stress, and fungal inoculation plus water stress) in a growth chamber. Results from two methods of wet chemical analysis were compared (trimethylsilyl methylglycoside‐Method A, and alditol acetate ‐ Method B). Three pentoses (arabinose, rhamnose, and xylose) and three hexoses (galactose, glucose, and mannose) were identified in branch tips from both age classes. A fourth hexose (fucose) also was identified in samples from the younger trees. The acidic sugar, galacturonic acid, was identified in both age classes using Method A. Results suggest that prolonged water stress is correlated with greater relative concentrations of the neutral soluble sugars rhamnose (P = 0.02), xylose (P = 0.02), and galactose (P = 0.02), in addition to the acidic sugar galacturonic acid (P = 0.01), for Method A, and arabinose (P = 0.02) for Method B. These results also suggest that in the absence of water stress, the fungal pathogen B. rhodina does not penetrate to the sapwood of the trees, and that inoculation with this fungal pathogen is not correlated with differences in relative concentrations of nonstructural, soluble carbohydrates, based on Method A analysis. Empirical evidence suggests that pond‐cypress trees in depressional wetlands respond similarly to anthropogenic perturbations of ground water, but not to natural periods of drought in the absence of such perturbations. Therefore, pond‐cypress appear to be integrators of groundwater perturbations. Greater concentrations of the soluble sugars identified in this study in pond‐cypress branch tips may be hydroecological indicators of such anthropogenic perturbations as unsustainable yield from the regional aquifer and adverse impacts from aquifer storage and recovery (ASR) activities in the SCP.  相似文献

Water transfers from agricultural to urban and environmental uses will likely become increasingly common worldwide. Many agricultural areas rely heavily on underlying groundwater aquifers. Out-of-basin surface water transfers will increase aquifer withdrawals while reducing recharge, thereby altering the evolution of the agricultural production/groundwater aquifer system over time. An empirical analysis is conducted for a representative region in California. Transfers via involuntary surface water cutbacks tilt the extraction schedule and lower water table levels and net benefits over time. The effects are large for the water table but more modest for the other variables. Break-even prices are calculated for voluntary quantity contract transfers at the district level. These prices differ considerably from what might be calculated under a static analysis which ignores water table dynamics. Canal-lining implies that districts may gain in the short-run but lose over time if all the reduction in conveyance losses is transferred outside the district. Water markets imply an evolving quantity of exported flows over time and a reduction in basin net benefits under common property usage. Most aquifers underlying major agricultural regions are currently unregulated. Out-of-basin surface water transfers increase stress on the aquifer and management benefits can increase substantially in percentage terms but overall continue to remain small. Conversely, we find that economically efficient management can mitigate some of the adverse consequences of transfers, but not in many circumstances or by much. Management significantly reduced the water table impacts of cutbacks but not annual net benefit impacts. Neither the break-even prices nor the canal-lining impacts were altered by much. The most significant difference is that regional water users gain from water markets under efficient management.  相似文献

As withdrawals from deep compartmentalized aquifers increasingly exceed recharge throughout the western United States, conjunctive water use management alternatives have become an applied research priority. This study highlights both details and limitations of the role of irrigation canal seepage as groundwater recharge, revealing the regional limitations of canal seepage as a dependable source of recharge in overdrawn aquifers. A suite of geochemical indicators were used together with a numerical model to evaluate current and future management scenarios focused on recharge derived from seepage from a region‐wide irrigation canal system. Twenty‐five years of static groundwater level data were used to relate spatial trends determined using geochemistry and groundwater modeling with “on‐the‐ground” management practices, which vary based on acreage, crop, and irrigation scheduling. Increasing groundwater age determined using isotope analysis, and declines in potentiometric heads, each correlate with increasing distance from the canal reaches. Predictive modeling indicates that if pumping is gradually reduced, as has been suggested by management agencies, that recharge from canal seepage will be negligible by 2035 due to regional groundwater through‐flow and the pattern of potentiometric head recovery. Unfortunately, historic hydrographs suggest that under current groundwater development conditions most wells are not sustainable, irrespective of proximity to the canal.  相似文献

Lin, Zhulu, 2011. Estimating Water Budgets and Vertical Leakages for Karst Lakes in North‐Central Florida (United States) Via Hydrological Modeling. DOI: 10.1111/j.1752‐1688.2010.00513.x Abstract: Newnans, Lochloosa, and Orange Lakes are closely hydrologically connected karst lakes located in north‐central Florida, United States. The complex karst hydrology in this region poses a great challenge to the hydrological modeling that is essential to the development of Total Maximum Daily Loads for these lakes. We used a Hydrological Simulation Program – Fortran model coupled with the parallel Parameter ESTimation model calibration and uncertainty analysis software to estimate effectively the hydrological interactions between the lakes and the underlying upper Floridan aquifer and the water budgets for these three lakes. The net results of the lake‐groundwater interactions in Newnans and Orange Lakes are that both lakes recharge the underlying upper Floridan aquifer, with the recharge rate of the latter one magnitude greater than that of the former. However, for Lochloosa Lake, the net lake‐groundwater interaction is that the lake gains water from groundwater in a significant amount, approximately 40% of its total terrestrial water input. The annual average vertical leakages estimated for Newnans, Lochloosa, and Orange Lakes are 6.0 × 106, ?8.9 × 106, and 44.4 × 106 m3, respectively. The average vertical hydraulic conductance (Kv/b) of the units between a lake bottom and the underlying upper Floridan aquifer in this region are also estimated to be from 1.26 × 10?4 to 1.01 × 10?3 day?1.  相似文献

Application of game theory for a groundwater conflict in Mexico   总被引:2,自引:0,他引:2  
Exploitation of scarce water resources, particularly in areas of high demand, inevitably produces conflict among disparate stakeholders, each of whom may have their own set of priorities. In order to arrive at a socially acceptable compromise, the decision-makers should seek an optimal trade-off between conflicting objectives that reflect the priorities of the various stakeholders. In this study, game theory was applied to a multiobjective conflict problem for the Alto Rio Lerma Irrigation District, located in the state of Guanajuato in Mexico, where economic benefits from agricultural production should be balanced with associated negative environmental impacts. The short period of rainfall in this area, combined with high groundwater withdrawals from irrigation wells, has produced severe aquifer overdraft. In addition, current agricultural practices of applying high loads of fertilizers and pesticides have contaminated regions of the aquifer. The net economic benefit to this agricultural region in the short-term lies with increasing crop yields, which requires large pumping extractions for irrigation as well as high chemical loading. In the longer term, this can produce economic loss due to higher pumping costs (i.e., higher lift requirements), or even loss of the aquifer as a viable source of water. Negative environmental impacts include continued diminishment of groundwater quality, and declining groundwater levels in the basin, which can damage surface water systems that support environmental habitats. The two primary stakeholders or players, the farmers in the irrigation district and the community at large, must find an optimal balance between positive economic benefits and negative environmental impacts. In this paper, game theory was applied to find the optimal solution between the two conflicting objectives among 12 alternative groundwater extraction scenarios. Different attributes were used to quantify the benefits and costs of the two objectives, and, following generation of the Pareto frontier or trade-off curve, four conflict resolution methods were then applied.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00526.x Abstract: Wells screened across multiple aquifers can provide pathways for the movement of surprisingly large volumes of groundwater to confined aquifers used for public water supply (PWS). Using a simple numerical model, we examine the impact of several pumping scenarios on leakage from an unconfined aquifer to a confined aquifer and conclude that a single inactive multi‐aquifer well can contribute nearly 10% of total PWS well flow over a wide range of pumping rates. This leakage can occur even when the multi‐aquifer well is more than a kilometer from the PWS well. The contribution from multi‐aquifer wells may be greater under conditions where seasonal pumping (e.g., irrigation) creates large, widespread downward hydraulic gradients between aquifers. Under those conditions, water can continue to leak down a multi‐aquifer well from an unconfined aquifer to a confined aquifer even when those multi‐aquifer wells are actively pumped. An important implication is that, if an unconfined aquifer is contaminated, multi‐aquifer wells can increase the vulnerability of a confined‐aquifer PWS well.  相似文献

Groundwater use is likely to be inefficient in the absence of regulation and hence there is substantial interest in optimal groundwater withdrawals over time. Under an optimal regime withdrawals, pumping lifts, and profits converge to steady-state levels. In this paper we show that optimal steady-state lifts, withdrawals, and marginal user costs can be readily calculated for multi-cell models of confined aquifers. Applications to the design of economically efficient groundwater management policies are discussed, comparisons to previous work and to the safe yield concept are made, and an illustrative example is given.  相似文献

The cost of developing groundwater resources in northeastern Illinois from 198cL2020 is estimated for the purpose of providing a basis for comparing alternative sources. Demands for each township in the study area are estimated at 10-year increments and are satisfied, where the supply is sufficient, in such a way as to minimize the cost subject to constraints on supply. Sources of water are two shallow aquifers with known potential yields and a series of deep aquifers treated as a single unit and modeled on a digital computer. For each township the costs of wells, pumps, power and rehabilitation is estimated for each aquifer on a per million gallons of water per day basis. In addition the cost of groundwater treatment necessary to raise the quality to that of treated Lake Michigan water is considered. Raw water costs are found to vary from 2 to 14 cents per 1000 gallons depending upon the depth to the deep aquifer water. Treated water costs vary from 22 to 53 cents per 1000 gallons, the lower costs applying to the largest users because of the economy of scale. It is found that with proper distribution of pumpage there is sufficient water in storage in the deep aquifers to meet groundwater demands through 2020.  相似文献

Abstract: Water supply uncertainty continues to threaten the reliability of regional water resources in the western United States. Climate variability and water dispute potentials induce water managers to develop proactive adaptive management strategies to mitigate future hydroclimate impacts. The Eastern Snake Plain Aquifer in the state of Idaho is also facing these challenges in the sense that population growth and economic development strongly depend on reliable water resources from underground storage. Drought and subsequent water conflict often drive scientific research and political agendas because water resources availability and aquifer management for a sustainable rural economy are of great interest. In this study, a system dynamics approach is applied to address dynamically complex problems with management of the aquifer and associated surface‐water and groundwater interactions. Recharge and discharge dynamics within the aquifer system are coded in an environmental modeling framework to identify long‐term behavior of aquifer responses to uncertain future hydrological variability. The research shows that the system dynamics approach is a promising modeling tool to develop sustainable water resources planning and management in a collaborative decision‐making framework and also to provide useful insights and alternative opportunities for operational management, policy support, and participatory strategic planning to mitigate future hydroclimate impacts in human dimensions.  相似文献

The traditional factors used to determine safe yield of a groundwater basin (water supply, economics, water quality and water rights) do not include environmental effects. Because of the unique estuarine ecosystems associated with many coastal aquifers, environmental effects should be included in the determination of the safe yield of these aquifers. Controlled saline-water intrusion should be considered as a management tool in coastal aquifers. Artificial aquifer recharge using treated wastewater may be used to increase the safe yield of a coastal aquifer system while preserving the ecology of the coastal ecosystems.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00593.x Abstract: The study developed a mass balance model to evaluate the groundwater budget of seawater‐intruded island aquifers using limited available data. The Penghu islands were selected as a study area. As sparse observed data were available in the islands, methods of combining water and chloride balances were used to determine the amounts of groundwater pumping, seawater intrusion, aquifer storages, and safe yields in the shallow and deep aquifers. The groundwater budget shows that seawater intrusion to freshwater aquifers was 1.38 × 106 and 0.29 × 106 m3/year in the shallow and deep aquifers, respectively, indicating that the seawater intrusion is severe in the both aquifers. The safe yield of the shallow aquifer was 14.56 × 106 m3/year in 2005 which was four times higher than that of the deep aquifer (3.70 × 106 m3/year). However, the annual pumping amounts in the shallow and deep aquifers were 4.77 × 106 and 3.63 × 106 m3/year, respectively. Although the safe yield of the shallow aquifer is enough for all water resources demands, only 55% of exploitation amount was extracted from the shallow aquifer due to its poor water quality. Groundwater exploitation in the deep aquifer should be significantly reduced and regulated by a dynamic management of pumping scheme because the annual pumping amounts are close to the safe yield and seawater intrusion occurs continually. Additionally, to alleviate further aquifer salination, at least half of the current annual groundwater abstraction should be reduced.  相似文献

ABSTRACT: Principal U.S. phosphate production is from central Florida where mining, processing, and waste disposal practices intimately associate the industry with water resouces. Available radium-226 data from 1966 and from 1973–1976 in mined and unmined mincralized areas and nonmineralized areas in the primary study area in Polk, Hardee, Hillsborough, Manatee, and De Soto counties were studied using log-normal probability plots and nonparametric statistical tests for significant difference as functions of time, depth, and location. Plots of radium in the water table and Floridan aquifers for mineralized and nonmineralized areas indicate that neither phosphate mineralization nor the industry is a probable factor. For the Lower Floridan aquifer, three separate radium populations are indicated with geometric means of 0.7, 3, and 10 pCi/1. Geometric mean radium-226 content of the water table aquifer is 0.17 pCi/1. Radium in the Floridan aquifer in Manatee and Sarasota Counties is elevated relative to that in the water table and in other areas of Florida. For Sarasota County, geometric mean radium content of the water table is 15 pCi/l versus 7.5 pCi/l in the Floridan. Potential sources include shallow phosphate sediments and monazite sands and possibly crystalline basement rocks or other strata unrelated to phosphatic zones of current economic interest. The existing radium-226 data base is rather marginal in terms of number and spatial distribution of analyses, particularly for the water table and Upper Floridan aquifer. Existing radium data do not substantiate widespread contamination of ground water as a result of the phosphate industry. However, local contamination associated with specific operations has occurred.  相似文献

ABSTRACT: A ground-water-management model was developed to investigate the best management options for the containment of an oil-field-brine plume in the Equus Beds aquifer in south-central Kansas. The main purpose of the management model was to find the optimal locations and minimum rates of pumpage of a set of plume-interception wells, to successfully reverse the velocity vectors at observation wells located along the plume front, and also to satisfy freshwater demands from supply wells. The effects of the calculated minimum withdrawals from the interception wells on the migration of contaminants throughout the ground-water system were evaluated utilizing a solute-transport model. This latter analysis was carried out to ensure the containment of the plume. Whereas application of the management model to the study area achieves the management objectives, the implementation of the results is believed to be impractical and expensive. This is because a considerable amount of water must be pumped out to reverse the velocity vectors in the vicinity of the plume. In general, the proposed technique of pollutant containment may be effective when applied to aquifers having low hydraulic gradients and/or to aquifers with hazardous plumes whose containment is not subject to economic constraints.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00524.x Abstract: We compared two approaches to administration of groundwater law on a hydrologic model of the North Canadian River, an alluvial aquifer in northwestern Oklahoma. Oklahoma limits pumping rates to retain 50% aquifer saturated thickness after 20 years of groundwater use. The Texas Panhandle Groundwater Conservation District’s (GCD) rules limit pumping to a rate that consumes no more than 50% of saturated thickness in 50 years, with reevaluation and readjustment of permits every 5 years. Using a hydrologic model (MODFLOW), we simulated river‐groundwater interaction and aquifer dynamics under increasing levels of “development” (i.e., increasing groundwater withdrawals). Oklahoma’s approach initially would limit groundwater extraction more than the GCD approach, but the GCD approach would be more protective in the long run. Under Oklahoma rules more than half of aquifer storage would be depleted when development reaches 65%. Reevaluation of permits under the Texas Panhandle GCD approach would severely limit pumping as the 50% level is approached. Both Oklahoma and Texas Panhandle GCD approaches would deplete alluvial base flow at approximately 10% development. Results suggest periodic review of permits could protect aquifer storage and river base flow. Modeling total aquifer storage is more sensitive to recharge rate and aquifer hydraulic conductivity than to specific yield, while river leakage is most sensitive to aquifer hydraulic conductivity followed by specific yield.  相似文献

The Allende–Piedras Negras (APN) aquifer is located between the states of Texas (United States [U.S.]) and Coahuila (Mexico). The Rio Grande crosses the aquifer, acting as a natural and political divide between the countries. However, it remains unclear whether the APN aquifer can be considered a truly transboundary aquifer flow system, which would potentially require joint management by two different administrative jurisdictions. The main purpose of this study was to evaluate the transboundary nature of this aquifer. This was achieved by developing a detailed hydrogeological model to analyze the direction of volumetric fluxes within the APN aquifer using Visual MODFLOW. The model simulated a spatially averaged cumulative drawdown of 0.76 m for the entire aquifer over an 18‐year modeling period (2000–2017). The flow convergence zone, previously located below the Rio Grande, has shifted to the U.S. side in most locations, driven by higher pumping rates of the wells located near the river. This shift of the convergence zone from one country to the other means that groundwater recharge from one side flows underneath the river to the other side. This qualifies the APN aquifer as a “transboundary groundwater flow system.” The procedure followed in this study may be applied to other aquifers that straddle the U.S.–Mexico border and may motivate future modeling studies on other poorly studied transboundary aquifers around the world and thereby enable bi‐national aquifer management.  相似文献

Abstract: The population of Collier and Lee Counties in southwestern Florida has increased 11‐fold from 1960 to 2004 with a concomitant increase in freshwater demand. Water levels and salinity within the water table aquifer over the past two to three decades have generally been stable, with more monitoring wells showing statistically significant temporal increases in water level than decreases. Residential development has had a neutral impact on the water table aquifer because the total annual evapotranspiration of residential communities is comparable to that of native vegetation and less than that of most agricultural land uses. Public water supply systems and private wells also result in net recharge to the water table aquifer with water produced from deeper aquifers. Confined freshwater aquifers have overall trends of decreasing water levels. However, with the exception of the mid‐Hawthorn aquifer, water levels in most areas recover to near background levels each summer wet season. Freshwater resources in humid subtropical areas, such as southwestern Florida, are relatively robust because of the great aquifer recharge potential from the excess of rainfall over ET during the wet season. Proper management can result in sustainable water resources.  相似文献

Abstract: One of the largest karst springs in North China, the Jinci Springs, dried up and has remained dry since 1994. We develop a correlation analysis with time‐lag and a regression analysis with time‐lag to study the relation between spring flow and precipitation. This allows us to obtain a better understanding of karst hydrological processes by differentiating the contribution of variation in precipitation from anthropogenic impacts on the dry‐up of Jinci Springs. We divided the karstic hydrological processes into two phases: pre‐1961 and post‐1961. In the first phase (i.e., 1954‐1960) the groundwater recharge was affected by precipitation alone, and in the second phase (i.e., 1961‐1994) the groundwater recharge was influenced by both precipitation and human activities. Using precipitation and groundwater recharge data in the first phase, we set up a groundwater recharge model with time‐lags. By running the time‐lags model, we acquired the groundwater recharge likely to occur under the sole effect of precipitation in the second phase. Using a water‐balance calculation, we conclude that the groundwater recharge exhibited statistical stationarity, and the Jinci Springs dry‐up was the result of anthropogenic activities. At least three specific types of anthropogenic activities contributed to the drying‐up of Jinci Springs: (1) groundwater pumping accounts for 51%, (2) the dewatering from coal mining accounts for 33%, (3) and dam‐building 14%. The drying‐up of Jinci Springs meant that the groundwater drained from the aquifer’s fractures, and subsequently changed the structure of the karst aquifer. Although groundwater exploitation has been reduced, the flow at Jinci Springs has not reoccurred.  相似文献

Abstract: The residents of Nassau County Long Island, New York receive all of their potable drinking water from the Upper Glacial, Jameco/Magothy (Magothy), North Shore, and Lloyd aquifers. As the population of Nassau County grew from 1930 to 1970, the demand on the ground‐water resources also grew. However, no one was looking at the potential impact of withdrawing up to 180 mgd (7.9 m3/s) by over 50 independent water purveyors. Some coastal community wells on the north and south shores of Nassau County were being impacted by saltwater intrusion. The New York State Legislature formed a commission to look into the water resources in 1972. The commission projected extensive population growth and a corresponding increase in pumping resulting in a projected 93.5 to 123 mgd (4.1 to 5.5 m3/s) deficit by 2000. In 1986, the New York Legislature passed legislation to strengthen the well permit program and also establish a moratorium on new withdrawals from the Lloyd aquifer to protect the coastal community’s only remaining supply of drinking water. Over 30 years has passed since the New York Legislature made these population and pumping projections and it is time to take a look at the accuracy of the projections that led to the moratorium. United States Census data shows that the population of Nassau County did not increase but decreased from 1970 to 2000. Records show that pumping in Nassau County was relatively stable fluctuating between 170 and 200 mgd (7.5 to 8.8 m3/s) from 1970 to 2004, well below the projection of 242 to 321 mgd (10.6 to 14.1 m3/s). Therefore, the population and water demand never grew to projected values and the projected threat to the coastal communities has diminished. With a stable population and water demand, its time to take a fresh look at proactive ground‐water resource management in Nassau County. One example of proactive ground‐water management that is being considered in New Jersey where conditions are similar uses a ground‐water flow model to balance ground water withdrawals, an interconnection model to match supply with demand using available interconnections, and a hydraulic model to balance flow in water mains. New Jersey also conducted an interconnection study to look into how systems with excess capacity could be used to balance withdrawals in stressed aquifer areas with withdrawals in unstressed areas. Using these proactive ground‐water management tools, ground‐water extraction could be balanced across Nassau County to mitigate potential impacts from saltwater intrusion and provide most water purveyors with a redundant supply that could be used during water emergencies.  相似文献

ABSTRACT: Ground water and surface water constitute a single dynamic system in most parts of the Suwannee River basin due to the presence of karst features that facilitate the interaction between the surface and subsurface. Low radon-222 concentrations (below background levels) and enriched amounts of oxygen-18 and deuterium in ground water indicate mixing with surface water in parts of the basin. Comparison of surface water and regional ground water flow patterns indicate that boundaries for ground water basins typically do not coincide with surface water drainage subbasins. There are several areas in the basin where ground water flow that originates outside of the Suwannee River basin crosses surface water basin boundaries during both low-flow and high-flow conditions. In a study area adjacent to the Suwannee River that consists predominantly of agricultural land use, 18 wells tapping the Upper Floridan aquifer and 7 springs were sampled three times during 1990 through 1994 for major dissolved inorganic constituents, trace elements, and nutrients. During a period of above normal rainfall that resulted in high river stage and high ground water levels in 1991, the combination of increased amounts of dissolved organic carbon and decreased levels of dissolved oxygen in ground water created conditions favorable for the natural reduction of nitrate by denitrification reactions in the aquifer. As a result, less nitrate was discharged by ground water to the Suwannee River.  相似文献
