The conjunctive use of surface and groundwater resources is one alternative for optimal use of available water resources in arid and semiarid regions. The optimization models proposed for conjunctive water allocation are often complicated, nonlinear, and computationally intensive, especially when different stakeholders are involved that have conflicting interests. In this article, a new conflict-resolution methodology developed for the conjunctive use of surface and groundwater resources using Nondominated Sorting Genetic Algorithm II (NSGA-II) and Young Conflict-Resolution Theory (YCRT) is presented. The proposed model is applied to the Tehran aquifer in the Tehran metropolitan area of Iran. Stakeholders in the study area have conflicting interests related to water supply with acceptable quality, pumping costs, groundwater quality, and groundwater table fluctuations. In the proposed methodology, MODFLOW and MT3D groundwater quantity and quality simulation models are linked with the NSGA-II optimization model to develop Pareto fronts among the objectives. The best solutions on the Pareto fronts are then selected using YCRT. The results of the proposed model show the significance of applying an integrated conflict-resolution approach to conjunctive use of surface and groundwater resources in the study area.  相似文献

The management of river basins is complex especially when decisions about environmental flows are considered in addition to those concerning urban and agricultural water demand. The solution to these complex decision problems requires the use of mathematical techniques that are formulated to take into account conflicting objectives. Many optimization models exist for water management systems but there is a knowledge gap in linking bio-economic objectives with the optimum use of all water resources under conflicting demands. The efficient operation and management of a network of nodes comprising storages, canals, river reaches and irrigation districts under environmental flow constraints is challenging. Minimization of risks associated with agricultural production requires accounting for uncertainty involved with climate, environmental policy and markets. Markets and economic criteria determine what crops farmers would like to grow with subsequent effect on water resources and the environment. Due to conflicts between multiple goal requirements and the competing water demands of different sectors, a multi-criteria decision-making (MCDM) framework was developed to analyze production targets under physical, biological, economic and environmental constraints. This approach is described by analyzing the conflicts that may arise between profitability, variable costs of production and pumping of groundwater for a hypothetical irrigation area.  相似文献

ABSTRACT: Declining ground-water levels and spring discharges have heightened water user concerns about the sustainability of the Snake River Plain aquifer in southern Idaho. Diminished recharge from surface water irrigation and increased irrigation pumping have been depleting the aquifer at a rate of about 350,000 acre-feet/year. Previously, aquifer conditions were treated as an uncontrollable consequence of weather and development activities. With increasing competition for available water, the State appears to be progressing through a three-stage process of recharge management. The first stage is that which has occurred historically, where recharge is largely an incidental effect of surface water irrigation. The second stage is the implementation of intentional recharge with little regard to identifying or maximizing benefits. Idaho has been at this stage for the past few years. The State is entering a third stage in which recharge sites will be located and designed to meet specific water user and environmental objectives. Preliminary estimates using numerical and analytical models demonstrate that managed recharge within a few miles of the river will result in short-term increases in spring discharge. More distant recharge sites are needed to provide longer-term benefits. The primary challenge facing implementation of the managed recharge program will be the balancing of economic and environmental costs and benefits and to whom they accrue.  相似文献

ABSTRACT: Artificial recharge as a means of augmenting water sup plies for irrigation is a management alternative which policy makers in ground water decline areas are beginning to consider seriously. A conceptual model is developed to evaluate the economic benefits from ground water recharge under conditions where the major water use is irrigation. The methodology presented separates recharge benefits into two components: pumping cost savings and aquifer extension benefits. This model is then applied to a Nebraska case to approximate the value of recharge benefits as a function of aquifer response. discount rate, and commodity prices. It was found that recharge benefits vary from less than $2 to over $6 an acre foot recharged.  相似文献

Abstract: Water supply uncertainty continues to threaten the reliability of regional water resources in the western United States. Climate variability and water dispute potentials induce water managers to develop proactive adaptive management strategies to mitigate future hydroclimate impacts. The Eastern Snake Plain Aquifer in the state of Idaho is also facing these challenges in the sense that population growth and economic development strongly depend on reliable water resources from underground storage. Drought and subsequent water conflict often drive scientific research and political agendas because water resources availability and aquifer management for a sustainable rural economy are of great interest. In this study, a system dynamics approach is applied to address dynamically complex problems with management of the aquifer and associated surface‐water and groundwater interactions. Recharge and discharge dynamics within the aquifer system are coded in an environmental modeling framework to identify long‐term behavior of aquifer responses to uncertain future hydrological variability. The research shows that the system dynamics approach is a promising modeling tool to develop sustainable water resources planning and management in a collaborative decision‐making framework and also to provide useful insights and alternative opportunities for operational management, policy support, and participatory strategic planning to mitigate future hydroclimate impacts in human dimensions.  相似文献

Journal of the American Water Resources Association (JAWRA) 45(6):1508‐1518. Abstract: In the American West water is becoming an increasingly scarce resource. Obligations to bordering states, endangered species protection, and long‐term resource sustainability objectives have created a need for most western states to reduce the consumption of irrigation water. In Nebraska specifically, the Nebraska Department of Natural Resources (NDNR) and local Natural Resource Districts (NRDs) are meeting a large part of this need by using a regulatory approach, commonly called groundwater allocation. The cost of allocation, which occurs in the form of reduced economic returns to irrigation, could be greatly reduced by using an integrated cap and trade approach. Much like environmental cap and trade programs which are used to reduce the cost of limiting environmental pollution, the trading of capped groundwater allocations can reduce the cost of limiting water use. In an analysis of a typical case in the Nebraska Republican Basin, we found that the impact of a water market to trade groundwater allocations depended on the size of the allocation and on the characteristics of the land and irrigation systems involved in the trade. Potential economic benefits from trade ranged from US$0 to US$120 per 1,000 cubic meters traded, from US$25 to US$250 per 1,000 cubic meters of reduction in consumptive use, and from US$16 to US$50 per hectare of irrigated land in the region. The highest benefits occurred at relatively high allocations, which capped withdrawals at 65‐75% of the expected unrestricted pumping level. These gains from trade would be split between buyers and sellers based on the negotiated selling price.  相似文献

Current international research focuses on topics like sustainable development, regional planning, environmental decision making and implementation, biodiversity conservation plus a number of other relevant issues, especially at times of economic crisis as today. Economic growth and environmental protection can go hand in hand, provided that decision makers develop and use tools and insights targeting in the implementation of successful and robust long term policies. This paper was developed in the framework of a European research project and implements a Multicriteria Mathematical Programming model that optimises the sustainable management of agricultural regions taking in account the available resources (land, labour, capital) and environmental parameters (agrochemicals, water consumption). The model achieves the optimum farm plan in the area combining different criteria to a utility function under a set of constraints and the spatial integration of the vulnerability maps of the regions into the model enables the regional authorities to design policies for the optimal agricultural development and the groundwater protection from the agricultural land uses. Furthermore, the model is used to simulate different scenarios and policies by the local stakeholders, due to changes on different social, economic and environmental parameters. In this way the decision makers can achieve alternative farm plans and agricultural land uses as well as to estimate economic, social and environmental impacts of different policies. The model has been applied to an agricultural region in Northern Greece and proved to be a valuable tool in the implementation of environmental policies and actions, especially in agricultural regions in a delicate balance as the study area.  相似文献

ABSTRACT: Multicriterion decision making (MCDM) techniques were used to analyze a groundwater contamination management problem from the viewpoint of conflicting multiple objectives. The groundwater management model was used to find a compromise strategy for trading off fresh water supply, containment of the waste, and total pumping cost in a hypothetical confined aquifer affected by previous waste disposal action. A groundwater flow model was used to formulate the hydraulic constraints. A linear system model was used to describe drawdown and velocity as functions of the decision variables which were pumping rates. The model determines the pumping location and rates. A modified c-constraint method was used to generate the set of nondominated solutions which were the alternative compromise strategies. Three different MCDM techniques, Compromise programming (CP), ELECTRA II and MCQA II, were used to select a “satisficing” alternative. Analysis of the results showed that, although these techniques follow different principles, the same preferred strategies were reached. Also, it was noticed that maintaining high groundwater velocities is expensive and difficult. In order to meet a two year target date, large amounts of water had to be pumped. Therefore, rapid restoration results in large pumping volumes and high costs.  相似文献

The Seymour aquifer consists of unconfined outcrops of sand and gravel in a semiarid, agricultural region of north‐central Texas in the United States of America. Most water samples collected from the aquifer in 2015 had nitrate concentrations above the drinking water standard of 44.3 milligrams per liter (mg/L). Generally, areas with high nitrate concentration in 2010 remained high in 2015, although the median dropped by 3.9 mg/L. The largest decreases in nitrate concentration—up to 97 mg/L (60%)—were observed in wells with depths less than the median of 13.1 meters (m). However, other wells, including depths above and below the median, showed increases in nitrate concentration of up to 40 mg/L (42%). In 2015, chloride concentrations in six wells exceeded the secondary contaminant level of 250 mg/L, and one well had a chloride concentration of 1,810 mg/L. Past and ongoing agricultural practices, including cultivation of native grassland, application of fertilizer, and irrigation with nitrate‐contaminated groundwater, help sustain overall high nitrate concentrations within the aquifer. Local conditions governing nitrogen inputs and dilution result in significant improvement or worsening of the nitrate problem over relatively short timeframes. The pumping of groundwater from the aquifer may facilitate mixing with groundwater of increased salinity that has been affected by the dissolution of evaporites in underlying Permian bedrock.  相似文献

ABSTRACT: An inverse‐simulation approach is used to determine optimal strategies for developing public water‐supply systems in a shallow, coastal aquifer on the outermost arm of the Cape Cod peninsula in Massachusetts. Typically a forward simulation (or “trial and error”) approach is used to find best pumping strategies, but the chances of finding success with this tact diminish as the number of potential options grows large. Well locations and pumping rates are optimized with respect to: (1) providing sufficient water to areas of water‐quality impairment, (2) minimizing impacts to nearby surface waters, (3) preventing saltwater contamination due to overpumping, and (4) minimizing financial cost of well development. Potential well sites and water‐supply scenarios are separated into “politically‐based” and “resource‐based” categories to gain insight into the degree that pre‐existing political boundaries hinder best management practices. The approach provides a promising tool in transboundary water‐resources settings because it allows stakeholders to find solutions that best meet everyone's goals, as opposed to pursuing options that will create conflict, or are less than optimal.  相似文献

Substantial conflict exists over water management and allocation in the Platte River Basin of Nebraska. An interdisciplinary computer simulation model, representing the water quantity, water quality, environmental, and economic dimensions of the conflict, was developed in order to analyze the tradeoffs among allocation scenarios. Most importantly, decisionmakers and interest groups were involved in model development. Simulation results for a base case and two scenarios are presented. One scenario favors protection of instream flow for wildlife; the other favors water diversions for agriculture. Impacts of the instream flow scenario, as measured by the amount of land irrigated, groundwater levels, the amount of wildlife habitat for cranes and catfish, and net agricultural benefits did not differ greatly from those of the base case. However, impacts of the diversion scenario were substantial. On the negative side, instream flows and wildlife habitat declined an average of 39 percent; while, on the positive side, groundwater levels and net agricultural benefits each increased 6 percent. The modeling process was successful insofar as it promoted an understanding among the highly diverse interest groups of the systems nature of the Basin. One agreement on a water diversion schedule among three of the parties has been reached, partly as a result of this process. More comprehensive compromises have not yet been forged. Our experience, however, indicates that modeling success at the policymaking level depends more on the extent to which the policymakers understand the model than it does on model sophistication.  相似文献

We create a proxy for the cost of irrigation water in Georgia from a sample of Georgia irrigators by investigating the marginal cost of pumping groundwater. We then combine this proxy with agronomic and climatic variables to estimate the response of agricultural water use to differences in the marginal cost of irrigation. The results show that pumping costs are a significant determinant of water use, and imply that agricultural water use would be moderately affected by institutional changes that would explicitly price water.  相似文献

Water transfers from agricultural to urban and environmental uses will likely become increasingly common worldwide. Many agricultural areas rely heavily on underlying groundwater aquifers. Out-of-basin surface water transfers will increase aquifer withdrawals while reducing recharge, thereby altering the evolution of the agricultural production/groundwater aquifer system over time. An empirical analysis is conducted for a representative region in California. Transfers via involuntary surface water cutbacks tilt the extraction schedule and lower water table levels and net benefits over time. The effects are large for the water table but more modest for the other variables. Break-even prices are calculated for voluntary quantity contract transfers at the district level. These prices differ considerably from what might be calculated under a static analysis which ignores water table dynamics. Canal-lining implies that districts may gain in the short-run but lose over time if all the reduction in conveyance losses is transferred outside the district. Water markets imply an evolving quantity of exported flows over time and a reduction in basin net benefits under common property usage. Most aquifers underlying major agricultural regions are currently unregulated. Out-of-basin surface water transfers increase stress on the aquifer and management benefits can increase substantially in percentage terms but overall continue to remain small. Conversely, we find that economically efficient management can mitigate some of the adverse consequences of transfers, but not in many circumstances or by much. Management significantly reduced the water table impacts of cutbacks but not annual net benefit impacts. Neither the break-even prices nor the canal-lining impacts were altered by much. The most significant difference is that regional water users gain from water markets under efficient management.  相似文献

Lake Erie water quality has improved dramatically since the degraded conditions of the 1960s. Additional gains could be made, but at the expense of further investment and reductions in fishery productivity. In facing such cross-jurisdictional issues, natural resource managers in Canada and the United States must grapple with conflicting objectives and important uncertainties, while considering the priorities of the public that live in the basin. The techniques and tools of decision analysis have been used successfully to deal with such decision problems in a range of environmental settings, but infrequently in the Great Lakes. The objective of this paper is to illustrate how such techniques might be brought to bear on an important, real decision currently facing Lake Erie resource managers and stakeholders: the choice of new phosphorus loading targets for the lake. The heart of our approach is a systematic elicitation of stakeholder preferences and an investigation of the degree to which different phosphorus-loading policies might satisfy ecosystem objectives. Results show that there are potential benefits to changing the historical policy of reducing phosphorus loads in Lake Erie.  相似文献

ABSTRACT The effects of major water management practices on the pumping requirement from the Ogallala aquifer are discussed. Demand on the aquifer may be reduced as much as 15 percent by recycling irrigation runoff, 25 percent by recycling irrigation runoff and irrigating with water from playas, and 29 percent by recycling irrigation water in combination with irrigation from playas and artificial recharge of playa water to the aquifer. Other practices that can result in more efficient use of precipitation and groundwater are limited irrigation, land forming, soil profile modification, and improved irrigation systems, thereby reducing the pumping demand on the Ogallala. Additional water supplies can possibly be obtained by water harvesting, weather modification, and water importation. Conclusions reached were that the overdraft on the aquifer can be reduced by the application of sound water management practices on an area-wide basis.  相似文献

ABSTRACT: Using a genetic algorithm (GA), optimal intermittent pumping schedules were established to simulate pump‐and‐treat remediation of a contaminated aquifer with known hydraulic limitations and a water miscible contaminant, located within the Duke Forest in Durham, North Carolina. The objectives of the optimization model were to minimize total costs, minimize health risks, and maximize the amount of contaminant removed from the aquifer. Stochastic ground water and contaminant transport models were required to provide estimates of contaminant concentrations at pumping wells. Optimization model simulations defined a tradeoff curve between the pumping cost and the amount of contaminant extracted from the aquifer. For this specific aquifer/miscible contaminant combination, the model simulations indicated that pump‐and‐treat remediation using intermittent pumping schedules for each pumping well produced significant reductions in predicted contaminant concentrations and associated health risks at a reasonable cost, after a remediation time of two years.  相似文献

When planning interventions, water and land resource managers increasingly need to take the opinions of stakeholders into account. In the present study, stakeholders’ concerns in a multifunctional water system are assessed, with a focus on the debate about the sustainability of irrigation projects in stressed and competing water contexts. The selected case study pertains to the Segarra‐Garrigues irrigation canal (Spain), the promotion of which has generated social debate and mobilization, as well as pronouncements from European authorities for ensuring its environmental sustainability. Data was collected through semi‐structured interviews and analysed by means of a new codification system for identifying the affinities and conflicts arising from existing water demands. Results show that sustainability concepts are more present in civil society than in public administration and private services or the rural community. However, social sustainability and environmental sustainability are a priority for most stakeholders, while the economic perspective of sustainable development has been conditioned by the first two. These results can be used by relevant authorities as a first step in customizing their interventions, as they provide a clear initial idea of what stakeholder priorities are in the framework of sustainable development.  相似文献

The impact of urbanization on groundwater is not simple to understand, as it depends on a variety of factors such as climate, hydrogeology, water management practices, and infrastructure. In semiarid landscapes, the urbanization processes can involve high water consumptions and irrigation increases, which in turn may contribute to groundwater recharge. We assessed the hydrological impacts of urbanization and irrigation rates in an Andean peri‐urban catchment located in Chile, in a semiarid climate. For this purpose, we built and validated a coupled surface–groundwater model that allows the verification of a strong stream–aquifer interaction in areas with shallow groundwater, higher than some sewers and portions of the stream. Moreover, we also identified a significant local recharge associated with pipe leaks and inefficient urban irrigation. From the evaluation of different future scenarios, we found a sustainable water conservation scenario will decrease the current groundwater levels, while the median flow reduces from 408 to 389 L/s, and the low flow (Q95%) from 43 to 22L/s. Overall, our results show the relevance of integrating the modeling of surface and subsurface water resources at different spatial and temporal scales, when assessing the effect of urban development and the suitability of urban water practices.  相似文献

Hawaii’s game animals are all non-native species, which provokes human–wildlife conflict among stakeholders. The management of human–wildlife conflict in Hawaii is further complicated by the discrete nature of island communities. Our goal was to understand the desires and perceived values or impacts of game held by residents of Hawaii regarding six game species [pigs (Sus scrofa), goats (Capra hircus), mouflon (Ovis musimon), axis deer (Axis axis), turkeys (Melagris gallopavo), and doves (Geopelia striata)]. We measured the desired abundance of game on the six main Hawaiian Islands using the potential for conflict index and identified explanatory variables for those desires via recursive partitioning. In 2011 we surveyed 5,407 residents (2,360 random residents and 3,047 pre-identified stakeholders). Overall 54.5 and 27.6 % of the emailed and mailed surveys were returned (n = 1,510). A non-respondent survey revealed that respondents and non-respondents had similar interest in wildlife, and a similar education level. The desired abundance of game differed significantly among stakeholders, species, and islands. The desired abundance scores were higher for axis deer, mouflon, and turkeys compared to pigs, goats or doves. Enjoyment at seeing game and the cultural value of game were widespread explanatory variables for desired abundance. Models for Lanai emphasized the economic value of game, whereas models for Maui identified the potential for game to contaminate soil and water. Models for Oahu and Kauai revealed concern for human health and safety. Given our findings we recommend managers design separate management plans for each island taking into consideration the values of residents.  相似文献

Groundwater pumping depletes streamflow, which can have significant ecological impacts depending on the magnitude of depletion relative to environmental flow needs. Streamflow depletion estimates from groundwater pumping have been quantified using both analytical and numerical methods, but are not routinely compared to environmental flow needs or used in practical water management tools. Decision support tools that incorporate groundwater dynamics are becoming increasingly necessary for water managers as groundwater regulations become more important in environmental policy, particularly concerning the preservation of environmental flow needs. We develop and apply methods for a web‐based decision support tool for conjunctive groundwater and surface water management, demonstrated using a case study watershed in British Columbia, Canada. Open‐source data are analyzed with a combination of spatial algorithms and previously developed analytical models, such that the tool can be applied to other regions. Streamflow depletion estimates are calculated in four regions in the largely undeveloped Bulkley Valley, British Columbia. Our transparent methodology has geographic and data input flexibility which is a significant improvement on currently existing water management tool methods.  相似文献
