The practice of coastal zone management in Portugal is very recent. Key issues and considerations about natural shoreline dynamics, main policy instruments, and lessons learned from the EU Demonstration Programmes on Integrated Coastal Zone Management in Portugal will be outlined in this paper in an attempt to understand how the practice of ICZM and its prospects are. Coastal zone management problems and their associated side effects, as well as national and international evolution patterns will be drawn. Some means of achieving better coastal zone management practices and ways of addressing some of its forefront issues are also identified. Special attention will go to erosion problems. The pressure induced by urban development and economic activities on coastal areas is increasing. Poor sediment availability combined with years of neglected management and over-exploitation of resources have had a negative impact, and there are many areas showing evidence of coastal erosion. There is a need to improve policies and instruments of coastal planning and management. Coastal zone management plans are being developed for the nine sectors of the continental Portuguese coast, providing a full analysis of coastal systems and a delimitation of uses in relation to the carrying capacity of the shoreline.  相似文献

The coastal zone between Guilderton and Kalbarri, north of Perth, Western Australia, is a highly dynamic area of high landscape and conservation values under increasing development pressures. Intensification of terrestrial and coastal impacts has highlighted the need to develop a georeferenced data base for land management. The Coastal Assessment and Restoration project aimed to document the natural resources and coastal developments to the region and to identify & assess threats to the coastal strip through the creation of GIS datasets. GIS datasets provide a key source of reference information which can be accessed by a number of stakeholders for future coastal planning and management and provide a basis for developing a risk management assessment of the coastal zone and a strategy for coastal managers in our climate change future.  相似文献

Artisanal fishing is an activity which has long occupied an important place on the West African coast. In less than 20 years, the increasingly widespread use of motors in fishing boats and cold storage facilities both on board and on land have enabled fishermen to master the constraints of space and time. Furthermore, globalization has created a demand for new products, thus influencing the behaviour of fishermen and consequently the status of some fish, turtle and marine mammal species. Development policies for artisanal fishing do not adequately reflect the importance of these changes. They tend to use inappropriate scales of reference, be it spatially (national borders take precedence over ecosystems) or temporally (the long-term consequences of development plans are seldom considered). Some international conservation organizations are testing promising new approaches to managing resources more sustainably and restoring degraded ecosystems, and their recent experiences can serve as useful examples to others. It is recommended to grant special rights of access to resident fishermen. In defending ‘their’ resources, they will also protect the ecological functions of the area. Close collaboration with administrations and development assistance agencies is needed to assess consequences of political decisions on the use of resources. The important role of marine protected areas as a tool for fishing management should be better documented and strengthened. These areas should not be considered as isolated units but rather as vital parts of a comprehensive system for improved coastal zone management. Consistent with the ecosystem approach, fishermen and their communities, being the main users of coastal resources, should also play a major role in the design and implementation of any fishing management actions.  相似文献

The coastal stretch of north-eastern Mediterranean Morocco holds vitally important ecological, social, and economic functions. The implementation of large-scale luxury tourism resorts shall push socio-economic development and facilitate the shift from a mainly agrarian to a service economy. Sufficient water availability and intact beaches are among the key requirements for the successful realization of regional development plans. The water situation is already critical, additional water-intense sectors could overstrain the capacity of water resources. Further, coastal erosion caused by sea-level rise is projected. Regional climate change is observable, and must be included in regional water management. Long-term climate trends are assessed for the larger region (Moulouya basin) and for the near-coastal zone at Saidia. The amount of additional water demand is assessed for the large-dimensioned Saidia resort; including the monthly, seasonal and annual tourist per capita water need under inclusion of irrigated golf courses and garden areas. A shift of climate patterns is observed, a lengthening of the dry summer season, and as well a significant decline of annual precipitation. Thus, current water scarcity is mainly human-induced; however, climate change will aggravate the situation. As a consequence, severe environmental damage due to water scarcity is likely and could impinge on the quality of local tourism. The re-adjustment of current management routines is therefore essential. Possible adjustments are discussed and the analysis concludes with management recommendations for innovative regional water management of tourism facilities.  相似文献

In Italy, the incapability of the State to implement a national strategy for the sustainable development of coastal areas lead the regional authorities to adopt integrated coastal zone management plans. These initiatives are often relevant, correcting the defiency of the national legislation, but do not assure the implementation of a coherent littoral policy. Thereby, it is to be hoped that the recent developments in international law—and particularly the Mediterranean protocol on integrated coastal zone management recently adopted—will compel the Italian State to make a positive commitment to coastal protection.  相似文献

Protected Turkish areas in the Mediterranean region are compared with those of other Mediterranean countries. Policies followed in Turkey for conservation protection of the natural and cultural environment and the use of coastal resources for tourism are discussed. The purpose and application of Turkish law is examined with respect to the interaction between the protection of coastal areas and tourism. Modifications on the administrative and management regulations in Turkey enabling a better use of coastal areas is suggested by combining coastal tourism and protection. The necessity and importance of estabilishing and managing Marine Parks in short-and long-term plans are acknowledged.  相似文献

It is expected that the Baltic region becomes a major centre of economic growth and prosperity in Europe already during this decade (Anon. 2000). Therefore, an Agenda 21 for the Baltic region (Baltic 21) was developed to ensure a sustainable development. Especially the coastal ecosystems are subject to increasing anthropogenic pressure e.g. eutrophication, traffic, harbours, tourism or offshore wind parks. Eutrophication remains the main ecological problem in the Baltic Sea and has serious negative social and economical consequences. Inner and outer coastal waters play an important role as buffers and filters for the Baltic proper. Consequently, the utilization and preservation of their self-purification capacity is of great importance. Combined results of our own coastal research and of the international workshop ‘Baltic coastal ecosystems: structure, function and coastal zone management’ (Rostock University, November 2001) are presented here. Conclusions for an improved integrated coastal zone management of Baltic coastal ecosystems will be presented.  相似文献

Coastal and ocean planning comprises a broad field of practice. The goals, political processes, and approaches applied to planning initiatives may vary widely. However, all planning processes ultimately require adequate information on both the biophysical and social attributes of a planning region. In coastal and ocean planning practice, there are well‐established methods to assess biophysical attributes; however, less is understood about the role and assessment of social data. We conducted the first global assessment of the incorporation of social data in coastal and ocean planning. We drew on a comprehensive review of planning initiatives and a survey of coastal and ocean practitioners. There was significantly more incorporation of social data in multiuse versus conservation‐oriented planning. Practitioners engaged a wide range of social data, including governance, economic, and cultural attributes of planning regions and human impacts data. Less attention was given to ecosystem services and social–ecological linkages, both of which could improve coastal and ocean planning practice. Although practitioners recognize the value of social data, little funding is devoted to its collection and incorporation in plans. Increased capacity and sophistication in acquiring critical social and ecological data for planning is necessary to develop plans for more resilient coastal and ocean ecosystems and communities. We suggest that improving social data monitoring, and in particular spatial social data, to complement biophysical data, is necessary for providing holistic information for decision‐support tools and other methods. Moving beyond people as impacts to people as beneficiaries, through ecosystem services assessments, holds much potential to better incorporate the tenets of ecosystem‐based management into coastal and ocean planning by providing targets for linked biodiversity conservation and human welfare outcomes. 根据江苏沿海地区的地质地貌及气候的特点,综合分析了危害江苏沿海的海洋灾害类型,主要有海洋地质灾害、气候灾害和生物灾害等三种类型。地质灾害主要包括海岸侵蚀、海岸坍塌、和海平面上升;气候灾害主要包括台风风暴潮;生物灾害主要包括赤潮、湿地滩涂面积缩小等。提出相应的防治措施:(1)加强对海岸带地质背景和地质灾害研究,应用GIS和RS等先进技术建立海洋灾害信息系统;(2)加强海防工程建设,加高海堤提高质量,以防御灾害性海浪、风暴潮等侵袭;(3)应用生态学原理,建立沿海生态防护网,增强对风暴潮抵御能力保护沿海湿地资源;(4)加强对海洋灾害及防御知识的教育和对防灾减灾的管理等。  相似文献

Vietnam’s coastal zone provides a diverse range of natural resources and favourable conditions for social and economic development. However, its coastal ecosystems are highly vulnerable, due to several natural coastal hazards, over-exploitation and other human activities. In spite of diverse interventions, Vietnam’s coastal zone continues to experience significant damage from floods, erosion and typhoons. These hazards are being intensified by climate change and associated rising sea levels. This paper assesses the potential vulnerability of Vietnam’s coast to climate change and discusses possible adaptation policies and plan to reduce the impacts. GIS analysis was used for the assessment of coastal vulnerability. Related literature was reviewed to develop detailed understanding of coastal adaptation to climate change. Adaptation policies and plans were appraised to identify potential coastal adaptation policies and plans that could be adapted by Vietnam. It was identified that vulnerability of the coastal zone of Vietnam could not be attributed only to climatic factors, but also to the physical condition of the coastline. Much of Vietnam’s coastline, particularly, areas around the Red River delta and the Mekong River have elevations below 1 m. These coastlines are largely developed and serve as economic centres of the country, which makes the coast more vulnerable to climate change and the rising sea level. The paper concluded that a non-structural approach (coastal buffer zones, building houses on stilts, storm warning systems, growing of flood-resistant crops and elevated storm shelters with medicine and food storage) could be used by Vietnam to adapt her low-lying coastline around the two deltas to climate change as this strategy enables vulnerable areas to be occupied for longer before eventual retreat. However, for these policies to be successful, it should be planned, implemented well in advance, monitored and evaluated over time.  相似文献

Since the beginning of the 20th century the Belgian coast has undergone important changes of which an overview is presented here. To determine the view of the Belgian public on the Belgian coast and in order to obtain their opinions and solutions to the problems along the Belgian coast, a questionnaire survey was conducted with a total of 100 respondents divided into five groups, all active in the coastal zone. The five groups included (1) politicians on various levels of authority, (2) coastal entrepreneurs and business people, (3) naturalists and scientists, (4) coastal residents and (5) tourists. Coastal zone problems, as perceived by the different groups, and their solutions are discussed. Former municipalities, in particular, were held responsible for the current coastal problems. Most respondents were skeptic about the application of recent juridical instruments (e.g. the Dune Decree), the structural plans and their power to protect the remaining natural areas. The root of the problems seems to lie in lack of coordination and communication between different authorities responsible for the coastal zone.  相似文献

The Netherlands are one of the most densely populated coastal countries in the world and there is only limited space for living, working, transport and recreation, while there is also the need to preserve and expand valuable natural habitats. In order to solve many existing and future conflicts of interest, and in order to create ‘added value’, strategies are developed to optimize the use of water-land systems. The principle of ‘building with nature’ is applied in order to integrate land in sea and water in land in such a way that future generations will be able to use coastal resources in a sustainable way, including a minimal effort to maintain the coastline and the promotion of a multiple-use system. The concept of Integrated multifunctional sustainable coastal zone development is introduced. This concept deals with a balanced approach to the lack of space for present and future coastal uses in relation to each other, to the hinterland, and to the sea. Flexible master plans are developed, taking into account many functions of the coastal zone, and facilitating adaptation to future developments—e.g. impacts of climate change and relative sea level rise. In this regard increasing the flexibility of the coastal zone is of vital importance. Large-scale coastal land reclamations in The Netherlands are dealt with, based on two different principles: (1) polder systems (low lying land reclamations surrounded and protected by dikes), (2) systems of ‘building with nature’—land reclamation protected by man-made foreshores, beaches and dunes. In the latter type new flexible dynamic-equilibrium coasts are created for many functions, while coastal vulnerability is reduced and a flexible coast is developed.  相似文献

The International Institute for Aerospace Survey and Earth Sciences (ITC) has a research programme that should result in an integrated environmental coastal zone management system through three subprojects. The programme aims to develop methodologies and tools for assessing coastal zone changes, and for the evaluation of scenarios for coastal zone management, based on a spatio-temporal Geographical Information System (GIS) working platform which integrates remote sensing data, physical-morphodynamic and eco-hydrologic modelling, and a decision support system. The first subproject develops methodologies for the generation of optimum Remote Sensing (RS) data sets, leading to better interpretation and complementary use of conventional and new remote sensing imagery. It also integrates RS, GIS, and modelling through hypothesis generation, parameter estimation, evaluation and validation. The second subproject facilitates qualitative and quantitative analysis and prediction of the physical aspects of coastal landscape development under the influence of natural processes and human impacts. This subproject is based on the application of remote sensing and dynamic modelling. The third subproject leads to a spatio-temporal working platform which supports data integration of RS and in-situ measurements, and qualitative and quantitative analysis for the prediction of coastal landscape development. ABSTRACT

Post-frontier governance in the Brazilian Amazon highlights the interaction of regulatory technologies, institutions and practices to combat illegal deforestation and appropriation of public lands. While the Amazon fires received tremendous media coverage in 2019, the dismantlement of environmental laws and regulatory agencies has supported the rise in deforestation as early as 2012. We discuss the impact of post-frontier governance in Southwest-Pará by analyzing the spatial distribution of deforestation, territorial management, law enforcement, and environmental regularization from 2000 to 2018. The integration of spatial analysis with qualitative field surveys in the blacklisted municipality Novo Progresso shows that deforestation control largely fails, specifically in undesignated public lands. While land tenure security remains the biggest challenge in the region, the persistent imagination of free-for-all frontier spaces encourages the uncontrolled appropriation of and speculation with public lands. Here, the Rural Environmental Registry (CAR) has been identified as a key instrument to secure land claims.  相似文献

The purpose of this research is to quantify and assess geospatial land-use and land-cover (LULC) changes in the coastal counties of Mobile and Baldwin, Alabama using nine Landsat images from 1974–2008. A study-specific classification scheme was devised comprising upland herbaceous, upland forest, non-woody and woody wetlands, open water, and urban categories. Upland forest was the most dominant terrestrial cover type. Wetlands averaged 17% and urban averaged 7%. A majority of the urban expansion occurred between 1974 and 1979 (26%). Thirty-four percent of the 2008 urban areas were upland forest in 1974. Watershed-scale analysis of Three Mile Creek and D’Olive Bay highlights the temporal and spatial differences of urbanization for watersheds found within the same region. This study is a Gulf of Mexico Alliance (GOMA) Application Pilot project that uses NASA data products to benefit coastal environmental managers and community members. Results have led to increased effectiveness of coastal conservation decision-making, increased understanding of post-hurricane LULC change, continued research on habitat change impacts, and contributed to timely conservation planning efforts. This study has benefited the development of watershed management plans by the Mobile Bay National Estuary Program, which is especially important given projected climate change.  相似文献

The Baja California Peninsula is considered México's most productive in terms of commercial fisheries. Very few quantitative assessments of the economic importance of this region exist, especially considering artisanal fisheries and their relationships with ecological data. Datasets from government records on shrimp capture in Magdalena Bay, an arid coastal lagoon of Baja California Sur were collected, analysed and correlated with ecological data. Over the 10-year period analysed, fisheries from Magdalena Bay made up 27.5% of the shrimp capture of the state, contributing over US$15.5 million to the economy of the country. The impressive value of this resource warrants considerable attention in the design of land-use plans for the future of the region. Analysis of ecological and economical data on shrimp fishery activities in the Magdalena Bay region enables us to propose recommendations to enhance the sustainable development of the local inhabitants. A thorough assessment of the potential value of alternative economic activities should be conducted to determine their potential to provide similar productive use of the natural resources of the region as the shrimp fishery. Also, from a more specific management viewpoint, harvest rates of small shrimp in the channels should be reduced.  相似文献

Bandon Bay (Surat Thani Province) is one of the most productive coastal areas in southern Thailand. The Tapi River and 18 channels are the main sources of freshwater, nutrients, organic matter and sediment to the bay and the loading of freshwater and nutrients provide essential support for the production of phytoplankton in the estuarine ecosystem. Bandon Bay is important as natural spawning, nursery and feeding grounds for shellfish such as oysters, blood cockles, green mussels, short-necked clams, mud crabs and shrimps, and the estuary also serves as an excellent area for mariculturing of shellfish. In fact, oysters and blood cockles cultured in Bandon Bay are now being exported worldwide. However, Bandon Bay is also a textbook example of overexploitation of coastal resources in the tropics including all the derived changes in the estuarial ecosystem with severe socio-economic consequences. Hence, there is an urgent need for setting up an integrated management plant for a sustainable use of shellfish resources in Bandon Bay. The present study attempts to integrate water quality simulation results, socio-economic data and information on existing shellfish resource use in the process of proposing a set of sustainable management strategies for shellfish resources in Bandon Bay. These strategies involve: (1) using water quality modeling to monitor ecological and environmental changes in shellfish culture beds and their natural habitats in the process of setting up a master plan for management of waste water discharge into Bandon Bay; (2) zoning of shellfish mariculture in the coastal area in order to solve conflicts between resource users; (3) setting up a clear system for taxation of mariculture where the revenue may be used for (4) setting up and managing mangrove strips as filters of pollution and sediment around Bandon Bay; and finally (5) it is suggested to form a committee with members representing all relevant stakeholders plus the local government in order to work on resolving the existing and potential future conflicts over resource usage in Bandon Bay. This methodology may be seen as an important contribution towards a Bandon Bay sustainable management approach, based on the principles of integrated coastal zone management because it is science-based and takes into consideration the needs and perceptions of people involved in coastal resource extraction.  相似文献

The Wicked Problem of China's Disappearing Coral Reefs   总被引:1,自引:0,他引:1  
We examined the development of coral reef science and the policies, institutions, and governance frameworks for management of coral reefs in China in order to highlight the wicked problem of preserving reefs while simultaneously promoting human development and nation building. China and other sovereign states in the region are experiencing unprecedented economic expansion, rapid population growth, mass migration, widespread coastal development, and loss of habitat. We analyzed a large, fragmented literature on the condition of coral reefs in China and the disputed territories of the South China Sea. We found that coral abundance has declined by at least 80% over the past 30 years on coastal fringing reefs along the Chinese mainland and adjoining Hainan Island. On offshore atolls and archipelagos claimed by 6 countries in the South China Sea, coral cover has declined from an average of >60% to around 20% within the past 10–15 years. Climate change has affected these reefs far less than coastal development, pollution, overfishing, and destructive fishing practices. Ironically, these widespread declines in the condition of reefs are unfolding as China's research and reef‐management capacity are rapidly expanding. Before the loss of corals becomes irreversible, governance of China's coastal reefs could be improved by increasing public awareness of declining ecosystem services, by providing financial support for training of reef scientists and managers, by improving monitoring of coral reef dynamics and condition to better inform policy development, and by enforcing existing regulations that could protect coral reefs. In the South China Sea, changes in policy and legal frameworks, refinement of governance structures, and cooperation among neighboring countries are urgently needed to develop cooperative management of contested offshore reefs.
