While the primary objective of the 1992 Earth Summit was to generate new commitments from national governments on global environmental issues, one of the most tangible outcomes of the summit was to focus international attention on the role of cities as central actors in the Earth's ecosystem. As a result, the recent UN Conference on Human Settlements (Habitat II) extended its focus, originally on housing only, to sustainable human settlements. The final product of the meeting, the Habitat Agenda, provides the greatest recognition ever offered by the United Nations to the role of local governments in the sustainable development process. The success of the Habitat Agenda will be defined by the ability of local governments to effectively adopt its recommendations.This article is a “report from the field” on local adaptations of environmental assessment andplanning procedures in order to implement the various components of the sustainable development mandate.  相似文献

The impact of fossil fuel subsidies on environmental degradation has not been adequately examined in the existing literature. However, environmental degradation is often suggested as one of the causes of climate change. This paper examines the factors driving environmental degradation, emphasising the role of fossil fuels, in 35 emerging and developing countries. The ecological footprint is used as a proxy for environmental degradation. Using Generalized Method of Moments (GMM), the results show that an increase in fossil fuel subsidies leads to an increase in ecological footprint. Specifically, a 10% increase in fossil fuel subsidies will increase the ecological footprint by between 0.3% and 1.5%. The results further suggest that variables such as population size, real GDP per capita, urbanisation and the non-dependent population also boost environmental degradation. It is also shown that primary energy supply per capita, industry share, resource rent and globalisation have a positive effect on environmental degradation. However, the global oil price and human capital development do not have a significant impact on environmental degradation. The implications of these empirical findings are analysed in the paper.  相似文献

The requirements for treated wastewater are becoming increasingly more stringent, and therefore the improved efficiency of biological treatment processes is indispensable at industrial effluent treatment plants (ETPs). Microorganisms such as bacteria play an important role in the natural cycling of materials and particularly in the decomposition of organic wastes. The knowledge of the interactions among these microbial populations needs to be harnessed for optimum evaluation and functioning of effluent treatment plants. Modern molecular techniques have revolutionized the methods of assessing these microbial populations. The combination of the results of these microbial assessments along with the on-site parameters at ETPs would favor an efficient treatment. In this review, the various approaches and importance of correlating the microbial population dynamics and treatment of wastewater at industrial ETPs has been elaborated.  相似文献

Environmental risk refers to the possibility of environmental pollution events caused by natural causes or human activities. Environmental risks are transmitted through environmental media and can have destructive effects on human society and the natural environment. Understanding the current status and characteristics of environmental risks can effectively prevent and control environmental risks, which is essential for establishing the safety of ecological systems. Although many scholars have studied the environmental risk characteristics of different enterprises or regional scales and proposed corresponding control methods. However, the study of environmental risk characteristics in the national scale is still insufficient, which affects the accuracy of large-scale environmental impact assessment (EIA) and is not conducive to the formulation of the large-scale environmental management system. This paper attempts to use spatial statistical methods and geographically weighted regression (GWR) models to study the temporal and spatial evolution trends of environmental events in China and the spatial correlation characteristics of influencing factors and environmental events in different regions. The research results show that the focus of China's environmental risk is continuously shifting. At present, environmental pollution incidents are concentrated in the western region, and their spatial correlation with influencing factors varies from region to region. Spatial statistical analysis can help us understand the spatial characteristics of risk and identify the interrelationships of environmental risks in different areas. Therefore, spatial statistical analysis can provide a scientific basis for macro decision-making of large regional EIA and environmental risk management. In the future, it is recommended that the focus of environmental events in different regions should be different to reduce the risk of environmental events in China.  相似文献

Upon partial degradation of polar organic micropollutants during activated sludge treatment, transformation products (TPs) may be formed that enter the aquatic environment in the treated effluent. However, TPs are rarely considered in prospective environmental risk assessments of wastewater-relevant compound classes such as pharmaceuticals and biocides. Here, we suggest and evaluate a tiered procedure, which includes a fast initial screening step based on high resolution tandem mass spectrometry (HR-MS/MS) and a subsequent confirmatory quantitative analysis, that should facilitate consideration of TPs formed during activated sludge treatment in the exposure assessment of micropollutants. At the first tier, potential biotransformation product structures of seven pharmaceuticals (atenolol, bezafibrate, ketoprofen, metoprolol, ranitidine, valsartan, and venlafaxine) and one biocide (carbendazim) were assembled using computer-based biotransformation pathway prediction and known human metabolites. These target structures were screened for in sludge-seeded batch reactors using HR-MS/MS. The 12 TPs found to form in the batch experiments were then searched for in the effluents of two full-scale, municipal wastewater treatment plants (WWTPs) to confirm the environmental representativeness of this first tier. At the second tier, experiments with the same sludge-seeded batch reactors were carried out to acquire kinetic data for major TPs that were then used as input parameters into a cascaded steady-state completely-stirred tank reactor (CSTR) model for predicting TP effluent concentrations. Predicted effluent concentrations of four parent compounds and their three major TPs were corroborated by comparison to 3-day average influent and secondary effluent mass flows from one municipal WWTP. CSTR model-predicted secondary effluent mass flows agreed within a factor of two with measured mass flows and confidence intervals of predicted and measured mass flows overlapped in all cases. The observed agreement suggests that the combination of batch-determined transformation kinetics with a simple WWTP model may be suitable for estimating aquatic exposure to TPs formed during activated sludge treatment. Overall, we recommend the tiered procedure as a realistic and cost-effective approach to include consideration of TPs of wastewater-relevant compounds into exposure assessment in the context of prospective chemical risk assessment.  相似文献

Antibiotic resistance genes (ARGs), in association with antibiotic resistant bacteria (ARB), have been identified as widespread contaminants of treated drinking waters and wastewaters. As a consequence, concerns have been raised that ARB or ARG transport between aquatic compartments may enhance the spread of antibiotic resistance amongst non-resistant bacterial communities by means of horizontal gene transfer processes. Most often, discussion of horizontal gene transfer focuses on the probable role of conjugative plasmid or transposon exchange, which requires live ARB donor cells. Conventional water and wastewater disinfection processes generally provide highly effective means for mitigating the transport of live ARB; thereby minimizing risks of conjugative gene transfer. However, even if ARB present in a treated water are fully inactivated during a disinfection process, the possibility remains that intact remnants of DNA contained within the resulting cell debris could still confer resistance genotypes to downstream bacterial populations by means of natural transformation and/or transduction, which do not require live donor cells. Thus, a systematic evaluation of the capability of common disinfection technologies to ensure the destruction of bacterial DNA, in addition to pathogen inactivation, seems warranted. With that objective in mind, this review seeks to provide a concise introduction to the significance of ARB and ARG occurrence in environmental systems, coupled with a review of the role that commonly used water and wastewater disinfection processes may play in minimizing ARG transport and dissemination.  相似文献

China's environmentalism with autocratic characteristics has far-reaching effects for fighting air pollution effectively. Political blue sky is unsustainable because conflict of interest in China's authoritarian environmentalism leads to failure of joint prevention and control in air pollution regulations. This study aims to explore policy mechanisms that would integrate intergovernmental join efforts in air pollution control. A non-cooperative tripartite evolutionary game is employed to model the dynamic interactions among the central government, Beijing municipality, and local governments for fighting air pollution. A double-payment with dual-supervision mechanism is proposed for air pollution control in the Beijing-Tianjin-Hebei (BTH) region. Simulations are conducted to examine the effectiveness of air pollution regulations involving multiple policy instruments for yielding the ideal outcome. It is shown that appropriate coordination of these policy instruments can address the intergovernmental challenge in collective action against air pollution. In addition, two long-term scenarios per the Porter hypothesis are investigated regarding environmental tax reform and enterprise innovations. It is found that such long-term inspirations can improve regulatory flexibility and efficacy. The double-payment with dual-supervision mechanism can effectively engage all governmental stakeholders for promoting sustainable air pollution governance in China. From a methodology perspective, policy simulations in an evolutionary game framework provide a novel addition to the research toolkit for policy studies.  相似文献

The pollution emission of manufacturing firms is threatening the sustainability of economy and society across the globe. AI techniques have widely applied in firm's environmental governance and have improved the environmental pollution situation. However, such application requires support and inclination of bank credit capital allocation. Based on the evolutionary game theory, the interaction and influencing factors among interest rate setting of banks and environmental governance of firms are analyzed. Taking 89 heavy-polluting listed companies of China for example, the empirical analysis is carried out to investigate the findings of game theory analysis based on data from 2012 to 2018. Research results mainly show that: environmental governance by AI of firms has a negative effect on the interest rate setting of banks. Meanwhile, the interest rate setting of banks is also constrained by the environmental information disclosure and environmental regulation. Both improving the service-oriented and constrain-oriented environmental regulations can effectively stimulate environmental governance of firms. More importantly, service-oriented environmental regulations significantly promote the interest rate setting of banks, and the environmental governance plays a suppressing role between the service-oriented environmental regulation and the interest rate setting of banks. Our results also find that improving constrain-oriented regulations is conducive to decreasing interest rate setting. The environmental governance plays an intermediary role between the constrain-oriented regulations and the interest rate setting.  相似文献

The effect of gender inequality on environmental degradation was examined for panel data of fourteen countries from the European Union (EU) from 1991 to 2016. The Quantile via Moments (QvM) and Fixed effects models were used to perform the empirical investigation. The results from the QvM and the Fixed effects models support that the gender gap pay and energy consumption increase the CO2 emissions in the EU. However, the economic growth, globalisation and urbanisation deepening do not increase the environmental problem. This empirical investigation will contribute to the literature, policymakers, and governments. It will help develop more initiatives to reduces gender inequality at the same time it mitigates the environmental degradation in the EU countries. Finally, the empirical finds of this investigation will open a new topic of investigation in the literature about the relationship between environmental degradation and gender inequality.  相似文献

A growing number of scientific studies in recent years have investigated disparate exposure to ecological hazards in American society. Working from an environmental justice perspective, this body of research consistently reveals that poor communities of color are most likely to bear a disproportionate burden of negative externalities. These studies utilize a wide range of research methodologies, including various indicators of ecological hazards (e.g., proximity to waste sites, industrial emissions, ambient air quality), but few, if any, utilize composite measures to approximate cumulative environmental impact. Consequently, the environmental justice (EJ) literature is characterized by a failure to effectively measure overall impact from an extensive range of ecological hazards. Limitations on available data make this a serious problem for present and future studies. We argue that cumulative measures of environmental impact can play an important role in furthering our understanding of environmental injustices in the United States. In this study of Massachusetts, we develop and implement such a cumulative measure of negative environmental impacts. By controlling for the density and severity of ecological hazardous sites and facilities within every community in the state, we demonstrate that exposure patterns take a generally linear distribution when analyzed by race and class. So, while our results reaffirm previous findings that low-income communities and communities of color bear significantly greater ecological burdens than predominantly White and more affluent communities, our findings also suggest that environmental injustices exist on a remarkably consistent continuum for nearly all communities. In other words, as the minority population and lower-income composition of a community increases, correspondingly, so does cumulative exposure to environmental hazards. In this respect, communities which are more racially mixed and of moderate income status that are not typically identified as meeting EJ criteria (in demographic terms) also face more significant ecological hazards. Thus, the strict bifurcation of communities into categories of Environmental Justice and Non-Environmental Justice is problematic, and poses a serious dilemma for policy makers, public health officials, and community activists. To overcome this challenge requires the adoption of a cumulative environmental justice impact assessment (CEJIA), which in addition to the demographic characteristics of a community, also takes into account the total environmental burden and related health impacts upon residents. Furthermore, through the adoption of the precautionary principle, source reduction, and alternative forms of “cleaner” production, environmental justice advocates must work for policies which reduce the environmental threat for the full range of communities, as well as their own.  相似文献

Environmental non-governmental organization (ENGO) plays an important role in promoting public participation in environmental governance. By semi-structural interviews and participant observations, this paper examines a local ENGO in China to explore how the organization can mobilize and organize the local public to participate in environmental governance. The research finds that mobilizing public participation in local environmental governance is a continuous process in which ENGO needs to continuously enable, empower and emotionally invest in the public. Through emotion construction and capacity building, environmental organizations have been empowering the public to participate and play a major role in local environmental governance. Mobilizing public participation in environmental governance can promote the improvement of local environmental problems, but mobilizing and organizing public participation requires sufficient political opportunity space, sufficient funds, and a culture of public participation.  相似文献

One of the important goals of the next several decades is to achieve and maintain ecologically sustainable development of the biosphere. However, the management of ecological systems is rather difficult, largely because of uncertainties in long-term predictions of environmental and ecological behaviour. Thus, one of the objectives for integrated monitoring should be to provide early indications of impending changes so that mitigative actions can be taken.This paper includes a discussion of the factors to be considered in the design of early-warning monitoring systems, and gives some examples. One approach that appears to be particularly promising is that of identifying, quantifying and monitoring the stresses, feedbacks and component lags in the environmental-ecological system being studied.  相似文献

The Committee on Environment and Natural Resources (CENR) has recognized a high priority need to integrate and coordinate federal agencies' efforts in order to enable a comprehensive evaluation of our nation's environmental resources and ecological systems. The federal government spends about $640 million per year collecting data about our forests, agricultural and rangelands, lakes, rivers, estuaries, and coastal marine systems. These efforts have significantly aided the progress in preserving and protecting the environment in recent decades but are not sufficiently coordinated to provide us a truly comprehensive status report or full understanding of the causes and effects of environmental change. This paper describes the Committee on Environment and Natural Resources and its functions, provides a status report on the Environmental Monitoring and Research Initiative, and offers some perspectives on the factors that will make the initiative and its contributing programs a success. In particular, the paper discusses the potential relationship with the Environmental Monitoring and Assessment Program (EMAP).  相似文献

Due to the stringent environmental regulatory requirements being imposed by cross-national bodies in recent years, manufacturers have to minimize the environmental impact of their products. Among those environmental impact evaluation tools available, Life Cycle Assessment (LCA) is often employed to quantify the product's environmental impact throughout its entire life cycle. However, owing to the requirements of expert knowledge in environmental science and vast effort for data collection in carrying out LCA, as well as the common absence of complete product information during product development processes, there is a need to develop a more suitable tool for product designers. An evidential reasoning-based approach, which aims at providing a fast-track method to perform design alternative evaluations for non-LCA experts, is therefore introduced as a new initiative to deal with the incomplete or uncertain information. The proposed approach also enables decision makers to quantitatively assess the life cycle phases and design alternatives by comparing their potential environmental impacts, thus effectively and efficiently facilitates the identification of greener designs. A case application is carried out to demonstrate the applicability of the proposed approach.  相似文献

BRI has a great potential to improve necessary infrastructure, regional development, connectivity, and industrialization, and promote the sustainable transformation of the countries along the routes. Despite the remarkable aims, economic growth ambition of BRI may clash with the sustainability of the ecosystem given the scales of operations in environmentally sensitive regions, and the amount of material and energy needed. Therefore, the sustainable potential and environmental stewardship of the BRI will largely depend on the standard of strategic environmental and social management, and integration between China and partner countries of respective priorities, policies, and regulations. The effectiveness and compatibility of environmental impact assessment systems (EIA) remain largely unknown, especially across the diverse ecological, social, economic and political contexts represented in countries along the BRI. We review and compare EIA systems on the contextual factors that moderate the effectiveness and compatibility with China's policy. This work helps to identify strategies to more efficiently and effectively implement BRI towards sustainable development.  相似文献

生物多样性是环境监测环境保护的重要内容之一,在众多的生物多样性指数中,包含分类学信息的指数具有明显的特点和优势。近20年来,在海洋、淡水、陆地等生境中开展了许多分类学多样性指数相关的应用研究。一些分类学多样性指数能够在一定程度上灵敏地反映出环境退化和污染,在环境监测能力和历史资料对比等方面优于传统多样性指数。在使用分类学差异性指数区分人类干扰和自然变化时结论不一,分类学多样性指数的应用受到一些因素的影响,例如生物类群选择、生境、水深、纬度等是产生分歧的因素。扩大研究范围,明确应用范围可有效发挥分类学差异性指数在环境保护和评价中的作用。  相似文献
