Global Earth Observation (GEO) is one of the most important sources of information for environmental resource management and disaster prevention. With budgets for GEO increasingly under pressure, it is becoming important to be able to quantify the returns to informational investments. For this, a clear analytical framework is lacking. By combining Bayesian decision theory with an empirical, stakeholder-oriented approach, this paper attempts to develop such a framework. The analysis focuses on the use of satellite observations for Dutch water quality management in the North Sea. Dutch water quality management currently relies on information from 'in situ' measurements but is considering extending and deepening its information base with satellite observations. To estimate returns to additional investments in satellite observation, we analyze the added value of an extended monitoring system for the management of eutrophication, potentially harmful algal blooms and suspended sediment and turbidity in the North Sea. First, we develop a model to make the potential contribution of information to welfare explicit. Second, we use this model to develop a questionnaire and interpret the results. The results indicate that the expected welfare impact of investing in satellite observation is positive, but that outcomes strongly depend on the accuracy of the information system and the range of informational benefits perceived.  相似文献

ABSTRACT: Water quality issues in agriculture are growing in importance. A common theme is the provision of better information to decision makers. This study reports the trial of a prototype decision support system by the U.S. Department of Agriculture Natural Resources Conservation Service and the Agricultural Research Service in the NRCS Harrison County Field Office in 1998. Observed data collected at the Deep Loess Research Station (DLRS) near Treynor, Iowa, were extrapolated using a modified GLEAMS field scale simulation model that included a nitrogen leaching component and a crop growth component. An accounting tool was used to convert crop yield estimates into crop budgets. A model interface was built to specify the climate, soil, and topography of the field, as well as the management scenarios for the alternative management systems. For the Deep Loess Hills area of Harrison County, a total of six soil and slope groups, with 66 total combinations of management practices forming management systems, were defined and simulated based on previously calibrated data from DLRS. A multi‐objective decision support system, the Water Quality Decision Support System, or WQDSS, was used to examine the tradeoffs in a comprehensive set of variables affected by alternative management systems with farmers in Harrison County. The study concluded that a multiobjective decision support system should be developed to support conservation planning by the NRCS. Currently, a larger scale effort to improve water quality decision making is underway.  相似文献

Does collaborative modeling improve water resource management outcomes? How does collaborative modeling improve these outcomes? Does it always work? Under what conditions is collaborative modeling most appropriate? With support from the U.S. Army Corps of Engineers' Institute for Water Resources (IWR), researchers developed an evaluation framework to help address these questions. The framework links the effects of collaborative modeling on decision‐making processes with improvements in the extent to which resource management decisions, practices, and policies balance societal needs. Both practitioners' and participants' experiences suggest that under the right circumstances, collaborative modeling can generate these beneficial outcomes. Researchers developed performance measures and a survey to systematically capture these experiences and evaluate the outcomes of collaborative modeling processes. The survey can provide immediate feedback during a project to determine whether collaborative modeling is having the desired effect and whether course correction is warranted. Over the longer term, the systematic evaluation of collaborative modeling processes will help demonstrate in what ways and under what circumstances collaborative modeling is effective, inform and improve best practices, and raise awareness among water resource planners regarding the use of collaborative modeling for resource management decisions.  相似文献

ABSTRACT: The key events and the process that led to the creation of the World Water Council on World Water Day 1996 are reviewed and its characteristics summarized. The development of this new organization is discussed in the context of the major global trends in water and water-related issues, viz. growing water scarcity with its links to limits on food production and demographic patterns. In response to the need to find solutions to these pressing water issues, the development of a Technical Program based on the deliberations of the founding member organizations and a number of short-term activities have been outlined to demonstrate the evolution of the Council in this first year of its existence. Given the importance of complementarity between the Council and the Global Water Partnership, an attempt has been made to articulate the mutually-reinforcing roles of the two organizations.  相似文献

In the late 1990s China started to expand its market economic reform to the public sector, such as water services. This reform led to major changes in urban water management, including water tariff management. The reforms in water tariff management relate not only to tariffs, but also to the decision-making on tariffs. Water tariff decision-making seems to move away from China's conventional mode of highly centralized and bureaucratic policy- and decision-making. The legalization, institutionalization and performance of public hearings in water tariff management forms a crucial innovation in this respect. This article analyzes the emergence, development and current functioning of public hearings in water tariff setting, and assesses to what extent public hearings are part of a turning point in China's tradition of centralized bureaucratic decision-making, towards more transparent, decentralized and participative governance.  相似文献

The lofty goals of the 1992 Earth Summit regarding sustainable development will not be achieved without major improvements in the management of transboundary water resources. This paper describes the serious nature of water-related conflicts and environmental damage associated with degradation of marine ecosystems, coastal zones, and shared surface/groundwater systems. Traditional approaches such as international conventions, watercourse agreements with basin organizations, and arbitration have generally fallen short of their objectives. This article suggests that a middle ground centered on multicountry institutional arrangements for joint fact finding, evaluation, and problem resolution may be a more productive approach over the short term to achieve sustainable development. The experience of the International Joint Commission (Canada and U.S.) is described as a way of providing a neutral ground for building trust among nations, for 'leveling the playing field' among small and large countries, and for providing mechanisms for countries to work jointly toward sustainable development of their shared resources without relinquishing their sovereignty. The Global Environment Facility (GEF) is playing a catalytic role in assisting countries to address transboundary water resources issues. The paper describes GEF's Operational Strategy and discusses the implications of joint institutional arrangements for the international waters focal area. Given that the environmental security of many nations rests on improved transboundary cooperation, the GEF provides a pragmatic opportunity for countries to cooperatively address these pressing problems.  相似文献

Water quality criteria are necessary to ensure protection of ecological and human health conditions, but compliance can require complex decisions. We use structured decision making to consider multiple stakeholder objectives in a water quality management process, with a case study in the Three Bays watershed on Cape Cod, Massachusetts. We set a goal to meet or exceed a nitrogen load reduction target for the watershed and four key objectives: minimizing economic costs of implementing management actions, minimizing the complexity of permitting management actions, maximizing stakeholder acceptability of the management actions, and maximizing the provision of ecosystem services (recreational opportunity, erosion and flood control, socio‐cultural amenity). We used multi‐objective optimization and sensitivity analysis to generate many possible solutions that implement different combinations of nitrogen‐removing management actions and reflect tradeoffs between the objectives. Results show technological advances in controlling household nitrogen sources could provide lower cost solutions and positive impacts to ecosystem services. Although this approach is demonstrated with Cape Cod data, the decision‐making process is not specific to any watershed and could be easily applied elsewhere.  相似文献

ABSTRACT: Recent developments in water quality monitoring have generated interest in combining non-probability and probability data to improve water quality assessment. The Interagency Task Force on Water Quality Monitoring has taken the lead in exploring data combination possibilities. In this paper we take a developed statistical algorithm for combining the two data types and present an efficient process for implementing the desired data augmentation. In a case study simulated Environmental Protection Agency (EPA) Environmental Monitoring and Assessment Program (EMAP) probability data are combined with auxiliary monitoring station data. Auxiliary stations were identified on the STORET water quality database. The sampling frame is constructed using ARC/INFO and EPA's Reach File-3 (RF3) hydrography data. The procedures for locating auxiliary stations, constructing an EMAP-SWS sampling frame, simulating pollutant exposure, and combining EMAP and auxiliary stations were developed as a decision support system (DSS). In the case study with EMAP, the DSS was used to quantify the expected increases in estimate precision. The benefit of using auxiliary stations in EMAP estimates was measured as the decrease in standard error of the estimate.  相似文献

ABSTRACT: Water scarcity in the Sevier River Basin in south‐central Utah has led water managers to seek advanced techniques for identifying optimal forecasting and management measures. To more efficiently use the limited quantity of water in the basin, better methods for control and forecasting are imperative. Basin scale management requires advanced forecasts of the availability of water. Information about long term water availability is important for decision making in terms of how much land to plant and what crops to grow; advanced daily predictions of streamflows and hydraulic characteristics of irrigation canals are of importance for managing water delivery and reservoir releases; and hourly forecasts of flows in tributary streams to account for diurnal fluctuations are vital to more precisely meet the day‐to‐day expectations of downstream farmers. A priori streamflow information and exogenous climate data have been used to predict future streamflows and required reservoir releases at different timescales. Data on snow water equivalent, sea surface temperatures, temperature, total solar radiation, and precipitation are fused by applying artificial neural networks to enhance long term and real time basin scale water management information. This approach has not previously been used in water resources management at the basin‐scale and could be valuable to water users in semi‐arid areas to more efficiently utilize and manage scarce water resources.  相似文献

Irrigation management consists of many components. In this work we review and recommend rainfall forecast performance metrics and adjoint methodologies for the use of predictive weather data within the Colorado State University Water Irrigation Scheduler for Efficient Application (WISE). WISE estimates crop water uses to optimize irrigation scheduling. WISE and its components, input requirements, and related software design issues are discussed. The use of predictive weather allows WISE to consider economic opportunity‐costs of decisions to defer water application if rainfall is forecast. These capabilities require an assessment of the system uncertainties and use of weather prediction performance probabilities. Rainfall forecasts and verification performance metrics are reviewed. In addition, model data assimilation methods and adjoint sensitivity concepts are introduced. These assimilation methods make use of observational uncertainties and can link performance metrics to space and time considerations. We conclude with implementation guidance, summaries of available data sources, and recommend a novel adjoint method to address the complex physical linkages and model sensitivities between space and time within the irrigation scheduling physics as a function of soil depth. Such tool improvements can then be used to improve water management decision performance to better conserve and utilize limited water resources for productive use. Water, sanitation and hygiene (WaSH) are at the core of sustainable development. As we embark on a new round of global goals, namely the Sustainable Development Goals, a top priority is to address a coherent framework for monitoring these services. In the coming years, the sector will witness the development of a variety of multidimensional monitoring measures, albeit from different perspectives. This paper reviews the relevant literature and discusses the adequacy and applicability of one approach that is increasingly adopted for multidimensional poverty measurement at the household level, the Alkire‐Foster methodology. Drawing on this method, we identify and combine a set of direct household‐related water and sanitation deprivations that batter a person at the same time. This new multidimensional measure is useful for gaining a better understanding of the context in which WaSH services are delivered. It captures both the incidence and intensity of WaSH poverty, and provides a new tool to support monitoring and reporting. For illustrative purposes, one small town in Mozambique is selected as the initial case study.  相似文献

Abstract: The effects of water level fluctuations on fish and other aquatic biota, with an emphasis on winter water withdrawal in northern regions is reviewed. Water demands for population growth and development are adding pressure on water reserves, particularly when coupled with changing climatic conditions. Water level fluctuations can have adverse effects on the environment, most notably to hydrologic and biotic processes ranging in magnitude from the micro‐scale to landscape level. Water level management of lakes and reservoirs can affect all forms of aquatic biota. The severity of effect is dependant on the magnitude, duration and timing of the fluctuation, and the species exposed. In northwestern Canada and northern Alaska, water is withdrawn from water bodies to construct ice‐roads and other winter based developments. Biota in small, isolated water bodies are particularly sensitive to reductions in winter water levels. Water withdrawals can reduce the oxygen available to overwintering fish, while reduced water levels can reduce habitat for fish and furbearers, and freeze littoral areas killing plants, invertebrates, and fish eggs. Regulatory winter water withdrawal thresholds have been developed in the Northwest Territories and Alaska and continue to be refined as new data becomes available. The use of thresholds can help minimize or avoid negative impacts to the environment, particularly fish, from winter water withdrawal activities. Many different factors may influence the effect that winter water withdrawal has on a water body, such as basin shape, substrate and location. More research is warranted to better understand the linkages between anthropogenic and natural water level fluctuations and their combined effect on aquatic ecosystems. A general decision support system is proposed for minimizing risk to aquatic life from winter water withdrawal activities.  相似文献

Abstract: Growing populations, limited resources, and sustained drought are placing increased pressure on already over‐allocated water supplies in the western United States, prompting some water managers to seek out and utilize new forms of climate data in their planning efforts. One source of information that is now being considered by water resource management is extended hydrologic records from tree‐ring data. Scientists with the Western Water Assessment (WWA) have been providing reconstructions of streamflow (i.e., paleoclimate data) to water managers in Colorado and other western states (Arizona, New Mexico, and Wyoming), and presenting technical workshops explaining the applications of tree‐ring data for water management for the past eight years. Little is known, however, about what has resulted from these engagements between scientists and water managers. Using in‐depth interviews and a survey questionnaire, we attempt to address this lack of information by examining the outcomes of the interactions between WWA scientists and western water managers to better understand how paleoclimate data has been translated to water resource management. This assessment includes an analysis of what prompts water managers to seek out tree‐ring data, how paleoclimate data are utilized by water managers in both quantitative and qualitative ways, and how tree‐ring data are interpreted in the context of organization mandates and histories. We situate this study within a framework that examines the coproduction of science and policy, where scientists and resource managers collectively define and examine research and planning needs, the activities of which are embedded within wider social and political contexts. These findings have broader applications for understanding science‐policy interactions related to climate and climate change in resource management, and point to the potential benefits of reflexive interactions of scientists and decision makers.  相似文献

The Global Consultation on Safe Water and Sanitation for the 1990s was an outstanding opportunity for participants from 102 developing countries along with over 60 External Support Agencies (ESA) to assess the experiences of the International Drinking Water Supply and Sanitation Decade 1981–1990 (IDWSSD) and to reach a consensus on strategies and approaches for complete and effective coverage of water supply and sanitation. The resulting New Delhi Statement summarizing the conclusions and recommendations of the Global Consultation was presented to the General Assembly in autumn 1990. As one of the positive results, the New Delhi Consultation agreed that the UN Agencies and other bodies should continue the coordination work of the Steering Committee for Water Supply and Sanitation. It also provided a basis for the restructuring and consolidation of the new Collaborative Council for Water Supply and Sanitation, which will form a continuous consultative body for all UN agencies, NGOs, other external support agencies and developing countries concerned with the water sector.  相似文献

ABSTRACT: Water quality monitoring, as a function of society's efforts to manage the environment, is the contact mechanism that management and the public has with the actual water quality in the environment. Water quality monitoring has been studied extensively for many years to ensure that it produces information about water quality conditions. Current efforts to reduce government spending will have negative impacts on those government functions deemed to be non-responsive to the needs of the public. How well does water quality monitoring inform taxpayers about the status and trends in water quality conditions in the United States? This paper reviews a number of past efforts to “improve” water quality monitoring, discusses barriers to such improvement, and suggests ways that monitoring can be made more accountable for the information it should be producing for public understanding of water quality conditions. In particular, the need for standardization in data analysis and reporting of information to the public, is highlighted.  相似文献

Sustainable Management for the Eastern Mediterranean Coast of Turkey   总被引:2,自引:0,他引:2  
The objective of this article is to propose a program for the integrated coastal zone management that is required to stimulate and guide sustainable development of the Mediterranean coastal zone of Turkey. Improved data collection, quality control, analysis, and data management will provide a firm basis for future scientific understanding of the East Mediterranean coast of Turkey and will support long-term management. Various innovative procedures were proposed for a promising ecosystem-based approach to manage coastal wetlands in the Mediterranean: remote data acquisition with new technologies; environmental quality monitoring program that will provide a baseline for monitoring; linking a Geographic Information System (GIS) with natural resource management decision routines in the context of operational wetlands, fisheries, tourism management system; environmental sensitivity analysis to ensure that permitted developments are environmentally sustainable; and use of natural species to restore the wetlands and coastal dunes and sustain the system processes. The proposed management scheme will benefit the scientific community in the Mediterranean and the management/planning community in Eastern Turkey.  相似文献
