The process of producing cement products from solid waste can increase the level of pollutants in the cement products. Therefore, it is very important to establish a pollution control standard for cement products to protect the environment and human health. This paper presents acceptance limits for the availability of heavy metals in cement products which have been produced from solid wastes and explains how the limits have been calculated. The approach and method used to formulate these criteria were based on EN 12920. The typical exposure scenarios used in this paper involve concrete being used for drinking water supply pipelines and concrete pavements and are based on an analysis of typical applications of cement in China, and the potential for contact with water. The parameters of a tank test which was based on NEN 7375 were set in accordance with the environmental conditions of typical scenarios in China. Mechanisms controlling the release of heavy metals in concrete and a model for that release were obtained using the leaching test. Finally, based on acceptance criteria for drinking water and groundwater quality in China, limit values for the availability of heavy metals in concrete were calculated.

Sustainable development and eco-efficiency are urgent and imperative demands for the well-being of our planet, continued growth of a society, and human development. Traditional Portland cement production seems unsustainable due to consumption of huge natural resources and energy and significant CO2 emissions. The volume of industrial wastes is increasing significantly, leading to a number of economical and ecological problems. Although industrial wastes can be incorporated in cementitious materials by various traditional methods, the substitution ratio of industrial wastes in cementitious materials is relatively low to avoid unacceptable performance loss. Novel methods, such as improving hydraulic activities of metallurgical slags by adding composition adjusting material at high temperature, improving surface cementitious properties of fly ashes by dehydration and rehydration treatment, and arranging cement clinker and industrial wastes in the particle size distribution of blended cements according to their hydraulic activities, are reviewed. These methods provide more effective approach to prepare high performance blended cements with larger amount of industrial wastes, leading to a very significant role in CO2 emissions reducing, resources and energy conservation of the cement industry.

Various wastes and by-product materials are generated in the Sultanate of Oman including reclaimed asphalt pavement (RAP) aggregate, demolition concrete, cement by-pass dust (CBPD), copper slag, petroleum-contaminated soils (PCS), discarded tires, incinerator ash, and others. Recycling of such materials in construction is not practiced. Research data are also minimal into the potential use of selected materials in construction applications. This paper will present the results of several laboratory studies conducted into the use of PCS in asphalt concrete mixtures; on the use of CBPD in soil stabilization and flowable fill mixtures; on the utilization of copper slag and CBPD as cementitious materials; on the use of incinerator ash in cement mortars; and on the use of RAP aggregate in road bases and sub-bases. Laboratory data generally indicate that it is feasible to partially reuse some of these materials in construction provided that economic incentives and environmental concerns are taken into consideration.

The production of large quantities of wastes globally has created a commercial activity involving the transfrontier shipments of hazardous wastes, intended to be managed at economically attractive waste-handling facilities located elsewhere. In fact, huge quantities of hazardous wastes apparently travel the world in search of “acceptable” waste management facilities. For instance, within the industrialized countries alone, millions of tonnes of potentially hazardous waste cross national frontiers each year on their way for recycling or to treatment, storage, and disposal facilities (TSDFs) because there is no local disposal capacity for these wastes, or because legal disposal or reuse in a foreign country may be more environmentally sound, or managing the wastes in the foreign country may be less expensive than at home. The cross-boundary traffic in hazardous wastes has lately been under close public scrutiny, however, resulting in the accession of several international agreements and laws to regulate such activities. This paper discusses and analyzes the most significant control measures and major agreements in this new commercial activity involving hazardous wastes. In particular, the discussion recognizes the difficulties with trying to implement the relevant international agreements among countries of vastly different socioeconomic backgrounds. Nonetheless, it is also noted that global environmental agreements will generally be a necessary component of ensuring adequate environmental protection for the world community—and thus a need for the careful implementation of such agreements and regulations.

In an unequal society, undesirable wastes often end up in the poorest and least powerful communities, becoming part of the economic and environmental milieu of the inner city. Two contradictory responses to waste reflect contrasting theoretical paradigms. Some wastes can become assets in local economic development, creating incomes through scavenging, industrial jobs in recycling plants or new businesses using locally available materials. Other wastes are an assault on the community that receives them; toxic wastes, polluting facilities and industrial by-products often create local health hazards rather than development. Waste as an asset is consistent with the free market model of economics. The inner city, 'endowed' with waste materials and low-wage labour, has a comparative advantage in labour-intensive processing of materials that the rest of society has discarded. Waste as an assault on the community is consistent with a different model of environmental risk. Some by-products of industry are so hazardous that they should not be produced, or should be tightly regulated. Each model has a realm of validity; the balance between the two depends on which wastes are hazardous, and which are just ugly resources waiting to be discovered.
