The United Nations (UN) sponsored three decennial world population conferences over the period 1974-94. The first such conference was held in 1974 in Bucharest, Romania, at which the North and the South became polarized over the importance of demographics relative to other development concerns. Northern countries proposed vigorous family planning programs to control rapid population growth, while many Southern governments, led by China and India, argued instead that higher priority should be given to socioeconomic development and the more equitable distribution of resources between the North and South. After a decade of extremely rapid population growth, however, most Southern countries had adopted antinatalist policies by the second world population conference held in 1984 in Mexico City. While Southern countries had adopted the 1974 Northern view of world population growth, widespread political and religious conservatism in the US at the time of the second conference had the US delegation opposing abortion and being neutral on demographic factors. The US argued that private markets would solve many population problems and the US government even withdrew financial support to several international organizations, such as the International Planned Parenthood Federation and the UN Population Fund. The third decennial UN-sponsored world population conference, the 1994 International Conference on Population and Development (ICPD) held in Cairo, Egypt, however, succeeded in shifting concern about world demographics into a gender-sensitive, people-centered approach of sustainable human development and bringing sensitive and ideologically charged population issues into the public domain. It was also a landmark in the management of complex global problems such as population. The international consensus achieved in Cairo and summarized in a World Program of Action was truly a monumental achievement. The authors note the shift in rhetoric to concerns about women's status and reproductive health, the involvement of nongovernmental organizations, and the unfinished agenda of the World Program of Action.  相似文献

Norway's Prime Minister Gro Harlem Brundtland holds a medical degree from the University of Oslo and a Master's degree in Public Health from Harvard University. She served as Norway's Minister of the Environment during 1974-79, and was elected to the Norwegian parliament in 1977. Brundtland is currently chairperson of the World Commission on Environment and Development with ten years of experience as a physician and twenty years as a politician. An edited version of her keynote address to the 1994 International Conference on Population and Development is presented. The Minister's experience has taught her that improved life conditions, a greater range of choices, access to unbiased information, and true international solidarity are the signs of human progress. She stresses the need to empower people, educate them, care for their health, and provide them with equal opportunity to achieve economically. Available combined resources need to be used more efficiently through a reformed and better coordinated UN system, policies must be changed, the role and status of women strengthened, safe, comprehensive reproductive health services provided, and measures taken to achieve a balance between population size and sustainable development in keeping with available global resources.  相似文献

Salmon policy in the Pacific Northwest illustrates a class of contentious, socially wrenching issues that are becoming increasingly common in the western United States as demands increase for limited ecological resources. Many Pacific salmon “stocks” (a term used in fisheries management for a group of interbreeding individuals that is roughly equivalent to “population”) have declined and some have been extirpated. The salmon “problem” is one of the most vexing public policy challenges in natural resource management. Even with complete scientific knowledge — and scientific knowledge is far from complete or certain — it would be a challenging policy problem. The salmon decline issue is often defined simplistically as a watershed management problem, in part because changes in watersheds are highly visible and often occur on public or corporate lands where individuals and organizations often have direct input to decision making. Yet, changes in climate and ocean conditions, for example, occur frequently and such changes have a major influence on salmon abundance. The scientific challenges are great, but the more difficult — and critical — aspect of the debate concerns policies and decisions affecting everyone, including those involved in rural enterprises (especially farming and logging); manufacturing and construction; electricity generation (including hydro, fossil fuel, and nuclear); national defense; urban development; transportation (including road, rail, air, and water). The debate also involves competing personal rights and freedoms; the prerogatives and roles of local, state, and federal government and Indian tribes; policies on human population level, reproduction, emigration, and immigration; and the future of fishing (commercial, recreational, and Indian). The salmon policy conundrum is characterized by: (1) nearly everyone claims to support maintaining wild salmon runs; (2) many competing societal priorities exist, many of which are partially or wholly mutually exclusive; (3) the region’s rapidly growing human population creates increasing pressures on all natural resources (including salmon and their habitats); (4) policy stances in the salmon debate are solidly entrenched; (5) society expects salmon experts to help solve the salmon problem; (6) each of the many sides of the political debate over the future of salmon use salmon experts and scientific “facts” to bolster its argument; (7) it has proved to be nearly impossible for salmon scientists to avoid being categorized as supporting a particular policy position; and (8) many advocates of policy positions couch their positions in scientific terms rather than value-based preferences. Although far from indisputable, I conclude that over the next century and allowing for considerable year-to-year and decade-to-decade variation, many, perhaps most, stocks of wild salmon in the Pacific Northwest likely will remain at their current low levels or continue to decline in spite of costly protection and restoration efforts.  相似文献

Many cities worldwide seek to understand local policy priorities among their general populations. This study explores how differences in local conditions and among citizens within and across Mumbai, India shape local infrastructure (e.g. energy, water, transport) and environmental (e.g. managing pollution, climate-related extreme weather events) policy priorities for change that may or may not be aligned with local government action or global environmental sustainability concerns such as low-carbon development. In this rapidly urbanizing city, multiple issues compete for prominence, ranging from improved management of pollution and extreme weather to energy and other infrastructure services. To inform a broader perspective of policy priorities for urban development and risk mitigation, a survey was conducted among over 1200 citizens. The survey explored the state of local conditions, the challenges citizens face, and the ways in which differences in local conditions (socio-institutional, infrastructure, and health-related) demonstrate inequities and influence how citizens perceive risks and rank priorities for the future design and implementation of local planning, policy, and community-based efforts. With growing discussion and tensions surrounding the new urban sustainable development goal, announced by the UN in late September 2015, and a new global urban agenda document to be agreed upon at ‘Habitat III’, issues on whether sustainable urbanization priorities should be set at the international, national or local level remain controversial. As such, this study aims to first understand determinants of and variations in local priorities across one city, with implications discussed for local-to-global urban sustainability. Findings from survey results indicate the determinants and variation in conditions such as age, assets, levels of participation in residential action groups, the health outcome of chronic asthma, and the infrastructure service of piped water provision to homes are significant in shaping the top infrastructure and environmental policy priorities that include water supply and sanitation, air pollution, waste, and extreme heat.  相似文献

We have investigated value arguments concerning forest policy in Finland and reflected on their prevalence in an international context. The arguments of the organised stakeholders of current forest policy are analysed using semi-structured interview data and secondary material. We have categorised these arguments, and based on them, constructed value positions. The explorative rhetoric analysis reveals shared as well as conflicting values and beliefs.We have identified two dominating value positions: forestry position and nature position. The recognised core values include utility, property rights and value of nature, the utility dominating the policy discussion scene. A principal feature of the polarised policy field is a lack of trust. In addition to the polarisation, there is also a broad common ground in positions towards traditional rights of ownership and access to forests as well as on citizens’ rights to influence forest policy. In order to gain more influence in forest policy, both positions make an effort to redefine the concepts in the argumentation of the others.  相似文献

Countries in sub-Saharan Africa are doing some rethinking, after decades of development that have resulted in continued poverty, international indebtedness, environmental degradation, and inappropriate Western models. Technological innovations, institutional developments, and family planning are key inputs. Development should shift to a focus on elimination of widespread poverty. Past development strategies in an African context of ample resources have harmed the environment without improving the average person's standard of living. Knowledge about Africa's environment and environmental degradation is inadequate. Recent studies have found, contrary to popular belief, that small shareholders made considerable investments in resource-based capital, which protected their farms from major environmental deterioration and negative impacts of intensification. In Nigeria field studies found that rising demand for fuelwood did not lead to greater deforestation or desertification. Severe degradation has occurred in places where density of population is greater than 500 persons per sq. km, where the land is physically or biologically vulnerable, and where socioeconomic conditions interfere with application of conservation measures. Reduced well-being and reduced food capacity is attributed to land tenure arrangements, misguided macroeconomic policies, and inadequate infrastructure. The issues of development, environment, and population are complex. Sustainable development is possible with appropriate investment priorities that will provide needed infrastructure, services, and education. Urban areas need safe water, solid waste disposal, and spatial planning to relieve congested spaces. Rural areas should focus on health education and basic sanitation. Regulatory measures and conservation measures are also important. Institutional development that promotes democracy, expands individual property rights, and increases the knowledge base offers the most hope for alleviating poverty and protecting the environment.  相似文献

There is an international divide between net emissions importers and net emissions exporters, with industrialised nations mainly falling into the former and emerging economies the latter. Integrating emissions transfers into climate policy, so as not to disadvantage export-intensive countries, has been suggested to increase participation in international emissions reduction commitments. Consumption-based scenarios are presented for the UK identifying the geographic and sectorial source of emissions to meet future consumer demands given the current international climate policy landscape. The analysis is applied to the UK yet the discussion is applicable to international climate policy; assigning national responsibility for global emissions reductions; and extending the mitigation potential for net importing countries. Two trajectories for UK consumption emissions are calculated in which (1) international reduction targets are consistent with those pledged today equating to four degrees of temperature rise and (2) international reduction targets achieve a two degree future. By 2050 it is estimated that UK consumption emissions are 40–260% greater than UK territorial emissions depending on the strength of global reduction measures, and assuming the UK meets its 80% reduction in 1990 emissions by 2050 target. Cumulative emissions are presented alongside emissions trajectories, recognising that temperature rise is directly related to every tonne of carbon emitted. Whilst this paper argues that the current UK emissions targets underestimate the UK's contribution to global mitigation for two degrees, it shows how expanding the focus of policy towards consumption introduces new opportunities for reduction strategies at scale. The paper advocates the implementation of consumption-based emissions accounting which reveals underexploited policy interventions and increases the potential to break down barriers that exist between industrialised and emerging economies in international climate policy.  相似文献

Air quality and related health effects are not only affected by policies directly addressed at air pollution but also by other environmental strategies such as climate mitigation. This study addresses how different climate policy pathways indirectly bear upon air pollution in terms of improved human health in Europe. To this end, we put in perspective mitigation costs and monetised health benefits of reducing PM2.5 (particles less than 2.5 μm in diameter) and ozone concentrations.Air quality in Europe and related health impacts were assessed using a comprehensive modelling chain, based on global and regional climate and chemistry-transport models together with a health impact assessment tool. This allows capturing both the impact of climate policy on emissions of air pollutants and the geophysical impact of climate change on air quality.Results are presented for projections at the 2050 horizon, for a set of consistent air pollution and climate policy scenarios, combined with population data from the UN's World Population Prospects, and are expressed in terms of morbidity and mortality impacts of PM2.5 and ozone pollution and their monetised damage equivalent.The analysis shows that enforcement of current European air quality policies would effectively reduce health impacts from PM2.5 in Europe even in the absence of climate policies (life years lost from the exposure to PM2.5 decrease by 78% between 2005 and 2050 in the reference scenario), while impacts for ozone depend on the ambition level of international climate policies. A move towards stringent climate policies on a global scale, in addition to limiting global warming, creates co-benefits in terms of reduced health impacts (68% decrease in life years lost from the exposure to PM2.5 and 85% decrease in premature deaths from ozone in 2050 in the mitigation scenario relative to the reference scenario) and air pollution cost savings (77%) in Europe. These co-benefits are found to offset at least 85% of the additional cost of climate policy in this region.  相似文献

Land-based emissions of carbon dioxide derive from the interface of forest and agriculture. Emission estimates require harmonization across forest and non-forest data sources. Furthermore, emission reduction requires understanding of the linked causes and policy levers between agriculture and forestry. The institutional forestry traditions dominated the emergence of the discourse on Reducing Emissions from Deforestation and forest Degradation (REDD+) while more holistic perspectives on land-based emissions, including agriculture, found a home in international recognition for Nationally Appropriate Mitigation Actions (NAMAs). We tested the hypothesis that, at least for Indonesia, the NAMA framework provides opportunities to resolve issues that REDD+ alone cannot address. We reviewed progress on five major challenges identified in 2007 by the Indonesian Forest Climate Alliance: 1) scope and ‘forest’ definition; 2) ownership and tenurial rights; 3) multiplicity and interconnectedness of drivers; 4) peatland issues across forest and non-forest land categories; and 5) fairness and efficiency of benefit-distribution mechanisms across conservation, degradation and restoration phases of tree-cover transition. Results indicate that the two policy instruments developed in parallel with competition rather than synergy. Three of the REDD+ challenges can be resolved by treating REDD+ as a subset of the NAMA and national emission reduction plans for Indonesia. We conclude that two issues, rights and benefit distribution, remain a major challenge, and require progress on a motivational pyramid of policy and polycentric governance. National interest in retaining global palm oil exports gained priority over expectations of REDD forest rents. Genuine concerns over climate change motivate a small but influential part of the ongoing debate.  相似文献

This is a case study of environmental management by an indigenous people, the Mayas of the Yucatan Peninsula, a geographic area shared by Mexico, Belize, and northern Guatemala. The purpose is to contribute information to the debate among environmental policy makers concerning indigenous peoples and their local knowledge. It summarizes recent findings that call into question older theories, often referred to in this debate. The focus is on the evidence for changes in resource use over time: the adoption and abandonment of technologies as affected by climate change and population pressures, including evidence concerning variations in the resources themselves.  相似文献

The role of science in environmental foreign policymaking has received little attention in the international environmental politics literature, and systematic, in-depth case studies of the influence of science on environmental foreign policy with respect to persistent organic pollutants (POPs) are entirely missing. We present a case study of the influence of science on Canada's foreign policy on POPs from the discovery of the transboundary nature of the POPs problem around 1985 to the signing of the United Nations Stockholm Convention on Persistent Organic Pollutants in 2001. Influence was analyzed in terms of a knowledge–action methodology that focused on the types of scientific knowledge and the actions taken by scientists that were influential. Data were collected through interviews and extensive document analysis. We conclude that, while individual knowledge types and actions were influential during various periods (single-factor explanations), it was an increasingly layered and integrated “package” of knowledge types and actions, with human health impacts as its touchstone and partnering between scientists and non-scientists as its watchword, that propelled and sustained Canada's foreign policy on the POPs issue.  相似文献

农村土地三权分置是现阶段我国农地产权制度的重大创新,其政策逻辑是通过农地产权的细化和明晰促进资源的优化配置,以推动农业转型发展。但是三权分置能否改善人们对土地产权的长期、安全、稳定的预期,改变经营主体的行为方式,依然有待实践的检验。以新型经营主体对政策的认知为切入点,以三权分置实践较早的上海市青浦区为典型案例,在问卷调查和实地访谈的基础上,基于“三权分置改革—主体认知—行为响应”的政策传导机制,应用结构方程模型,研究新型农业经营主体的政策认知程度对其规模经营行为、长期投入行为和向环境友好型农业转型等行为的影响。结果显示:新型农业经营主体对三权分置政策的认知对其三大类生产经营行为的转变均存在显著影响;并且认知程度越深,其实践农业生产方式转型的可能性越大。需要进一步完善配套制度建设、加强三权分置政策的宣传和解释力度,提升农业从业者人力资本水平,为农业转型升级提供内生动力。  相似文献

Due to external effects associated with rainforest conservation, it is likely that the preferred size of rainforests is larger from the point of view of the international community than from the point of view of those who directly exploit the forests. As trade in tropical timber is the main direct link between forest exploitation and the international community, trade policy instruments have been proposed to promote sustainable forest exploitation. One such instrument is certification of internationally traded tropical timber: sustainably produced timber is labelled so that it becomes distinguishable from unsustainably produced timber. One of the aspects of the current debate is the level at which monitoring of compliance to the certification criteria should take place,i.e., at the macro (country) level or at the micro (concession) level. There seems to be a consensus that in order to be acceptable for industrialised countries' consumers, monitoring and certification should in any case take place at a micro level. However, we argue that in terms of maintaining tropical forests a firm level certification regime may be counter-effective in the short and medium run if no macro conditions are included in the certification process as well.  相似文献

In this research we explored how the concepts and approaches of ecosystem services are currently used in water management in Europe, in the application of River Basin Management Plans (RBMP) developed for the EU Water Framework Directive (WFD). Five case studies have been considered, located in the River Basin Districts of the Po river (Italy), Scotland (United Kingdom), Scheldt river (Belgium), Danube river (Romania), Sado and Mira rivers and Ribeiras do Algarve (Portugal). These cases represent different regional contexts of application of this EU water policy, with specific socio-economic drivers and environmental issues. Each case study has developed an operational framework to analyse ecosystem services in practice together with a group of local stakeholders. In each regional case, we examined how EU water policy and RBMPs are implemented, considered legal and planning instruments from the national to the local scale, and we analysed the use of ecosystem service terms and concepts in the relevant planning instruments. In parallel, we explored the view of local stakeholders and water managers on the topic, collecting their opinion on three major aspects: the usefulness of the concepts and approaches of ecosystem services for WFD river basin management plans, the risks and benefits of their use, and the knowledge needs to put the concepts into practice. The major drawback of the ecosystem service approach seems to be the challenge for practitioners of understanding new concepts and methodologies, while the major advantages are that it highlights all the hidden benefits of a water body in good health and promotes multi-functionality and sustainability in water management. The results of this study provide a picture across Europe of the current use of the concepts of ecosystem services in the RBMP and relevant insight on the opinion of local stakeholders and water managers.  相似文献

This article explores how science and policy interact using the Norwegian Red List 2006 as a case example. The paper draws on concepts from the sociology of science, interviews with key informants, as well as analysis of a Norwegian newspaper debate about a controversial conservation issue.The paper highlights how the relationship between science and policy can best be described as an interaction rather than simply a transmission of knowledge from one to the other. In addition, the study focuses on the active construction and communication of the science–policy relationship. Regulators, scientists and NGOs, it is argued, strategically define the relationship between science and policy as more straightforward than it really is.The paper suggests that the shaping, simplification and communication of scientific knowledge is best understood as a social process that occurs in three stages, which may overlap to varying degrees. The shaping of scientific knowledge for policy occurs first within the scientific domain. The shaping, we suggest, is the result of both the broader institutional context and a more specific micro-level social context, but it is also the outcome of requirements inherent in the genre of science communication. In the second stage, regulators and actors in the public debate redefine and simplify scientific knowledge to make it better suited to the policy arena. In the final stage, scientists, regulators and NGOs actively seek to define science as objectively true, and independent of the policy arena. By doing so, they are able to strengthen their arguments, regardless of their position on particular issues. But they also contribute to shrouding the social nature of scientific production.  相似文献

由于森林的生态效益外部性和公共物品的特性,较大部分难以通过传统的市场实现其经济价值。如何通过适当的措施将森林生态效益外部性内部化,部分或全部地实现森林生态效益的价值,对森林生态效益的提供者进行补偿,吸引全社会参与森林的保护与培育,即如何用经济杠杆解决森林生态效益的外部性和公平性,是急需解决的问题,也是当前国内外生态经济学研究的一个热点和难点问题。通过综合分析相关文献,理清生态效益补偿的概念,对森林生态效益补偿展开研究和探讨。对发达国家的森林生态效益补偿的理论和实践经验进行总结归纳,为我国建立森林生态效益补偿机制提供借鉴。分析国内森林生态效益补偿的具体实践,得出我国森林生态效益补偿制度中需要完善的方面。最后,提出我国今后森林生态效益补偿制度工作的研究方向。  相似文献

In responding to the demand for major review of teacher education to meet the needs and challenges of the twenty-first century, the Faculty of Education at Griffith University in Queensland, Australia is in the throes of a major review of its primary teacher education program. This review is taking place in the midst of University wide debate on the nature and scope of Education for Sustainable Development (ESD). While consensus exists of the importance of ESD, debate continues regarding programs, policies, and practices.Education staff members feel strongly that new programs should encompass knowledge, issues, perspectives, skills, and values central to ESD, but remain uncertain about how this could best be achieved. The “strengths model” where every discipline and every staff member and student can contribute is being utilised by the working parties and is likely to be adopted as a means of ESD.To determine a benchmark for inclusion of components of ESD, and as one stage of including students in the decision-making process, a survey was conducted in February 2004 that sought to determine general environmental attitudes, specific practices and perceptions of a need to change.The survey indicated that a large portion of the students enrolled in preservice teacher education at this University were very concerned about environmental issues and felt that their preparation as teachers should include aspects of teaching about sustainability. The survey also indicated however, that the knowledge base regarding environmental issues was minimal and insight into the social, cultural and economic complexities of ESD was quite superficial. Students openly expressed a lack of confidence in their ability to make wise decisions or take appropriate action.This paper describes the context and strategies of the current restructure/reorientation of the preservice teacher program, highlighting the current and potential impacts of student involvement in the process.  相似文献

Endosulfan is an organochlorine pesticide that is toxic to aquatic life. Endosulfan might hamper the reproductive health of indigenous fish in agricultural areas of Pakistan where this pesticide is sprayed widely. The aim of the current study is to investigate the toxic effects of endosulfan on selected reproductive parameters of male freshwater fish, Cyprinion watsoni. Two concentrations of endosulfan (0.5 and 1 ppb for 30 days exposure) were tested for their effects on body weight, body length, and testicular weight, length, and width. Testicular testosterone was assayed from tissue extracts using enzyme immunoassay (EIA). A significant increase in the mortality rate was observed in both treated groups during both spawning and quiescent seasons. The overall behavior of fish in the aquarium was normal in all control and treated groups. However, the treated fish exhibited anxiety after treatment with endosulfan. The body weight and length, and testicular weight, length and width were not significantly different to the control group. The testicular testosterone concentrations were significantly lower in both endosulfan-treated groups compared to the control. The decrease was dose-dependent, with a significant difference between the two treated groups. The histomorphological results demonstrated various testicular alterations in the treated groups. These alterations included an increase in interlobular areas and clumping patterns in spermatocytes/spermatids. Because spermatids eventually differentiate into sperms, their low count will directly result in lower sperm count. Taken together, these results suggest that endosulfan is a toxicant that at least disturbs testosterone levels (possibly others) and negatively impacts the reproductive health of male freshwater fish.  相似文献
