Assessment of climate change vulnerability of tourism in Hungary   总被引:1,自引:0,他引:1
This paper applies vulnerability assessment methodology to assess the comparative vulnerability of different tourism supply types by region in Hungary. The steps of the methodology include (1) definition of tourism supply typology, (2) identifying exposure indicators, (3) identifying sensitivity indicators, (4) identification of adaptive capacity indicators and (5) developing a vulnerability map. It is clear that climate change has potential negative effects on tourism in Hungary, but the spatial distribution, as well as the sub-sectoral (by tourism supply types) differences of these impacts is almost unknown. Most research papers dealing with the vulnerability of tourism mainly focus on a specific tourism type, whereas this article aims to address all of them from a regional point of view. The key results presented in this paper include the vulnerability map of the country showing the relative vulnerability of different tourism supply types and detailed analysis investigating the possible causes and driving factors. We have categorized tourism regions based on the five most vulnerable tourism supply types. The most significant of them all turned out to be outdoor event-based tourism, being the most vulnerable in the two southern regions, since the expected impacts of climate change are foreseen to be the most significant in these areas.  相似文献

This study deals with regional climate change in five low mountain areas in Eastern Germany and assesses the awareness of tourism professionals towards climate change, its impact on winter tourism and adaptation options. Favourable conditions for winter tourism decreased over the last decades in the Saxon low mountain ranges. A change from predominantly snow-based to a wider variety of winter tourism options appears indispensible as climate models project continuing warming. Diversifying touristic options provides opportunities to develop new business fields and to attract new target groups. This paper reveals obstacles and opportunities to adapt and develop winter tourism in the central European low mountain ranges and to increase the competitiveness of regional tourism. A survey explored the current awareness of representatives of most of the Saxon downhill skiing areas and of selected winter tourism municipalities towards climate change and its implications on their business. Awareness is essential to successfully implement adaptation measures. About half of the interviewees were not aware of the regional changes in natural snow conditions projected for the next 15–20 years. Nevertheless, the majority recognized climate change as a serious issue. Yet, stakeholders repeatedly emphasized their uncertainty about related scientific facts. They attributed their perception to mass media reports that suggest a lack of scientific consensus on climate change issues. Adaptation options for slope-based and general winter tourism are developed and presented, involving ideas of the interviewees. To successfully move towards adaptation, supply and marketing of alternative offers need to be strengthened. A survey of tourist expectations is planned to ensure a successful implementation of new (winter) touristic offers in the Saxon mountains.  相似文献

Australian approaches to coastal vulnerability assessment   总被引:2,自引:1,他引:1
The Australian coastline is one of the longest and most diverse of any in the world, and Australian researchers have developed preliminary models of the behaviour of major coastal systems such as beaches and reefs. The Australian population is particularly focused along the coastline, especially in metropolitan centres; however, the population of regional centres along the coast is increasing steadily in response to a phenomenon termed seachange. Coastal systems are increasingly threatened by potential impacts as a result of climate change, as indicated by the successive assessments by the Intergovernmental Panel on Climate Change (IPCC). Although Australia played a central role in applying a common methodology (CM), developed from IPCC guidelines in the 1990s, and in devising alternative approaches, which were initially trialled at nine sites on the Australian coast, there has not been a nationally co-ordinated approach to assessing the coastal vulnerability of Australia, and such an approach is only emerging now. Instead, there have been a series of different approaches adopted to look at the different parts of the Australian coast, including wetland mapping in northern Australia; geomorphic unit mapping in South Australia; storm surge vulnerability modelling in Queensland; probabilistic approaches to beach erosion in New South Wales; indicative mapping of potential coastal retreat in Tasmania. Additionally, there have been methods proposed by insurers and coastal engineers to meet their requirements. Since 2005, the Australian government has once again seen the need for a national coastal vulnerability assessment, and a series of studies are planned or under way to achieve the aims of a National Climate Change Adaptation Framework.

Natural ecosystems are generally considered to be one of the most vulnerable sectors to negative impacts from rapid climate change. Australia’s rich biodiversity is already under considerable threat from multiple human impacts, and climate change will impose additional stress. Opportunities for most Australian species to adapt to climate change by altering their distribution will be limited due to a number of characteristics of the Australian environment, both physical and biotic, including topography, habitat fragmentation, low capacity for dispersal and the restricted geographic ranges of many species. This review summarizes recent and projected climate trends in Australia and discusses how species may respond to these changes in the context of the particular environmental characteristics and biogeographic history of the continent. It also identifies particular regions and ecosystems likely to be most negatively affected in the short to medium term.  相似文献

This paper contributes to an enhanced understanding of present climatic conditions, observed climate trends and regional climate vulnerability of the Bhutan Himalayas. Bhutan’s complex, often high-altitude terrain and the severe impact of the Indian summer monsoon leads to a strong exposure of the countries’ key economic sectors (agriculture, forestry, hydropower generation and tourism) to climatic changes. Climate change also threatens Bhutan’s vast biodiversity and increases the likelihood of natural hazards (e.g. glacier lake outburst floods, flash floods, droughts and forest fires). A better understanding of Bhutan’s climate and its variability, as well as observed and possible climate impacts, will help in improving the handling of regional social, economic and ecologic challenges not limited to the Himalayas. Only a few climatological studies exist for the eastern Himalayas. They mainly focus on adaptation to immediate threats by glacier lake outbursts. In contrast, this paper (1) investigates the average spatial and inner-annual diversity of the air temperature regime of Bhutan, based on local meteorological observations, (2) discusses past temperature variability, based on global datasets, and (3) relates effects of observed warming to water availability, hydropower development, natural hazards, forests, biodiversity, agriculture, human health and tourism in the Bhutan Himalayas. Results indicate a large spatial and temporal temperature variability within Bhutan and considerably increasing temperatures especially over recent decades. Implications of regional climatic changes on various socio-economic sectors and possible adaptation efforts are discussed.  相似文献

Commercial cultivation of kiwifruit in New Zealand is concentrated in a relatively small area of the North Island. Cultivation is economically significant and growing quickly. However, current understanding of vulnerability for this, and other primary sector activities in New Zealand, makes almost exclusive use of linear outcome-oriented frameworks. Drawing on in-depth, semi-structured interviews with kiwifruit growers and orchard managers, workshops and analysis of secondary data, a “bottom-up” contextual assessment of vulnerability was developed and empirically applied. The findings suggest that climate and markets are the main sources of exposure for growers, with sensitivity moderated by location. Growers employ mostly short-term, reactive adaptive strategies to manage climate exposure and sensitivity, but have less capacity to respond to market-related stressors. Warmer and drier conditions are likely to have adverse effects for kiwifruit production and compound existing vulnerabilities. An ageing population and other processes of rural change may also constrain future adaptation. In order to realise opportunities and minimise losses, longer-term strategic responses are required. The paper demonstrates the need to move beyond outcome-oriented and model-based vulnerability assessments in New Zealand, to consider the broad range of the factors that contribute to vulnerability in the nation’s agricultural sectors. It provides a basis for further consideration of multiple exogenous impacts in the industry and confirms the critical importance of qualitatively vulnerability assessments to determine spatially specific outcomes.  相似文献

Possible climate change will modify snow-cover depth and change the characteristics of winter tourism and skiing districts. Our model describes seasonal snow-cover depth related to altitude in six Alpine climate regions as the best fit of all snow stations. Data cover 30 winter seasons (November to April values) from 1965 to 1995. We modified the data according to a scenario of temperature and precipitation change (2 °C warming, no precipitation change) and achieve a new simulated snow-cover depth. The indicators MARP (mean altitude of resident population) and MASPSL (mean altitude of starting point of ski lifts) serve as references for “critical altitudes” of Austrian districts. A warming implies a reduction of snow in all districts, but the loss is overproportional in lower altitudes. The direction of economic impacts is clear – income losses and adaptation costs – but magnitude and time frames remain uncertain. Received: 24 February 1999 · Accepted: 15 May 1999  相似文献

This paper utilizes an inclusive community based sustainability framework with a focus on a resort destination in providing a potential model for more inclusive long-range destination planning and implementation. Four diverse, but interrelated areas of sustainable tourism were specified in this framework for a more comprehensive process including ecological, cultural, economic and socio-community sustainability. In addition a strategic community driven structure, which provides direction, information and practices, serves the purpose of integrating and implementing the framework. The unique tourism destination, Noosa in Australia is used as an example of embracing sustainable tourism as a community and as part of a larger focus on the four key components of sustainability. By viewing sustainable community attributes as assets, all of which are important to manage, enhance and/or conserve, it is expected that the resort community will continue to attract visitors to feel connected and committed to experiencing its lifestyle, sense-of-community and natural features while also contributing to community sustainable stewardship and a strong tourism economy. Internationally and nationally, New Zealand has a growing requirement to assess and report on the possible effects of climate change. In association with this requirement, the science of climate change is rapidly evolving requiring a capacity for rapid reassessment of effects to take account of scientific advances. Consequently, past assessment methods, which have not been computationally efficient, nor easily repeated, are becoming outdated. To address this gap, an integrated assessment model (IAM), the CLIMPACTS system, has been developed for New Zealand. The CLIMPACTS system has been developed to provide flexibility in application, to be easily updated to take account of scientific advances, and capable of providing information in a manner that is relevant to policymakers. In order to be relevant in New Zealand, it has been necessary to account for different scales of assessment, nationally, at specific sites, and regionally. Nationally, the focus is on spatial applications (e.g., changes in areas of suitability), whereas at sites, the focus is on temporal applications (e.g., changes in risk). The regional capacity in the CLIMPACTS system has required an integration of spatial and temporal applications. This paper describes briefly the capability that has been developed at these different scales of assessment, with brief examples for each. The CLIMPACTS system has enhanced New Zealand's capability to examine environmental sensitivities to climate change, as a basis for better informed policy decisions. Importantly, it is an evolving platform that can be readily extended to other sectors and updated, for example, to account for the effects of internationally agreed greenhouse gas (GHG) emission targets.  相似文献

Rapid environmental change in vulnerable destinations has stimulated a new form of travel termed “last chance tourism” (LCT). Studies have examined the risks of LCT, while leaving potential opportunities within this new tourism market largely underexplored. Results of survey (n?=?399) research in Jasper National Park, Canada reveal that a LCT motivation influences decisions to visit this iconic Canadian destination, and suggest that this motivation is linked to a desire to learn about the impacts of climate change on the Athabasca Glacier. Findings suggest there may be short to medium term opportunities associated with LCT, including promoting climate change ambassadorship through management interventions. This paper discusses a range of possible education, interpretive, and outreach activities that might be employed at LCT destinations. It outlines the relative merits (or what we refer to as “uneasy benefits”) of promoting the glacier and other LCT destinations within a protected areas management and climate change adaptation context.  相似文献

Tourism is a vital sector of Cyprus economy, attracting millions of tourists every year and providing economic growth and employment for the country. The aim of this study was to investigate the impacts of projected climate change in the tourism industry in Cyprus (Republic of Cyprus) using both “Tourism Climate Index” (TCI) and “Beach Climate Index” (BCI). TCI refers to tourism activities mainly related to sightseeing, nature-based tourism, and religious tourism etc., while BCI represents beach tourism that constitutes 85 % of tourism activities in Cyprus. The projections of climate change impacts in tourism are performed for 2071–2100 period, using regional climate model output employing the A1B greenhouse gas emissions scenario. The 1961–1990 period is used as the control run to compare the respective results of the future projections. The significant warming anticipated in the distant future (increases in annual and summer temperatures close to 4 °C) will have adverse impacts on Cyprus tourism industry regarding sightseeing tourism. TCI results for the distant future period show only acceptable conditions for general tourism activities during summer in contrast with the good/very good conditions in the present climate. Conversely, this type of tourism seems to be benefited in shoulder seasons, i.e., during spring and autumn; TCI and hence tourist activities improve in the distant future in relation to the present climate. On the other hand, concerning beach tourism, future projections indicate that it will not be negatively affected by future climate change and any changes will be positive.  相似文献

The academic literature on climate change communications is growing. However, the majority of this literature focuses on the issue of climate change mitigation in a developed country context, and there is little published material regarding communication in a developing country and adaptation context. Similarly, despite community-based approaches to climate change adaptation and disaster risk reduction increasing in the Pacific Islands region, there is very limited guidance on how to effectively communicate climate change in a way that enhances people’s resilience. This paper documents the experiences of organisations, including local and international non-government and faith-based organisations, governments, regional technical organisations and donor agencies in communicating climate change for adaptation in the Pacific region. Three key climate change communication challenges are highlighted and suggestions made for overcoming them based on results from interviews, a focus group discussion and an online forum. Finally, recommendations are made for good practice guidance in climate change communication that is empowering and culturally relevant.  相似文献

We downscale the results of a global tourism simulation model at a national resolution to a regional resolution. We use this to investigate the impact of climate change on the regions of Germany, Ireland and the UK. Because of climate change, tourists from all three countries would spend more holidays in the home country. In all three countries, climate change would first reduce the number of international arrivals—as Western European international tourist demand falls—but later increase numbers—as tourism demand from increasingly rich tropical countries grows. In Ireland and the UK, the regional pattern of demand shifts is similar to the international one: tourism shifts north. In Germany, the opposite pattern is observed as the continental interior warms faster than the coast: tourism shifts south.

Australian agriculture has operated successfully in one of the world’s most hostile environments for two centuries. However, climate change is posing serious challenges to its ongoing success. Determining what might constitute dangerous climate change for Australian agriculture is not an easy task, as most climate-related risks are associated with changes in the highly uncertain hydrological cycle rather than directly to more predictable changes in temperature. In addition, the adaptive capacity of Australian producers is generally high, as they have had to cope with a highly variable climate in which periodic, severe droughts are the norm. As the underlying global trends in climate interact with the continent’s patterns of natural variability, producers can generally deal with gradual changes in climate but are most concerned about high rates of change in regional and local climates and with abrupt, unexpected shifts in climate patterns. Perhaps the best indicator of dangerous climate change for Australian agriculture is the persistence, or not, of the drying trends in many of the Country’s most productive regions and the strength of the linkage between these trends and global climate change.  相似文献

Climate change will impact on ecological, social, and economic elements of fisheries; however, the three are seldom considered in an integrated fashion. We develop a fishery-level assessment of economic resilience to climate change for the Tasmanian rock lobster fishery, a linked social–ecological system. We outline the main climate change forcing influences that link climate change to the fishery via changes in lobster abundance, distribution, and phenology. Using a bottom-up approach, we identify twelve economic attributes strongly related to the fisheries’ economic resilience to climate change. Resilience attributes are grouped according to the level of the economic domain (business, sectoral, and governance). Attributes are then evaluated to determine the overall economic resilience of the rock lobster fishery in the context of the specific nature of predicted climate change effects. We identify areas of low resilience in the economic sub-system for this fishery. Evaluating the economic resilience of regional fisheries using this integrated, interdisciplinary framework provides a practical, parsimonious, and conceptually sound basis for undertaking comprehensive and contextually tailored assessments of climate change impacts and economic vulnerability. The framework can be extended to include a broader range of climate change impacts and the social domain of the human sub-system.  相似文献

Climate change presents scientists, politicians, and media producers with a challenge of articulating to diverse stakeholders both the complexity of issues and the urgency of action. Analyses of how climate change is represented and constructed in broadcast media are useful to capture a reflection of contemporary values. We use an analysis of news frames and production values as well as a limited “circuit of culture” approach to explore climate change communication as both a news product and cultural phenomenon. Our focus is New Zealand, a country which ratified the Kyoto agreement but which is currently noncompliant. Using qualitative framing analysis and in-depth interviews with leading media producers, politicians, and scientists, we examine how climate change is produced, represented, and consumed by New Zealanders via their broadcast media.  相似文献

Australia, a country which has regularly experienced various natural disasters, is now set to face more intense and frequent disasters in the twenty-first century as a result of climate change. Prior research indicates that in Australia, the perceived risks of climate change are mixed and becoming less prevalent across rural and urban locations, posing a threat to the public’s adoption of mitigation and adaptation strategies. Research was conducted in four disaster-impacted rural Australian towns to investigate whether prior disaster experience, trust in climate change risk communications and specific location predicted climate change risk perceptions. Four case study sites were chosen exemplifying communities impacted by different types of disaster events. The case study towns were Beechworth (wildfire, 2009) and Bendigo (drought, 2002–2008) in Victoria; Ingham (flood, 2009) and Innisfail (cyclone, 2006) in Queensland. Structural equation modelling analyses of surveys returned by a sample of 1,008 householders across the four towns showed that prior disaster experience had no impact upon climate change risk perceptions. Instead climate change risk perceptions were predicted by trust in climate change communications, climate change knowledge and the geographical location of the sample, suggesting the need for targeted, place-specific contextual communication interventions that consider the needs and socioeconomic characteristics of the community in question.  相似文献
