Sustainability indicators are well recognized for their potential to assess and monitor sustainable development of agricultural systems. A large number of indicators are proposed in various sustainability assessment frameworks, which raises concerns regarding the validity of approaches, usefulness and trust in such frameworks. Selecting indicators requires transparent and well-defined procedures to ensure the relevance and validity of sustainability assessments. The objective of this study, therefore, was to determine whether experts agree on which criteria are most important in the selection of indicators and indicator sets for robust sustainability assessments. Two groups of experts (Temperate Agriculture Research Network and New Zealand Sustainability Dashboard) were asked to rank the relative importance of eleven criteria for selecting individual indicators and of nine criteria for balancing a collective set of indicators. Both ranking surveys reveal a startling lack of consensus amongst experts about how best to measure agricultural sustainability and call for a radical rethink about how complementary approaches to sustainability assessments are used alongside each other to ensure a plurality of views and maximum collaboration and trust amongst stakeholders. To improve the transparency, relevance and robustness of sustainable assessments, the context of the sustainability assessment, including prioritizations of selection criteria for indicator selection, must be accounted for. A collaborative design process will enhance the acceptance of diverse values and prioritizations embedded in sustainability assessments. The process by which indicators and sustainability frameworks are established may be a much more important determinant of their success than the final shape of the assessment tools. Such an emphasis on process would make assessments more transparent, transformative and enduring.  相似文献

Meeting the challenge of sustainable development requires substantial advances in understanding of the interaction of natural and human systems. The emerging ecosystem management paradigm of multiple stable states, non-linear systems behaviour, discontinuous change, self-organisation and multiple development pathways has major implications for when and how change in complex systems occurs and how it can be managed. It also poses considerable challenges for modelling the structure and function of natural and human management systems, including fundamental constraints relating to: scaling mismatches, synthesis of non-homogeneous information, multiscaled system interactions, complex management systems, uncertainty in causal relationships, assessment of trade-offs, and validation. This paper examines how a decision support system (DSS) for sustainable grazing management, called Landassess DSS, attempts to deal with some of these issues through an integrated systems approach to DSS development. This approach utilises object-oriented techniques, knowledge-based systems, geographical information systems (GIS), and a state-and-transition model framework to model the critical change processes. It provides for the identification of the major driving factors and constraints to change in complex resource management systems, as well as the assessment of the likely trade-offs between resource sustainability and economic production at a scale relevant to management decision-making (i.e., paddock or property).  相似文献

Research aiming at generating effective contributions to sustainable development faces particular complexity related challenges. This article proposes an analytical framework disentangling and structuring complexity issues with which research for sustainable development is confronted. Based on theoretical conceptions from fields like policy sciences and transdisciplinary research as well as on an in-depth analysis of the concept of sustainable development, three meta-perspectives on research for sustainable development are introduced and elaborated. The first perspective focuses on notions of sustainable development, sorting out the problem of unclear or ambiguous interpretations of the general sustainability objectives in specific contexts. The second perspective introduces a broad conception of the policy process representing the way societal change towards sustainable development is brought about. It supports identifying those academic and non-academic actors and stakeholders that are relevant for coming up with effective knowledge contributions. The third perspective identifies different forms of knowledge that are needed to tackle sustainability problems as well as the significance of their mutual interrelations. How the framework perspectives support reflecting on the fundamental complexity issues research for sustainable development is confronted with is illustrated using a case example from natural scientific research in the field of land use. We argue that meeting the complexity inherent in the concept of sustainable development requires joint learning in policy processes, working out shared visions being in line with the core objectives of sustainable development and generating knowledge about empirical, normative and pragmatic aspects.  相似文献

An evaluation is needed to monitor the progress of sustainable development (SD) in rice production systems. The purpose of this study is to provide policy inputs, examine the sustainability of rice production, and determine major policy areas. A requisite set of 12 indicators of three dimensions of SD, namely economic, was generated by employing an assemblage of top–down and bottom–up approaches. The data were gathered from farm households’ survey as well as in-depth discussion with stakeholders from the regions that represent irrigated, rain-fed lowland, rain-fed upland, flood-prone, and saline-prone rice-growing ecosystems in Bangladesh. By constructing composite indicators, the results revealed that 44 % of rice growers were economically viable, environmentally sound, and socially developed. The irrigated rice production system was found to be the most sustainable. The path analysis measured the contribution of the indicators to the index, and results highlighted that rice growers’ knowledge, skills, and social networks development, improving land productivity, and integrated nutrient management were essential for promoting sustainable rice production. However, the study findings suggest that pluralistic (i.e., government and non-government) agricultural advisory services can serve as an engine of transition to rice production sustainability in which a multi-year planning and strategy formulation are crucial besides investing in the modernization of extension services. Overall and ecosystem-specific policy implications that emerged from the findings of this study are outlined.  相似文献

The management of large-scale water resources systems requires including of different stakeholders and users from municipal, agricultural, industrial and environmental sectors. This has baffled the process of decision making for integrated water resource systems. In such systems, the interactions between various stakeholders must be carefully taken into account with the goal of aggregating interests around the sustainability concept. In this study, first, the integrated water resources systems of Big Karun Watershed, Iran, have been modeled using the system dynamics approach. The system dynamics model represents the interactions between different components of the system, including water transfer projects, dams, urban, industry, agriculture and fish farming, and environmental demands. Vensim software has been used for the system dynamics modeling. Vensim simulates the dynamics behavior of the sub-systems and overall performance of the system by comparing the current operation policies with the future management scenarios. A wide range of performance indices, such as quantitative and qualitative water stress, income, cost, and productivity, have been used here to represent different aspects of sustainability goals. Finally, the performance of the systems has been evaluated by developing a sustainability index using distributed zoning model in order to identify proper management policies for this watershed. The results indicate that downstream users demand cannot be fully met by solely considering inter-basin water transfer and agricultural development projects. The sustainable and integrated management of the whole system ties into enhancement in both infrastructure systems and the operation of the whole system. It is expected that the sustainability of the basin improves if a water market schema exists and the gained money would be used to enhance the efficiency of existing irrigation networks.

Taiwan's EPA has implemented a new guideline called the "Plastic Products Restriction Policy", prohibiting some industries to use plastics as packaging materials for the sake of sustainable use of resources. The significant effect resulting from this policy is the substitution of plastic products with paper products. Is this policy beneficial to achieve future sustainability? I attempt to analyze the resource choice between renewable resources and exhaustible resources for production of final products and services in case of exhaustion of natural resources. In this paper, I develop a framework to examine the dynamic responsiveness of a socio-economical system in facing a continual depletion of natural resources provided by an environmental system. In this framework, the status of an environmental system in terms of carrying capacity is affected by the cumulative impacts caused from human activities, including environmental pollution and resource exploitation. Conversely, it also affects the growth of renewable resources. This framework can serve as a guideline to construct indicators to measure the status of the environmental system and the socio-economical system in order to support a policy planner that formulates an appropriate environmental policy. Based on this framework, I also develop a mathematical model to determine the optimal ratio of resources choice between renewable resources and exhaustible resources.  相似文献

This paper presents a theoretical framework that can be used to discuss the question of how context, time and different participatory process designs influence the results of participatory monitoring projects in terms of concrete outputs (such as sustainability indicators) and the more intangible social outcomes (such as learning and stakeholder relations). We will discuss and compare four different cases of participatory monitoring of provincial sustainable development in the Netherlands. The results show sustainability issues selected by the stakeholders reflect the socio-economic and ecological structural characteristics of their region. In a different context, stakeholders not only assign different weights to the same set of issues, but more importantly they select a completely different set of regional aims altogether. Since these regional structural characteristics only change slowly over time, the influence of time on stakeholder preferences is shown to be only of minor importance. However, the dissipation of learning effects is shown to be a fundamental challenge for the cyclical nature of participatory monitoring, especially when its goal is shared agenda building. Another important conclusion is that, in the design of participatory processes, more attention should be devoted to providing stakeholders with the opportunity to comment on an ‘intermediate’ product.  相似文献

This paper explores,explains and discusses issues around the dilemma between local conservation of natural resources(often,endangered species and habitats)and tourism needs in Africa.Often and in constitutional terms,local people have a right to exploit and use resources endowed in their local area.However,tourists often are interested in viewing the vegetation and animal resources undisturbed.Inevitably,there is an undeclared animosity of values and interests between local communities and tourists and state agencies.As a result,the dilemma is thus of governance.The purpose of this paper is to demonstrate the governance dilemma of resource utilization and tourism in Africa in a bid to create an informed stewardship framework for sustainability.This is achieved by way of case studies and narratives from Africa.As such,this paper will be a review literature on how different communities perceive tourism and derive livelihoods from their immediate environment.It also explains how the external factors influence local needs and interests.A more sustainable and operational framework that reduces friction among stakeholders is suggested.  相似文献

Both the Aalborg Commitments and the guidance on integrated urban environmental management and sustainable urban transport plans proposed by the EU Thematic Strategy on the Urban Environment foresee a baseline review as the first step in developing integrated urban management plans and systems. A baseline review of urban sustainability undertaken in Riga reveals significant discrepencies between the sustainability criteria of the Aalborg Commitments and the: responsibilities and competencies of the municipal government and administration as defined by statutes; policy goals and measures defined in municipal planning documents; policy goals and measures defined in the Riga Development Plan. To better orient the mandate of the municipality towards sustainable development, municipal statutes should be supplemented to more fully reflect the issues defined by the Aalborg Commitments and should include sustainability as a goal. In order to strengthen the implementation of sustainable development specific policy goals, measures and targets should be formulated for all the Aalborg Commitments issues when revising existing municipal planning documents or developing a municipal sustainable development management plan. An analysis of the European Common Indicators and the State of the Environment in Riga 2001 indicators indicates that they can only partially fulfill a monitoring function for the implementation of the Aalborg Commitments. This highlights a need to better coordinate sustainable development initiatives at the European level. The methodology used for the baseline review in Riga is useful for assessing the status of urban sustainability when preparing integrated urban management plans or systems, but requires testing elsewhere. Stakeholder theory, originally introduced in 1984 by philosopher Edward Freeman, is among the most influential theories today addressing the complex interplay of societal actors. It underwent several transformations and expansions, but the original Freeman model as well as the latest approaches places the corporation at the center positioning the theory as management driven. In this article—from a sustainability science perspective—we argue that sustainability could also be considered as the center, around which societal actors are grouped, because everyone, individuals as well as stakeholders, have a stake in a ‘common future’ that is built on the transformative concept of sustainability. Next to this shift of perspective from corporation to sustainability at the center, we advance the concept of sustainability stakeholders with the new paradigm of the digital age we (are about to) live in: the proposed sustainability-centered stakeholder theory is developed to incorporate novel parameters as brought about by digitalization (such as big data, real-time transparency, algorithmic correlations, predictive analytics, or changing privacy standards). Hence, we classify the stakeholders of sustainability according to their roles as “big data stakeholders:” collectors, generators, and utilizers of big data. This digital sustainability stakeholder model operationalizes the complex interplay between stakeholders focused on their ‘stake’ in sustainability and a common future and illustrates their roles in the digital age. Thus, it offers a normative framework to analyze stakeholders’ responsibility to contribute to, advance, promote, and achieve sustainability.  相似文献

1992年里约环境发展大会后可持续发展成为各国和各界的共识,但经历了二十年的发展,自然资源保护与可持续发展之间的矛盾仍然存在,特别是农林牧渔等领域自然资源的合理开发利用仍待进一步发展。我国作为国际农林牧渔产品的重要消费国和贸易国,在积极推动国内资源的可持续利用同时,也可以通过国际贸易在全球自然资源可持续利用中发挥积极作用。可持续认证作为应对资源保护与经济发展这一矛盾的较为有效的市场手段,经过近二十年的发展已经涵盖了农林牧渔领域的多个产品,在国际上的发展势头强劲,对于自然资源的保护和可持续利用发挥了对政府政策的补充作用。但可持续性认证在我国国内的企业和消费者中还没有得到广泛认识,其通过市场机制引导企业实践可持续经营、落实企业社会责任的作用在国内还没有得到有效的发挥。因此,本研究的目的是通过对可持续认证的分析,为在我国农林牧渔领域更好地发挥其市场推动力提出政策建议。本研究首先综述了可持续认证在国际上的发展历程、产生的影响,详细论述了森林、棕榈油、野生海产品等可持续认证已经在全球贸易中占有一席之地,并在欧美等较发达国家和地区获得了消费者的支持;其次,本研究对可持续认证在农林牧渔领域的进一步发展所面临的挑战进行了剖析,肯定了可持续认证在调动企业和消费者的积极性、推动农林牧渔领域资源保护方面的正面作用,也指出认证对资源保护的预期效果没有完全达到、同一产业内认证体系可靠性参差不齐,着重强调了可持续认证在发展中国家的发展面临的困难,使其对自然资源保护的应有效果受到影响。在此基础上,本研究分析了我国农林牧渔领域在资源利用方面面临的国际和国内压力,尤其是我国在国际贸易中举足轻重的地位和进口大宗产品产地的生态脆弱性使中国在全球资源的可持续利用和保护中可以发挥重要作用,论证了可持续认证在我国的推广有利于提升中国企业的国际形象、促进贸易杠杆发挥资源保护的撬动作用、保障企业在海外开发中的长期效益,同时也有利于我国国内自然资源的可持续利用,明确得出在我国农林牧渔领域推动可持续认证的必要性。本研究建议我国政府部门应关注农林牧渔领域可持续认证在国际和国内的发展,收集相关的信息和案例可用于相关的国际谈判和对企业的指导。同时政府应鼓励国内外认证体系在中国开展认证工作,并为同一产业中的不同体系创造公平的竞争环境。另外,政府应积极支持国内农林牧渔产业的企业、专家、协会等参与到国际认证体系的建立过程中,将中国可持续发展的良好操作范例或规范国际化。政府自身的消费行为对全社会有明确的引导作用,所以在政府采购中应优选可持续认证产品,引导企业加入可持续经营的实践。  相似文献

Over the last decade, sustainability science has been at the leading edge of widespread efforts from the social and natural sciences to produce use-inspired research. Yet, how knowledge generated by sustainability science and allied fields will contribute to transitions toward sustainability remains a critical theoretical and empirical question for basic and applied research. This article explores the limitations of sustainability science research to move the field beyond the analysis of problems in coupled systems to interrogate the social, political and technological dimensions of linking knowledge and action. Over the next decade, sustainability science can strengthen its empirical, theoretical and practical contributions by developing along four research pathways focused on the role of values in science and decision-making for sustainability: how communities at various scales envision and pursue sustainable futures; how socio-technical change can be fostered at multiple scales; the promotion of social and institutional learning for sustainable development.  相似文献

Envisioning how a desirable future might look is a long-standing effort in human evolution and social change. Utopian thought and visions provide direction for actions and behavior; more so, they create identity and community. Accordingly, the discourse on sustainability and sustainable development has recognized that positive visions about our societies’ future are an influential, if not indispensable, stimulus for change. Visioning is, thus, considered a key method in sustainability research and problem solving, for instance, in transformational sustainability science or in planning for urban sustainability. Yet, quality criteria for sustainability visions and guidelines on how to rigorously craft such visions are scattered over different strands of the literature and some are insufficiently developed. The goal of this article is to review and synthesize such quality criteria and design guidelines to inform sustainability visioning methodology. The review provides a concise reference framework for sustainability students, researchers, and professionals on how to enhance their sustainability visioning practices.  相似文献

The contribution of scientific knowledge and innovation to sustainability is demonstrated. Theory, discoveries, programmes and activities in both the natural as well as social sciences fields have greatly helped with the environmental, economic and social challenges of the past and current centuries, especially in the past 50 years or so. Nowadays, we increasingly realize the intimate link between science and society, and the need not only for science to inform policy but also to address requests by governments and the multiple stakeholders confronted with the challenge to achieve sustainable development. Current barriers to how science is conceived and related education is delivered hamper true interdisciplinarity, and the emerging field of sustainability science attempts inter alia to clarify how ‘a new generation of science’ can be designed so as to promote more integrated thinking to tackle complex societal issues. At the international level, and more specifically in the context of the United Nations, the practice of science has always entailed the need to solve problems such as climate change, ozone depletion, disaster risk, lack of food security, biodiversity loss, social instability and ineffective governance—to cite a few. In this regard, science in an intergovernmental context is by definition science that has to assist with the struggle for sustainability. Yet, a higher level of integration and cross-fertilization among disciplines as well as of participation among concerned stakeholders in the design and implementation of science-based programmes and activities carried out by the United Nations (and, in this article, the specific case of its Educational, Scientific and Cultural Organization—UNESCO—is presented) seems to be needed. The debate on sustainability science carried out in the academic circle and the experience of UNESCO in this area can be mutually supportive in further elucidating how, practically, the approach of sustainability science can enhance the achievement of sustainable development at multiple scales.  相似文献

In this paper we examine how Canadian and Flemish municipalities manage and measure sustainable development initiatives. First, we present information on how Canada, Belgium and its Flemish region introduce sustainable development initiatives at the federal and regional levels of government. The introduction at municipal level of impact assessment systems, indicator and monitoring systems, and sustainability reporting systems is discussed in general, followed by a comparison of specific case studies. In Canada, we selected the municipalities of Ottawa, Hamilton-Wentworth and Vancouver and in Flanders, the municipalities of Hasselt, Gent and Leuven. For each case study, we considered the following evaluation criteria: introduction of a long-term vision for a sustainable future; development of goals, targets and indicators; measurement of indicators; involvement and information of the local population; introduction of impact assessment and reporting systems. The discussion section deals with differences in the approach to managing and measuring sustainable development initiatives in Canada and Flanders. This study shows that sustainable development is not yet widely practised at the local level in Canada and Flanders, but Canadian municipalities have more experience with planning processes and vision development, measurement systems and public involvement. The Flemish municipalities were more inclined to go along with international campaigns dealing with local sustainability and take strong sustainable development actions which were not integrated in broader sustainable development policies.  相似文献

长江中下游平原地区是我国经济发达地区,也是我国洪涝灾害最严重地区之一,根据长江流域可持续发展要求,提出两个问题,一是长江中下游平原区要走可持续发展之路,如何使区内社会经济发展与洪涝灾害相协调,这属于地区可持续发展问题,二是防洪减灾系统能否持久地发挥作用,为社会经济可持续发展提供保障,即防洪减灾系统可持续性评价问题,首先讨论了防洪减灾系统可持续性评价的基本涵义,提出了可持续性评价的5个准则,即功能持久性,风险最低性,经济可行性,环境可承受性及社会可接受性,其次,以长江中游平原分蓄洪工程为例,提出了相应的评价指标体系;最后,选择有效蓄洪量,蓄洪面积,围堤长度,耕地面积,区内人口,区内安全台面积等为指标,建立了分蓄洪工程可持续性评价模型-均衡规划模型,并进行了实例分析探讨。  相似文献

The following study looks at how traditional, organic, cooperative farmers starting a new farming cooperative in the US Southwest communicate about their farming as a set of (sustainable) cultural practices. The study draws on environmental communication theory, the theory of the coordinated management of meaning, and Vandana Shiva’s three-tiered economic model to construct a communication-based framework through which to view farmers’ stories about sustainability. This framework is productive, showing how some Nuevo Mexicano farmers (and others) orient toward farming, sustenance, and human-nature relationships through community, family, heritage, and education. Moreover, in addition to a conceptualization of sustainability as specific practices for nurturing and enduring in environments, communities, and organizations/institutions, sustainability can be understood as embedded ecocultural and historical experience with cross-cultural parallels in land-based communities. This study advances the ethical duty of environmental communication to better understand the ways in which environmental discourse and ecocultural and material realities are imbricated, as well as the call for such discursive study to be grounded in phenomenological experience of the natural world.  相似文献

This study’s aim is mainly to provide insights into the factors that affect sustainable tourism entrepreneurs’ behavioural intentions, employing data from Greece. Given that intention is a powerful predictor of actual behaviour, to stimulate sustainable entrepreneurial activity in the tourism sector and achieve sustainable development, it is important to study the factors that affect entrepreneur’s behavioural intentions towards sustainability. Findings through this empirical analysis support that entrepreneur’s demographics parameters and firm characteristics have distinctive effects in explaining respondents’ behaviour towards sustainable entrepreneurship and acknowledgement of sustainability options of a community. In particular, results suggest that younger entrepreneurs are probably more informed about the potential of the sustainability for the regions and are more likely to favour sustainable tourism practices. Entrepreneur’s income is also a statistical significant parameter towards sustainable entrepreneurship intentions within the tourism sector. Finally, entrepreneurs reported as important for the promotion of tourism sustainability the creation of knowledge networks and websites to focus on sustainable business and the promotion of environmental labels and certified management systems in tourism businesses.  相似文献

Importance of sustainability concerns demands consideration of sustainability design criteria in early stages of process design. Most often there are several alternatives for a particular process which must be compared in terms of sustainability metrics to select the most sustainable design. There are several tools available for evaluation of process alternatives in terms of sustainability concerns. However, there is a need for a screening method which enables engineers to compare and select several alternatives in terms of a multitude of metrics and also incorporate their preferences if required. This study utilizes a recently developed sustainability evaluator for process evaluation and compares overall impact factor method for process screening with a novel fuzzy-based approach. The applicability of the proposed method is demonstrated though application of the methodology on ibuprofen case study to select the most sustainable design.  相似文献
