The objective of the Parafield Aquifer Storage Transfer and Recovery research project in South Australia is to determine whether stormwater from an urban catchment that is treated in a constructed wetland and stored in an initially brackish aquifer before recovery can meet potable water standards. The water produced by the stormwater harvesting system, which included a constructed wetland, was found to be near potable quality. Parameters exceeding the drinking water guidelines before recharge included small numbers of fecal indicator bacteria and elevated iron concentrations and associated color. This is the first reported study of a managed aquifer recharge (MAR) scheme to be assessed following the Australian guidelines for MAR. A comprehensive staged approach to assess the risks to human health and the environment of this project has been undertaken, with 12 hazards being assessed. A quantitative microbial risk assessment undertaken on the water recovered from the aquifer indicated that the residual risks posed by the pathogenic hazards were acceptable if further supplementary treatment was included. Residual risks from organic chemicals were also assessed to be low based on an intensive monitoring program. Elevated iron concentrations in the recovered water exceeded the potable water guidelines. Iron concentrations increased after underground storage but would be acceptable after postrecovery aeration treatment. Arsenic concentrations in the recovered water continuously met the guideline concentrations acceptable for potable water supplies. However, the elevated concentration of arsenic in native groundwater and its presence in aquifer minerals suggest that the continuing acceptable residual risk from arsenic requires further evaluation.  相似文献

A daily model was used to quantify the components of the total urban water balance of the Curtin catchment, Canberra, Australia. For this catchment, the mean annual rainfall was found to be three times greater than imported potable water, and the sum of the output from the separate stormwater and wastewater systems exceeded the input of imported potable water by some 50%. Seasonal and annual variations in climate exert a very strong influence over the relative magnitude of the water balance components; this needs to be accounted for when assessing the potential for utilizing stormwater and wastewater within an urban catchment.  相似文献

A changing climate and increasing urbanisation has driven interest in the use of aquifer storage and recovery (ASR) schemes as an environmental management tool to supplement conventional water resources. This study focuses on ASR with stormwater in a low permeability fractured rock aquifer and the selection of water treatment methods to prevent well clogging. In this study two different injection and recovery phases were trialed. In the first phase ~1380 m(3) of potable water was injected and recovered over four cycles. In the second phase ~3300 m(3) of treated stormwater was injected and ~2410 m(3) were subsequently recovered over three cycles. Due to the success of the potable water injection cycles, its water quality was used to set pre-treatment targets for harvested urban stormwater of ≤ 0.6 NTU turbidity, ≤ 1.7 mg/L dissolved organic carbon and ≤ 0.2 mg/L biodegradable dissolved organic carbon. A range of potential ASR pre-treatment options were subsequently evaluated resulting in the adoption of an ultrafiltration/granular activated carbon system to remove suspended solids and nutrients which cause physical and biological clogging. ASR cycle testing with potable water and treated stormwater demonstrated that urban stormwater containing variable turbidity (mean 5.5 NTU) and organic carbon (mean 8.3 mg/L) concentrations before treatment could be injected into a low transmissivity fractured rock aquifer and recovered for irrigation supplies. A small decline in permeability of the formation in the vicinity of the injection well was apparent even with high quality water that met turbidity and DOC but could not consistently achieve the BDOC criteria.  相似文献

With the use of water approaching, and in some cases exceeding, the limits of sustainability in many locations, there is an increasing recognition of the need to utilise stormwater for non-potable requirements, thus reducing the demand on potable sources. This paper presents a review of Australian stormwater treatment and recycling practices as well as a discussion of key lessons and identified knowledge gaps. Where possible, recommendations for overcoming these knowledge gaps are given. The review of existing stormwater recycling systems focussed primarily on the recycling of general urban runoff (runoff generated from all urban surfaces) for non-potable purposes. Regulations and guidelines specific to stormwater recycling need to be developed to facilitate effective design of such systems, and to minimise risks of failure. There is a clear need for the development of innovative techniques for the collection, treatment and storage of stormwater. Existing stormwater recycling practice is far ahead of research, in that there are no technologies designed specifically for stormwater recycling. Instead, technologies designed for general stormwater pollution control are frequently utilised, which do not guarantee the necessary reliability of treatment. Performance modelling for evaluation purposes also needs further research, so that industry can objectively assess alternative approaches. Just as many aspects of these issues may have impeded adoption of stormwater, another impediment to adoption has been the lack of a practical and widely accepted method for assessing the many financial, social and ecological costs and benefits of stormwater recycling projects against traditional alternatives. Such triple-bottom-line assessment methodologies need to be trialled on stormwater recycling projects. If the costs and benefits of recycling systems can be shown to compare favourably with the costs and benefits of conventional practices this will provide an incentive to overcome other obstacles to widespread adoption of stormwater recycling.  相似文献

Rainwater harvesting (RWH) has traditionally been implemented in areas with (semi) arid climates or limited access to potable water supplies; however, recent droughts in the humid southeastern United States have led to increased implementation of RWH systems. The objectives of this study were twofold: (1) present usage characteristics and performance results for four RWH systems installed in humid North Carolina (NC) as compared with systems located in arid/semiarid regions and (2) identify system benefits and modifications that could help improve the performance of RWH systems installed in humid regions of the world. For this study four RWH systems were installed in NC. Their usage was monitored for at least one year and compared with similar studies. Results revealed that dedicated water uses and usage characteristics for RWH systems in NC differed from those previously reported in the literature. Two of the systems studied met 100 and 61% of the potable water demand with designated uses of animal kennel flushing and greenhouse irrigation, respectively. The designated uses yielding the greatest potable water replacement were often seasonal or periodic, thus necessitating the need for identifying and implementing secondary objectives for these systems, namely, stormwater management. Otherwise, the expense and effort required to implement RWH systems in humid areas will most likely preclude their use.  相似文献

ABSTRACT: The City of Portland's stormwater management program, winner of EPA's Environmental Excellence Award for 1996, is committed to partnership-based, cost-effective, “green” approaches to healthy neighborhoods and water quality. The stormwater program encourages innovative, non-structural pollution reduction techniques like native landscaping, stormwater pollution reduction bioswales and ponds, and public involvement and education. Effectiveness of stormwater best management practices (BMPs) has been difficult to determine on a citywide basis. Recognizing this problem, the City of Portland launched the Parkrose Pilot Project in 1994 to test the effectiveness of a wide range of BMPs in a small watershed in north Portland, the Parkrose catchment, and monitor the results prior to citywide implementation. This catchment was selected because of its small size (144 acres), its representative mix of land uses, and an extensive record of water quality monitoring data. This paper examines the City's strategy in selecting the Parkrose study area as a pilot watershed, the BMPs chosen for use in the watershed, and the results of the program to date. Final success of the Parkrose project will be gauged by the attainment of measurable pollution reduction within the catchment while providing opportunities for meaningful participation by the local community in achieving water quality. Involvement by private citizens in the community is crucial to the success of the project and to ensure compliance with the federal mandate to reduce pollutants to the maximum extent practicable.  相似文献

Numerous drivers are providing stimulus for increased water cycle localisation within urban neighbourhoods. This paper uses predominantly Australasian case studies to highlight trends, successes and challenges in the transition to neighbourhood centred water-based services using 'Low Impact' and 'Water Sensitive' design and development techniques. Major steps towards urban sustainability are demonstrated, for example, up to 70% reduction in the demand for potable water (Aurora, Melbourne), removal of contaminated stormwater and sewage effluent discharge to natural waterways vulnerable to nutrient or toxin accumulation, and up to 55% of the area of the greenfield site planted in indigenous species (Regis Park, New Zealand). Reduced demand for potable water would enable continued undiluted use of 'pure' water sources from limited bush catchments (Waitakere Ranges, New Zealand), and less dependence on rivers stressed by low flows. Reductions and dispersion of sewage effluent discharges protects receiving waters, such as Port Phillip Bay, Melbourne, from eutrophication. Reduced stormwater discharge favours retention of the natural hydrological regime of rivers and minimises bioaccumulation of toxins in aquatic ecosystems.  相似文献

Water scarcity is a highly contested concept. The dominant narratives of water scarcity in policy debates have been criticised for prioritising purely quantitative metrics and eliding questions of inequality and power. While much scholarship on water scarcity examines contexts in the global South where potable water infrastructures do not reach most residents, this article examines conflict over commercial water extraction in a Northern setting where access to potable tap water is nearly universal, yet local water supplies are increasingly constrained. It addresses three main questions: (1) How are narratives or discourses of water scarcity mobilised by a range of actors in local conflicts over groundwater extraction for water bottling?; (2) To what extent do these discourses invoke biophysical versus socially produced scarcity, current versus future scarcity, and local versus regional or global scales of scarcity?; and (3) What are the implications of the findings for efforts by environmental advocates and communities to protect local water supplies? We explore these questions by analysing a local case study of conflict over groundwater extraction by the leading bottled water firm, Nestlé Waters, in southwestern Ontario, Canada. We find that the scarcity narratives deployed by local residents, activists, public officials, and bottling industry representatives illustrate the use of several forms of figurative conflation involving geographic and temporal scales of water scarcity, and economic and volumetric forms of scarcity. We argue that this conflation illuminates deeper issues of economic and social justice at the heart of the conflict, which transcend reductionist hydrological assessments of scarcity or abundance.  相似文献

The major purpose of this paper is to explore the potential value of benefit–cost evaluation for stormwater quality management decisions at a local level. A preliminary benefit–cost analysis (BCA) screening method is used for maximum extent practicable (MEP) analysis, identifying promising management practices, and identifying societal and economic tradeoffs for local stormwater problems. Ballona Creek, a major urban storm drain in Los Angeles, California, USA, is used to illustrate the practicality of the benefit–cost evaluation. The Ballona Creek example demonstrates the economic limits of stormwater management in an urban region and attests to the value of coordinated basinwide management compared to uncoordinated management by individual landowners. Evaluation results suggest that in urban areas, the benefit of stormwater quality improvements might be far greater if accompanied by comprehensive redesign of drainage networks and neighboring land uses. In this case, benefit–cost analysis is found to be useful for evaluating and understanding stormwater management alternatives despite the uncertainties in characterizing stormwater quality and the effects of stormwater management on improving receiving water quality.  相似文献

Potential for rainwater use in high-rise buildings in Australian cities   总被引:1,自引:0,他引:1  
Rainwater is a traditional but underutilized water resource that has today had a resurgence due to the worldwide water crisis. This paper demonstrates the outcomes of research on the feasibility of rainwater use in high-rise residential envelopes for four Australian cities of Melbourne, Sydney, Perth and Darwin. Different climate patterns and various levels of water demand management were established for determination of storage dimensions; annual tank water use; reduction in both imported water flow and stormwater disposal; and water spillage from tanks. High level water demand management was a profoundly effective tool for reducing potable water supply, especially in combination with rainwater use. The economic feasibility of rainwater use systems were estimated; with Sydney having the shortest payback period compared to other cities either both with 3A rated appliances (8.6 years) or 5A ones installed (10.4 years). That was due to the higher and more consistent rainfall in Sydney. An outcome of this study was that Sydney was likely most suited to rainwater use, followed by Perth, Darwin, and then Melbourne. The objective of this study was to fill in the gap in estimating feasibility of rainwater use in various Australian cities. This investigation endeavors to provide assistance to water authorities and urban planners of Australian cities with the consideration of the potential of rainwater harvesting.  相似文献

ABSTRACT The effects of major water management practices on the pumping requirement from the Ogallala aquifer are discussed. Demand on the aquifer may be reduced as much as 15 percent by recycling irrigation runoff, 25 percent by recycling irrigation runoff and irrigating with water from playas, and 29 percent by recycling irrigation water in combination with irrigation from playas and artificial recharge of playa water to the aquifer. Other practices that can result in more efficient use of precipitation and groundwater are limited irrigation, land forming, soil profile modification, and improved irrigation systems, thereby reducing the pumping demand on the Ogallala. Additional water supplies can possibly be obtained by water harvesting, weather modification, and water importation. Conclusions reached were that the overdraft on the aquifer can be reduced by the application of sound water management practices on an area-wide basis.  相似文献

Since 2006, around 600 rainwater harvesting systems have been constructed for agricultural irrigation in Beijing. The financial and economic implications of using these systems are discussed less. It is important to understand the effectiveness of the investments spent on the rainwater harvesting systems. The paper aims to analyze economic and financial performance of the constructed rainwater harvesting systems in rural areas of Beijing through the method of cost benefit analysis. The economic analysis focuses on determining the contribution of rainwater harvesting systems to the development of society, carried out from the point of view of government. The financial analysis allows comparison of the financial implications of using groundwater with using rainwater for agricultural irrigation from the point of view of individual participant, namely the local farmers. The results show that the rainwater harvesting systems are economically feasible. This means rainwater harvesting have positive effects for society. However, the financial feasibility of rainwater harvesting systems depends on the charge for groundwater and on the size of the rainwater harvesting systems. If groundwater is not charged, the rainwater harvesting systems are not financially feasible. If groundwater is charged at 2 Yuan/m3, only large size systems are financially feasible while small and middle sizes systems are not financially feasible. Under these circumstances, only large systems can run smoothly, while farmers may not use the small and medium-size systems.  相似文献

Many developing countries are counting on groundwater to supply an increasing proportion of their demand for drinking. There is currently a drive, in many of these same countries, for major improvements in excreta disposal, involving the intensive use of unsewered sanitation or sewage treatment in stabilization ponds with effluent reuse. Under certain hydrogeological conditions these low-cost technologies may be in conflict with the use of groundwater for potable supplies. The principal potential hazards are identified, discussed and illustrated. A more detailed understanding of these problems, coupled with improved design, careful siting and integrated planning of the installations involved, is required to reduce the groundwater pollution hazard.  相似文献

Abstractions of surface and groundwater for irrigation in Scotland are currently subject to control in only two small catchments. Under the terms of the EU Water Framework Directive, it will be necessary to introduce new legislation to control abstractions elsewhere. To help in the development of appropriate policy for Scotland a study has been carried out to examine the significance of irrigation and the effectiveness of different types of control strategies in terms of the economics of potato cropping and stream hydrology in Scotland. This paper presents the findings of the hydrological study and highlights some of the spatial and temporal issues that need to be considered in the selection of control mechanisms, if they are to be successful in achieving objectives for environmental improvement.The study was focussed on two catchments in the east of Scotland, the Tyne and West Peffer. The effectiveness of several different abstraction control strategies was examined to see how stream flows in the catchment would be modified by their implementation. The results of the study demonstrated that the West Peffer catchment in particular is significantly affected by irrigation abstractions. Control mechanisms based on allowable monthly abstraction volumes and flow-based abstraction bans would be of considerable help in restoring stream flows to their natural levels, but would modify the hydrological regime in slightly different ways. A spatial analysis of stream flows demonstrated that implementation of controls based on a single monitoring point may be ineffective at maintaining acceptable levels of flow throughout the catchment and that this may require a tighter control at the monitoring point.  相似文献

The impact of urbanization on groundwater is not simple to understand, as it depends on a variety of factors such as climate, hydrogeology, water management practices, and infrastructure. In semiarid landscapes, the urbanization processes can involve high water consumptions and irrigation increases, which in turn may contribute to groundwater recharge. We assessed the hydrological impacts of urbanization and irrigation rates in an Andean peri‐urban catchment located in Chile, in a semiarid climate. For this purpose, we built and validated a coupled surface–groundwater model that allows the verification of a strong stream–aquifer interaction in areas with shallow groundwater, higher than some sewers and portions of the stream. Moreover, we also identified a significant local recharge associated with pipe leaks and inefficient urban irrigation. From the evaluation of different future scenarios, we found a sustainable water conservation scenario will decrease the current groundwater levels, while the median flow reduces from 408 to 389 L/s, and the low flow (Q95%) from 43 to 22L/s. Overall, our results show the relevance of integrating the modeling of surface and subsurface water resources at different spatial and temporal scales, when assessing the effect of urban development and the suitability of urban water practices.  相似文献

In urban and suburban areas, stormwater runoff is a primary stressor on surface waters. Conventional urban stormwater drainage systems often route runoff directly to streams and rivers, thus exacerbating pollutant inputs and hydrologic disturbance, and resulting in the degradation of ecosystem structure and function. Decentralized stormwater management tools, such as low impact development (LID) or water sensitive urban design (WSUD), may offer a more sustainable solution to stormwater management if implemented at a watershed scale. These tools are designed to pond, infiltrate, and harvest water at the source, encouraging evaporation, evapotranspiration, groundwater recharge, and re-use of stormwater. While there are numerous demonstrations of WSUD practices, there are few examples of widespread implementation at a watershed scale with the explicit objective of protecting or restoring a receiving stream. This article identifies seven major impediments to sustainable urban stormwater management: (1) uncertainties in performance and cost, (2) insufficient engineering standards and guidelines, (3) fragmented responsibilities, (4) lack of institutional capacity, (5) lack of legislative mandate, (6) lack of funding and effective market incentives, and (7) resistance to change. By comparing experiences from Australia and the United States, two developed countries with existing conventional stormwater infrastructure and escalating stream ecosystem degradation, we highlight challenges facing sustainable urban stormwater management and offer several examples of successful, regional WSUD implementation. We conclude by identifying solutions to each of the seven impediments that, when employed separately or in combination, should encourage widespread implementation of WSUD with watershed-based goals to protect human health and safety, and stream ecosystems.  相似文献

Stormwater ponds are commonly used in residential and commercial areas to control flooding. The accumulation of urban contaminants in stormwater ponds can lead to a number of water quality problems including high nutrient, chemical contaminant, and bacterial levels. This study examined the interaction between land use and coastal pond water quality in a South Carolina residential subdivision pond. Eutrophic levels of chlorophyll and phosphorus were present in all seasons. Harmful cyanobacterial blooms were prevalent during the summer months. Microcystin toxin and fecal coliform bacteria levels were measured that exceeded health and safety standards. Low concentrations of herbicides (atrazine and 2,4-D) were also detected during summer months. Drainage from the stormwater pond may transport contaminants into the adjacent tidal creek and estuary. A survey of residents within the pond's watershed indicated poor pet waste management and frequent use of fertilizers and pesticides as possible contamination sources. Educational and outreach activities were provided to community members to create an awareness of the water quality conditions in the pond. Pond management strategies were then recommended, and selected mitigation actions were implemented. Water quality problems identified in this study have been observed in other coastal stormwater ponds of varying size and salinity, leading this project to serve as a potential model for coastal stormwater pond management.  相似文献

This article presents an analysis of the projected performance of urban residential rainwater harvesting systems in the United States (U.S.). The objectives are to quantify for 23 cities in seven climatic regions (1) water supply provided from rainwater harvested at a residential parcel and (2) stormwater runoff reduction from a residential drainage catchment. Water‐saving efficiency is determined using a water‐balance approach applied at a daily time step for a range of rainwater cistern sizes. The results show that performance is a function of cistern size and climatic pattern. A single rain barrel (190 l [50 gal]) installed at a residential parcel is able to provide approximately 50% water‐saving efficiency for the nonpotable indoor water demand scenario in cities of the East Coast, Southeast, Midwest, and Pacific Northwest, but <30% water‐saving efficiency in cities of the Mountain West, Southwest, and most of California. Stormwater management benefits are quantified using the U.S. Environmental Protection Agency Storm Water Management Model. The results indicate that rainwater harvesting can reduce stormwater runoff volume up to 20% in semiarid regions, and less in regions receiving greater rainfall amounts for a long‐term simulation. Overall, the results suggest that U.S. cities and individual residents can benefit from implementing rainwater harvesting as a stormwater control measure and as an alternative source of water.  相似文献

This article summarizes a research project that investigated the use, performance, cost, and evaluation of nonstructural measures to improve urban stormwater quality. A survey of urban stormwater managers from Australia, New Zealand, and the United States revealed a widespread trend of increasing use of nonstructural measures among leading stormwater management agencies, with at least 76% of 41 types of nonstructural measures being found to be increasing in use. Data gathered from the survey, an international literature review, and a multicriteria analysis highlighted four nonstructural measures of greatest potential value: mandatory town planning controls that promote the adoption of low-impact development principles and techniques; development of strategic urban stormwater management plans for a city, shire, or catchment; stormwater management measures and programs for construction/building sites; and stormwater management activities related to municipal maintenance operations such as maintenance of the stormwater drainage network and manual litter collections. Knowledge gained on the use and performance of nonstructural measures from the survey, literature review, and three trial evaluation projects was used to develop tailored monitoring and evaluation guidelines for these types of measure. These guidelines incorporate a new evaluation framework based on seven alternative styles of evaluation that range from simply monitoring whether a nonstructural measure has been fully implemented to monitoring its impact on waterway health. This research helps to build the stormwater management industry’s knowledge base concerning nonstructural measures and provides a practical tool to address common impediments associated with monitoring and evaluating the performance and cost of these measures.  相似文献
