Environmental protection is a topical and controversial issue of contemporary Third World development. As a result of the growing crisis of environment and development as well as issues of global environmental balance, divergent views and proposals have been put forward by external governments, international agencies, and environmental groups in resolving the environmental degradation problems of the developing world. However, very little appraisal has been made of the efforts by indigenous Third World governments in facing up to their environmental conservation issues. This article examines the role of past and recent government environmental control policies and programs in Nigeria. The article analyzes three aspects of environmental protection: (1) the theoretical economic bases of environmental protection and the Nigerian approach to environmental protection, including traditional values and modern institutional control measures, the latter embracing nature conservation efforts; (2) environmental considerations in national development plans; and (3) the evolution of a federal environmental protection agency and a national policy on environment. Finally, the article discusses the future challenges and directions for environmental policy.  相似文献

Central to the environmental and health hazards created by the expanding use of pesticides in developing countries is the weakness of national regulatory agencies. This article reviews current international efforts aimed at supporting these institutions and describes the contribution that an external “hazard auditor” might make in assessing the pesticide industry's adherence to accepted standards of health and environmental protection. An independent evaluation of this kind may prove attractive to all parties in the long-standing confrontation over the control of pesticide technology: the industry, public interest groups, developing and developed countries, and international agencies. The article outlines one approach to operationalizing the concept and examines initial responses to the proposal. Currently one of the largest and most rapidly developing countries, China also has some of the world's most severe environmental problems. China will most likely need to use all of the potential major strategies currently available to solve the country's huge environmental challenges, including promoting individual conservation behavior through educational campaigns and encouraging public environmental advocacy. This paper summarized the findings of a survey of 347 residents of Shaanxi province on environmental attitudes and behaviors. The survey found generally high levels of environmental knowledge and high recognition of the seriousness of environmental issues, moderate levels of individual actions supporting environmental resource conservation and low levels of public environmental behaviors, particularly for organized public advocacy. Further analysis indicated that the perceived importance of environmental protection is the most important factor influencing individual environmental resource conservation, but not public advocacy behaviors. Implications for environmental campaigns are discussed.  相似文献

Croatia, like many other transition countries has undergone radical changes in its nature protection models. This paper discusses a historical overview, present situation and future possibilities for nature conservation in Croatia. A conservative top-down approach to nature protection was applied in the past in Croatia and is now being replaced by a prevalent bottom-up approach. Social context is crucial to introducing participatory conservation, therefore special concern is given to the perception of the local population towards protected area management in Istria as a case study in Croatia. Survey data were used to assess the conservation knowledge of local populations and their perception towards Protected Areas (PAs), leadership activities and management authorities in Istria County. This paper examines the perceptions of 313 residents living in and around six natural PAs located in Istria. The results revealed a moderate general knowledge about PAs in Istria and environmental issues, and a low awareness of institutions managing PAs, eagerness to participate in the activities of PAs and general support for the conservation cause. Understanding the perception of local residents enables the creation of feasible, long-term strategies for the implementation of participatory conservation. The research identifies the need for greater human, technical and financial efforts to strengthen the management capabilities of local agencies responsible for PAs. The process of participatory conservation optimization in Croatia is underway and world experiences must be observed in order to create a congruent, site-specific model with the best possible results.  相似文献

Successful biodiversity conservation requires high quality monitoring data and analyses to ensure scientifically defensible policy, legislation, and management. Although monitoring is a critical component in assessing population status and trends, many governmental and non-governmental organizations struggle to develop and implement effective sampling protocols and statistical analyses because of the magnitude and diversity of species in conservation concern. In this article we describe a practical and sophisticated data collection and analysis framework for developing a comprehensive wildlife monitoring program that includes multi-species inventory techniques and community-level hierarchical modeling. Compared to monitoring many species individually, the multi-species approach allows for improved estimates of individual species occurrences, including rare species, and an increased understanding of the aggregated response of a community to landscape and habitat heterogeneity. We demonstrate the benefits and practicality of this approach to address challenges associated with monitoring in the context of US state agencies that are legislatively required to monitor and protect species in greatest conservation need. We believe this approach will be useful to regional, national, and international organizations interested in assessing the status of both common and rare species.  相似文献

This article analyzes the official and non-official responses of Filipinos to the depletion of some renewable natural resources (particularly water quality). Contrary to popular assumption, and contrary to official statements of the Philippine government at international conferences, it appears that environmental depletion is a political issue in the Philippines. The reasons for the salience of resource and environmental issues are discussed. The dilemma of the Philippine government is that it is committed to economic progress, but the resources which make that progress possible are in short supply. Timber, soil and clean water are endangered by deforestation, erosion and pollution. However, conservation and environmental protection are expensive in the short run. The Philippines faces a problem common to developing tropical countries.  相似文献

An important goal of biological inventories is to provide information for environmental assessments of development projects and biodiversity conservation. Likewise, computer data bases have been proposed for efficient compilation and management of biological information. However, the attributes of biological inventories and computer data bases have not been examined with respect to environmental assessments. This article presents a case study in Mexico to analyze the current limitations of biological inventories for successful environmental assessments and biodiversity conservation in developing countries. Results demonstrate that, considering the objectives of environmental assessments and information constraints, computerized biological inventories should be assembled with a minimum of record fields: taxonomic data and georeferenced collection localities. Furthermore, it is proposed that environmental assessments should become a feedback to biological inventories and an important financial support to universities and research institutions in developing countries.  相似文献

Wetland protection and utilization sometimes appear to be in conflict, but promoting the wise use of wetlands can solve this problem. All countries face the challenge of sustainable development of wetlands to a greater or lesser extent, but the problem is especially urgent in developing countries, such as China, that want to accelerate their economic development without excessive environmental cost. Chinese wetlands contribute greatly to economic development, but improper use of these natural resources has endangered their existence. It is thus necessary to provide scientific guidance to managers and users of wetlands. In this paper, we analyze the present status of Chinese wetland protection and utilization, and discuss problems in six categories: a lack of public awareness of the need for wetland protection; insufficient funding for wetland protection and management; an imperfect legal system to protect wetlands; insufficient wetland research; lack of coordination among agencies and unclear responsibilities; and undeveloped technologies related to wetland use and protection. The wise use of Chinese wetlands will require improvements in four main areas: increased wetland utilization research, scientific management of wetland utilization, improved laws and regulations to protect wetlands, and wider dissemination of wetland knowledge. Based on these categories, we propose a framework for the optimization of wetland use by industry to provide guidance for China and other countries that cannot sacrifice economic benefits to protect their wetlands.  相似文献

Negative attitudes of resident communities towards conservation are associated with resource decline in developing countries. In Botswana, Community-Based Natural Resource Management (CBNRM) was adopted to address this challenge. CBNRM links rural development and conservation. However, the impact of CBNRM on changes of resident attitudes towards conservation and tourism is not adequately researched. This paper, therefore, assesses the impacts of CBNRM on resident attitudes towards tourism development and conservation in the Okavango Delta, Botswana. The study purposively sampled villages of Khwai, Mababe and Sankoyo. Household data using variables like: economic benefits from CBNRM; level of satisfaction with CBNRM; co-management of natural resources between resident communities and government agencies; and collective action was collected. This data was supplemented by secondary and ethnographic data. Using qualitative and quantitative analysis, results indicate changes in resident attitudes from being negative to positive towards tourism and conservation. These changes are triggered by economic benefits residents derived from CBNRM, co-management in resource management; and, collective action of communities in CBNRM development. Positive attitudes towards conservation and tourism are the first building blocks towards achieving conservation in nature-based tourism destinations. As a result, decision-makers should give priority to CBNRM and use it as a tool to achieve conservation and improved livelihoods in nature-based tourism destinations of developing countries.  相似文献

Industrial pollution has become a serious problem in many developing countries during the past two decades. Support for regulation of industrial pollution has remained lukewarm from many policymakers, despite research suggesting large benefits from pollution reduction even in very poor countries. Since 1993, a World Bank research team on the environment has worked in collaboration with pollution control agencies to understand existing regulatory practices, industry's environmental performance, and pollution abatement costs in developing countries. The researchers'ongoing work has already produced a large number of publicly-available research papers and datasets, and is providing the Bank team with considerable expertise and insights into the design of effective pollution control policies.  相似文献

Environmental governance in the twenty-first century in Bangladesh faces serious challenges in terms of improving service delivery. There are surfeits of laws, rules and regulations as well as institutions to manage and govern the environmental sector. The legal regime is quite comprehensive, yet little attempts have been made so far to iron out the contradictions and duplications among existing rules and regulations. Institutions continue to suffer because of a number of reasons. Coordination among different ministries and other agencies in the governmental and non-governmental sectors is poor. Inter-organizational meetings and other follow-up meetings are not regularly held and usually fail to achieve their intended objectives. Though attempts have been made to involve people at the formulation stage of action plans, seldom people are taken into confidence and consulted with when these plans are implemented. One of the consequences of such a situation is people’s lack of interest in government-sponsored environmental protection programs. The decision-making procedure/situation of different environmental development projects and policies did not follow the holistic or coordinated principles so that post-impacts of works appeared vast and diverse conflicts. This paper tries to search the history of environmental protection of Bangladesh, relevant environmental laws, rules, regulations and projects and major international conventions, treaties, and protocols signed or ratified by Bangladesh as well as investigates the current situation, mechanism and decision making regarding environment in the context of environmental governance, analyzing the problems and also explored the challenges for environmental management in Bangladesh and associated problems and risks of system and finally proposed some core guidelines of effective environmental governance and system management for Bangladesh.  相似文献

Summary Any attempts to preserve Third World ecosystems must recognize that the ultimate decisions lie with the governments of these sovereign states, which have to deal with widespread demands for higher living standards as well as growing populations. To deal with the powerful pressures of economic growth, the most promising strategy for conservationists is to press the Western industrialized states, where the conservation movement is relatively strong, to join with the Third World in an international agreement whereby the latter would preserve portions of threatened ecosystems in exchange for compensation provided from the industralized countries, most plausibly through an agreement to reduce Third World countries' debt. To reinforce this protection, the industrialized states could agree to purchase tropical ecosystem products only from those states which agree to preserve certain portions of their ecosystems. While there would be great problems both in working out the levels of compensation and in persuading the industrialized states to participate in such a scheme, intensive lobbying by conservation groups might be enough to bring it to fruition.Dr. John Cartwright, who teaches courses in environmental politics and African politics at the University of Western Ontario, took degrees from Queen's University in Kingston, Canada, and the University of Toronto. From 1963 to 1966 he taught at the University of Sierra Leone in Freetown. He has produced three books on African politics, his most recent beingPolitical Leadership in Africa (1983). The 1990s have seen a dramatic shift in capital flows into the developing world. Despite pledges made at the 1992 UNCED Conference in Rio de Janeiro, official development aid has declined in real terms. At the same time, private direct investment and lending to developing countries has risen from $44 billion at the beginning of this decade to $256 billion in 1997, supporting a record economic boom in the developing world. Developing countries have become significant sources of capital, as well as hosts to transnational corporations.
Cases illustrating the negative impacts of large investments under environmentally lax conditions are contrasted with the rise of environmental screening of funds by commercial entities, such as banks, insurance companies and investors. Although the new inflows of foreign capital may have brought the spread of Western consumerism, this new economic potential has also contributed cutting-edge environmental technologies, that may assist developing countries leapfrog over the most damaging phases of industrialization.
The article discusses the role of public lending agencies, international organizations and NGOs in setting the investment climate that determines the effects of foreign capital on the natural resources base, communities and the environment. Various mechanisms for defining environmental standards are discussed, and a more active role for governments and the United Nations is advocated.  相似文献

Since the establishment, following World War II, of the World System, by which the affluent industrialized countries established various international assistance agencies (including the multilateral development banks, UN affiliates, and Bilaterals), these assistance agencies have invested very large sums in helping finance planning and construction of community sewerage and water supply facilities in the developing countries. However, much of this large investment has been ineffective and wasted, primarily because of the lack of understanding by the staff of the assistance agencies that the design criteria for the facilities must be modified to suit the socio-economic status of the developing country. The developing countries are relatively very poor in terms of available finances, hence cannot afford to emulate Western environmental standards and design practices, especially as related to operation and maintenance, hence much simpler approaches must be used. Experiences in several Asian countries are discussed, and a recommendation is made on how to go about resolving this problem.  相似文献

Summary Though strong concern over the rapid conversion of moist tropical forests may justifiably arise from any discipline, a growing interdisciplinary tide of voices is expressing its alarm over a particularly disturbing consequence of forest alteration and destruction: the reduction of species diversity through the extinction of numerous plant and animal species. Consequently, an array of ecologists land-use planners, botanists, zoologists and conservationsts are searching for means to enhance the protection and preservation of tropical forests' biotic diversity. Management schemes aimed at achieving this particular end are being investigated, particularly by UNESCO's Man and Biosphere (MAB) Project 8 of Biosphere Reserves Projects, by the International Union for the Conservation of Nature and Natural Resources (IUCN) tropical forests conservation program (UNEP, 1980) and by the World Wildlife Fund. In addition, many countries with a significant area of moist tropical forest (MTF) are beginning to pursue some form of conservation strategy. Currently Robert T. Perry is a full-time teacher of biology at a private school for a cademically gifted students in the Brooklyn area. In addition he has designed and is teaching courses in environmental chemistry and ethology to advanced high-schoolers. He is also an adjunct instructor for the City College of the City University of New York, where he is teaching graduate students in the Environmental Studies Programme. He graduated in Environmental Conservation from Cornell University, and has a Masters Degree in Environmental Biology from City University, New York.  相似文献

Biodiversity conservation in developing countries has been a challenge because of the combination of rising human populations, rapid technological advances, severe social hardships, and extreme poverty. To address the social, economic, and ecological limitations of people-free parks and reserves, incentives have been incorporated into conservation programs in the hopes of making conservation meaningful to local people. However, such incentive-based programs have been implemented with little consideration for their ability to fulfill promises of greater protection of biodiversity. Evaluations of incentive-based conservation programs indicate that the approach continually falls short of the rhetoric. This article provides an overview of the problems associated with incentive-based conservation approaches in developing countries. It argues that existing incentive-based programs (IBPs) have yet to realize that benefits vary greatly at different “community” scales and that a holistic conceptualization of a community is essential to incorporate the complexities of a heterogeneous community when designing and implementing the IBPs. The spatial complexities involved in correctly identifying the beneficiaries in a community and the short-term focus of IBPs are two major challenges for sustaining conservation efforts. The article suggests improvements in three key areas: accurate identification of “target” beneficiaries, greater inclusion of marginal communities, and efforts to enhance community aptitudes.  相似文献
