高质量发展作为新发展阶段重点贯彻落实的发展主题,对我国经济社会发展具有重要意义。基于新发展理念,采用熵值法和障碍度模型对长三角地区2009年、2014年和2019年的高质量发展状况及主要障碍因子进行测度与识别。结果表明:①长三角地区高质量发展综合指数持续增长,不同等级的城市渐趋向高值区城市转变,总体呈“东南高、西北低”的发展格局。②创新、协调、开放和共享发展水平与城市综合发展水平关联性较强,绿色发展水平的结果与此相异。③五大子系统障碍度排序为:创新发展>开放发展>共享发展>协调发展>绿色发展。④未来的发展应尊重区域差异,缩小区域差距,加强人才和科技的培育及跨区域流通,建设服务型政府,以促进长三角一体化高质量发展。  相似文献

旅游业发展是城市经济社会发展的重要组成部分,城市发展和旅游业发展之间存在明显的推动作用,两者协调发展是城市和旅游可持续发展的关键.以安徽省的黄山市、池州市和芜湖市为例,构建相应指标,运用TOPSIS法对2008年、2009年三市旅游和城市发展的协调性进行了对比研究.结果表明,2008年、2009年芜湖市的旅游和城市发展的协调系数为分别0.6287和0.6588,黄山市为0.46450和0.4799,池州市为0.3822和0.4037,说明旅游与城市发展的协调性与城市发展水平存在一定的正向关系.城市发展水平越高,其经济部门相对齐全,旅游更能带动城市各项事业的发展,而城市各项事业的发展反过来又促进旅游的发展,城市和旅游的协调性相对较好.  相似文献

Some of the greatest challenges for managing residential development occur at the interface between the terrestrial and aquatic ecosystems--in a lake's riparian area. Land use planners need a framework they can use to identify development hotspots, areas were the next push for development will most likely occur. Lake riparian development profiles provide a framework for linking ecological and social factors important to development. In a test of this framework in northern Minnesota, researchers identified seven constructs influencing riparian area development: current general development, current housing development, and availability, accessibility, suitability, aesthetics, and proximity to services. Profiles display a lake's value for each construct relative to the range of values for all lakes in the county. Maps, developed using indicators for several constructs, allow us to identify how the factors interact and are dispersed across the landscape. These profiles help policy makers, planners, and managers identify lakes that are potential development hotspots so they can take timely steps to manage development or control the impacts of development.  相似文献

This paper examines whether foreign aid, together with other economic, social and environmental factors, contributes to sustainable development. It starts with an illustrative theoretical growth model where foreign aid promotes sustainable development by protecting the environment. Using factor analysis and newly developed estimation methods for a dynamic panel data model with endogenous regressors, the empirical section of the paper finds evidence that foreign aid has had a significantly positive influence on sustainable development in aid recipient countries. This effect is very likely to go through channels related to growth and resources as well as a technology channel with respect to energy intensity. This research has important implications for a post‐2015 development framework on international collective action with regard to a sustainable future.  相似文献

Sustainable development poses challenges and opportunities to the development and management of business and technological systems. Most significantly, sustainability moves beyond meeting an economic and environmental bottom line to a triple bottom line of integrated economic, environmental, and social factors. Over 30 years there has been a paradigm shift that has led to the greening of industrial practices with regards to the environment. As evidence continues to demonstrate linkages between environmental causes and effects, problem-solving techniques have been developed to meet both economic and environmental goals along with metrics to measure environmental performance. Today, sustainable development presents another paradigm shift and adds social considerations as a third element to the bottom line. Sustainable development indicators (SDIs) have emerged as a tool to measure progress towards sustainable development for a number of fields. However, no indicator initiative to date has been aimed at biosolids management at local authority, regional or national levels. This paper presents a study where stakeholders involved in the management of biosolids in Ireland participated in the development of SDIs for managing biosolids at the local/regional level. A significant 81% of participating stakeholders find SDIs either 'useful' or 'very useful' as a tool for managing biosolids. A suite of 22 indicators has been developed and arranged according to the driving force-pressure-state-impact-response (DPSIR) indicator framework. The indicators address all the domains of biosolids management namely, production, quality, cost, legislation/regulation, training/research and recycling/disposal. The stakeholder approach is recognition that no effective indicator set can be developed without the input of stakeholders.  相似文献

Governments everywhere are recognising environmental sustainability as a major driver of technological and economic development—with innovative direction being found at the interface of our efforts to become more socially and environmentally sustainable. Rural communities, faced with the pressures of unprecedented change, have an opportunity to embrace the principles of sustainable development, to create a new future at the leading edge of global change—but they need help. They need both knowledge and skills to enable them to self-evaluate and strategically plan, and they need a highly motivated, creative, and coherent community to carry it through. Small Towns: Big Picture is a community development process designed to foster creative, energetic, and collaborative action by five small rural communities in central Victoria—focusing on the development of social, environmental, and economic sustainability indicators. The project bought together artists, researchers and local communities to produce a coherent and shared understanding of the sustainability issues and opportunities. This paper presents Small Towns: Big Picture, focusing specifically on the social dimension and the development of a Community Cohesion indicator through an arts-led community engagement process.  相似文献

There are now numerous sustainable development evaluation methods to evaluate sustainable development progress. Which one to use will depend on the resources, the goals and the stakeholders. Ideally the method selected and its indicators would themselves indicate how to achieve sustainable development. Such a choice can be difficult without a framework to help ensure the representation of the essential elements of sustainable development.

This paper presents such a framework by drawing on ecological terminology to define aspects of sustainable development as manifested in the natural world. Examples of how these can be measured are provided along with an explanation of how the components of the framework contribute to achieving sustainable development in social systems.  相似文献

This article presents an assessment of the effectiveness of national and international energy policies directed toward the objectives of sustainable development contained in Agenda 21. Following a brief overview of energy and transport sector trends over the past ten years, the article discusses whether and to what extent energy policies for sustainable development have impacted on poverty reduction, energy security, equitable access to energy, and transition to a more efficient and environmentally sound energy system.
The impact of policies is assessed considering that such a transition involves appropriate combinations of energy efficient technologies and usage patterns, wider use of renewable energy, and gradual induction of advanced energy technologies. The article then examines the extent to which such policies have been based on integrated assessments of the needs and priorities in economic growth, social development and environmental protection and identifies some of the main constraints and barriers hampering the implementation of energy for sustainable development. The article also examines whether decision-making processes ensure multi-stakeholder participation in policy development and support a fair sharing of commitments, responsibilities and benefits among the participating stakeholders in policy implementation. Selected case studies of policies that have made a tangible difference in promoting energy for sustainable development are outlined.
Finally the article discusses the challenges facing energy for sustainable development and discusses various options to accelerate the implementation of its goals.  相似文献

Summary Sustainable development has increasingly come to be seen as a concept which can reconcile the tensions between economic development and environmental protection. However, the concept is a vague one and little work has been undertaken to examine the practical implications of adopting sustainable development as a guiding principle. This paper examines how sustainable development can be defined, and some of the contradictions involved with the concept. The policy implications of sustainable development are examined, with a particular emphasis on industry and employment.His research interests are in sustainable development and local economic development.
