The European Union (EU) transition to a smarter and more sustainable electricity sector is driven by climate change adaptation and technological developments. For the electricity distribution industry, this has contributed to a growing need to understand how these network monopolies should adapt their role, activities, and responsibilities for a redesigned electricity market, given the growth of distributed generation, and the increased control and monitoring capabilities. Considering this, a foresight study on business model innovation, technological adaptation, and market design policy alternatives is presented. A Policy Delphi method was applied, involving two iterative survey rounds and 207 European experts, which assessed 57 policy alternatives. The results highlight adaptation challenges for implementing new technologies and business practices. Experts support innovation and transition to new roles, and innovative services, while warranting that core electricity distribution activities are secured. This shift in roles is expected to be achieved through research and development (R&D) support policies, innovation friendly regulatory frameworks, and concerted actions at the EU and Member States level. The results provide policy-adaptation guidelines for electricity distribution industry stakeholders.  相似文献

BackgroundHealth professionals are key actors in environmental health. Taking on this role requires a certain degree of competence. That is the reason why education in environmental health of health care professionals became a major concern at international level, notably at WHO level. However, in the European Union only the individual Member States are responsible for organizing education and no official body seems to have started outlining recommendations on how to set up this kind of training.ObjectivesWe set out to draw up some propositions for training in environmental health on the basis of the practice of educational institutions involved in training health care professionals.MethodsA survey was conducted in 934 educational institutions involved in training health care professionals in 11 European countries and in Canada.ResultsOur data reveal that, whereas there are many establishments — nearly half of those that replied — engaged in educating health care professionals in environmental health, they do so in a great variety of ways, whether in terms of objectives, content, the number of teaching hours, or their target groups. Moreover, there is only limited evaluation of this training, which makes the question of recognition a very difficult one.ConclusionsNumerous difficulties have been raised in relation to education in environmental health, both by trainers and trainees. Some solutions to these difficulties are suggested but the need of official guidelines keeps going.  相似文献

Carbon capture and storage technology (CCS), a technology to reduce the emissions in coal and gas power generation plants, will play an important role in the achievement of the European Union emissions reduction objective. In the European Union, energy policies are articulated around three different elements: measures to promote renewable energy technologies, the emissions certificates system and both energy-saving and energy-efficiency policies. The succession of directives and communications from the EU Commission on renewable technology generation share targets and the implementation of the European Emissions Market exemplify the serious EU commitment to a more environmentally friendly future. CCS technologies—together with RES technologies—are thus key to achieve the European emissions reduction target. Although the CCS commercial availability is not guaranteed—due to a slow technological development—some institutions, such as the Institute for Prospective Technological Studies, assume, for 2030 horizon, a quick development of this technology, growing until a maximum participation of an 18 % over the fossil fuels total generation. An eventual non-availability of these technologies in 2030 could increase the cost of this objective in a 70 %. Therefore, the achievement of pollutant emissions reduction targets depends on a correct design of the European generation technologies mix, which should include CCS technologies. Nevertheless, the uncertainty about the final costs and economic risk of these technologies makes a question about their future role to arise. This paper analyses the effects of different variations in the cost and risk of the CCS technologies (scenarios) over the European power technologies mix. The results confirm the need of the availability of these technologies in 2030, beyond the potential costs and risks of both options. The reason lies in the methodological approach of portfolio theory, which allows an analysis from an efficient portfolio point of view.  相似文献

Since the last decade the WHO Collaborating Centre for Air Quality Management and Air Pollution Control, Berlin, Germany, operates a quality assurance and control (QA/QC) programme on air quality monitoring in the WHO European Region. As main activity Intercomparison workshops have been established for air monitoring network laboratories on a regular basis to harmonise air quality measurements, analysis and calibration techniques. 36 air hygiene laboratories of public health and environmental institutions of 24 countries participated in twelve Intercomparisons between 1994 and 2004. The majority was carried out for NO, NO(2), SO(2) and O(3). The results were predominantly satisfactory for automatic methods. The results of manual methods were mainly in a good, and for several concentration levels partly very good accordance with the data obtained by the monitors.  相似文献

This paper tests the hypothesis that relocation of pig production within the EU27 can reduce the external costs of nitrogen (N) pollution. The external cost of pollution by ammonia and nitrate from agriculture in the European Union (EU27) in 2008 was estimated at 61–215 billion € (0.5 to 1.8% of the GDP). Per capita it ranged from more than 1000 € in north-west EU27 to 50 € in Romania. The average contribution of pig production was 15%. Using provincial data (224 NUTS2 regions in EU27), the potential reduction of external N cost by relocation of pig production was estimated at 14 billion € (10% of the total). Regions most eligible for decreasing the pig stock were in western Germany, Flemish region, Denmark, the Netherlands and Bretagne, while Romania is most eligible for increasing pig production. Relocating 20 million pigs (13% of the total EU stock) decreased average external costs per capita from 900 to 785 € in the 13 NUTS2 regions where pigs were removed and increased from 69 to 107 € in 11 regions receiving pigs. A second alternative configuration of pig production was targeted at reducing exceedance of critical N deposition and closing regional nutrient cycles. This configuration relocates pigs within Germany and France, for example from Bretagne to Northern France and from Weser-Ems to Oberbayern. However, total external cost increases due to an increase of health impacts, unless when combined with implementation of best N management practices. Relocation of the pig industry in the EU27 will meet many socio-economic barriers and realisation requires new policy incentives.  相似文献

The establishment of a global multi-regional carbon market is considered to be a cost effective approach to facilitate global emission abatement and has been widely concerned.The ongoing planned linkage between the European Union’s carbon market and a new emission trading system in Australia in 2015 would be an important attempt to the practice of building up an international carbon market across different regions.To understand the abatement effect of such a global carbon market and to study its energy and economic impact on different market participants,this article adopts a global dynamic computable general equilibrium model with a detailed representation of the interactions between energy and economic systems.Our model includes 20 economic sectors and 19 regions,and describes in detail 17 energy technologies.Bundled with fossil fuel consumptions,the emission permits are considered to be essential inputs in each of the production and consumption activities in the economic system to simulate global carbon market policies.Carbon emission permits are endogenously set in the model,and can be traded between sectors and regions.Considering the current development of the global carbon market,this study takes 2020 as the study period.Four scenarios(reference scenario,independent carbon market scenario,Europe Union(EUh-Australia scenario,and China-EU-Australia scenario) are designed to evaluate the impact of the global carbon market involving China,the EU,and Australia.We find that the carbon price in the three countries varies a lot,from $32/tCO2 in Australia,to $17.5/tCO2 in the EU,and to $10/tCO2 in China.Though the relative emission reduction(3%) in China is lower than that in the EU(9%) and Australia(18%),the absolute emission reduction in China is far greater than that in the EU and Australia.When China is included in the carbon market,which already includes the EU and Australia,the prevailing global carbon price falls from $22 per ton carbon dioxide(CO2) to $12/tCO2,due to the relatively lower abatement cost in China.Seventy-one percent of the EU’s and eighty-one percent of Australia’s domestic reduction burden would be transferred to China,increasing 0.03%of the EU’s and 0.06%of Australia’s welfare.The emission constraint improves the energy efficiency of China’s industry sector by 1.4%,reduces coal consumption by3.3%,and increases clean energy by 3.5%.  相似文献

The amount of sewage sludge generated in Europe is expected to surpass the 10 million tons/year in 2006 as a result of the waste water treatment process according to the Water Policy in European Union. Sewage sludge is what is left behind after water is cleaned in waste treatment plants and is characterized for this high content in nitrogen and phosphorous that could be of great importance in agriculture as fertilizer or soil conditioner. On the other hand, pollutants like metals and organic contaminants are usually removed from water and are accumulated in the sewage sludge, reaching the food chain if their concentrations are not below the safe limits established by the European legislation. The latter issue is of great concern nowadays and in this sense, different works alert against the use of the sewage sludge in agriculture arguing that serious illnesses, even resulting in death as well as adverse environmental impacts are associated to the application of sewage sludge. This work is a continuation of a former comprehensive survey on of priority organic pollutant in sludges for agricultural purposes carried out by our group in Catalonia and this time is focused on the polychlorinated dibenzo-p-dioxins and dibenzofurans (PCDD/F), one of the most toxic group of organic compounds listed in the Work Document on Sludge which is the reference tool in this field in Europe and is also included in the Stockholm Convention. Eighty eight samples were collected from the end of 2003 to April 2006 and the concentrations detected were lower than the 100 ng/kg I-TEQ limit recommended by the European legislation (EC, 2000). Thus, sewage sludges generated in Catalonia do not represent a threat to human health if they are used as fertilizers in agriculture.  相似文献

Poland is the largest hard coal producer in the European Union (EU), and remains very dependent on coal for its energy. Despite the significant long-term implications of EU mitigation policies for the Polish economy, coverage of climate change and policy in the Polish media remains very low. This study of the coverage both in print media and on television of the 2013/2014 Assessment Reports by the Intergovernmental Panel on Climate Change shows that the volume of coverage in Poland was much lower than in other European countries. The article explores possible reasons for the “exceptionalism” found in the Polish media.  相似文献

The paper gives an overview on the transformation process of 10 Central and Eastern European (CEE) countries leading to a change of political structure and the emergence of market mechanisms. These countries intend to get admission into the European Union (EU) in the near future. Therefore, the legal system of the EU is the standard for them and, in particular, they follow the respective environmental protection measures.The implementation of sustainable development is a new challenge for the CEE countries. Beside environmental protection, economic and social dimensions are also to be considered, and these three pillars are in mutual interaction. In the CEE countries, the preparations to implement elements of sustainable development began in the last few years. Thus, the documents of the Johannesburg Summit on Sustainable Development stimulate this recent process. The successful implementation requires the close cooperation of the governments, the various stakeholders and the civil society.  相似文献

This paper presents an assessment of air quality of the city Eski?ehir, located 230 km southwest to the capital of Turkey. Only five of the major air pollutants, most studied worldwide and available for the region, were considered for the assessment. Available sulphur dioxide (SO(2)), particulate matter (PM), nitrogen dioxide (NO(2)), ozone (O(3)), and non-methane volatile organic carbons (NMVOCs) data from local emission inventory studies provided relative source contributions of the selected pollutants to the region. The contributions of these typical pollution parameters, selected for characterizing such an urban atmosphere, were compared with the data established for other cities in the nation and world countries. Additionally, regional ambient SO(2) and PM concentrations, determined by semi-automatic monitoring at two sites, were gathered from the National Ambient Air Monitoring Network (NAAMN). Regional data for ambient NO(2) (as a precursor of ozone as VOCs) and ozone concentrations, through the application of the passive sampling method, were provided by the still ongoing local air quality monitoring studies conducted at six different sites, as representatives of either the traffic-dense-, or coal/natural gas burning residential-, or industrial/rural-localities of the city. Passively sampled ozone data at a single rural site were also verified with the data from a continuous automatic ozone monitoring system located at that site. Effects of variations in seasonal-activities, newly established railway system, and switching to natural gas usage on the temporal changes of air quality were all considered for the assessment. Explorations of future land use change are important to understand potential conflicts between competing land uses, trade-offs associated with particular land change trajectories, and the effectiveness of policies to steer land systems into desirable states. Most model-based explorations and scenario studies focused on conversions in broad land use classes, but disregarded changes in land management or focused on individual sectors only. Using the European Union (EU) as a case study, we developed an approach to identifying typical combinations of land cover and management changes by combining the results of multimodel simulations in the agriculture and forest sectors for four scenarios from 2000 to 2040. We visualized land change trajectories by mapping regional hotspots of change. Land change trajectories differed in extent and spatial pattern across the EU and among scenarios, indicating trajectory-specific option spaces for alternative land system outcomes. In spite of the large variation in the area of change, similar hotspots of land change were observed among the scenarios. All scenarios indicate a stronger polarization of land use in Europe, with a loss of multifunctional landscapes. We analyzed locations subject to change by comparing location characteristics associated with certain land change trajectories. Results indicate differences in the location conditions of different land change trajectories, with diverging impacts on ecosystem service provisioning. Policy and planning for future land use needs to account for the spatial variation of land change trajectories to achieve both overarching and location-specific targets.

Concern about adverse health effects arising out of human exposure to polluted seawater through bathing and other forms of aquatic recreation has led to the development of various quality criteria and standards worldwide. Attempts at quantifying health hazards from polluted recreational waters have been made in several Mediterranean countries through the conduction of epidemiological studies aimed at establishing direct correlation between the microbiological quality of the water and health effects on exposed population groups. This article provides an overview on the development of the criteria and standards for coastal recreational waters in the Mediterranean by examining the evolution of the WHO guidelines, the WHO/UNEP interim criteria for bathing waters and the EU Directives. It also provides a brief account of the various quality criteria and standards for coastal recreational waters in current use in all the Mediterranean countries.  相似文献

In this study, we assessed the economic, environmental and agricultural land use impacts in the EU of a 20% reduction in the Pillar I budget of the Common Agricultural Policy (CAP) of the European Union (EU) and spending the saved money via a subsidy on labour in primary agriculture. The impact of such a policy has been assessed with a computable general equilibrium (CGE) model and a partial equilibrium (PE) model. It is concluded that reallocation of Pillar I budgets to a coupled agricultural labour subsidy increased employment in agriculture, especially in agricultural sectors and regions that are relatively labour intensive. Average employment in agriculture in the EU increased with 1.6% in the CGE model and with 0.6% in the PE model. Agricultural production and environmental emissions from agriculture increased as well. At the same time, prices of agricultural outputs decreased. Value added including subsidies increased for agricultural labour, but total value added in agriculture decreased. The latter was especially explained by decreased land prices and land-related value added. Measured in terms of equivalent variation, total welfare in the EU decreased. Welfare costs equalled about 1400 € per full-time work equivalent in agriculture extra. These results show that policy makers should weigh carefully the pros and cons of the direct and indirect overall economic, environmental and land use impacts of a subsidy on agricultural labour at the expense of the Pillar I budget of the EU CAP.

Radioactive and chemical risks coexist in NORM industries although they are usually addressed separately by regulations. The European Union (EU) has developed extensive legislation concerning both matters, which has been diversely reflected in national policies. We consider the case of the Spanish phosphate industry and analyse to which extent regulatory mandates have reduced the historical and ongoing radiological impact on the environment of phosphate facilities. Although no specific radiological constraints on effluent monitoring and release or on waste disposal have yet been imposed on NORM industries in Spain, other environmental regulations have achieved a substantial reduction on the phosphate industry impact. Nevertheless, a more efficient control could be established by eliminating the current conceptual and practical separation of chemical and radioactive risks in NORM industries. We highlight research needs to accomplish so and propose shorter-term measures that require active cooperation among the regulatory bodies involved.  相似文献

The article deals with indicators framework to monitor implementation of the main EU (European Union) directives and other policy documents targeting sustainable energy development. The main EU directives which have impact on sustainable energy development are directives promoting energy efficiency and use of renewable energy sources, directives implementing greenhouse gas mitigation and atmospheric pollution reduction policies and other policy documents and strategies targeting energy sector. Promotion of use of renewable energy sources and energy efficiency improvements are among priorities of EU energy policy because the use of renewable energy sources and energy efficiency improvements has positive impact on energy security and climate change mitigation. The framework of indicators can be developed to establish the main targets set by EU energy and environmental policies allowing to connect indicators via chain of mutual impacts and to define policies and measures necessary to achieve established targets based on assessment of their impact on the targeted indicators representing sustainable energy development aims. The article discusses the application of indicators framework for EU sustainable energy policy analysis and presents the case study of this policy tool application for Baltic States. The article also discusses the use of biomass in Baltic States and future considerations in this field.  相似文献

From the collated data relevant to discharges by the nuclear industry, it results that the input of beta activity (excluding Chernobyl fallout and tritium) into the OSPAR region decreased by a factor of 4 from 1986 to 1991, reaching by this date the same level as in the early 1950s. Over the same period the discharges of the alpha activity into the OSPAR region also decreased by a factor 3, the same trend has been seen also for tritium. Since 1986 the effective dose to members of the critical group in the vicinity of Sellafield and Cap de La Hague was consistently below the ICRP and EU limit of 1 mSv per year to members of the general public. The overall radiological impact from nuclear industry on the population of the European Union from the OSPAR area has decreased from 280 manSv y(-1) in 1978 to 14 manSv y(-1) in 2000.  相似文献
