At the end of the 20th century, business finds itself in a period of transformation and a new emphasis on environmentally responsible practices. Leading-edge companies are now integrating environmental concerns into everyday business activities. Competitive issues, which led to the formation of just-in-time production processes, are now forcing companies to better understand their effects on the environment. Business leaders must now look at environmental issues as opportunities, not burdens. Amenity migration to attractive and accessible non-metropolitan areas changes social and environmental relations with consequences for natural resource management and landscape composition and trajectories. Lifestyler oriented rural landholders are often cast as a problem for land management and extension. Managers and some researchers see them as a cause of landscape and social fragmentation and report difficulties in engaging such landowners on natural resource management issues and responsibilities. In contrast, limited existing research indicates that lifestylers do join and form networks of personal and other contacts for advice and support in land management. We contribute to this research with a survey of rural landholders in southeastern New South Wales (NSW). We explicitly compare the sources of advice for land management for lifestylers with those of farmers. We focus on the types of sources available to rural landholders in Australian regions and their relative importance to these two landholder groups. We find that lifestylers and farmers are different in their sources of advice but that both prefer personal sources rather than sources such as agencies. We reflect on the significance of the differences for engagement with lifestyle oriented rural landowners and for understanding landscape change.  相似文献

In their fine paper, Evans et al. (2009) discuss the proposition that invasive non-native species (INS) are harmful. The question to ask is, “Harmful to whom?” Pathogens that make people sick and pests that damage their property—crops, for example—cause harms of kinds long understood in common law and recognized by public agencies. The concept of “harm to the environment,” in contrast, has no standing in common law or legislation, no meaning for any empirical science, and no basis in a political consensus other than might be drawn from the Endangered Species Act. As a generalization, the proposition that INS cause “environmental harm”—since this concept is empty of legal, scientific, and political meaning—must rest on definition, diktat, or diatribe. As Evans et al. suggest, however, the idea of “harm to the environment” is not always and certainly need not be arbitrary; it might gather significance in the context of a particular place through a political process that weighs economic concerns with cultural, religious, aesthetic, and other relevant beliefs, practices, and commitments that people who care about that place present. It is not clear, however, that adaptive management, which Evens et al. propose, will provide that democratic political process.  相似文献

ABSTRACT

There is currently a recognition of the need for more collaborative approaches to water management, which involve communities of place as proactive stewards of their local water environments. However, the desire for such participatory approaches sits awkwardly with the primarily technocratic orientation and practices of the responsible professional organisations in the water sector. Professionals sometimes struggle to communicate with, or respond to, communities stressed by flood and other impacts. This paper examines the concept of “hydrocitizenship” in relation to the engagement between professional stakeholders interested and involved in water landscape management, regulation and associated issues, and communities in the River Aire corridor, Yorkshire, UK. The case study-based research used innovative, arts-based exploratory approaches that aimed to examine participants’ relationships with water and how local environmental concerns about policy and water could be revealed. Group conversations and interviews were used as a strategy both to develop mutual understandings between participants and to inform the creation of public performances which stimulated further discussion and reflection. The paper focuses on reporting the role and experience of stakeholders, and identifies the emergence of unexpected synergies, where performance became the means of two-way communication between the different groups involved in the research. In particular, a flexible, creative and playful approach captured the imagination and gained interactions and creative collaborations within local communities and stakeholder groups. The paper concludes by reflecting on possible extensions of this work in other contexts.  相似文献

Traditionally, environmental issues and concerns have been viewed as a constraint to businesses. This has resulted in environmental managers relying heavily on a reactive, compliance-based approach to justify change. Businesses are now recognizing that efficient management in the environmental arena can benefit the entire company and open new opportunities for increased profits. Managers have acknowledged that environmental issues can be integrated into daily business trends and activities. Not only does sound environmental management decrease liability, but also in current markets a “green” image can attract investors and customers. This article shows how one tool that progressive companies are focusing attention on—environmental performance indicators—is being used to convey the current status of environmental issues and improve the management of these issues for the benefit of the company as well as the environment.  相似文献

A plethora of ethical issues in livestock agriculture has emerged to public attention in recent decades, of which environmental and animal welfare concerns are but two, albeit prominent, themes. For livestock agriculture to be considered sustainable, somehow these interconnected themes need to be addressed. Ethical debate on these issues has been extensive, but mostly started from and focused on single issues. The views of farmers in these debates have been largely absent, or merely figured as interests, instead of being considered morally worthwhile themselves. In this paper the relevance for ethical debates of the ways farmers discuss and engage with moral concerns is explored. The variety of norms that figure in contemporary farming practices is sketched in its multifarious complexity, illustrated by ethnographic fieldwork, and systematized in terms of “orders of worth.” Reviewing the practical arguments and commitments of farmers within this framework reveals that farming practices are subject to mixed motives, in which an amalgam of types of concerns play a role. Recognition of the peculiarly entangled nature of the ethics of farming practices could counter the tendency in policy making, technological innovation, and ethical thought to compartmentalize our moral landscape. Understanding farming practice as the integration of a mosaic of concerns in the light of a variety of moral experiences would foster public appreciation of positions of farmers in debates on improving the sustainability and societal acceptability of livestock agriculture.  相似文献

I have seen a number of corporations accept the philosophy of TQEM and start the process of total quality environmental management with great enthusiasm. I believe that many organizations are attracted because TQM principles demand measurements of success and results that are definable for the environment. It reduces the emotionalism that frequently tends to surround environmental issues. Emotionalism has perhaps been the bane and boon of efforts by corporations and advocacy groups to incorporate environmental issues into the day-to-day functions of organizations. Abt Associates, a well-known research-based consulting firm, recently completed a study of U.S. Fortune 250 firms' environmental management programs. Abt found evidence that environmental performance is a competitive issue. Benchmarking is hotly pursued to develop firm-wide indices of performance. One third of the benchmarking is against competition, another third is against worldwide firms. There is a race to develop “Best in Class” standards now. E2M and Abt Associates have combined resources to study corporate Canada's environmental management programs and compare these with those of the United States. This research will help companies benchmark activities and will build a strong North American data base. Unfortunately it will not be ready in time to answer TQEM's question for this issue. ABSTRACT: A forester shares personal reflections on biodiversity, finding he must deal with the question of “What is biodiversity?” before dealing with “What is biodiversity good for?” Even before that, the complexity of the scientific and social aspects of biodiversity must be looked at to set a context. The author believes that biodiversity has scientific, recreational, wildness, natural history, and spiritual values and contributes to sustainability and productivity. Aesthetic values also are found to be very important, and the author concludes “that biodiversity has values that are worth protecting, even in the face of scientific uncertainty.” Personal reflection on environmental issues is necessary to fully understand what one believes, and to be an active participant in issues of environmental ethics.  相似文献

As businesses strive to reduce costs and become more competitive, environmental costs and potential future liability issues continue to raise overhead expenses. The decision process is further challenged by the various interpretations of existing laws and the uncertainty of future applicable regulations and their interpretation. To make more informed business decisions and bridge the gap between the environmental and business perspective, organizations need to be able to see the overall environmental picture and how it affects the current and future business operation. This article presents a systematic approach to developing an organization's integrated baseline “environmental portfolio” with various business risk levels and expected costs. Utilizing computer simulation, sensitivity iterations are performed to show the results of different scenarios. These scenarios can include various probabilities of cost levels, permitting strategies, and litigation, as well as the success of new technologies. Management can then focus attention on the main driving factors and avoid spending too much attention on lesser items. An additional benefit to this process is that communication between the various segments of an organization are enhanced since their perspectives are clearly articulated as part of the analysis. Sensitivity analysis also provides the framework for a sanity check of the process and results. Are projected levels of success reasonable? What levels would be required to change the decision, and how likely are they to occur? What level of overall business risk associated with environmental issues is prudent? In addition this article shows how computer modeling and simulation can bring a valuable perspective to the decision-making process.  相似文献

ABSTRACT: Data were collected in the fall of 1998 and the winter of 1999 from 1,011 land owner‐operators within three watersheds in the North Central Region of the United States to assess adoption of soil and water protection practices. Farm owner‐operators were asked to indicate how frequently they used 18 different agricultural production practices. Many farmers within the three watersheds had adopted conservation protection practices. However, they also employed production practices that could negate many of the environmental benefits associated with conservation practices in use. Comparison of adoption behaviors used in the three watersheds revealed significant differences among the study groups. Respondents in the Iowa and Ohio watersheds reported greater use of conservation production systems than did farmers in Minnesota. However, there were no significant differences between Ohio and Iowa farmers in terms of use of conservation production practices. This was surprising, since farmers in the Ohio watershed had received massive amounts of public and private investments to motivate them to adopt and to continue using conservation production systems. These findings bring into serious question the use of traditional voluntary conservation programs such as those employed in the Ohio watershed. Study findings suggest that new policy approaches should be considered. It is argued that “whole farm planning” should be a significant component of new agricultural conservation policy.  相似文献

Farmers are important agents in rural landscape management as they modify landscape elements to suit their needs. The purpose of this study is to investigate if patterns of landscape activities undertaken by farmers are related to certain farm characteristics and if landscape activities vary from one location to another. With this purpose, we investigated the differences between the level of farmers' involvement in landscape activities in two study areas in central Jutland, Denmark. Particular attention was given to the analysis of the type and extent of landscape activities and their relationship with farm characteristics. In both study areas, landscape activities leading to a more extensive type of land use predominate. However, a multivariate analysis implemented on the set of landscape activity data reveals significant differences between the two study areas. Hedgerow planting and removal is more common in S?nder Omme, while pond digging and cultivation of permanent grass lands are characteristic activities in Gadbjerg-Givskud. Moreover, the proportion of farmers involved and the area affected by different landscape activities is larger in S?nder Omme than in Gadbjerg-Givskud. The farms of the two areas are different in terms of production type, size and socio-economic characteristics. These characteristics represent significant relationships with landscape activities. However, they are not sufficient to explain the differences between landscape activities undertaken in the two areas. The differences are caused by unique cultural and biophysical environment, which influence and modify the relationship between farm characteristics and landscape activities in a distinct manner for each study area.  相似文献

This article seeks to explain how and why church congregations mobilise on environmental issues and what – if anything – is distinctive about that mobilisation. Building on and adapting Resource Mobilisation Theory (RMT), we develop the idea of “spiritual resources” to help explain how a collection of spiritual identities, values, symbols and narratives can facilitate distinctive collective action on environmental issues. Our analysis draws on data derived from an in-depth case study of climate active groups in Scotland. It includes content analysis of websites, news stories as well as ethnographic observation of selected church and secular groups engaged in climate activity. We find church groups do enjoy a distinct set of resources – comprising tradition, rituals and symbols shaped by theology and doctrine – which are not wholly captured by other explanations of climate mobilisation. While these spiritual resources do not directly translate into specific environmental or climate action they can, especially when combined with other resources, lead to environmental activities distinctly motivated, and distinctly practised at the individual and community level.  相似文献

A central task of environmental ethics, which have been arising since 1960s, is to extend the objects of moral concern beyond the individuals of Homo sapiens. (Here, it involves the issue of the boundary of environmental ethics. In a narrow sense, an environmental ethic must grant moral concern to holistic environmental objects (such as ecosystems). On the other hand, if we broadly define the environmental ethic as an ethic that shows moral concern not limited to Homo sapiens and its individuals only, then, these “generalized” environmental ethics include Peter Singer’s “animal liberation” and Tom Regan’s “animal rights”. In this article, the term “environmental ethic” refers to an environmental ethic in a generalized sense.) All the objects deserving moral concern constitute the moral community. The trajectory and boundary of this extension are different among different schools. Compared to other schools, Tom Regan’s “animal rights” has a relatively smaller moral community, making it more “conservative” at first sight. Meanwhile, the rights view, like other schools, faces the question regarding the edge of moral concern. This question consists of two sub-questions: (1) where is the boundary of the moral community and (2) how ought we to treat the objects of moral concern near the boundary? Given the closeness of Regan’s theory to traditional ethics (regarding the boundary of the moral community), this study is mainly focused on analyzing the edge of moral concern within the framework of the theory of animal rights. Further, I investigate the similarities and differences in the boundary of moral concern among various schools of environmental ethics. The comparative analysis demonstrates a subtle relation between science and moral philosophy, and reveals a similar form of a metaphysical premise adopted by all environmental ethics. This research helps to clarify the moral concern of environmental ethics, which is an essential prerequisite for establishing a new ethic, and therefore helps to consolidate the reference of environmental ethics to environmental management.  相似文献

Corporate financial statements do not include environmental values. This deficiency has contributed to the criticism that company managers do not include environmental impacts in the internal decision-making process. The accounting profession has not developed effective environmental reporting guidelines. This situation contributes to a second problem: the apparent inability of corporate reports to provide useful information to external parties. It has been suggested that by using nonmarket valuation methodologies, financial statements can be used to measure progress toward sustainable development. Nonmarket valuations are not generally accepted by the accounting profession. They are too subjective to support effective decisions, and too costly to obtain. Furthermore, demand for this sort of information appears small. Some of these issues may be resolved over time. The most serious challenge, however, concerns how enhanced financial reports would be used. Financial statements are supposed to help investors assess the amount, timing, and uncertainty of future cash flows. A substantial portion of environmental value is based on nonuse benefits, much of which will never be realized in company cash flows. In other words, the role of financial statements would have to change. Furthermore, since there is no general agreement as to the meaning of sustainable development, efforts to operationalize the term have been fraught with difficulty. Moreover, monetization of environmental values could jeopardize their preservation, leaving some to question the overall objective of this form of reporting. For these reasons, while it is to be hoped that better reporting of environmental impacts will be forthcoming, the greatest advances will likely be outside the financial statements themselves.  相似文献

This study aims at comparing broadly the environmental concerns and opinions between Hong Kong and Beijing students. This is based on an earlier study in Australia which adopted a qualitative approach, using five open-ended question items. In their written comments the children's environmental opinions and concerns were explored. In general, upper primary students tended to be concerned more about the social environment relating to society, while junior and senior secondary students expressed more concern about the social environment relating to the nation and global issues.  相似文献

This article looks at issues of recreancy, environmental justice, and relocation as they relate to a flood control infrastructure project in inner city Houston. The main research questions were “What forms would recreancy take?” and “Can a project be environmentally just if recreancy is present?” Through the structural coding of 53 semi-structured interviews, recreancy was found even in a project where the sponsors used community cohesion as a guideline. This article illuminates the difficulties flood control project engineers face when working in local communities and argues that engineering issues are also social issues. Further, the relocatees within this flood control project voice some of the same concerns experienced by people relocated in other involuntary infrastructure development projects. The case outlined in this article could be used to better help those involuntarily relocated for flood control.  相似文献

Many cities' municipal governments have made some version of “sustainability” an explicit policy goal over the past two decades. Previous research has documented how the operationalisation and conceptualisation of sustainability in urban sustainability plans vary greatly among cities, particularly with respect to environmental justice. This article reports on whether and how large American cities incorporate environmental justice into their urban sustainability indicator projects. Our findings suggest that while there has been an increase in the number of cities incorporating environmental justice elements into sustainability plans since the early 2000s, their conceptualizations and implementations of sustainability remain highly constrained. The paucity of evaluative tools suggests that environmental justice efforts are potentially losing traction in public debate over macro-scale sustainability concerns (e.g. climate change) or the need for regionally competitive environmental amenities (e.g. parks). This paper concludes with suggestions for revising existing sustainability plans to better reflect environmental justice concerns.  相似文献

“Eco-efficiency” is a term that does not yet appear in dictionaries but has already gained considerable force in shaping the environmental policies and practices of leading corporations. The Business Council on Sustainable Development (BCSD) sounded a trumpet call with their 1992 manifesto, “Changing Course.” Due to the credibility of the companies that constitute BCSD's membership—including Dow Chemical, 3M, Northern Telecom, Ciba-Geigy, Volkswagen, Nissan, Mitsubishi, and many others—their message has had a substantial influence on the strategic thinking of company executives around the world, BCSD's concept of eco-efficiency suggests an important link between resource efficiency (which leads to productivity and profitability) and environmental responsibility. Eco-efficiency makes business sense. By eliminating waste and using resources wisely, eco-efficient companies reduce costs and become more competitive. As environmental performance standards become commonplace, eco-efficient companies will be at an advantage for penetrating new markets and increasing their share of existing markets.
